    ICC issues New Access Regulations for Indian broadcasters

    MUMBAI: The International Cricket Council today released its News Access Regulations (NAR) for broadcasters in India intending to report on the ICC World Twenty20 2016 which will be staged across India from 8 March to 3 April 2016.

    These regulations are solely for bona fide news broadcasters registered under the category of News and Current Affairs channels according to Indian Ministry of Information and Broadcasting’s downlinking guidelines.

    The regulations have been based on and reflect the current law in India governing news access. The regulations will remain in full force and effect until 24 hours after the end of the last match of the event.

    To ensure complete fulfilment of these NAR, the ICC will be appointing a media agency to monitor compliance with the Regulations. In the event of any non-compliance, the ICC will take legal action against the non-compliant party; such action may include issuing proceedings and/or seeking injunctive relief. 

    The ICC looks forward to full compliance with the regulations from all concerned.

    ICC honchos meeting culminates in Dubai

    MUMBAI: The International Cricket Council met on Wednesday at the ICC headquarters in Dubai for the second of its scheduled quarterly meetings of 2014. The Board discussed a range of issues, including reports from the ICC chief executives’, audit, finance and commercial affairs, among other plans.

    The two day meeting that ended today resulted in some very important announcements regarding the schedule for 2014 as well as the coming years.

    Meritocratic pathway for Test cricket

    The ICC Board approved the introduction of an ICC Test Challenge which will take place every four years between the lowest ranked Test team and the winner of the ICC Intercontinental Cup.

    The proposal is that the 10th ranked side on the Reliance ICC Test Team Rankings on 31 December 2017, or at the conclusion of any series in progress at that time, will play two five-day matches at home and two five-day matches away against the winner of the upcoming ICC Intercontinental Cup, with the inaugural Challenge scheduled to take place during 2018.

    In the next eight years, two ICC Intercontinental Cup tournaments are planned with the first to run from 2015 to 2017 and the second to be held between 2019 and 2021.  The second ICC Test Challenge is scheduled for 2022.

    ICC chief executive David Richardson said: “The ICC Test Challenge now opens the door for Associate Members to play Test cricket and in doing so gives even greater context to the ICC Intercontinental Cup which will now be a pathway to Test cricket.”

    ICC reform of governance and financial models

    Further to the resolutions passed at the ICC Board meeting in Singapore on 8 February 2014, the ICC Board members agreed a long-term work plan to support the implementation of those resolutions which do not require constitutional change.

    At the same time the ICC Board authorised the drawing up of the necessary constitutional amendments which will be placed before the Full Council at the ICC Annual Conference to be held in Melbourne at the end of June.

    One of the cornerstones of the new financial model is an extended Future Tours Programme (FTP) which will now run until 2023.

    Richardson explained: “The FTP is a very important piece of work as it gives Members long-term certainty in relation to both their playing schedule and financial planning. Significant progress has been made but there is still work to be done to develop a balanced calendar of tours and finalise these agreements.”

    ICC World Twenty20 Bangladesh 2014

    The ICC Board thanked the Bangladesh Cricket Board (BCB) for the successful staging of the ICC World Twenty20 Bangladesh 2014 and praised the Bangladesh government, security agencies and the general public for their contributions and support. The ICC Board also congratulated Sri Lanka for winning the men’s title and Australia’s women for completing a hat-trick of titles.

    ICC president Alan Isaac said: “The ICC World Twenty20 Bangladesh 2014 was an extremely successful event which was thoroughly enjoyed by the players, officials, spectators and media. A lot of credit must be given to the Bangladesh Cricket Board (BCB) and the ICC team for putting up a memorable show.”

    “The event helped Bangladesh enhance its infrastructure in Dhaka and Chittagong and develop a new international venue in Sylhet.  Sri Lanka’s triumph means the event has produced five different men’s champions in as many editions. The encouraging performances of the Associate Members and their successes over the Full Members clearly reflect that the ICC World Twenty20 is the most open tournament on the ICC calendar,” he added.

    Format and qualification process for the ICC World Twenty20 2016

    Following the success of the ICC World Twenty20 Bangladesh 2014, the ICC Board agreed that the same format be retained for the ICC World Twenty20 events in 2016, which will be staged in India.

    For the 2016 event, the top eight Full Members on the Reliance ICC T20I Team Rankings as on 30 April 2014 will automatically qualify for the second round, while the ninth and 10th ranked Full Members will get automatic places in the first round. The six qualifiers will progress from the 14-team ICC World Twenty20 Qualifier 2015, which will be staged in Ireland and Scotland from 9 July to 2 August 2015 during which a total of 51 matches will be played.

    ICC Cricket Committee

    The Board ratified the appointment of Australia coach Darren Lehmann and the West Indies coach Ottis Gibson as the representatives of national coaches on the ICC Cricket Committee following the completion of former India and South Africa coach Gary Kirsten’s term.

    Other updates

    The ICC Board also considered a general update on anti-corruption and integrity while the IDI Board received a report from the Finance & Commercial Affairs Committee which included updates on the commercial rights post-2015, Host and Members’ Participation Agreements for the next commercial rights cycle, online piracy, event forecasts and audited financial statements for 2013.

    The next ICC and IDI Board meetings will take place during the ICC Annual Conference week in Melbourne in June 2014.

    MUMBAI: The West Indies Cricket Board (WICB) has announced Confident Group as the West Indies Team Sponsor for the ICC Champions Trophy in England next month and ICC World Twenty20 2014 in Bangladesh.

    Confident Group is an Indian conglomerate, headquartered in Bangalore with interests in infrastructure, hospitality, aviation, entertainment, education and health care. Confident Group owns and operates hotels in Bangalore.

    WICB CEO Michael Muirhead said, “We welcome Confident Group as our team sponsor for these two mega world cricketing events. The West Indies Team, having won the World Twenty20 in 2012 is one of the most attractive teams for a sponsor to be associated with in international cricket at the moment and we are delighted to have the Confident Group on board for the Champions Trophy and the World Twenty20 in 2014 when the West Indies will defend our title.”

    “This association of the West Indies Team with another major Asian company is significant from the point of view that we are able to attract some of the most high profile companies from a dynamic and wide-ranging cricket market to our portfolio and it is a demonstration of the confidence of the corporate sector in West Indies cricket which remains a strong brand on the global cricket stage,” he added.

  • ICC engages CII for commercial rights protection programme

    MUMBAI: Following a partnership during the International Cricket Council (ICC) Cricket World Cup 2011 and the ICC World Twenty20 Sri Lanka 2012, the ICC has once again engaged Copyright Integrity International (CII) to work closely with its in-house legal team on the management of a comprehensive rights protection programme for the ICC Champions Trophy 2013, which gets underway on 6 June in England and Wales.

    Based in Bengaluru, CII is a privately-held specialist in online and offline anti-piracy protection services for sports clients. It will provide the ICC with a suite of commercial rights protection and anti-piracy services and solutions such as online content and broadcast protection, comprehensive trademark and brand protection and media terms enforcement, in a programme designed to protect the ICC‘s intellectual property rights from the threats of piracy, ambush marketing and unlicensed use.

    ICC head of legal Iain Higgins said, “Our commercial partners and sponsors make our events possible and generate significant funding for the global game. The aim of the ICC‘s commercial rights protection programme is to maintain the exclusivity of their association with our events. It is vital that those rights are protected so that our partners‘ investments can be channelled into the development of cricket throughout our 106 Members.”

    CII CEO Nanda Chalam said, “It‘s a privilege to be engaged by a client such as the ICC to manage the commercial rights protection programme for the ICC Champions Trophy 2013. Our role will include not only the monitoring and enforcement of infringements but also an education programme for the public that will ensure enjoyment of the event with due respect to the ICC‘s commercial partners and sponsors.”

    The ICC‘s legal team has been working hard over the past few months to develop strategies to monitor and combat unlawful association with the ICC Champions Trophy 2013.

    As part of that programme, it has recently released brand and content protection guidelines for the tournament. Through a series of FAQs and illustrations, this document provides companies and members of the public with a useful guide to how they might associate with the event without infringing the rights that have been granted to the ICC‘s official partners.

  • T20 World Cup initial matches notch up 2.8 TVR

    MUMBAI: The initial eight group stage matches of the ICC World Twenty20 2012 have garnered an average rating of 2.8 TVR with a reach of 60.55 million (CS 4+ TG All India), as per TAM data provided by media agencies who are tracking the mega event‘s viewership trends for their clients.

    The ratings for the first eight matches are higher than the ICC World Twenty20 2010 in West Indies which managed a TVR of 1.6 for the first four matches with a cumulative reach of 42 million.

    The India-Afghanistan match has recorded a combined TVR of 4.9 on Star Cricket, ESPN and Doordarshan with a reach of 36.7 million. Comparably, the India versus Afghanistan in the previous edition of the tournament had got a rating of 4.

    The India versus Afghanistan match got a rating of 3.5 on Star Cricket, 0.4 on ESPN and 1.1 on Doordarshan. The sports broadcaster is also simulcasting India matches, semi-finals and the final on ESPN with Hindi commentary.

    The South Africa-Zimbabwe match was the second best rated match despite featuring a relatively weaker team. The match posted a TVR of 3.5 with a reach of 26.5 million.

    The match between Sri Lanka and Zimbabwe rated 1.2 TVR, slightly better than the South Africa-Sri Lanka as well as the Australia-West Indies matches. The two matches registered a TVR of 1.1 and 0.9 TVR respectively.

    While South Africa-Sri Lanka match had a reach of 16.1 million, the Australia-West Indies match could manage a reach of only 9.1 million.

    Media agencies say the group stage matches hold relatively less significance for advertisers; the key to the commercial value of the property is how the Quarter Final and the Semi Final matches deliver.

    DDB Mudra Group COO Pratap Bose expects the Super Eight matches to do well as the tournament is perfectly poised.
    “The initial eight matches are not of much significance as the important matches will begin from the Super Eight stage. There will be a spike in ratings if India remains in the fray,” said Bose.

    GroupM Maxus Client Leader Jigar Rambhia shares the same sentiments. He feels the real tournament even for advertisers begins with the Super Eight stage when all the strong teams will compete against each other.

    “It‘s too early to talk about ratings at this stage since the group stage mainly involves matches with weaker sides and there is only one India match. However, the interest in the tournament will start peaking with the Super Eight stage,” says Rambhia.

    ESPN Star Sports has sold out its entire inventory for the ICC T20 WC with as many as 34 advertisers on board including three joint presenting sponsors and seven associate sponsors.
