  • BCCC directs ‘Pehredaar Piya Ki’ to late night slot with disclaimers

    NEW DELHI: The Broadcasting Content Complaints Council (BCCC), a self-regulatory body under the Indian Broadcasting Foundation umbrella, has asked Sony Pictures Network India to move its fictional serial Pehredaar Piya Ki, aired on one of its channels, to the 10 pm slot and simultaneously run a scroll that it doesn’t promote child marriage.

    The soap opera, with a story-line where a minor boy is shown married to a young-adult woman, who also doubles up as his security guard, had come under criticism for allegedly promoting regressive ideas like child marriage, which is an offence under Indian laws.

    The BCCC directive to Sony Pictures Networks India, which came on Wednesday, was the first one chaired by its new chief Justice (retd) Vikramajit Sen, according to news agency IANS.

    “We had a monthly meeting and the channel officials were called for a discussion, which went on for quite long. After everything, they were directed that the timing of the show should be shifted to a late night slot of 10 pm  and that they must run a disclaimer. They (Sony Pictures Networks India) will have to comply,” a BCCC executive was quoted by IANS as saying.

    Indiantelevision.com could not independently reach out to SPNI for its comments on the BCCC directive till the time of writing this report, which is based on what news agency IANS has filed.

    Since the last BCCC meeting, the body received around 138 fresh complaints against `Pehredaar Piya Ki’, which is produced by Shashi Sumeet  Productions and went on air last month. The makers had been defending it, saying viewers must understand the circumstances in which the girl has to marry the boy child, the news agency report stated.

    Earlier, some media reports quoted the minister of information & broadcasting (MIB) Smriti Irani, when asked about the controversy surrounding the Sony Pictures Networks India serial, saying that her ministry has asked the BCCC to look into the issue.

    The serial stars Tejaswi Prakash Wayangankar as Diya Ratan Singh and Afaan Khan as her husband Prince Ratan Singh.

    Set up in June 2011, BCCC is an independent self-regulatory body for non-news general entertainment channels under the Indian Broadcasting Foundation, an apex body of a large number of general and factual entertainment TV channels operating in India. IBF website states its members manage 350+ channels and about 90 per cent of television viewership across country.

    Hindustan Unilever won the coveted Green Marketer Award, which honors brands that have strived and conquered, by keeping a close focus on environment sustainability. The Special Award for “Conquering an impregnable fortress” was won by Bira 91. Pro Kabaddi League was recognised as the brand that “Traversed unchartered waters” and Paytm was recognized for “Riding on an emerging wave”.  Honda Motorcycle & Scooter was awarded for “Breathing new life into a category”, Indian Accent was recognized for “Creating a Global Impact” while Oppo was recognized for “Carving out a Niche” for themselves in a highly competitive category.

    Making a special mention of the ‘Global Impact’ category, Irani said,  “Having been a part of this journey, I have just one appeal this evening – while we sell dreams to the nation and world, there are many amongst us who wither away with the passage of time. We now build a platform that takes care of the creative faction so that the world does not accuse us selling dreams but living a lie.”

  • Four FDI media proposals await govt. nod

    NEW DELHI: A total of 99 proposals including four relating to the information and broadcasting sector for foreign direct investment are pending before various ministries, the Parliament has been informed.

    This follows the decision to entrust the work of granting government approval for FDI investment in eleven notified sectors/activities requiring government approval to the concerned  ministries/departments.

    Commerce and industries minister Nirmala Sitharaman said the decisions would be taken under the extant FDI Policy and Foreign Exchange Management Act (FEMA),

    The government, through the erstwhile Foreign Investment Promotion Board (FIPB), had already been considering and taking decisions on FDI proposals in the sectors on approval route.

    Consequently, the Standard Operating Procedure (SOP) for processing FDI proposals was issued on 29 June, 2017.

    According to the SOP, once the proposal is complete in all respects, which should not be later than six weeks/eight weeks (in cases where comments of the home ministry have been sought from security clearance point of view) from the receipt of the proposal, the competent authority will, within the next two weeks, process the proposal for decision and convey the same to the applicant.

    In respect of proposals where the competent authority proposes to reject the proposals or in cases where conditions for approval are stipulated in addition to the conditions laid down in the FDI policy or sectoral laws/regulations, concurrence of Department of Industrial Policy and Promotion will compulsorily be sought within 8-10 weeks weeks (in cases where comments of the home ministry have been sought from security clearance point of view) from the receipt of the proposal.

  • Talent shortage in Prasar, manpower audit under way, admits Irani

    NEW DELHI: Admitting there was an overall shortage of talent in Prasar Bharati, minister of information and broadcasting Smriti Zubin Irani said a manpower audit was in progress in this regard by the pubcaster.

    Answering a question in the Parliament, she said several sanctioned posts were lying vacant. She said that audit being done on the recommendation of the Sam Pitroda Committee report, was expected to be completed during 2017-18.

    Earlier this year, a Parliamentary Committee had said that minimal action had been taken on the report submitted in February 2014 to revitalize Prasar Bharati.

    The Committee also noted that the Department of Expenditure has expressed inability to undertake the work of man power audit despite assurances in reply to several questions in Parliament.

    The Parliamentary Standing Committee on Information Technology which also examines issues relating to I and B Ministry recommended that the terms for reference for conduct of manpower audit be worked out and the manpower audit which is critical to both All India Radio and Doordarshan completed within the current financial year 2017-18 as assured to the Committee.

    It noted that the Ministry had asked Prasar Bharati to prepare an action plan on the 26 recommendations of the Sam Pitroda Committee.

    The Parliamentary Committee expressed concern that ‘there is no progress in the issue of man power audit’.

    When Prasar Bharati was suggested to explore the feasibility of manpower audit through some reputed public/private agencies, the Internal Finance Division advised for pre-determination of terms of reference for conduct of manpower audit before inviting quotations from reputed audit organization.

    But the Committee noted that Prasar Bharati was yet to take a decision in the matter. “The Committee need not emphasise that manpower related issues have time and again affected the efficiency and performance of the organization. Prasar Bharati in order to achieve its vision and compete with private broadcasters needs to attract, retain and develop talent in the organization. It needs to respond to changing market conditions and make an assessment of its manpower requirement to overcome the competency gaps”, the Committee said.

    11% TV & 7% digital ad growth in ’16, says Smriti Irani

    NEW DELHI: The ministry of information and broadcasting received a total of 280 complaints on misleading advertisements during the period 2015 to 2017 as on 30 June, the Parliament has been told.

    Information and broadcasting minister Smriti Irani said an advisory had been issued by the ministry on 21 August 2014 advising all TV channels not to telecast advertisements, which were found to be violating provisions of Cable Television Networks Rules, 1994, the Advertising Standards Council of India Code and also Drugs & Magic Remedies (Objectionable Advertisement) Act 1954.

    Irani said the report of Indian media and entertainment industry 2017 released by Federation of Indian Chambers of Commerce and Industry (FICCI-KPMG) showed that there was a total growth of 11.2 per cent in 2016 as compared to 2015 in advertising in the industry. Of this, there was a growth of 11 per cent in television and seven per cent in digital advertising in 2016 over 2015.

    The Department of Consumer Affairs has established a ‘Grievances against Misleading Advertisement’ (GAMA) portal, through which a common man can lodge a complaint against misleading advertisements. These complaints are processed by Advertising Standards Council of India (ASCI) under an MoU with the department of consumer affairs.

    The total number of incidents/complaints received by department of consumers during the 2015-16 to 2016-17 is 3368.

    The ASCI self-regulates advertising content to monitor and decide on complaints against advertisements making misleading, false and unsubstantiated claims.

    NEW DELHI: Actor-turned politician Smriti Zubin Irani has been given the additional charge of the information and broadcasting ministry following the resignation of M Venkaiah Naidu who has been nominated for the post of the country’s vice-president.

    Irani will hold this charge in addition to her main ministry, textiles. Welcoming her after the announcement was made by the prime minister Narendra Modi, minister of state Rajyavardhan Rathore tweeted: “Delighted to welcome the sharp, erudite smt. @smritiirani to @mib_india. Looking fwd to working with her in the ministry.”

    Nominated to the Rajya Sabha from Gujarat, Irani had first joined Modi’s  cabinet as Human Resource Development Minister but had been shifted to Textiles in a cabinet reshuffle.

    Irani joined the Bharatiya Janata Party in 2003. She became the vice-president of the Maharashtra Youth Wing in 2004.In the 2004 general elections for the 14th Lok Sabha, she contested unsuccessfully against Kapil Sibal from the Chandni Chowk constituency in Delhi. She was nominated as executive member of the central committee of the BJP. In early 2010, Irani was appointed National Secretary of BJP and on 24 June, she was appointed All India President of the BJP’s women’s wing, BJP Mahila Morcha.

    Irani contested the 2014 general elections against Rahul Gandhi in Amethi and lost. On 26 May 2014, Modi appointed her as the minister of human resource development in his cabinet. Her appointment was criticised by many people owing to her lack of formal higher education.

    Irani was born in Delhi to a Bengali mother and a Punjabi father, Ajay Kumar Malhotra. She is the eldest of three sisters. She has been a part of the Rashtriya Swayamsevak Sangh (RSS) from childhood as her grandfather was an RSS swayamsevak and her mother a member of Jana Sangh.

    Irani was one of the finalists of the beauty pageant Miss India 1998, along with Gauri Pradhan Tejwani. In 1998, Irani appeared in a song “Boliyan” of the album “Saawan Mein Lag Gayi Aag” with Mika Singh. 

    In 2008, Irani along with Sakshi Tanwar hosted the show Yeh Hai Jalwa, a dance based reality show featuring celebrities along with their troops on 9X. In the same year she also produced another show on Zee TV, Waaris which ended in 2009. In 2009, she appeared in a comedy show Maniben.com, aired on SAB TV. She also co-produced the show in collaboration with Contiloe Entertainment. In 2012, she worked in Bengali movie Amrita.
