  • Two Big CBS channels face penalty by BCCC for violation of programme code

Two Big CBS channels face penalty by BCCC for violation of programme code

NEW DELHI: Two separate channels of the Big CBS bouquet have been levied financial penalties by the Broadcast Content Complaints Council (BCCC) for “transgression of programming codes and ethics”.

The action was taken against Big CBS Love and Big CBS Spark following a complaint by the Information and Broadcasting Ministry.

The industry regulator headed by former Delhi High Court Chief Justice A.P. Shah said the rap song ‘No lie’ by rappers Drake and No Change on Big CBS Spark contains ‘highly inappropriate language and are grossly offensive to good taste and decency.’

After issuing a show-cause notice and hearing the channel, the BCCC decided to impose a financial penalty of Rs 2,50,000 on the Channel. The Channel had been directed to deposit the amount of financial penalty with the Indian Broadcasting Foundation (IBF) on or before 15 September.

The Council also directed the channel to run an apology scroll in English, in large and legible bold fonts at normal speed, every two hours over a period of three days from 12 p.m. on 25 August 2013 to 10 a.m. on Wednesday 28 August 2003. The scroll will read: “In compliance with BCCC’s Order passed on 14 August 2013, Big CBS Spark apologises for the telecast of rap song ‘No Lie’ by rappers No Chainz and Drake on 2 May 2013. This programme was found to be in violation of Indian Broadcasting Foundation’s (IBF) Self-Regulatory Guidelines.”

The song had been telecast on 2 May this year and the channel was issued a show cause notice and heard on 10 July and 12 August. BCCC found the defence of the channel about it being a niche channel or restructuring its Standards and Practices Department were untenable.

The Council found that the programme in question is violating Clauses (a), (d) and (k) of the ‘Programme Code’. In addition to this, the programmes are also violating Guidelines 1 and 2 of ‘Theme 2: Sex, Obscenity and Nudity’ of the IBF Self-Regulatory Guidelines. Furthermore, the Programme is also violating Clause a) of Category ‘G’ Programmes for unrestricted viewing and/or under parental guidance as well as Clause a) of Category ‘R’ Programmes.

In the complaint relating to Big CBS Love, the BCCC considered a series of complaints against Big CBS Love Channel for its three Programmes ‘Sex and the City’ (7, 9, 10, 11, 17, 21, 23 & 29 April 2013), ‘America’s Next Top Model’ (20 March 2013) and ‘Britain’s Next Top Model’ (15 April 2013).

The BCCC after hearing the channel in reply to the show cause notice decided to impose a consolidated financial penalty of Rs 10,00,000. The Channel was directed to deposit the mount of Financial Penalty with the Indian Broadcasting Foundation on or before 15 September 2013.

The Council also directed the channel to run an Apology Scroll, in English, in large and legible bold fonts at normal speed, every Two hours, over a period of seven days, from 12 Noon on 24 August 2013 to 10 AM on 31 August 2013. The scroll will read:

“In compliance with BCCC’s Order passed on 14 August 2013, Big CBS Love apologizes for the telecast of its Programmes ‘Sex and the City’, ‘America’s Next Top Model’ and ‘Britain’s Next Top Model’ in March-April 2013. These programmes were found to be in violation of Indian Broadcasting Foundation’s (IBF) Self-Regulatory Guidelines.”

The Council found that the shows in question are violative of Clauses (a), (d) and (k) of the ‘Programme Code’. In addition to this, the shows are also violative of ‘Theme 2: Sex, Obscenity and Nudity’ of IBF’s Self-Regulatory Guidelines. Furthermore, the shows are also violative of Clauses a) to e) of Category ‘G’ Programmes for unrestricted viewing and/or under parental guidance as well as Clauses a) to e) of Category ‘R’ Programmes. Repeated complaints have been received about the gross contents of these shows in the past.

It was brought to the Council’s notice that on 19 July 2013, the IBF Board of Directors has conferred powers on BCCC to levy Financial Penalty on a Channel, subject to a maximum of Rs 30 lakh.

  • Warner’s revenues for the year rise marginally

Warner’s revenues for the year rise marginally

MUMBAI: US media conglomerate Time Warner has announced that its revenues rose four per cent over 2005 to $44.2 billion, reflecting increases at the company’s cable and networks segments.

Time Warner chairman and CEO Dick Parsons said, “I am delighted that 2006 proved to be a good year for Time Warner. Taken together, our businesses performed well, and we achieved all of our announced financial objectives. We successfully executed on our strategy – enabling us to lead our industry and lay the foundation for creating significant new value. At the same time, we returned billions of dollars directly to our shareholders through dividends and stock repurchases.

“We expect 2007 to be another superb year for Time Warner. Our businesses are well positioned to generate strong operating and financial performances. On the strategic front, we aim to create substantial incremental value by completing the integration of our recently acquired cable systems, further developing AOL’s online advertising business, and driving digital initiatives across the entire company.

“In addition, we will continue to allocate our capital effectively, including the expected completion of our current $20 billion stock repurchase programme during the first half of 2007.”

Fourth-quarter revenues climbed by eight per cent over the same period in 2005 to $12.5 billion, driven by increases at the cable and networks segments. In its networks division which comprises of Turner Broadcasting and HBO revenues for the year rose by seven per cent ($703 million) to $10.3 billion, benefiting from growth in subscription, ad and content revenues, including the consolidation of Court TV ($253 million) from January 1, 2006.

Subscription revenues climbed nine per cent ($498 million), due to higher rates and, to a lesser extent, increased subscribers at Turner and HBO, as well as the consolidation of Court TV ($84 million). Included in the prior year results was a $22 million benefit from the resolution of certain contractual agreements at Turner. Ad revenues were up four per cent ($111 million), led by a 13 per cent increase at Turner, including Court TV ($164 million), offset primarily by the cessation of The WB Network’s operations in September 2006.

Content revenues increased seven per cent ($70 million), due mainly to higher sales of HBO’s original programming, including the domestic cable sale of The Sopranos, offset partially by lower syndication sales of Sex and the City and the prior year licensing revenues from Everybody Loves Raymond, which ended its broadcast run in 2005.

At AOL revenues for the year declined by five per cent ($417 million) to $7.9 billion, due to a 14 per cent decrease ($971 million) in Subscription revenues, offset in part by a 41 per cent increase ($548 million) in ad revenues.

The lower subscription revenues resulted mainly from a decline in domestic AOL brand subscribers, which related partially to AOL’s strategy, implemented in August 2006, of offering its e-mail, certain software and other products free of charge to Internet users. Ad revenues reflected strong growth in display advertising, advertising run on third-party Web sites generated by Advertising.com and paid-search advertising.

In the film segment revenues decreased by 11 per cent ($1.3 billion) to $10.6 billion, due to difficult comparisons to the prior year record performance at Warner Bros. In 2005, Warner Bros. finished number one in worldwide theatrical box office, driven by the success of Harry Potter and the Goblet of Fire, Charlie and the Chocolate Factory and Batman Begins.

In addition, a strong theatrical slate contributed to a record performance at Warner Home Video during 2005. These difficult comparisons and the lower performance of the theatrical slate in 2006 led to a decline at Warner Home Video in 2006.

  • HBO to kick off final seasons of ‘Sex and the City’ on 14 May

HBO to kick off final seasons of ‘Sex and the City’ on 14 May

MUMBAI: HBO will air the final two seasons of its show Sex And The City from 14 May. Two episodes will air every Sunday after the 8 pm movie.

HBO says that Sex And The City has spawned into a pop-culture phenomenon, amassing fans the world over with its candid yet honest take on the issues women face. The last two seasons won three Emmy Awards and 24 Emmy nominations and two Golden Globe awards and 10 Golden Globe nominations.

The show’s four heroines represent a contrasting mix of archetypes. For the uninitiated, there’s columnist Carrie Bradshaw, who is in search of “butterflies-in-the-stomach” true love; Miranda Hobbes, a single mother who is trying to juggle the pressures of work, motherhood and dating; Charlotte York who comes to realize that her world need not be so perfect and Samantha Jones, a public relations executive who lives life on her own terms without regrets.

By focussing on issues women face, from the good to the bad, the ugly and the fun, the fifth and the sixth season of the show sees Carrie, Samantha, Charlotte and Miranda – return: older and wiser, but no less hopeful.

Carrie played by Sarah Jessica Parker finds success in her professional life when she publishes a new book. Later in the season, Carrie meets a new love interest in the form of Jack Berger– but will she be lucky in love?

We see the ‘softer’ side of Samantha played by Kim Cattrall as she discovers that she too, is capable of not only loving someone but also being in a monogamous relationship. That is until, her boyfriend’s roving eyes prove too much of a handful for even a tough cookie like Samantha.

The usually acerbic-tongued and fiercely independent Miranda (Cynthia Nixon) turns vulnerable following the birth of Baby Brady as she learns to cope with motherhood while Charlotte (Kristin Davis) realizes that the “perfect man” can come in a less-than-perfect package, in the form of her divorce attorney.

HBO Asia country manager Shruti Bajpai says, “HBO’s Sex And The City has proven itself to be a phenomenon in television entertainment, which is exemplified by the laurels it has won as well as the overwhelming response that the past seasons have received from its patron viewers in India. With Season 5 and 6, HBO’s Sex And the City is all set, once again, to touch the hearts of women and men alike with its engaging storyline and relatable content.“

In this final season of HBO’s Sex And The City, the ladies come full circle, with each of them experiencing the panacea of friendships, the pain of heartbreaks and the pleasures of relationships.
