    I&B ministry extends deadline to submit comments on draft policy guidelines for uplinking, downlinking

    MUMBAI: The ministry of information and broadcasting (MIB) has extended the time till 7 June for submitting suggestions or comments on draft policy guidelines for uplinking and downlinking of television channels. MIB published the guidelines on 30 April.

    The last guidelines for uplinking and downlinking of satellite television channels were issued by the ministry in 2011. 

    MIB drafted the suggestions after consulting with stakeholders and also invited comments on the draft from them within the 15 days of publishing it. But some of the stakeholders expressed inability to draw up the response within the time limit requesting a further extension of the deadline. 

    Here are the major guidelines issued by MIB:

    Online application on Broadcast Seva for teleport or TV channels 

    A company or Limited Liability Partnership (LLP) may apply on Broadcast Seva on payment of processing fees for setting up a Teleport or Teleport Hub and uplinking, downlinking of a news TV channel or a non-news TV channel. The online application shall be processed from the standpoint of eligibility conditions and shall be subject to clearance and approval by the department of space, ministry of home affairs, and whenever considered necessary, by the department of revenue, ministry of finance. However, if considered necessary, the ministry may cause inspection of the physical premise or location.

    Regulations for logo and name of a channel

    For uplinking a news channel or a non-news channel, it has to furnish the proposed name and the logo of the channel along with a trademarks registration certificate regarding the ownership of the name and logo during applying. A company/LLP shall display on the permitted TV channel only that name and logo which has been approved by the ministry. Hence, display of name and logo which has not been permitted or the display of dual logos would be treated as a violation of the guidelines.

    Operational status of a permitted TV channel

    A TV channel is required to remain operational during the currency of the permission.  Where a TV channel is unable to remain operational for a continuous period of more than 60 days, the company/LLP shall inform the ministry of the status along with reasons for the channel remaining non-operational. Provided that failure to inform the ministry regarding non-operational status of a channel beyond a continuous period of 60 days will be deemed to be a violation under the guidelines. Moreover, the channel shall not remain non-operational for a continuous period exceeding 90 days.

    Live telecast of events

    · A news channel which is given permission under these guidelines may uplink news and current affairs content by using the Satellite News Gathering (SNG)/ Digital Satellite News Gathering (DSNG) equipment permitted to it, or hiring such equipment owned by any other permitted news channel owner or a teleport operator, after registering such hiring by means of an application on Broadcast Seva portal.

    ·  A non-news channel having permission under this guideline may, for the purpose of broadcasting an event live (other than an event which is in the nature of news and current affairs), irrespective of the technology used for uplinking the event, register itself online on Broadcast Seva, at least five days preceding the first date of a live event, furnishing such details and documents as may be specified in the application for registration, including the following date, time, venue and name of the event; the channel’s/ teleport’s willingness to broadcast/ uplink the proposed programme/event; due authorization of the event owner along with specific dates and timings of the proposed programme/event, a valid WPC license issued to the teleport operator, where a SNG/DSNG equipment or any such technology is used requiring WPC license, where an equipment or technology other than SNG/ DSNG is used, detailed specifications thereof.

    ·  A foreign news channel/agency may be granted permission up to one year at a time for live uplinking from time to time through a pre-designated teleport, by way of an application made in this regard online on the Broadcast Seva Portal.

    Transfer of permission of a television channel or teleport 

    A TV channel or a teleport can be transferred by a company/LLP, to another entity only with prior approval of the ministry. However, transfer under the sub-section shall be permitted under the following situations:

    Merger/demerger/ amalgamation duly approved by the court/ tribunal in accordance with the provisions of the Companies Act 2013, and the company/LLP files a copy of the order of the court/tribunal sanctioning the said scheme; transfer of business or undertaking in accordance with the provisions of applicable law, and the company/ LLP files a copy of the agreement/ arrangement executed between itself and the transferee company/LLP; transfer within group company, and the company files an undertaking stating that the transfer is within the group companies.

    Uplinking of television channels for viewing only in foreign countries

    TV channels operating in India and uplinked from India but meant only for foreign viewership are required to ensure compliance of the rules and regulations of the country for which content is being produced and uplinked.

    A channel owned by a foreign company/entity may be allowed to uplink its content to be viewed outside India by using the facility of a permitted teleport operator by way of an online application on Broadcast Seva furnished on its behalf by the concerned teleport operator.

    MUMBAI: The Ministry of Information and Broadcasting (MIB) has approved a total of 21 applications from satellite channels for name change.

    Among the newly renamed channels, ABP News HD, Sony Marathi HD, Colors Rishtey, Colors Cineplex, Times Now World, Colors Cineplex HD are some of the significant ones.

    ABN News HD is the new name for ABP Kannada, Sony Marathi HD for Ten Golf HD, Colors Rishtey for Rishtey, Colors Cineplex for Rishtey Cineplex, Times Now World for the earlier Times now HD and Colors Cineplex HD for Cineplex HD respectively. The ministry also recently granted permission to Star India to rename Movies Ok as Star Gold 2.

  • Doordarshan Kashir invites prog telecast proposals in 11 categories

    NEW DELHI: Doordarshan has invited proposals for telecast of programmes under the Commissioning category in 11 different categories for DD Kashir.

    All proposals have to be submitted by 27 June 2017. Although producers can submit more than one proposal, each proposal will be accompanied with a non-refundable processing fee of 25,000 in a bank draft.  

    A show reel of the work done earlier by the producer up to 10 minutes will be mandatory for consideration of any proposal.
    According to an announcement on the Doordarshan website, Prasar Bharati is making special efforts in Jammu and Kashmir to promote and nurture talent, provide a platform to deserving producers/artists from Jammu & Kashmir as well as from outside to encourage production of better programmes for Doordarshan viewers.

    DD Kashir is a 24×7 satellite Channel of Doordarshan. The channel was launched in the year 2003. It is planned to bring fresh content on DD Kashir to showcase richness, variety and diversity of the local culture. The channel’s USP will be to attract young people of Jammu & Kashmir.

    The categories for which proposals are invited and the amount payment are:

    i. Above rates are exclusive of service tax.
    ii. All programmes in above genres have to be submitted in HD format XDCAMHD MPEG 4:2:2 on PFD 23/PFD 50/PFD 100 Optical Disc Format or any other format prescribed by DD as per technical standards. Submissions in any other format will be summarily rejected.
    iii. Preference will be given to Programmes based on themes and subjects relevant to Jammu & Kashmir.
    iv. Proposals should be submitted only in Hindi/English for above mentioned genres.

    Daily Soaps DD Kashir requires daily Serials/ Soaps. These could be Family, Social dramas based on interesting themes. The Serials/ Soaps should be complete family oriented entertainers. Those proposals which portray women in a positive light are specially welcome. These are to be produced in Hindustani language.

    Comedy Series: Wholesome Comedy shows. Interesting concepts could be submitted like Stand-up comedy, Comedy reality shows, Sitcoms based on innovative formats. The language of the Comedy series should be Hindustani/Kashmiri/Urdu. 

    Fiction Series (Youth): DD Kashir requires Fiction Series for the youth segment of the population. The series should be entertaining and should connect with young people. Interesting concepts could be submitted for teen dramas, fantasy series, adventure TV series etc., in interesting formats. The language of the Fiction series could be Hindustani/Kashmiri/Urdu.

    International News & Current Affairs Programme: DD Kashir is interested in having a weekly programme on International News & Current Affairs. The language of the programme should be Hindustani. The Programme should include authentic updates on international events informative to the people. It should be of relevance to the people of Jammu & Kashmir and India at large. It can be conceived as a magazine format with a knowledgeable anchor including segments like discussions or can be in other trending formats.

    Cuisine Show: A Cuisine show is required for DD Kashir which will explore the delicacies of Jammu and Kashmir region. Interesting proposals could be submitted for cuisine travelogue, reality based cuisine show, fusion cuisine, cuisine festivals and cuisine competitions for different age groups in interesting formats. The language of the Cuisine show could be Hindustani/Kashmiri/Urdu.

    Animation Series for kids A daily Animation series for kids in Hindustani language. This series could be used to familiarise kids with classic stories and fairy tales for children which are popular all over the world including traditional stories of our country.

    Film (Hindi) Based Programmes: To provide wholesome entertainment to the viewers, proposals for Hindi Film based programmes are invited. The programme is to be a weekly series in Hindustani language. Film based programmes may be of different formats like Film song based programmes and Film Content based programmes. The format could be conceived as a magazine/celebrity show or any innovative formats. Jammu & Kashmir with its pristine landscape is a popular shooting location for movies. This platform will be beneficial for integrating people of Jammu & Kashmir by linking their tradition and culture to the landscape shown in the film.

    Film Content (Hollywood) Based Programmes: DD Kashir requires weekly Hollywood Film Content Based Programme that can attract people in general and youth segment of the population in particular. The programme could be theme based. It may include movie trailers, movie clips, movie reviews etc. The programme could be in magazine format or any other trending formats. The language of the programme should be Hindustani.

    Travelogues: Proposals could be submitted for Travelogue programme in Hindustani language to portray different shades of life. The programme could be an adventure travelogue, wildlife travelogue, thematic travelogue, travelogue with celebrity or other attracting formats.

    Chat Shows with Celebrity anchors: Proposals are invited for Chat Shows which would highlight achievers from various walks of life from all over the country. At least one episode per week would be dedicated to achievers from Jammu and Kashmir. The show should be sophisticated, contemporary and executed in great detail. An element of humour, entertainment is a must. Anchor of the show should be a celebrity. An exquisite and unique set should be designed for the show. Layout of the planned set has to be attached with the proposal.

    Morning Show: For its morning segment DD Kashir requires a show in a magazine format in Kashmiri and Urdu. The show should be anchored by two well known personalities/ anchors from Jammu and Kashmir region. The show should present a roundup of important events of the previous day along with upcoming events for the day on which it is being presented. It should have segments dedicated to music, culture and sports including International sports. Show should be presented in a very entertaining and informative way and should appeal to all sections of population. The duration of the show would be for one hour to be telecast at 8.00 AM. Interesting concepts could be submitted based on innovative formats. Set design and look and feel of the show should be contemporary. It should change once in every month.

    Asian Television Award invites entries from Asian countries

    NEW DELHI: The 19th Asian Television Awards (ATA) to be held in Singapore later this year has invited entries by 20 June for awards in more than 40 categories.

     

    Celebrating excellence in programming, performance and production, ATA seeks to applaud the many master “magicians” who put in their heart and soul to create television “magic”. The finalists and winners will be decided by a distinguished panel of judges comprising industry experts, and the results will be tabulated and audited by international auditing firm PricewaterhouseCoopers.

     

    To be eligible for entry, all programmes must be broadcast or cablecast for the first time in the Asia Pacific region during the period from 1 June 2013 to 31 May 2014.

    Amrita TV launches travelogue

    MUMBAI: Amrita Television, the 24 hour satellite channel announced the launch of its international travel show called “Sundara Bhoomi” (Beautiful Earth)

    Each episode will be anchored by a person who lives in the location .The idea is to provide the viewers with a familiar face ad at the same time a local guide to the locations featured. Anchors on the show include American actress Ashley Richardson, Australian host Kane Robinson and South Indian film star Divya Unni who now resides in the US.

    The show travels to various locations like Universal Studios, Niagara Falls, Swiss Alps, Tokyo, America’s Wild West, Australia and France.

    The show is jointly produced by an international crew from USA, Japan, France and India and will air from 4 February every Sunday at 12 pm as a 30-minute travelogue.
