    Respond to Vodafone’s TRAI challenge in two weeks, govt directed

    MUMBAI: Terming it as “premature”, the central government has opposed a plea by the telecom major Vodafone Mobile Services challenging TRAI’s recommendation to impose Rs 1,050 crore penalty for not providing interconnectivity to Reliance Jio.

    The government rejected the plea by Vodafone, which operates in 21 circles, against a penalty of Rs 50 crore per telecom circle recommended by TRAI. The Telecom Regulatory Authority of India had suggested the penalty on grounds that Vodafone had violated terms and conditions relating to points of interconnection among service providers.

    Additional solicitor-general Sanjay Jain, appearing on behalf of the Centre, said that since the role of TRAI was advisory, what material did the telecom company had to show that the Centre’s decision would be clouded by the recommendation.

    Justice Sanjeev Sachdeva, who was hearing the matter, directed the Centre to file a short affidavit within two weeks and limit it to the question of maintainability of the suit.

    TRAI recommendation was made to DoT (department of telecommunications), and is based on a complaint by Reliance Jio Infocomm Ltd, which alleged that Vodafone had refused to comply with interconnection norms. TRAI had also recommended a similar penalty on Bharti Airtel and Idea Cellular Ltd.

    Senior advocate Rajiv Nayar, appearing for Vodafone, urged the court to decide whether TRAI exceeded its jurisdiction by giving the recommendation. The telecom argued that TRAI has the power to impose “financial disincentives” for breach of Quality of Service regulations and to ensure compliance of terms and conditions of licence.

    The ASG opposed the maintainability of the petition, saying once DoT took a decision, then it was an appealable order.

    The court gave the telecom ministry and TRAI two weeks to file their reply on the issue of maintainability and listed it for hearing on 6 February.

    Mumbai, 6th October 2016: Reliance Jio Infocomm Ltd (“RJIL”) announces that it has successfully acquired the right to use 269.2 MHz (UL+DL) spectrum across all 22 Service Areas in India in the recently concluded spectrum auction conducted by DOT, Government of India.     Enhancement of spectrum footprint

    RJIL has renewed its expiring spectrum in 800 MHz band in Gujarat circle and purchased additional spectrum in the 800 MHz, 1800 MHz and 2300 MHz bands at 6.5% premium to reserve price.

    Through this acquisition, RJIL’s total spectrum footprint has increased to 1,108 MHz(UL+DL) with an average life of over 16 years, further strengthening its leadership position in liberalized spectrum holdings. RJIL’s spectrum footprint ensures availability of spectrum in all the three bands across the country and enhances its network capacity at negligible incremental capital and operating expenditure.

    Mukesh D Ambani, Chairman, Reliance Industries Limited, said “We have expanded our spectrum footprint thereby significantly enhancing capacity of our all-IP data strong network and ensuring world class services for all Indians. Jio is committed to taking India to global digital leadership by bringing the power of data to all Indians.”

    Cost

    The payment to be made for the right to use of this technology agnostic spectrum for a period of 20 years is Rs. 13,672crore, as per the details below:

    Reliance Jio to raise Rs 15,000 crore via rights issue

    MUMBAI: Mukesh Ambani’s telecom company Reliance Jio Infocomm Ltd is planning to raise a sum of Rs 15,000 crore via a rights issue. The company’s board has approved the plan for the same.

    According to the information given in a regulatory filing, the company will issue 15 billion equity shares of Rs 10 each totalling up to a whopping amount of Rs 15,000 crore to its existing shareholders.

    As of yet, the company has not given any further clarification for raising such a large amount.

    As was reported earlier by Indiantelevision.com, Reliance Jio also inked a spectrum sharing and trading agreement with Reliance Communications to strengthen its indoor coverage and voice services.

    Further, the company also plans to offer 4G services at a monthly charge of Rs 300 – 500 and will also provide 4G mobile phones at a low price of Rs 4000 per unit.
