    Net neutrality: Flipkart pulls out of Airtel Zero after social media backlash

    MUMBAI: Over the last few days, the hot topic of debate on social media has been net neutrality. Even as Indians sent more than 300,000 emails to the Telecom Regulatory Authority of India (TRAI) in support of net neutrality to ensure equal internet access for all, e-commerce giant Flipkart, has pulled out of its deal with Airtel for its platform Airtel Zero, which allows users to access partner apps sans any data charges.

     

    Flipkart faced a lot of flak on social media platforms on its partnership with Airtel Zero. As a result of this, the company backed out of its deal and has also now committed itself to the larger cause of net neutrality in India. 

     

    In an official statement, Flipkart said, “We at Flipkart have always strongly believed in the concept of net neutrality, for we exist because of the Internet. Over the past few days, there has been a great amount of debate, both internally and externally, on the topic of zero rating, and we have a deeper understanding of the implications.”

     

    Based on this, the company took the following decisions:

     

    (1) Flipkart ended ongoing discussions with Airtel for their platform Airtel Zero.

     

    (2) The company committed itself to the larger cause of Net Neutrality in India and will be discussing internally the details of actions it would take to support the cause.

     

    (3) Flipkart will also work towards ensuring that the spirit of net neutrality is upheld and applied equally to all companies in India irrespective of the size or the service being offered and there is absolutely no discrimination whatsoever.

     

    As was reported earlier by Indiantelevision.com, stand-up comedy group All India Bakchod (AIB) released a video explaining the concept of net neutrality and its impact if it was denied to users. AIB’s video, which went viral, conveyed the message that Internet was a utility and not a luxury.

     

    To review the concept of net neutrality, the government has created a committee of six members. Indian Telecom Minister Ravi Shankar Prasad said that the team’s report on net neutrality will be presented in mid-May.

    NEW DELHI: Even as the government has allocated spectrum worth more than Rs 1.09 lakh crore, Telecom minister Ravi Shankar Prasad has said this will not mean any rise in mobile tariffs.

     

    Tariff impact after the auctions will not be more than 1.3 paise per minute for users,” he said. About the criticism over high spectrum prices, he said, “It is not correct to speculate that prices of mobile calls will increase. We have seen estimates and analyses.”

     

    The spectrum won would be with telecom companies for 20 years. Hence, the total bids of about Rs 1.1 lakh crore, if spread over 20 years, would lead to a payout of only Rs 5,300 crore a year for operators. The annual revenues, he said, of mobile companies in India collectively are roughly Rs 2 lakh crore.

     

    The successful bidders have to pay 33 per cent of the amount within 10 days of the result of the auction and the balance 67 per cent is to be paid by the TSPs over the next 12 years (of which there will be a moratorium of two years and and then ten equally).  

     

    Meanwhile, the Supreme Court permitted the government yesterday to declare the results of the bidding and also to commence work of allocation.

     

    However, the judges made it clear that this was subject to the final judgment in the bunch of petitions challenging the conditionalities in the notice inviting applications to join the e-auction process.

     

    The spectrum auction in 2100 MHz, which caters to 3G, 1800 MHz, 900 MHz, and 800 MHz band, which commenced on 4 March and ended on 25 March after 115 rounds over 19 days, has fetched over Rs 109,874 crore. However, approximately 11 – 12 per cent spectrum remained unsold.

     

    In all, 470.75 MHz has been put to auction in various local service areas. This compares with 390 MHz in November 2012 and 426 MHz in February 2014.

     

    There was robust activity in the all the spectrum bands and vibrant bidding. Prices have significantly increased in 50 of the 69 offerings with bid price being as high as 300 per cent over reserve price in some instances. Overall increases over estimated proceeds from auction is about 37 per cent.

     

    In November 2012, the total realization from auction of spectrum in 1800 MHz band was Rs 9407 crore and in February 2014 Rs 61,162 crore has been realized. 

     

    Since the Supreme Court has given the leave to proceed further, the provisional results are being declared. Of the eight participants in the auction, seven have been awarded spectrum.

     

    This is the first time that spectrum has been offered simultaneously in four bands. In previous auctions, different bands were auctioned sequentially. This auction design has enabled bidders to take informed decisions while placing bids and consider alternatives dynamically.

     

    Another noteworthy feature is that for the first time there is robust demand for 800 MHz band, which in previous auctions had seen very sluggish response.

     

    Some of the steps taken to enhance transparency as well as to remove barriers to participation included five MHz spectrum in 2100 MHz band released to increase availability of spectrum; in principle approval was received from Defence to release further 15 MHz in 2100 Mhz band to the telecoms sector; earnest money percentage was reduced to between 11-25 per cent, earlier in some instances it was over 40 per cent; taking into account suggestions and request from operators the ‘extension’ budget – that is the extra time allowance for bidding was increased from 240 minutes to 360 minutes.

     

    Orders on applicable Spectrum Usage Charges (SUC) were issued before the auction, which reduced the regulatory risk of the bidders and the modalities for liberalization of 800 MHz spectrum was notified.

     

    Transparent and clear rules for allocation of spectrum were notified for the first time. Earlier spectrum other than the contiguous spectrum was allotted randomly.

     

    The Department also took steps towards putting in place a roadmap for availability of spectrum by notifying the Defence Band and Defence Interest zone.

    NEW DELHI: The Information and Broadcasting Ministry has been awarded the Platinum icon award for Comprehensive Web presence in the Web Ratna Awards 2014.

     

    The award was conferred by Communications & Information Technology Minister Ravi Shankar Prasad to R. Jaya, Joint Secretary on behalf of I&B Secretary Bimal Julka along with the New Media Wing team of the Ministry. C&IT Ministry Secretary R S Sharma was also present. 

     

    The award was presented to the Ministry for having a significant presence on all social media sites, which makes it accessible for users through multiple online platforms. The website follows GIGW guidelines. It caters to the information needs of various stakeholders by providing access to all the policies and guidelines issued by the Ministry.

     

    The home page of MIB website has timestamp, giving last update details. The website has a dedicated Hindi version besides regular English version. The portal has a Google enabled search facility to search within the HTML content. The website is based on Content Management System (CMS). 

     

    Prasad called for a collective approach of related Government departments to create a friendly outlook, after presenting the the IIIrd Web Ratna Awards. He said “Digital India” initiative is fundamentally aimed at making Government more people friendly and to bridge the gap between haves and have not through digital empowerment. 

     

    He said that the Government was shortly coming out with “Open Software Policy” to further the process of transparency and credibility in administration. The Department of Posts and Common Service Centers, with presence in nearly four lakh centers, are being deployed to further empower less privileged people by digitalization.

     

    He said with the internet penetration reaching 30 crore, India is only next to China in terms of reach and this number is all set to touch 50 crore in couple of years, India is all set to digitally transform the society.

     

    Web Ratna Awards have been instituted by the Ministry of Communications and Information Technology, acknowledges unique initiatives/practices of various states/UTs in the realm of e-governance. The Government has been bracing for innovation and transformation in delivery of information/services with adoption of best ICT practices.

    NEW DELHI: A total number of 21699, 27605, 28481 and 32323 websites were hacked by various hacker groups spread across the world from 2011 to 2014, clearly showing an increase in incidents of hacking.

     

    According to the Indian Computer Emergency Response Team (CERT-In), these also include a total number of 308, 371, 189 and 155 Government websites hosted under ‘gov.in’ and ‘nic.in’ domains during the year 2011 to 2014. 

     

    Among the comprehensive measures to tackle the problem, the Government says all Central Government Ministries / Departments and State / Union Territory Governments have been advised to conduct security auditing of entire Information Technology infrastructure.

     

    All the new government websites and applications are to be audited with respect to cyber security prior to their hosting. The auditing of the websites and applications is to be conducted on a regular basis after hosting also. CERT-In provides necessary expertise to audit IT infrastructure of critical and other ICT sectors.

     

    It has been mandated that all government websites are to be hosted on infrastructure of National Informatics Centre (NIC), Education and Research Network (ERNET) or any other secure infrastructure service provider in the country. 

     

    NIC, which hosts the government websites is continuously engaged in upgrading and improving the security posture of its hosting infrastructure. NIC has been directed not to host websites, which are not audited with respect to cyber security. 

     

    All major websites are being monitored regularly to detect malicious activities, Communication and Information Technology Minister Ravi Shankar Prasad told Parliament today. 

     

    CERT-In issues alerts and advisories regarding latest cyber threats and countermeasures on regular basis and has published guidelines for securing the websites, which are available on its website (www.cert-in.org.in). It also conducts regular training programmes to make the system administrators aware about secure hosting of the websites. 

     

    The hacking of websites is tracked on a 24×7 basis and alerts issued to the concerned website owners to restore the hacked websites and taking further actions to secure the websites.

    NEW DELHI: Those who are in politics must learn to be tolerant even in the face of criticism, Communications and Information and Technology Minister Ravi Shankar Prasad said, adding that the government fully supports the right of millions of Indians to communicate on social media as it is protected by Article 19 (1) of the Constitution and is subject to reasonable restrictions under Article 19 (2).

     

    In a statement, he said he was “deeply distressed” over the arrest of a young school boy in Bareilly district of Uttar Pradesh on sharing a questionable Facebook comment, which according to him was unintentional. “His arrest has made me very uncomfortable and I am assuming that bail has been granted to him,” he said.

     

    Social media has seen phenomenal growth in India and communication and exchange of ideas particularly by young minds must be appreciated and complemented.

     

    Prasad, “All the state governments need to follow the central advisory so that there is no abuse of section 66(A) of the Information Technology Act. Freedom of speech and expression is sacrosanct in the Constitution. Obviously in the cases of terrorism, extremism, rabid communal violence appropriate safety measures must be taken. However, no impression should go that in a democracy we are curbing the right to communicate.” 

     

    He said the Constitutional validity of section 66A of the IT Act is under consideration by the Supreme Court. “I appeal to the law enforcement agencies all over the country to be alive to the sensitivity involved while exercising powers to arrest under section 66A of the IT Act,” he said.

    NEW DELHI: A total of 97,480 km of National Optic Fibre Network (NOFN) is planned in the first phase out of the total envisaged – 244,729 km – in 36 states and union territories in the country.

     

    The government had set a budget of Rs 20,000 crore for the project, but Ministry sources informed Indiantelevision.com that the cost had already escalated to Rs 30,000 crore.

     

    Communications Minister Ravi Shankar Prasad told the Parliament that work was at various stages in all the planned regions.

     

    The NOFN aims to connect all Gram Panchayats in the country through optical fibre cable (OFC) by bridging the connectivity gap between Gram Panchayats and Blocks for providing broadband.

     

    Meanwhile, the number of fibre to the home (FTTH) and fibre to the building (FTTB) subscribers in Europe has soared, increasing by 50 per cent over the 12 months ending December 2014, according to the latest update to the FTTH Ranking announced at a press conference held at the FTTH Conference in Warsaw.

     

    There are now nearly 15 million FTTH/B subscribers in the European continent (14.5 million) – not including Russia and the Ukraine, which would add a further 14.8 million homes to the total (Source: FTTH market panorama prepared by IDATE for FTTH Council Europe).

    NEW DELHI: Digital India is a tool to bridge the divide between the haves and have-nots, according to Communications and Information Technology Minister Ravi Shankar Prasad.

     

    In his address at the Times Networks Digital India meet, Prasad said that a floodgate of opportunities are going to open in India. “I welcome concrete suggestions from all for making Digital India a grand success – we have to work together. Wherever it is possible digging will be done, cables will be laid, if we can supplement by satellite or balloon or drones, we will consider that,” he said. 

     

    Prasad added that a ‘skilled India’ is one of the three priority areas for the government that would complement the ongoing ambitious Digital India and Make in India programmes. “The three pillars of digital India that our government will focus on is digital infrastructure, digital service delivery and digital empowerment,” Prasad said. 

     

    According to him, Digital India is an enabling platform for change and will not be fulfilled without the Make in India initiative.

    NEW DELHI: Resolving an issue that was pending for the past eight years, 31 bands of spectrum have been set aside for telecom and broadcasting. 

     

    According to a cabinet decision, nine out of 49 bands between 3 Mhz to 40 Ghz will be reserved for defence, while a group will be formed to decide on the allocation of the remaining nine bands for other Ministries. 

     

    There will be spectrum swapping with users like defence vacating the ones, which have not been earmarked for them and moving into those reserved for them, following the decision, Telecom Minister Ravi Shankar Prasad told reporters.

     

    The Cabinet also approved swapping of 15 Megahertz of 3G spectrum between Defence and the Telecom Ministries. However, the government will be able to provide it after completion of the harmonisation process.

     

    “The band in 1700 to 2000 MHz is required to be harmonised. The Cabinet has approved that this harmonisation is to be done in a period of one year,” Prasad said.

     

    The Telecom Ministry has proposed to exchange 15 Mhz spectrum it holds in the 1,900 Mhz band with same quantum of airwaves held by Defence in 2100 Mhz. The 2100 Mhz band is currently used for 3G services.

     

    “Swapping of 15 MHz in the frequency band of 1900 MHz with Telecom has been permitted to be done. Now the swapping will happen but it will take some time,” Prasad added.

     

    The Cabinet has asked the ministries involved in the process to complete harmonisation within a year.

     

    The government has identified that entire spectrum 50 km inside the Indian territory from international border will be classified as Defence Interest Zone.

     

    “The area in 50 km on the border of India is called Defence Interest Zone [DIZ]. In peace time telecom operation that we will do we will inform Defence that this is our infrastructure. In the time of hostility, then those will come under the jurisdiction of Defence,” Prasad said.

    NEW DELHI: Communications and Information Technology minister Ravi Shankar Prasad today said that the centre will take the help of private companies to deeply entrench Prime Minister Narendra Modi’s “Digital India” programme in the system so that it starts yielding results.

     

    Inaugurating the 23rd Convergence India 2015 expo organized by Exhibitions India, Prasad said, “India is in the midst of a digital revolution, and the government has unveiled new policies and regulations to accelerate adoption of ICT in key economic and strategic sectors to increase the competitiveness and productivity of the nation.”

     

    He noted that events like Convergence India provide an impetus to the ICT industry and will propel the nation forward.

     

    The three-day Convergence India Expo 2015, with the theme “Connecting India,” is showcasing emerging technologies from telecom, broadcast and the digital media, which will impact urban as well as rural India in a rapidly emerging digital, multi-screen converged world.

     

    The guest of honour, Minister of State for Science & Technology and Earth Sciences Y.S Chowdary added, “Today, the time has come to think about the development of rural India. There is a great need of digitizing each and every sector. Our department recently created an app, which guides fishermen, when to fish and when not to fish etc. The beauty of democracy is a rolling model; we need to create a blue print and then work towards the execution.”

     

    The other guests of honour present at the opening ceremony were Bharti Enterprise MD Manoj Kohli and Viom Networks Ltd chief mentor Umang Das.

     

    The expo will witness high-powered conferences with 120 CXO’s featuring visionaries from various sectors deliberating on topics such as “Digital India”, “Internet for All”, “Cloud solutions for businesses”, “TV white space and its utility for mobile services”, and “M2M Adoption”, etc.

     

    More than 1,200 conference delegates will exchange views and ideas with the speakers at the conference.
