  • Govt rules out TV channel categorisation (updated)

    NEW DELHI: The government has ruled out categorisation of TV channels, fixing telecast time and framing code of conduct for contents of various serials and other telecast, the Parliament has been told.

    Minister of state for information and broadcasting Rajyavardhan Rathore said the programmes and advertisements telecast on private TV channels are required to be in conformity with the Programme and Advertising Codes prescribed in the Rule 6 and 7 of the Cable Television Networks Rules 1994.

    Rule 7(11) of the said rule provides that “No programme shall carry advertisements exceeding 12 minutes per hour, which may include up to 10 minutes per hour of commercial advertisements and up to two minutes per hour of a channel’s self-promotional programmes.”

    Meanwhile, the Delhi High Court is to hear on 11 October the case challenging the ad cap on television channels.

    In the hearing on 29 March 2016, a plea was made on behalf of the information and broadcasting ministry that a proposal was being contemplated to amend the relevant provision relating to limiting ads to 12 minutes an hour. The petition has been filed against the Telecom Regulatory Authority of India and the Union Government by the News Broadcasters Association (NBA) and other stakeholders.

    The court has already directed that the order that TRAI would not take any action against any channel pending the petition would continue. In an earlier hearing, the court had, at the regulator’s instance, directed that all channels keep a record of the advertisements run by them.

    The NBA had challenged the ad cap rule, contending that TRAI does not have jurisdiction to regulate commercial airtime on television channels. Apart from the NBA, the petitions have been filed by Sarthak Entertainment, Pioneer Channel Factory, E24 Glamorous, Sun TV Network, TV Vision, B4U Broadband, 9X Media, Kalaignar, Celebrities Management, Eanadu Television and Raj Television.

  • Doordarshan rev shows minor increase, ops costs decline

    NEW DELHI: Doordarshan has earned revenue of just Rs 8.32 billion as against a total operational cost of Rs 20.89 billion which included Rs 14.19 billion given as salary support by the government during 2016.17.

    Minister of state for information and broadcasting Rajyavardhan Rathore said the Government is providing grants-in-aid to Prasar Bharati (All India Radio and Doordarshan) for 100 per cent salary support and central sector scheme (erstwhile Plan grant) for creation of capital assets and content development for Kisan Channel.

    In 2015-16, DD earned revenue of just Rs 7.56 billion as against a total operational cost of Rs 18.7292 billion which included Rs 11.74 billion as salary support. In 2014-15, DD earned revenue of only Rs 9.12 billion as against a total operational cost of Rs 18.16 billion which included Rs 10.65 billion given as salary support.

    The rest of the operational costs of Rs 6.70 billion in 2016-17, Rs 6.99 billion (2015-16) and Rs 7.52 billion (2014-15) came from Internal and Extra-Budgetary Resources (IEBR) of Doordarshan. All these amounts are exclusive of service tax, the Minister said.

    The Minister said there has been a gradual increase in the operational costs of Doordarshan primarily attributable to hike in staff salaries in the wake of implementation of recommendations of 7th Central Pay Commission.

    However the other operating expenses have decreased due to strict financial prudence, the Minister claimed. The declining revenue trend over the recent past has also been arrested and increased by about 10 per cent last year.

  • Mann ki Baat ten-second ad rate is Rs 200,000

    NEW DELHI: The rate of ten-second advertisements on AllIndia Radio for the prime minister Narendra Modi’s ‘Mann ki Baat’ is Rs 2,00,000, the Parliament has been told.

    This rate is for advertisement booking of AIR consisting of 200 primary channels/local radio stations, 41 Vividh Bharati stations and 30 FM Rainbow and gold channels, the minister of state for information and broadcasting Rajyavardhan Rathore said in reply to a question.

    The duration of the respective episodes does not have any bearing on the rates since no sponsorships are booked for the programme for the entire broadcast.

    Thirty-eight advertisers listed by the minister include the Election Commission, 11 central ministries, some autonomous departments or organisations under the government and some private advertisers.

    The programme is put out in all regional languages under the Eighth Schedule of the Constitution. The translation is done by AIR with the resources available with it. Apart from a meagre amount for regional translation as per AIR’s fee structure, no significant expenditure is incurred.

    A total of 33 editions of ‘Mann Ki Baat’ have been aired till date since the first edition of the programme was aired on 3 October 2014.

  • No anomaly in DD news correspondents’ designations, says Irani

    NEW DELHI: The Government has said that there is no anomaly in the designations of news correspondents in Doordarshan. Information and broadcasting minister Smriti Zubin Irani has told the Parliament that the recruitment rules of 24 March 2014 had said that the posts in the TV news correspondents cadre are designated as TV news correspondent (TVNC), special news correspondent, and principal correspondent.

    The process of framing of the Rules for the posts of TV news correspondent (TVNC), TV assistant news correspondent (TVANC) & TV assistant news editor (TVANE) was initiated in 1997 but due to various procedural requirements/inter-ministerial consultation/approvals involved, could be processed and finalized only after creation of posts in promotional hierarchy in TVNC cadre on 27 August 2010.

    Finally after all inter-ministerial consultations/approvals and the creation of three posts in promotional hierarchy in TV News Correspondent (TVNC), the Recruitment Rules for these employees have been notified on 24 March, 2014, which, inter-alia, provide for promotion to the higher grades.

    Promotion of officers in each cadre is governed by their Recruitment Rules providing eligibility conditions for promotion and designation. Accordingly, the designations of officers change consequent upon such promotion.

    In reply to another question, the minister of state Rajyavardhan Rathore said officials and news professionals from various categories are nominated for conferences and training programmes depending on the nature of such events and suitability/availability of such personnel. These nominations in reference to training and conference are made with the approval of the competent authority, depending on the nature of event and based on the recommendation of Doordarshan News.

    Staff from various categories, including TVNCs/TVANCs is sent abroad for VVIP/ Coverages as per suitability/ availability of personnel and requirement of organization.

    Suitability and competence as assessed by Competent Authority in Doordarshan News and approved in Prasar Bharati Secretariat is the criteria of selection of persons for a particular task.

  • No plan for one-stop broadcast authority at present, says Rathore

    NEW DELHI: The Government has said there was no plan to set up a one-stop regulatory authority to receive complaints against broadcasting of programmes on private radio and television channels in violations of the code, thus ending the practice of self regulation.

    Minister of state for information and broadcasting Rajyavardhan Rathore was answering a question in the Parliament where a member had wanted to know if a single body would be set up to end the practice of self-regulation.

    Meanwhile, ruling out pre-censorship of private TV channels, the minister had last week listed the various steps being taken to prevent violation.

    Rathore had said that under the existing regulatory framework, all programmes and advertisements telecast on private satellite TV channels and transmitted/re-transmitted through the Cable TV network are required to adhere to the Programme and Advertising Codes prescribed under the Cable Television Networks (Regulation) Act, 1995 and Cable Television Network Rules, 1994 framed thereunder.

    The Act prescribes that all programmes and advertisements telecast on such TV channels including regional language channels should be in conformity with the prescribed Programme Code and Advertising Code enshrined in the said Act and the rules framed thereunder, which contain a whole range of parameters to regulate programmes and advertisements including the content aimed at instigating communal violence and fear in the minds of common people on TV channels.

    The Ministry has set up Electronic Media Monitoring Centre (EMMC) to monitor the content telecast on private TV channels with reference to the violation of Programme and Advertising Codes.

    An Inter-Ministerial Committee (IMC) has also been set up in the Ministry to look into the specific complaints or suo-motu take cognizance against the violation of Programme and Advertising Codes. The IMC has representatives from the Ministries of Home Affairs, Defence, External Affairs, Law, Women and Child Development, Health & Family Welfare, Consumer Affairs, Information & Broadcasting and a representative from the industry in Advertising Standards Authority of India (ASCI). The IMC meets periodically and recommends action in respect of violation of Programme and Advertising Codes by private TV channels.

    Apart from this, the Ministry has also issued directions to States to set up District level and State level Monitoring Committees to regulate content telecast on cable TV channels.

  • Modify or shift ‘double entendre’ progs, cautions broadcasting council

    NEW DELHI: Action was taken in 18 cases relating to telecast of content of indecency/obscenity/vulgarity in the last three years, the Parliament has been told. This included some general advisories issues by government. The punishment in most cases was a warning or the running of an apology scroll.

    Minister of state for information and broadcastng Rajyavardhan Rathore revealed that there had been no action in 2017.   

    The minister said apart from action taken by government, the Indian Broadcasting Foundation (IBF) had set up a Broadcasting Content Complaints Council (BCCC) to examine the complaints relating to content of television programmes.

    The council had informed the ministry that they have received complaints against usage of double meaning dialogues of sexual nature that might not be suitable for children. In such instances, BCCC has passed directions on case to case basis, either asking the channels to modify/ edit the content, not to repeat the episode, shift it to a late night slot or run an apology scroll on the channel.

    To ensure that the channels do not cross the thin line between comedy and vulgarity, the Council has also issued an advisory on 27 December 2012 to IBF’s member channels to use friendly banters without being derisive to any community, religion and individual.

    NEW DELHI: The government today reiterated in the parliament that there is no proposal for any censorship or any rules and norms for private TV channels for broadcasting their pre-recorded programmes.

    The question in the Rajya Sabha were related to pre-recorded programmes or ‘fabricated videos pretending as live telecast.’

    Minister of State for Information and Broadcasting Rajyavardhan Rathore said under the existing regulatory framework, all programmes and advertisements telecast on private satellite TV channels and transmitted/re-transmitted through the Cable TV network are required to adhere to the Programme and Advertising Codes prescribed under the Cable Television Networks (Regulation) Act, 1995 and Cable Television Network Rules, 1994 framed thereunder.

    The Act does not provide for pre-censorship of any programme and advertisement telecast on such TV channels.

    Apart from this, this Ministry had issued an Advisory to news and current affairs TV channels on 20 September 2013 advising them to follow the provisions of the Programme Code scrupulously and exercise restraint and sensitivity while reporting such incidents and refrain from telecasting any material which could ignite communal passions and create law and order problem.

    The Ministry has set up Electronic Media Monitoring Centre (EMMC) to monitor the content telecast on private TV channels with reference to the violation of Programme and Advertising Codes.

  • Sports promotion: Rathore averse to leaning on govt

    NEW DELHI: Becoming an achiever gives a different spirit to one’s personality. But, even accepting a challenge is strength in itself even if one loses.

    Minister of state for information and broadcasting Rajyavardhan Rathore, a former shooting champion, said this at the concluding session of the one-day Sports Conclave organized by Doordarshan Sports to discuss ways in which India can become a sports superpower.

    It was telecast live by interlinking various kendras throughout the day on 28 May 2017. The meet held at the Central Production Centre of Doordarshan in south Delhi had several experts including sports writers and even former sportspersons discussing various subjects.

    It was inaugurated in the morning by Union minister M Venkaiah Naidu and discussions also featured Union sports minister Vijay Goel and sports ministers of different states apart from eminent sports personalities.   

    To a question, Rathore said sports had to be adaptable and this was evident from the way it had adapted to television. “Use the situation to your advantage and you will find kids are always ready to play.”
     
    Rathore also said that a sportsperson could only succeed if he had family support if one wanted to choose sports as a career. At the same time, it was not necessary to depend on the government for everything. As an example, he said he encouraged the people in his constituency to create a kabaddi team and was surprised when even girls volunteered.

    Not merely that, he found some people on their own volunteering either to create smooth grounds, or mow the grass, or do other things that they did on their own. But, all this needed behavioral change and the will power and administrative capability.

    To to a question, he said that he had found that as a sportsperson he had tended to become a little eccentric.

    The second session Edit Page had eminent sports writers from different publications.
    The third session ‘State’ of the Nation had four sports ministers of different states: Chetan Chauhan (Uttar Pradesh); Anil Vij (Haryana), Yashodhara Raje Scindia (Madhya Pradesh), and Arvind Pandey (Uttarakhand).

    The next session on ‘India mai hai dum’ featured five figures from the world of badminton from Hyderabad, Jameshedpur, Calicut, Agartala, Pune and other centres of excellence. It was conducted by Ms Ashwini Poonappa.

    This was followed by a session on Indian Sports = Today and Tomorrow at Jawaharlal Nehru Stadium.

    The Making of the Olympians moderated by the renowned Ashwini Nachappa at Central Production Centre Delhi and Doordarshan Kendra Guwahati saw the participation of eminent sportspersons.

    Vision 2020 and 2024 at CPC Delhi featured a discussion anchored by Ashwini Nachappa which had Baldev Singh from the Prime Minister’s Task Force, and TFA and Sports Head Mukul Vinayak Choudhari.

    NEW DELHI: A day-long Conclave is to inaugurated by Information and Broadcasting Minister M Venkaiah Naidu tomorrow (28 May 2017) to discuss ways in which India can become a sports superpower.

    Organised by Doordarshan Sports, the meet being held at the Central Production Centre of Doordarshan in south Delhi and other venues will have several experts including sports writers and even former sportspersons discussing various subjects.

    The concluding session will be addressed by Minister of State for I and B Rajyavardhan Rathore.

    The programme will be live on DD Sports channel.

    The first session being addressed by Naidu will be in will Delhi and Varanasi.

    The second session Edit Page will have Rahul Banerjee from Asian Age, Ayaz Memon who is a sports expert, Shantanu Guha Roy of CEN (Vienna), and Ms Neeru Bhatia of The Week.

    The third session ‘State’ of the Nation will have four Sports Ministers of different states: Chetan Chauhan (Uttar Pradesh); Anil Vij (Haryana), Ms Yashodhara Raje Scindia (Madhya Pradesh), and Arvind Pandey (Uttarakhand).

    NEW DELHI: A buyer-seller meet is being held during the Festival de Cannes 2017 to provide a platform for the Indian media & entertainment industry to showcase its product and services, strength and capabilities and further the image of “Brand India.”

    The meet is being organised by the Federation of Indian Chamber of Commerce and Industry & Service Export Promotion Council of the Commerce and Industry Ministry from 18 to 22 May at the J W Marriott Hotel.
