    A total of 649 parties owe Doordarshan huge sums against advertising, 83 matters in court or before arbitrator

    NEW DELHI: A sum of Rs 1,519,359,156 including Rs 518,721,901 as interest was owed by 649 companies and producers against advertising to various kendras of Doordarshan until 31 December 2015, Parliament has been informed.

    Minister of State for Information and Broadcasting Rajyavardhan Rathore said a total of 83 cases are pending in courts, arbitration and out of court settlement. In this matter, the principal amount involved is Rs 269.97 crore and the interest is Rs 308.68 crore.

    A total of six cases where the arbitrator gave decisions for amounts totaling Rs 341.352,850 are under challenge in various courts and are pending. In such cases, Interest amounting to Rs 241,132,488 has already been computed as at present.

    Interestingly, there is no amount pending against All India Radio.

    NEW DELHI: The Government had granted upgraded pay scales to 11 categories of the then existing employees of Prasar Bharati pertaining to Engineering and Programme Cadres on 25 February 1999.

    Minister of State for Information and Broadcastng Rajyavardhan Rathore told Parliament that Prasar Bharati has granted upgraded pay scales to 484 employees of subordinate Engineering and Programme cadres who had joined Prasar Bharati after 25 February 1999 following Court orders.

    Answerng a question, he said the decision on the proposal received from Directorate General of All India Radio has been linked to the Speaking Order dated 9 December 2014, issued by the Ministry towards implementation of an Order dated 10 November 2014 of the Central Administrative Tribunal (CAT), Ernakulam Bench, in a Contempt Petition filed by Federation of Doordarshan Core Professionals (FDCP) who were seeking upgraded pay scales as were granted to 11 categories of employees vide order dated 25 February1999.

    But he said the matter was sub judice as the order of 9 December 2014 had been challenged by the employees associated with FDCP in a fresh OA before the Central Administrative Tribunal, Ernakulam Bench.

    ASCI received 722 complaints against misleading advertisements in the media during 2015-16 till December-end

    New Delhi, 8 March: The Advertising Standards Council of India (ASCI) received a total of 722 complaints till December last for the year 2015-16 complaints against misleading advertisements.

    Minister of State for Information and Broadcasting Rajyavardhan Rathore told the Rajya Sabha today that the ASCI had received 1580 complaints during 2014=15 and 1399 complaints during 2013-14.

    He said the Department of Consumer Affairs appointed ASCI as their executive arm in April 2015 to process complaints received on the GAMA (Grievance against Misleading Advertisements) portal. 

    The details of all such complaints which are under investigation of ASCI are available on GAMA portal.

    He also said case-wise details of such advertisements as reported by ASCI have been uploaded on Ministry’s website, www.mib.nic.in.

    NDTV issued show-cause notice on live coverage of Pathankot terrorist attack

    NEW DELHI: News broadcaster NDTV has been issued a show cause notice for its live coverage of the security forces’ operations at Pathankot to flush out terrorists who were engaged in an encounter.

    Stating this in the Parliament, Minister of State for Information and Broadcasting Rajyavardhan Rathore said that the notice had been issued under Rule 6(1)(p) of the Cable Television Network Rules 1994.

    He said the Ministry had brought out amendments on 23 March last year in Rule 6 of the Rules to prohibit live coverage of operation by security forces. Rule 6 of Programme Code was amended by inserting a clause (p) under sub rule (1) whereby no programme should be carried in the cable service, which ‘contains live coverage of any anti-terrorist operation by security forces, wherein media coverage shall be restricted to periodic briefing by an officer designated by the appropriate Government, till such operation concludes.’

    Answering a question, he said in order to implement the Rules, the Home Ministry has issued Advisories to the States whereby the DGP of the State concerned has been designated as appropriate authority for specifying an operation and the spokesperson of the State Police has been made the designated officer for the purpose of briefing the media during the anti-terrorist operations.

    NEW DELHI: News broadcaster NDTV has been issued a show cause notice for its live coverage of the security forces’ operations at Pathankot to flush out terrorists who were engaged in an encounter.

    Creation of good content vital with advent of new media: Rathore

    NEW DELHI: Minister of State for Information and Broadcasting, Col. Rajyavardhan Rathore said today that the challenge as well as the opportunity would be to develop content and services for different platforms and consumers in view of the rapid changes in the information and communication technology and increasing number of smartphone users in India. 

    He said the public broadcaster Prasar Bharati was aware of the new challenges and would be constantly striving to keep pace with the new age technologies. The Minister also said the laws of the land should learn to keep pace with changing technology. 

    He complimented the Broadcast Engineering Society (BES) for their efforts and initiatives in bridging the gap between educational institutions and professional bodies.

    Inaugurating the 22nd International Conference & Exhibition on Terrestrial and Satellite Broadcasting BES EXPO 2016, he said it provided a unique platform and opportunity for participants and concerned stakeholders from across the world to share their ideas and experiences on the opportunities and challenges of the new age of digital broadcasting. He said that an idea would not be revolutionary if it remains dormant and BES EXPO 2016 provided an excellent forum to discuss these ideas and learn from each other. 

    Prasar Bharati Chairman A. Surya Prakash, CEO Jawhar Sircar, and I&B Special Secretary J S Mathur were also present on the occasion.

    Mathur said BES EXPO, which is amongst the top five exhibitions in the Knowledge Hub category provided an excellent opportunity for the whole of the broadcasting industry to witness the new technology from across the world in India.
     The winners of the awards instituted by the Broadcast Engineering Society in various categories such as training and innovation were felicitated. 

    The lifetime achievement award was conferred on M S H Baig for his outstanding contributions to the broadcasting industry. This year the society also conferred two special category awards to All India Radio for its Mobile App- ‘AIR Live’ and Doordarshan for its impactful coverage of Republic Day Parade, Independence Day, International Yoga Day and Ekta Diwas.

    Centre considering dedicated documentary TV channel: Rathore

    MUMBAI: Minister of State for Information and Broadcasting Rajyavardhan Rathore said his Ministry was seriously contemplating a dedicated channel for documentary, short and animation films.

     

    However, he said it was difficult to say at this stage whether it would be a new channel or an existing channel like Doordarshan’s DD Bharati.

     

    Speaking at the inauguration of the 14th edition of Mumbai International Festival for Documentary, Short and Animation Films – MIFF 2016 – which was inaugurated by Maharashtra Chief Minister Devendra Fadnavis, Rathore said that documentaries more than features ‘shake us’ and bring about changes in society.

     

    At the same time, he said that the Films Division, which runs the festival needs to innovate and re-invent itself if it had to remain in the public eye and ‘find a reason to exist.’ Rathore cited that the MIFF was part of that process as it gave new vitality to documentary, short and feature films, which get a strong platform here.

     

    He was particularly satisfied that the Division had taken the bold step of FD Zone, whereby documentary films are being shown in other cities at the same time as MIFF.

     

    Rathore said that the I&B Ministry would continue to make efforts to make things easier for makers of documentary, short and animation films. “The mushrooming of so many news and current affairs channels can be probed to help exhibit these films.

    Documentary filmmakers are strong storytellers who move audiences with their films. Digital technology has ushered in a new era in film making and is greatly contributing to the documentary film movement,” he said.

     

    “It is heartening to note that our film makers, despite having great financial hurdles have gone ahead and made excellent films, displaying a mature approach while dealing with social and economic issues. Such films should not remain unseen,” Rathore added.

     

    He also said that the Government was in favour of ensuring that the power and freedom of the filmmaker was not limited by archaic certification laws and referred to setting up of the Shyam Benegal Committee to examine the entire certification process.

     

    Benegal was a Guest of Honour at the inauguration, which also included MIFF brand ambassador Jackie Shroff, Indian Documentary Producers Association president Mike Pandey and Festival director Mukesh Sharma.

     

    Veteran wildlife filmmaker and conservationist Naresh Bedi, who along with his brother Rajesh has been making films for over 45 years, received the V Shantaram Lifetime Achievement Award for his contribution to documentary filmmaking. Filmmaker Kiran Shantaram, who is son of the late V Shantaram, presented the award comprising a trophy, shawl and a cash prize of Rs 5 lakh. 

     

    Speaking on the occasion, Fadnavis said that he had offered land to the central government in the Film City in Mumbai for building the long-pending Centre of Excellence in Animation and Gaming. “The state will extend all help in this process,” he said.

     

    Earlier, Benegal said it was sad that while such a prestigious festival was being held, no serious thought was being given to exhibiting and distributing these films. “Ways need to be found to ensure that filmmakers who dabble in the documentary format get their money back to be able to make more films as many are not even able to pay back the loans they took for such films. This is imperative at a time when digital cameras and even cellphones can be used to make films,” he said.

     

    A total of 385 documentaries, short and animation films will be screened during the Festival, which is held every second year in Mumbai. The Festival concludes on 3 February.

     

    The event, organised by the Films Division of the Information & Broadcasting Ministry is supported by the Maharashtra Government.
