    Around Rs seven lakh spent on DD India in 2015-16: Rathore

    NEW DELHI: While saying that no deadline had been fixed for restructuring Prasar Bharati, Minister of State for Information and Broadcasting Minister Rajyavardhan Rathore said Rs 6.46 lakh was allotted in the year 2015-16 for programming of DD India which was used for normal production activities.

    He told the Rajya Sabha today that no fund was allotted specifically for re-launching of DD-India and so no expenditure was incurred on this account.

    He said DD India was launched on 14 March 1995. It was initially known as DD World and renamed as DD India in 2000. The channel reaches 38 countries at present.

    He said the affairs of Prasar Bharati are conducted under the provisions of Prasar Bharati Act 1990 which essentially aims to confer autonomy upon the organization.

    Adequate provision has been made in the Act itself to make Prasar Bharati accountable. Prasar Bharati is accountable to the Parliament through its various Committees and laying of its annual accounts and annual reports as also through various questions raised in the Parliament.

    The Prasar Bharati Board, apart from Chairman and three whole time members, comprises of six part time members and other ex-officio members and the Board is empowered to take all decisions as per provision of Prasar Bharati Act 1990.

    NEW DELHI: Even as debates rage on regarding film and television content with the government admitting complaints regarding vulgar advertisements on TV are received regularly and addressed, Ministry of Information and Broadcasting (MIB) has said there’s no move yet to regulate TV content via an existing body.

    Dwelling on the Central Board of Film Certification (CBFC), its recent run-ins with films producers on alleged censorships and a proposed restructuring of the certification body, Minister of State for MIB Rajyavardhan Rathore has said government doesn’t propose to regulate TV content via CBFC.

    Rathore made these observations regarding CBFC and TV content regulation in Parliament last week

    Holding forth on CBFC, the minister admitted that a restructuring report by the Shyam Benegal Committee was “under examination”,  but added the government had not received any formal complaint/representation from the Indian film industry regarding the functioning of CBFC.

    Rathore told Lok Sabha (Lower House of Parliament) late last week that differences in opinion relating to certification of individual films do exist between the producers and the Board. Such cases are dealt with in accordance with the provisions of the Cinematograph Act 1952, he added.

    The existing system under the Cinematograph Act, 1952 provides the requisite checks and balances as far as certification of films is concerned. Periodical reviews by expert committees are undertaken. Sufficient provisions for addressing grievances of film producers with regard to film certification exist in present regulations, the junior MIB minister informed fellow parliamentarians.

    A review committee under noted film-maker Shyam Benegal was constituted by MIB some time back. The committee has given its report suggesting some radical changes in the CBFC’s functioning and role.

    Complaints regarding vulgarity in TV ads

    A total of 49 complaints – four in 2016 – for vulgarity in advertisements on television channels were reported to MIB since 2013.

    In most cases, advisories were issued to TV channels concerned, but there were a few cases where the channels had to run apology scrolls or were forced to shut down for a fixed period.

    There were also two instances of advisories to all channels in these years.

    According to figures available with MIB, there were 26 complaints in 2013, nine in 2014, eleven in 2015 and four so far this year.

    Only Manoranjan TV, FTV, and NTV have figured thrice in these years for broadcast of vulgarity in advertisements.

    Under existing regulatory framework, all programmes and advertisements telecast on TV channels and transmitted/retransmitted through cable TV networks and DTH platforms are required to adhere to the Programme and Advertising Codes prescribed under the Cable TV Networks (Regulation) Act, 1995.

    Action is taken suo-motu as well as when violations are brought to the notice of the ministry.

    These codes contain a whole range of parameters to regulate programmes and advertisements, including provisions to address content of obscenity, vulgarity and violence in TV programmes and advertisements.

    Information from the Electronic Media Monitoring Centre (EMMC) and other sources like an Inter-Ministerial Committee (IMC) are collated on prima facie violation of the Programme and Advertising Codes for the MIB to pursue the matter.

    Government said directions to the States have been issued to set up district-level and State-level monitoring committees to monitor content telecast on cable TV channels. These are recommendatory bodies, which function to aid and assist MIB.

    NEW DELHI: ,Venkaiah Naidu who has assumed additional charge of Information and Broadcasting held until now by Finance Minister Arun Jaitley, has said communication processes are critical for empowering people with information that would enable them to fulfill their aspirations.

    He said the government’s mission would be to enable public communication for the development of the country and the community. Naidu told newspersons after taking charge yesterday that he would be guided by the principle of ‘Communication for Development of the Community and the Country” and the basic principles of “Reform, Perform, Transform and Inform”.

    The government was a “reservoir of Information” relating to various aspects of a common man’s life. It was important to ensure proper flow of such information -“undiluted and unadulterated” – for broadening common man’s understanding of key policy initiatives of the government. This would facilitate the task of information empowerment, thereby creating an enabling environment for key stakeholders.

    The minister said it was important to position various media units as credible brands for effectively serving the information needs of the people. He referred to the process of change ushered in by the Prime Minister Narendra Modi, which touched upon the attitudes of key stakeholders thereby reorienting our approach and understanding towards the concept of development. In order to achieve this goal, it was important to mainstream effective communication as an input to realize this change.

    Jaitley, minister of State for I and B Rajyavardhan Rathore, secretary Ajay Mittal, Director-General (Media and Communication) in Press Information Bureau Frank Noronha and other senior officers of the ministry were present.

    Naidu who already holds the urban development, housing and poverty alleviation ministry, but was divested of the parliamentary affairs portfolio in the latest reshuffle.

    DAVP owes electronic and print media Rs 148 crore for govt ads: Rathore

    NEW DELHI: A sum of around Rs 36 crore is owed to 271 television channels by the Directorate of Advertising and Visual Publicity. DAVP also owed about Rs 111.7 crore to the print media in 35 states and union territories as on 1 April. DAVP being the nodal advertising department for the government of India releases advertisements on behalf of different ministries/departments.

    While releasing this information, minister of state for Information and Broadcasting Rajyavardhan Rathore told parliament that this payment is due because ministries and departments of the central and state governments do not clear the bills of DAVP in time. In some cases, he said payments to media organizations are not cleared in time due to delayed availability of funds.

    “However, DAVP makes constant efforts to urge client ministries/ departments regarding their pendency”, he said.

    DAVP releases payments to newspapers and other media organizations, based on the funds released by the client ministries/departments.

    New Delhi: Minister of State for Information and Broadcasting Rajyavardhan Rathore today said the global community was living in a borderless world in view of the changing communication paradigm. The advent of internet, online news, social media and satellite communication had completely overhauled the communication and information space.

    Delivering his address at the 65th convocation ceremony of Diploma Course in Development Journalism at the Indian Institute of Mass Communications here, he said communication had been a critical component of the governments outreach strategy through people centric initiatives and innovative approaches.

    Citing the example of Mann ki Baat broadcasts and My Gov Portal, the Minister said that innovative use of such two way communication platforms had helped government solicit the views from people for better Governance and to also understand their communication needs and perspective.

    Earlier, Col. Rathore interacted with Indian Information Service officer trainees currently undergoing training at IIMC. He urged them to develop skills, aptitude and understanding of media landscape in taking forward the Government communication roadmap.

    He also launched the social media platforms of IIMC and a memento as a part of the Golden Jubilee celebrations of the Institute which was established in 1965.

    The Development Journalism Course at IIMC was an endeavour towards promoting international cooperation and understanding, especially among countries of the Developing World, through the exchange of experience, expertise and innovations in the field of harnessing communication as a tool of development.

    IIMC conducts a specific course on development journalism for media personnel from developing countries, sponsored by the External Affairs ministry.

    DD to auction prime time slots: Rathore – viewership & revenue dropping

    NEW DELHI: Doordarshan is to auction some of its prime time slots on DD National instead of commissioning them or taking them on self-financed commission basis. Minister of State for Information and Broadcasting Rajyavardhan Rathore admitted in parliament today that the current acquisition of programmes through commissioning and self finance commissioning (SFC) route had resulted in dipping of viewership of DD National and consequently decreasing revenue.
     
    Prasar Bharati has therefore considered the option of sale of time slot /time bands on DD National channel as a strategy to source high quality content at no cost. The SFC scheme was launched in 2005 and it worked well for DD in the initial years but SFC serials did not deliver either on increasing viewership or revenue in recent years.
    Rathore said the Prasar Bharati Board had advised DD to proceed with an alternative policy by opening-up prime time slots for sale. DD is coming up with a slot sale policy so that genuine external and creative professionals can mount their programmes on DD Channels through slot purchase, the minister said.
     
    In this scheme, DD would stop financing production through ‘Pay Out’ modes and instead have revenue assurance in the form of a slot fee. The policy envisages that producers are made stakeholders in the scheme. They would invest in the content and recover the same from the market through sale of associated commercial time. In such a situation, the minister added, market forces would ensure that high quality standards are maintained for the content mounted, while assuring revenue for Doordarshan.

    In reply to another question, the minister said Television Rating Points (TRP) and viewership details of DD National according to the Broadcast Audience Research Council (BARC) data including rural viewership initiated in October 2015 fluctuates on weekly basis. He admitted that Doordarshan has suffered a setback because of sharp drop in number of terrestrial TV viewers. He said the Prasar Bharati Board had also decided to invite good external programmes to be telecast on all its channels in different phases.
