    Rathore urges govt. officials to aggressively use social media

    NEW DELHI: Taking a cue from Prime Minister Modi’s effective use of social media, Minister of State for Information and Broadcasting (MIB) Rajyavardhan Rathore’s message to his officials is use social media aggressively for disseminating information on government.

    “We need to open up. Typically, governments have been with iron curtains all around. But today time is changing, so we first need to change our mindset,” A PTI report quoted Rathore as saying today.

    The junior MIB minister was inaugurating a workshop for government officials in Press Information Bureau (PIB) on how to use Facebook more effectively for communication.

    PIB is the public relations division of the government and its official under a director-general are entrusted with disseminating information on government initiatives. 

    Addressing PIB officials, the PTI report states, Rathore advised that the process of how information is shared from decision makers to disseminators needs to get faster and social media can play a key role as it not only shapes debates on TV but also public opinion.

    According to the minister, “You cannot hide information in today’s world. You have to share that information. The idea is to send the right kind of content that people can engage with.” 

    Pointing out that often incorrect information regarding ministries and government departments goes on social media,  Rathore advised that on such occasions the correct facts should be provided.

    “That is the time you could get to the social media and correct that information. People are hungry for information,” Rathore is said to have opined as per the PTI report.

    The minister compared old and present times regarding communications. He said had it been older times pigeons would have to used for communicating and the head of PIB would have had maximum number of pigeons, hinting at the amount of communication that a government undertakes as part of its outreach programme.

    A lot of people dismiss social media, saying the debate going on there is “junk”, he said but emphasised that this very debate shapes what is reported on television and in the print media.

    “It is shaping your mind when you sit on the dining table during dinner time and do your discussions,” he is quoted as having said.

    The minister pointed out that 85 per cent of federal ministers were on Facebook and 80 per cent ministries already have verified FB accounts.

    Referring to PM Modi’s love for technology and effective use of social media, Rathore says the “coach has shown the way and it is now for the athelets to act.”

    Interestingly when Rathore was questioned on Twitter for this government support to a private enterprise (Facebook) as being strange, the minister tweeted back saying: “Yes, but all communication tools, public/ private need to be utilised for empowering & enhancing outreach.”

    Facebook executives were present on the occasion.

    NEW DELHI: Even as the Government has admitted that there are vacancies in Prasar Bharati, there is no proposal under consideration for regularization of casuals/ contractual employees empanelled or engaged in various Kendras/ Stations of Doordarshan or All India Radio.

    Sources in the pubcaster told indiantelevision.com that the empanelment of casual assignees is on need basis and according to the terms and conditions of engagement/ empanelment of contractuals/ casuals.

    However, the sources said the process of recruitment of 2365 essential posts in various Technical and Non-technical categories has been completed after clearance by the Group of Ministers. This had been undertaken through Staff Selection Commission as a special dispensation with the approval of the Government.

    Minister of State for Information and Broadcasting Rajyavardhan Rathore had told Parliament recently that there is a need to reassess actual requirement of staff in Prasar Bharati keeping in view changes in broadcast technologies.

    He said Prasar Bharati had been advised to carry out a Manpower Audit to identify posts actually needed to be filled up.

    There are 46756 sanctioned posts in Group A, B and C (including erstwhile Group-D).

    This includes 26129 in AIR and 20627 in Doordarshan.

    The sources said there are 8258 casual Announcers, 2622 casual Compere and 97 contractual employees in various Stations of AIR. In addition, there are 18 casual employees and 488 contractual employees in various Doordarshan Kendras.

    NEW DELHI: The average viewership of Doordarshan National is 91 million according to the Broadcast Audience Research Council.

    The BARC has given details of 21 DD Kendras with DD Kashir being at the botton with average viewership of 6.80,000.

    Minister of State for Information and Broadcasting Rajyavardhan Rathore told the Lok Sabha today that all the regional channels of Doordarshan telecast various programmes promoting the languages included in the Eight Schedule of the Constitution and popular dialects.

    Festival of patriotic films commences with Naidu stressing of filmmakers of that time

    NEW DELHI: A film festival on patriotic films opened here today with Information ad Broadcasting Minister M Venkaiaih Naidu stressing that Indian Cinema not only played a vital role during the freedom movement but facilitated in spreading the message regarding the great deeds and valour of eminent leaders and personalities related to freedom movement.

    He said these films had a social message and had a profound impact on the minds and social behavior of people.

    The opening of the week long “Independence Day Film Festival” at Siri Fort Auditorium was also attended by Minister of State Rajyavardhan Rathore and I and B Secretary Ajay Mittal, apart from noted film personalities Chitraarth and A K Bir.

    The Minister said the 70th year of Independence offered an opportunity to take the country from Swaraj to Suraaj under the leadership of Prime Minister Naendra Modi. This would enable the country to fight the long standing ills plaguing the society and take the nation to newer heights.

    He added that every Indian Citizen was equal and there was no room for anybody to discriminate against any other individual. For the nation to achieve faster progress in all fronts, every section of the society irrespective of caste, creed, religion, region and language should be part of the growth story.

    All Indians should believe only in oneness of the country and nothing else should be allowed to cause obstacles in India’s march ahead. He urged that civil society and people should strive to foster harmony and build bridges across the communities.

    Speaking on the philosophy of the Indian Freedom Struggle, Naidu said that many countries fought for their freedom and became independent but the Indian Freedom Movement was unique in the sense that it showed to the world the power of non-violence and democratic principles. He said that people from different walks of life from different parts of the country contributed to the freedom movement including educationists, lawyers, leaders, farmers, artists and ordinary men & women.

    Referring to the rich history of Indian cinema and the context in which the movies were produced, the Minister mentioned that India’s victory in 1965 war had fired the imagination of then young film actor Manoj Kumar in Mumbai which lead to the making of ‘Upkar’ in 1967.

    Remembering the unsung heroes who contributed to freedom movement, the Minister said the 1959 Tamil Film “Veerapaandiya Kattabomman” directed by B R Panthulu was the story and valour of Kattabomman – an 18th century local leader from Tirunelveli in Tamil Nadu, who refused to accept the sovereignty of East India Company.

    While remembering the towering personalities of our freedom movement and founding fathers of the Republic of India, the Minister said Sardar Vallabhai Patel played a leading role in integration of the country into a united and independent nation. The film “Sardar” which portrays the life of Sardar Patel would be screened at the Film Festival. He also referred to the sacrifices made by Veer Savarkar during the freedom struggle.

    The Minister said the festival provided an opportunity to school children especially from public schools who attended the festival to be inspired by the history of these great leaders and freedom fighters.

    The opening Film for the festival was ‘Gandhi’ directed by Sir Richard Attenborough. The festival will continue till 18 August and 20 films are being screened. The festival has been organized by the Directorate of Film Festivals in collaboration with the Defence Ministry.

    Provisions to deal with errant broadcasting sectors considered adequate: Rathore

    NEW DELHI: The Government considers the existing provisions under various policy guidelines of Ministry of Information and Broadcasting are considered adequate as far as the electronic media goes.

    The permission of 73 TV channels has been cancelled till date for violating the provisions of Uplinking Guidelines, the Rajya Sabha has been told.

    Minister of State for Information and Broadcasting Rajyavardhan Rathore said 24 FM Channels of 6 Private Broadcasters have been revoked for violation of provisions of the Grant of Permission Agreement (GoPA) signed by them with Government under the FM Radio Phase-II regime.

    All the registered agencies mentioned above under print, audio and visual media are required to abide by the rules and regulations prescribed under various policy guidelines of Ministry of Information and Broadcasting.

    He said the country at present has 892 permitted Private Satellite TV channels registered in the country, as on 30 June.

    A total of 42 Private FM Radio Broadcasters have been granted permission to establish, operate and maintain private FM Radio Stations in the country.

    More than a decade after the scheme was launched, only 196 Community Radio Stations are operational in the country.

    The Press in India 2014-15 published by the Office of Registrar of Newspapers for India (RNI), shows as many as 1,05,443 publications, having different periodicities are registered with RNI, as on 31 March 2015.

    Steps underway for upgradation of FTII: Rathore

    NEW DELHI: A sum of Rs eighty crore has been set aside for the upgradation plans of the Film and Television of India in the Twelfth Plan..

    The performance of the Institute is periodically assessed through meetings of the Society and Governing Council, Audit and Annual Report submitted by the Institute, and audit by the Comptroller and Auditor General.

    There is a regular mechanism of periodic audit including audit by C&AG, meetings of the Society and Governing Council of the Institute which include representatives from the Government and domain experts.

    Minister of State for Information and Broadcasting Rajyavardhan Rathore told Parliament that the programmes being undertaken for upgradation are:

    i. Up-gradation of existing infrastructure of FTII and creation of additional infrastructure to meet the growing needs of the Institute. This includes construction of new main theatre, class room theatres, student hostels etc.

    ii. Replacement of obsolete equipment and procurement of modern equipment to keep pace with the technological changes in film and television industry including HD technology.

    Meanwhile, the syllabus of FTII had been modified recently to provide for semester system, modular structure, choice based credit system, continuous evaluation etc. that would provide more flexibility to the students in the process of learning and corresponding monitoring of outcomes thereof.
