    Prasar Bharati CEO on convergence and public b’casting

    MUMBAI: Prasar Bharati’s CEO Shashi Shekhar Vempati, while dwelling on convergence and its relevance to India’s pubcaster, opined that it was important to understand the changes happening in terms of media consumption and distribution to evolve and plan for the future ahead.  

    “As a public broadcaster, we really have to face these forces of convergence if we have to transform ourselves for the next decade and beyond. Historically, our work force was trained to operate in the world of broadcast engineering and now they have to make the shift to digital and information technology,” Vempati said, adding why it was important for his colleagues to think “digital first” in terms of creation, packaging and presentation.

    Dwelling on the convergence happening at various levels of the Indian media and entertainment sector, Vempati said it was happening at three levels — at the consumer consumption level, platform and distribution level and regulatory level.

    “The convergence at the consumer level is way ahead of both the platforms and regulatory frameworks,” he stressed while delivering an address at the CII Big Picture Summit 2019 at New Delhi yesterday.

    According to Vempati, while the industry debated convergence and its pros and cons, the consumer was embracing the trend without a fuss, adapting to the various ways of consumption of the media.  

    Analysing the effect of these changes from a pubcaster’s point of view, he said Prasar Bharati was looking at the immediate outcome of the transformation on how content is discovered, measured and, more importantly, monetised.

    Without mincing words, he admitted that the content industry was today kind of trapped in a binary outlook where content monetisation was restricted to either advertising revenue or driven by subscription.

    Giving an example of consumer embracement of convergence, Vempati said Prime Minister Modi’s `Mann Ki Baat’ (Thoughts from the PM) was a prime example of convergence of technology. It is heard not only on All India Radio, which remains a primary source of dissemination of such messages but also consumed online and on traditional television.

    Dwelling on the reach of media — electronic and online — Vempati said, on one hand, there was linear TV, which is measured with set sample panels, and on the other hand there was the digital platform where measurement happened real time. On the issue of audience measurement, he said, TRAI has recently issued a consultation on how there was a need to re-think audience measurement. “So, I think there is another area of transformation that is likely to happen in the near future,” he added.

    On the topic of audience measurement and its fallout on ad revenues for TV channels, Vempati said experience has highlighted that the consumer wants a more flexible pricing model, especially when popular programmes like cricket matches are telecast by private sector TV channels, which demand that the consumer pays to watch.

    There is a need to look at a combination pricing model, which enables consumers to watch popular programmes, including sporting events, at a comparatively lower price or on FTA platforms like Doordarshan.

    “As a public broadcaster one of the greatest learning for me has been that if you have quality content there is an audience for it,” Vempati said giving an example of Rajya Sabha TV, a parliamentary news channel that is not actively marketed and promoted, but has over a million followers online.

    The pubcaster has not spent a dime advertising it anywhere and it is not even measured by BARC India, but on YouTube Rajya Sabha TV has a following that’s legion simply because of quality content it produces, Vempati said.

    Emphasising how technology and pubcasting can merge to deliver useful services, Vempati gave the example of a pilot project undertaken by Doordarshan in Bengaluru, in association with private sector players like Microsoft, to deliver to government-run schools educational programmes on DD’s digital terrestrial network that was lying under-utilised.

    “It’s a great example of convergence and transformation,” Prasar Bharati CEO said, adding that it also meant regulatory framework had a lot of catching to do as policy-makers viewed broadcasting and telecom services in silos, which is not the case now.

    MUMBAI: This was his last tweet. “I think the I&B Ministry should upload the video which was considered by the Inter-ministerial c’tee recommending the #Ban on #NDTVIndia”. Sadly, senior journalist and consultant/anchor at Rajya Sabha TV (RStv)  Girish Nikam did not get to see the progress of the saga NDTV-ministry of information & broadcasting. Nikam died earlier today following a massive heart attack.

    He felt uneasy after filming a show today and was rushed to Ram Manohar Lohia hospital in New Delhi where he breathed his last.

    Amongst the shows he used to host on Rajya Sabha TV was one called The Big Picture.

    The 59 year old had a long career spanning Star of Mysore in Mysuru, Indian Express, Bengaluru, Eenadu, India Today, Deccan Chronicle and News Today.

    His body is to be flown to Bengaluru for his last rites.

    Nikam had a MA in Social work, Criminology and correctional administration, apart from a BA in Journalism.

    Among those who condoled his  passing away include:

    Rajdeep Sardesai: “Veteran journalist Girish Nikam passes away almost literally on the job. Died soon after recording a show for RS tv. RIP”

    Venkaiah Naidu: “Visited mortal remains of Shri Girish Nikam. Doctors said he suffered a massive heart attack and they couldn’t revive him. Very sad.  Saddened by d sudden demise of Shri Girish Nikam. Known him 4 many years right frm early ETV days. My condolences to d bereaved family. RIP. ”

    Prasar Bharati chairman A.S. Suryaprakash said that Nikam was an extremely versatile mediaperson who traversed the worlds of print, television and social media.

    NEW DELHI: Tenders submitted for set top boxes suitable for MPEG4 upgradation of the country’s only free-to-air direct-to-home platform DD FreeDish will be opened on 25 October 2016.

    In an announcement, the Indian pubcaster Doordarshan said that original equipment manufacturers filing tenders for this purpose would have to be DD authorized OEMs to sell DD approved Indian conditional access system (iCAS) and firmware/middleware-enabled boxes. 

    Those applying would have to buy the form for Rs 10,000 and then give earnest money for Rs 1 million and deliver the STBs within a period of three months.

    A DD official, who did not want to be named, said it was clear that DD will not be paying any money to those who are found suitable but will only approve their bids in accordance with the parameters set for suitability of the STBs. The earnest money was only aimed at getting genuine manufacturers, he added.

    India is expected to have 173 million paid cable and satellite home in India by the beginning of next year and the official added that the exact number of FreeDish subscribers would be known when the Indian Conditional Access System (iCAS) system becomes fully operational. Since any individual can buy a FreeDish antenna and set it atop his house, it is difficult to indicate the number of subscribers.

    A pre-bid conference would be held on 3 October 2016.

    The application form, including technical and financial details, can be downloaded from website www.tenderwizard.com/PB. E-application notice is also available on Doordarshan website www.ddindia.gov.in using the link tender notice (engineering) or from eprocure.gov.in/cppp.

    Earlier, indiiantelevision.com had reported that FreeDish had plans to add 24 new channels, increasing the number from 80 to 104.

    The platform has space for 80 channels altogether, including its own channels and Lok Sabha and Rajya Sabha TV along with 24 All India Radio channels.

    Sources told indiantelevision.com that FreeDish is being encrypted through iCAS to keep a tab on the number of subscribers, but it would remain free-to-air.

    NEW DELHI: The country’s only free-to-air direct-to-home platform, Doordarshan’s Freedish will not be available for five hours on 30 September 2016 ‘due to technical maintenance.’

    The platform, which is slated to carry out its 31st e-auction on 5 October 2016, is understood to be working on increasing its capacity to carry more channels.

    A note on the DD website said: All viewers of DD Freedish may please note that from 00.30 Hrs to 05.30 Hrs on 30.09.2016 Doordarshan DTH service DD Freedish Channels will not be available due to technical maintenance.​”

    Earlier last month, indiantelevision.con had reported that Freedish is increasing its capacity to carry around 104 channels within the next few months.

    A senior Doordarshan official had told indiantelevision.com that the process of switching over from MPEG2 to MPEG4 had been completed and was being tested. This had already taken the headend capacity to 112.

    The official said the platform had been encrypted by adopting the Indian Conditional Access System (iCAS) developed by Design India Pvt. Ltd. of Bangalore. But, he clarified that the platform would remain free-to-air and the aim of iCAS was only to keep track of the number of households that were using Freedish and keep a check on quality of set top boxes.

    (It is also learnt that Doordarshan is expected to issue an Expression of Notice within a month for manufacture of compatible STBs for Freedish.)

But he clarified that the platform would remain free-to-air and the aim of iCAS was only to keep track of the number of households that were using Free Dish and keep a check on the quality of set top boxes.

    (It is also learnt that Doordarshan is expected to issue an Expression of Notice within a month for manufacture of compatible STBs for Free Dish.)

    Meanwhile, the official said Free Dish was also hopeful of re-launching Gyan Darshan on its platform shortly as the problems that the Indira Gandhi National Open University was facing when DD was forced to take the channel off-air have been ‘virtually sorted out’.

    However, the official said no communication had been received from the Human Resource Development Ministry in this conection so far.

    He denied reports that any channels of the Human Resource Development Ministry were currently under test transmission on Free Dish.

    The official said DD was aware of the announcement by Human Resource Development Minister Prakash Jawadekar that 32 Direct to Home (DTH) Television Channels are to be launched by September for providing high quality educational content to all teachers, students and citizens across the country interested in lifelong learning.

    DD was also aware that the HRD Ministry had acquired two transponders on G-SAT 15, which could possibly be used for this.

    Meanwhile, the official said that all information on Free Dish was available on the ddindia.gov.in website and denied that Free Dish had established any separate website Freedish.in. When his attention was drawn to the website, he said attempts would be made to find out who was running the website which was clearly illegal.

    DD Freedish sets reserve price of Rs 4.3 crore for 25th e-auction

    NEW DELHI: After several auctions, Doordarshan has raised its reserve price to Rs 4.3 crore for the 25th e-auction for its free-to-air DTH platform Freedish. The auction will be held on 18 January in an attempt to touch the target of 112 television channels in the next few months.
     
    Doordarshan had until now set a reserve price of Rs 3.7 crore per slot (as in the last few auctions) for the online e-auction, though Indiantelevision.com had learnt that the bid amount went up to Rs 4.7 crore in earlier e-auctions. The reserve price in the 15th e-auction was Rs 3 crore and was raised to Rs 3.7 crore in the 16th auction.
     
    DD sources refused to divulge the number of slots being auctioned to prevent bidders forming consortia to bid or resort to other malpractices.
     
    These sources told this website that Freedish will be encrypted shortly from Mpeg2 to Mpeg4 to keep a tab on the number of subscribers, but it would remain free-to-air.
     
    The e-Auction will be conducted by C1 India, Noida which also conducted the first stage of the FM Radio Phase III auctions on behalf of Prasar Bharati.   
     
    Currently, Freedish has 64 channels including its own channels, and Lok Sabha and Rajya Sabha TV.
     
    The participation amount (EMD) in the e-auction is Rs 1.5 crore, which will be deposited in advance before or by 12 noon on 18 January along with processing fee of Rs 10,000 (Non-refundable) in favour of PB (BCI) Doordarshan Commercial Service, New Delhi.
     
    Incremental amount for the auction will be Rs 10 lakh and the time for every slot e-auction will be of fifteen minutes duration. This may be extended by five minutes if a bid is received before the closing time.
     
    Of the reserve price, Rs 1.1 crore will be deposited within one month of placement and another Rs 1.1 crore within two months along with service tax of 14.5 per cent on the bid amount.
     
     
    The balance bid amount will be deposited within six months, failing which the deposited amount will be forfeited and the channel discontinued after a 21-day discontinuation notice.
