  • From lab to end-user: India launches TV, radio & FB integrated server ‘Sagar Vani’

    MUMBAI: The India government, in order to effectively disseminate ocean-related advisories from the lab to the end-user, has developed ‘Sagar Vani’.

    The union minister for science & technology, earth sciences and environment, forest & climate change Harshvardhan has launched the ‘India Quake’ app and ‘Sagar Vani’ at the Foundation Day of Ministry of Earth Sciences in New Delhi on 27 July.

    ‘Sagar Vani’ is a software platform where various dissemination modes will be integrated on a single central server. It ’ includes multi-lingual SMS, Voice Call / Audio Advisory, Mobile Apps (User / Admin modules), Social Media (Facebook, Twitter, etc.), Email, GTS, Fax, Digital Display Boards, Radio / Television broadcast units, IVRS, Cloud Channels, etc. The system also has facility to provide access to various stakeholders so that they too will be able to further disseminate information and alerts to the user community.

    ‘Sagar Vani’ system compares with the most advanced countries’ services in terms of speed of delivery, omni channel capabilities and diverseness of services. With this system, the services will be disseminated in local languages using advanced artificial intelligence and machine learning capabilities. For the first time in India, Sagar Vani is also using the power of television and cable network mediums for topical and alert dissemination services.

    ESSO-Indian National Centre for Ocean Information Services (INCOIS) under Ministry of Earth Sciences (MoES) provides ocean information services for the benefit of various user communities in India. The services are more fruitfully utilized when the advisories reaches the end user in timely manner and in user readable format. Now-a-days ICT facilities in the country are accessible to large population of the country and that plays a major role in effective dissemination of information to the end user. ESSO-INCOIS has adopted the state-of-the-art technologies and tools available in the country for the timely dissemination of Ocean Information and Advisory Services that includes Potential Fishing Zone (PFZ) advisories, Ocean State Forecast (OSF), High Wave Alerts and Tsunami early warnings.

    Presently, the advisories are being disseminated to the stakeholders from different service sections and through various stakeholders and partners, which might cause delay in dissemination of the services. In order to timely disseminate the advisories, ‘Sagar Vani’ has been developed by ESSO-INCOIS through Gaian Solutions Pvt. Ltd.

    The ‘Sagar Vani’ will now serve the coastal community, especially the fishermen community with the advisories and alerts towards their livelihood as well as their safety at Sea.

  • Monsoon Filmfest: NFDC launches weekly radio programme

    NEW DELHI: In a new initiative to reach out to the people to see meaningful cinema, the National Film Development Corporation has launched a weekly Film Aaj Kal in association with 92.7 Big FM to coincide with its summer Festival of of NFDC Classics.

    The Ground-Activation event – Film Aaj Kal Screenings and Conversations from 15 July to 15 August is aimed at building film communities and empower the viewer.

    92.7 Big FM in ‘Film Aaj Kal’ is aimed at Cinema Education and Awareness programme which has the filmmakers discuss movie classics bringing these films back to the fore.

    The exhibition partners are Harkat Studios in Aram Nagar and G5A Centre for Contemporary Culture at Lower Parel (both, in Mumbai) and the online booking partner is 1018mb.

    Film Aaj Kal is not just about exploring alternative audiences. It’s also about exploring alternate spaces, alternate distribution platforms, and booking and communication platforms.

    The radio show which has already aired six episodes as of 3 July 2017 plays on Sundays on 92.7 Big FM from 4pm to 6pm is hosted by a hugely popular star RJ and cinephile, Siddharth Mishra, and is designed as a series of conversations between filmmakers discussing about the NFDC classics evoking a renewed interest in the films.

    One of the episodes showcased ‘Gaman & Taxi No. 9211’ as films that look at Mumbai through the eyes of a cab driver – both from different eras, in varied styles, addressing different class issues as well – but with an underlying subtext of the immigrant. Another episode was around Salaam Bombay and Chameli – Mira Nair and Sudhir Mishra chatted about the way they approached the Brothel and the Underbelly story.

Film Aaj Kal Screenings and Conversations gives not just the viewers but also the discerning filmmaker and cineastes an opportunity to explore alternate film destinations and also actively engage in conversations around cinema – and not just limit those discussions to a Master-Class or a workshop.

  • ‘Inappropriate content’ on TV & radio to be regulated

    MUMBAI: The Indian Government plans to establish a body to regulate the content broadcast on television and radio channels.

    In the backdrop of escalating concern of over-regulating and gagging of free speech by the Central Government, the government is now considering regulation of television and radio channels against what is being termed as ‘inappropriate content’.

    The Central Government has decided to establish a grievance redressal mechanism against objectionable content that is broadcast on TV news and entertainment channels, and FM and community radio, the Asian Age reported.

    This would mean that radio stations and television channel which were following a self-regulatory mechanism could now be held liable for complaints against their content filed by the public.

    If a member of the public has a complaint regarding certain content broadcast over radio or television, s/he can lodge a complaint with the district magistrate (DM) or the police commissioner (chairmen of the district-level monitoring committee), according to a government directive accessed by the paper.

    People are free to register their complaints online at pgportal.gov.in, or directly send their grievances to the union information and broadcasting ministry.

    In January 2017, the Supreme Court had directed the government to establish a mechanism for redressal of complaints against “contents of private TV channels and radio stations and accord due publicity to the measures to enable citizens approach it with their grievances.”

    The Programme and Advertising Code of the government prohibits the broadcasting of certain type of content, including anything that “offends and is against ‘decency’, contains criticism of friendly countries, contains attacks on religion or communities, is obscene or defamatory, encourages or incites violence, encourages superstition, denigrates women or affects the integrity of the nation.”

    It was reported in February 2017 that action was taken in 52 cases of television and two of radio in the past three years for violation of the Code. The minister of state for information and broadcasting Rajyavardhan Rathore had said the action in most cases was limited to apology scrolls, or switching off channels for a brief period.

    Rathore had said the Supreme Court had, on 12 January 2017, advised the Government to formalise the complaint redressal mechanism including the period of limitation within which a complaint can be filed. The court also said the concerned statutory authority which shall adjudicate upon the same including the appellate and other redressal mechanisms, leading to a final conclusive determination.

    As and when there is a prima facie case of violation by private satellite TV channels and private FM channels regarding content aired by them, the matter is placed before the IMC for its consideration/recommendations. Thus, IMC functions in a recommendatory capacity.

    Apart from this, the Ministry had earlier issued directions to States to set up District level and State level Monitoring Committees to regulate content telecast of local TV channels carried on Cable TV Networks.

    Shark Tank-like govt-run show to tie up with TV prod house

    MUMBAI: India’s Department of Industrial Policy and Promotion (DIPP), on 4 March, gave a primary in-principle approval for a government-made reality show on the terms of American TV show Shark Tank so as to give a fillip to the startup culture.

    The DIPP may allow public voting so as to decide the ‘Most Popular Startup’, the Indian Express reported. At a 9 November 2016 meeting, it was also decided that 60 finalists will be given a reward of Rs 10 lakhs each.

    Shark Tank is a popular American show features a panel of potential investors called ‘sharks’ who consider offers from aspiring entrepreneurs seeking investments.

    The programme, to be simultaneously broadcast on the pubcaster Doordarshan, radio and digital platforms, would have startups pitch to an investors’ panel for impromptu investments.

    The DIPP plans to partner with a TV production house to oversee the implementation, production and execution of the TV show. The National Association of Software and Services Companies (NASSCOM) may be the coordinating agency for managing daily operations.

    The first round of evaluation is set to take place in seven cities — Mumbai, Delhi, Chandigarh, Kolkata, Bangalore, Indore and Guwahati. In all, 440 participants would be selected, of which 35 would be declared as “regional winners”. These winners would further proceed to the second round of evaluation or the “grand finale”.

    DIPP secretary Ramesh Abhishek said that the department is facing finance issues. NASSCOM told the government the show would require a budget of Rs 64 crore. While Rs 34 crore may be raised from states and sponsors, the DIPP would have to invest approx Rs 30 crore from their side.

    The show will be simultaneously aired across a number of platforms to “allow greater reach and connect with both the urban and rural audience across different sections of the society”.

    While the DIPP will have complete rights over the programme, NASSCOM may ‘managing’ day-to-day operations. “For implementation, a task force will be constituted with a partner leading in each region, who will be responsible for the execution of the entire show. This will include running day to day operations and for management of all deliverables, timelines, agencies and interfacing regularly with all sponsors and partners in each of the regions,” the DIPP note says.

    The proposed partners for north, east, west, south and central regions are — FICCI, The Indus Partners (TiE), Indian Science and Technology Entrepreneurs Parks and Business Incubator Association (ISBA), NASSCOM, Confederation of Indian Industry (CII), respectively.

    A steering committee to oversee the programme management would include representatives from NITI Aayog, the Ministry of Electronics and Information Technology, the HRD Ministry, and Department of Biotechnology, as well as Axis Bank and Yes Bank.

  • Campaign for investor awareness ‘Sahi Hai’

    MUMBAI: Association of Mutual Funds in India (AMFI), the trade association of Asset Management Companies (AMCs) of all Mutual Funds in India today launched a comprehensive media and communication campaign, as a part of the mutual fund industry’s investor awareness outreach program, that is aimed to position Mutual Funds as a preferred investment option for potential investors.

    In order to create better awareness about mutual funds as a distinct asset class, SEBI has mandated mutual funds to set apart a small portion of their net assets i.e., 2 bps for investor education, out of which half the amount is now being pooled with AMFI for better utilisation of the funds at the industry level. With these funds, AMFI has launched a new media campaign with an aim to increase the number of mutual fund investors multi-fold.

    The campaign is being launched with the message – “Mutual Funds Sahi Hai” – through different media such as TV, Digital, radio, print, cinema and outdoor hoardings with simple, but very clear messaging through interesting advertisements in different languages. With everyday situations as the backdrop, the campaign impresses on the mind of the prospective investors that mutual funds are the right option for them – Mutual Funds Sahi Hai – as the tag line of the campaign says.

    The campaign was launched by SEBI member G. Mahalingam, who said, “It is for the first time in the history of financial services, that all industry participants have come together to promote the category.”
    AMFI chairman A Balasubramian said, “There is a need to encourage households to shift from physical savings to financial avenues, especially mutual funds.”

    J. Walter Thompson (JWT) was entrusted with the creative work for the campaign. JWT managing partner Rajesh Gangwani said, “We see this as a big platform idea which is multi-layered, multimedia and multi-narrative and can run over a long time frame.”

    JWT Mumbai VP & ECD Hanoz Mogrelia said, “Sahi hai may seem like a very simple idea. But, to execute this idea, we had decided to stay in the space of warm, real conversations between friends. We shot eight commercials over a fortnight using absolute ‘non-models’, we shot at real locations, using live sound recording.”

  • BBC Academy launches content in five additional languages including Bangla & Spanish

    MUMBAI: The BBC Academy has further expanded its global outreach, adding content in five languages.  Free resources, dedicated to journalism and language use in Bangla, Kyrgyz, Somali, Spanish and Ukrainian, are now live with mobile-first new design (in the first iteration of the sites) – bringing the total number of BBC Academy’s non-English-language sites to 23.

    The BBC Academy puts skills development at the heart of the BBC, supporting its mission to inform, educate and entertain.  Through a wide portfolio of staff training, it develops skills enabling it to meet the challenges of an ever-changing media world. BBC World Service delivers news content around the world, on radio, TV and digital, reaching a weekly audience of 246 million.

    Academy International Sites editor Najiba Kasraee says: “Language and journalism are inseparable.  It’s important to provide journalists not only with skills training but also to make them aware of the importance of observing language standards that have been honed by BBC journalists, based on our guidelines of unbiased, accurate and fair reporting.”

    The new websites, which offer content in three main categories – Language, Skills and Standards – provide a guide to the BBC’s editorial principles and core values.  Journalists will find language tools that ensure standards such as impartiality and accuracy are maintained as they translate materials or create and deliver original content.

    Covering a wide range of multimedia skills – television, radio and digital production – the sites focus on presentation, writing, and use of social media.  A special focus is given to helping journalists produce and present under pressure of tight deadlines.

    The new content adds to sites for BBC journalism in Arabic, Burmese, Chinese in simplified form, Chinese in traditional form, French, Hausa, Hindi, Indonesian, Kinyarwanda, Kirundi, Pashto, Persian, Russian, Swahili, Turkish, Urdu, Uzbek and Vietnamese. This development is in line with BBC Academy’s pledge to provide support for all of the BBC World Service languages – including the new language services that will start delivering content as part of BBC World Service’s expansion.
