    Central Bureau of Communication issues advisory for pvt TV channels

    MUMBAI: The  days are being counted down for TV channels looking to get some revenue through the  Indian government’s ads and spots on television. 

    According to the central bureau of communication (CBC)  wing of the ministry of information and broadcasting 552 channels had been empaneled with it three years ago  and as per its policy renewal guidelines the earlier empanelment is valid only till 31 December 2024.

    Last week, the CBC  once again sent out an advisory reminding private TV channels which had not re-registered themselves  to do so before the last date.

    Only TV channels empaneled with it will qualify to receive government advertising and its social development or messaging spots

    The CBC also clarified that 15 channels which had empaneled with it as of 1 January 2024 need not reapply for empanelment but they would need to update their documents.

    The last date for renewal of empanelment was actually 17 December but the CBC had given another extension to the private TV channels.
     

  • No pre-censorship of TV shows, reiterates MIB

    NEW DELHI: The government today reiterated in the parliament that there is no proposal for any censorship or any rules and norms for private TV channels for broadcasting their pre-recorded programmes.

    The question in the Rajya Sabha were related to pre-recorded programmes or ‘fabricated videos pretending as live telecast.’

    Minister of State for Information and Broadcasting Rajyavardhan Rathore said under the existing regulatory framework, all programmes and advertisements telecast on private satellite TV channels and transmitted/re-transmitted through the Cable TV network are required to adhere to the Programme and Advertising Codes prescribed under the Cable Television Networks (Regulation) Act, 1995 and Cable Television Network Rules, 1994 framed thereunder.

    The Act does not provide for pre-censorship of any programme and advertisement telecast on such TV channels.

    However, it prescribes that all programmes and advertisements telecast on such TV channels including regional language channels should be in conformity with the prescribed Programme Code and Advertising Code enshrined in the said Act and the rules framed thereunder, which contain a whole range of parameters to regulate programmes and advertisements including the content aimed at instigating communal violence and fear in the minds of common people on TV channels.

    Apart from this, this Ministry had issued an Advisory to news and current affairs TV channels on 20 September 2013 advising them to follow the provisions of the Programme Code scrupulously and exercise restraint and sensitivity while reporting such incidents and refrain from telecasting any material which could ignite communal passions and create law and order problem.

    The Ministry has set up Electronic Media Monitoring Centre (EMMC) to monitor the content telecast on private TV channels with reference to the violation of Programme and Advertising Codes.

    An Inter-Ministerial Committee (IMC) has also been set up in the Ministry to look into the specific complaints or suo-motu take cognizance against the violation of Programme and Advertising Codes. The IMC has representatives from the Ministries of Home Affairs, Defence, External Affairs, Law, Women and Child Development, Health & Family Welfare, Consumer Affairs, Information & Broadcasting and a representative from the industry in Advertising Standards Authority of India (ASCI). The IMC meets periodically and recommends action in respect of violation of Programme and Advertising Codes by private TV channels.

    Apart from this, the Ministry has also issued directions to States to set up District level and State level Monitoring Committees to regulate content telecast on cable TV channels.

    NEW DELHI: The total number of private television channels has risen to 899, with nine new television channels cleared in December 2016.

    The new channels are: Living Entertainment Enterprises Pvt. Ltd’s general entertainment channels Living Flavourz (GEC), Living Travelz (GEC), Living Rootz, and Z Living; Shop CJ Network Pvt. Ltd’s shopping channels Shop CJ Tamil and Shop CJ Telugu; Kerala Communicators Cable Ltd’s GEC Kerala Vision; Mass Telecasting Pvt. Ltd’s non-news MT; and Sony Pictures Network Media Pvt. Ltd’s movie channel Sony Pix 2 HD.

    Of these, only Sony Pix 2 HD has got downlinking permission, as it is uplinked from overseas.

    The clearance has been given by the Information and Broadcasting Ministry under the Uplinking and Downlinking Guidelines of 2011.

    he total includes elevent channels whose licences had been cancelled as they failed to get security clearances but which got stay from different High Courts. These include two channels of Entertainment Television Network Pvt Ltd – M Tunes HD Hindi (earlier known as ETC Hindi) and Bhakti Sagar (earlier known as M Tunes Tamil/ETC Punjabi) – five channels of Mahuua Media Private Ltd – Mahuua, Mahuua News, First india, Mahua Music, and Mahua Music – and four channels of STV Enterprises Ltd – PUNJAB TODAY, STV JAMMU-KASHMIR NEWS, STV HARYANA NEWS, and STV UP NEWS.

    The list of permitted private satellite TV channels is available in this ministry’s website i.e. www.mib.nic.in. and the list of permitted teleports as on date is enclosed.

    I&B Ministry gives clearance to five new channels; private TV channels increase to 826

    NEW DELHI: The number of permitted satellite television channels has gone up marginally to 826 with five new channels getting cleared during December 2014.

     

    The number of channels in November-end was 821 as compared to 798 in July following streamlining of clearance procedures by the Information and Broadcasting Ministry.

     

    The cleared channels include one news channel taking the total to 405 news and current affairs channels and four non-news channels taking the total to 421 general entertainment channels.

     

    The statistics show that 697 channels (including 382 news channels) are permitted to uplink and downlink from within the country, and 36 (including seven news channels) are uplinked from India for beaming overseas and not in the country. There is no change in channels uplinked from overseas and downlinked into India with the number remaining static at 93 (including 16 news channels). 

     

    The new entrants were: R-Vision (a non-news channel in all Indian languages) and Krishna Showbiz Services’ three channels – Dilagiri, Tak Dhina Din and Maula Masth (Hindi non-news channels for uplinking and downlinking). The Arabia news channel in Malayalam is the sole channel for uplinking only.

                                                           

    The largest gainer is Krishna Showbiz Services Pvt Ltd, which gets three Hindi GEC channels. The year 2014 has thus seen the clearance to more than 30 channels.

     

    To expedite the process, which had remained stagnant after March-end, the Ministry now holds the Open House meetings with stakeholders two time every month instead of once.
