    ‘Mann Ki Baat’ earned Rs 4.78 cr; live streaming & app duds

    MUMBAI: Prime Minister Narendra Modi’s radio address Mann ki Baat has reportedly got mega bucks for the All India Radio (AIR). Apart from getting millions of listeners, the programme, according to the information and broadcasting ministry, has fetched a gross revenue of over Rs 4.78 crore through advertisements.

    Prasar Bharati has informed that, as far as AIR is concerned, only the radio broadcast of Mann ki Baat is monetised and other platforms such as live streaming or app-based service are not, said the minister of state for information and broadcasting Rajyavardhan Rathore.

    Overall, the AIR registered a revenue growth in 2015-16 of Rs 447.76 crore from Rs 435.1 crore in 2014-15. Mann Ki Baat has also been visually adapted for telecast on Doordarshan channels.

    AIR, owned by the public broadcaster Prasar Bharati, so far aired 26 episodes of Mann Ki Baat. The show was launched in October 2014 and the broadcaster started monetising it by December. It is reported that AIR generates close to Rs 1 crore from Mann Ki Baat.

    According to a report in Livemint, the broadcaster has designated a total of seven minutes (five minutes before the show and two minutes after the show) for commercial revenue from Mann Ki Baat. It also airs self-promotional advertisements in those seven minutes.

    The report suggests that AIR charges an ad rate of Rs 2 lakh per 10 seconds of advertising for the PM’s radio address.

    MUMBAI: This was his last tweet. “I think the I&B Ministry should upload the video which was considered by the Inter-ministerial c’tee recommending the #Ban on #NDTVIndia”. Sadly, senior journalist and consultant/anchor at Rajya Sabha TV (RStv)  Girish Nikam did not get to see the progress of the saga NDTV-ministry of information & broadcasting. Nikam died earlier today following a massive heart attack.

    He felt uneasy after filming a show today and was rushed to Ram Manohar Lohia hospital in New Delhi where he breathed his last.

    Amongst the shows he used to host on Rajya Sabha TV was one called The Big Picture.

    The 59 year old had a long career spanning Star of Mysore in Mysuru, Indian Express, Bengaluru, Eenadu, India Today, Deccan Chronicle and News Today.

    His body is to be flown to Bengaluru for his last rites.

    Nikam had a MA in Social work, Criminology and correctional administration, apart from a BA in Journalism.

    Among those who condoled his  passing away include:

    Rajdeep Sardesai: “Veteran journalist Girish Nikam passes away almost literally on the job. Died soon after recording a show for RS tv. RIP”

    Venkaiah Naidu: “Visited mortal remains of Shri Girish Nikam. Doctors said he suffered a massive heart attack and they couldn’t revive him. Very sad.  Saddened by d sudden demise of Shri Girish Nikam. Known him 4 many years right frm early ETV days. My condolences to d bereaved family. RIP. ”

    Prasar Bharati chairman A.S. Suryaprakash said that Nikam was an extremely versatile mediaperson who traversed the worlds of print, television and social media.

    NEW DELHI: In a third attempt to attract producers to bid for prime time slots, Doordarshan has announced a series of concessions once the programmers come on board, including lowering  base price for a 30-minute slot to Rs. 150,000.

    DD sources told indiantelevision.com that the only eligibility criterion that has been relaxed is that the basic price for auction has come down to Rs 150,000 (Rs 1.5 lakh) for a 30-minute slot. It was Rs 250,000 when the auction was announced in June this year, and was then decreased to Rs 200,000 when the new date was set for the second auction in early September 2016.

    The details of the criteria for bidders likely to be made public sometime later today and the prospective bidders can apply by 22 November 2016. Most of the other eligibility norms remain the same as earlier in the New Content Acquisition Scheme that has been approved by Prasar Bharati Board.

    Producers/production houses that have produced at least 200 hours of general entertainment programming, including feature film productions in any Indian language in the last three years, and have a turnover of minimum Rs. 30 million per annum in the field of TV and film production in the last three financial years are eligible to apply.

    Applicants for weekend slots in the genres of reality, game and quiz are required to have produced 100 hours of such content in the last three years. However, DD sources told indiantelevision.com that certain changes had been made for successful bidders to promote their programmes.

    Successful bidders will now also be allowed to approach and obtain advertisements from public service undertaking for their programmes on Doordarshan, which was not permitted earlier. Doordarshan has also laid down a compulsory number of promotional commercials, which will be free, on various channels of Doordarshan network.  

    In addition, successful bidders will be allowed to ‘bank’ their free commercial time. That is, in case a successful bidder has not exhausted the number of promotional commercials (totalling 240 seconds) permitted before the telecast of a particular programme, the balance can be used as and when the programme picks up in popularity.

    The exit option has also been relaxed: in case a producer decides to opt out of the scheme, he will need to give only 45 days notice instead of three months. The lock-in period for this has also been reduced from one year to six months.

    NEW DELHI: Fazed by private sector television channels’ stridency in terms of revenues and viewership in an increasingly digital India, the government is seeking outside professional help in “transformation of Doordarshan.”

    A tender has been issued by an organisation under the Ministry of Information and Broadcasting (MIB) to look for a consultant to revamp Doordarshan into a leading public broadcaster that becomes a highly successful medium of mass communication.

    Amongst the objectives listed in the tender documents by the Broadcast Engineering Consultants India Ltd. (BECIL) a stated aim is to engage a consulting firm to support Doordarshan in achieving this “transformation goal by undertaking a comprehensive view on the projects and initiatives to be executed” by the Indian pubcaster.

    Pointing out that in the last couple of decades after introduction of cable television and technological changes in a country that’s now openly flirting with digital consumption of video and audio on multiple platforms, the government admitted DD’s monopoly days are over and it is not the target media for a large swathe of Indian population. “Given the potential television has, not just commercially but also as a means for socio-economic transformation, it’s critical to revitalize Doordarshan and develop it into a powerful and commercially successful organization of mass communication,” BECIL said in a note enumerating the objectives for the project.

    The consultant would have to undertake a comprehensive view on the projects and initiatives to be executed by Doordarshan, engage all stakeholders to arrive at trouble-spots and prepare a solution map for addressing those difficulties. The government is hoping that the consultant will identify in medium term goals for “quick wins” and further help Doordarshan develop a long-term strategic roadmap.

    The interested bidders are expected to send in their queries by 2 November 2016 and get responses in a pre-bid meeting on 4 November. The technical bids will be opened on 15 November at 1530 hours. Dates for presentations by bidders and opening of financial bids will be intimated later by BECIL.

    NEW DELHI: Conceding that Prasar Bharati is lagging in both content and marketing, Minister of State for Information & Broadcasting (MIB) Rajyavardhan Rathore on Wednesday said there was a need to bring in outside experts for improving these aspects.

    At the same time, not willing to throw out the baby with the bath-water, the Minister clarified that for India’s pubcaster it wasn’t an easy task as it had to telecast in 23 languages. He said that Prasar Bharati was open to partnering with other broadcasters.

    Speaking at the CII Big Picture Summit 2016 here, Rathore admitted that with technological changes and innovations, a content platform is undergoing constant change with respect to creation, access and distribution. As a consequence, revenue and business models were being fragmented along with changes in market distribution and talent pool identification, he added.

    Pointing out that a series of measures have been undertaken to facilitate the growth and innovation within the media and entertainment (M&E) sector, the Minister said those initiatives included streamlining of processes and procedures for broadcasting sector in the context of licensing TV channels and measures to promote the branding of India’s soft power at international films festivals.

    Referring to the animation sector, the Minister said the government would be fast tracking the setting up of the National Centre for Excellence in partnership with the industry in an effort to optimise the returns in the sector.

    Later answering questions from participants, he regretted that news on online channels was going overseas unregulated and MIB would be taking up the issue with the Ministry of Information Technology. However, he said streaming of a film could not be done without a certification by the Central Board of Film Certification.

    On a question about spectrum and its scarcity, Rathore said as the whole process involved different ministries the logistics got delayed, but also pointed out that the IT Ministry had recently obtained a large chunk of spectrum from the Ministry of Defence for use in the telecoms and broadcast sectors.

    Asked about the cumbersome and time consuming process to get security clearances for television channels and multi-system operators, Rathore explained that delays were caused as several government organisations, apart from MIB, were involved in giving clearances. Still, a total of 881 TV channels had been licensed, including 349 news channels, he added, hinting that such procedural delays hadn’t slowed down the hunger for licences.

    Share all World Cup, T-20 feeds with Prasar Bharati, rights holder told

    NEW DELHI: The telecast of all official one-day and Twenty-20 matches played by the Indian Men’s Cricket Team will henceforth have to be shared by the rights holder with the public broadcaster Prasar Bharati under the Sports Broadcasting Signals (Mandatory Sharing with Prasar Bharati) Act 2007.

    A Gazette notification issued on 22 October 2016 and placed on the Information and Broadcasting Ministry website today also states that this includes “such Test matches as are considered to be of high public interest by the Central Government.”

    In addition, the notification says this also includes semi-finals and finals of Men’s World Cup and International Cricket Council Championship Trophy will also figure among the the sporting events of national importance with respect to cricket.

    The notification has been issued by the Government under Section 2 (1) of the Act read with Rule 6(1) of the Sports Broadcast Signals (Mandatory Sharing with Prasar Bharati) Rules 2007. The notification issued by the joint secretary Anju Nigam, says this is in supersession of the notification of the Government of 23 August 2012.
