  • Prasar Bharati finds transmitter tenders plaint unsubstantiated

    NEW DELHI: Pubcaster Prasar Bharati, after an investigation, found the allegations regarding the purchase of transmitters by All-India Radio are unsubstantiated, the Parliament has been told.

    Minister of state for information and broadcasting Rajyavardhan Rathore said the complaint was received in this ministry on 7 October 2015. It was sent to Prasar Bharati for further inquiry, he said.

    It is the endeavour of the government to ensure that the tendering process is conducted as per GFR, 2005/2017.

    The government is also implementing e-tendering process for procurement of various goods and services to obtain the most competitive and suitable bids.

  • Rs 200 mn allocated for free DTH in border areas

    NEW DELHI: An allocation of Rs 200 million has been made for setting up direct-to-home receiver sets of Doordarshan’s FreeDish in tribal, remote and border areas, the Parliament has been told.

    Minister of state for information and broadcasting Rajyavardhan Rathre said 30,000 DTH receiver sets would be distributed in consultation with state governments. He said that DTH receiver sets had been distributed in the past by Doordarshan in selected areas.

    The question in the Parliament related to distributing free DTH connections in Naxal-hit areas.

    An earlier separate report stated that Prasar Bharati may be distributing for free around a million direct- to-home (DTH) set-top boxes in Naxal-hit areas of India.

    Besides a dedicated DD channel for Chhattisgarh, then union minister of information and broadcasting M Venkaiah Naidu had stated that a high-power transmitter would be commissioned in Jagdalpur (Bastar district headquarter) which would beam signal of AIR Jagdalpur to a radius of 200 km.

  • Prasar Bharati prog selection flawed, N-E producers allege

    MUMBAI: The North-East Film & TV Producers and Directors Forum, rejecting Prasar Bharati’s final list, has demanded a time-bound and impartial enquiry into commissioned programmes selection process. It has allegined discrepancies in the selection of proposals for commissioned programmes and violation of norms for the north-east Doordarshan channels.

    Aspirants from across India had submitted a total of 1,104 proposals against the notification dated 28 December 2016 issued by the Prasar Bharati, and each one of them paid a non-refundable fee of Rs 25,000, thereby generating Rs 27.6 million revenue for Doordarshan.

    Forum general secretary Neeraj Deka alleged that only 10 per cent of the submitted proposals were considered for the final selection, and if that were to be the case, why did Prasar Bharati not clearly mention it in the notification, the Assam Tribune reported. Deka added that such selection process indicated that the authorities concerned were interested in collecting revenue from private producers than making judicious distribution of assignments among the producers of the region.

    Deka alleged most of the committees were headed by some performing artiste, ordinary actor or an official who had negligible experience in art and culture, whereas most of the renowned and experienced producers had submitted their proposals after worthwhile research. The persons in the evaluation committee, Deka alleged, were incapable of judging the concept.

    As per the Guidelines for Commissioned Programmes for Telecast on North-East DD Channels-2016, the joint secretary, ministry of DoNER was supposed to be a part of the evaluation process, but he was never a part of the process.

    Forum president Sunil Rajkowar alleged that the stated facts showed that the evaluation of proposals was flawed and Prasar Bharati and Doordarshan violated the guidelines and acted arbitrarily in preparing the final list of producers.

    In the scheme, there was reservation of 50 per cent from north-east-based producers, but some producers had applied for the commissioned programme from two different addresses – one from the north-east and another from New Delhi, Rajkowar alleged. He said that proved how undue advantage had been given to some of ‘selected’ producers by Prasar Bharati.

    Deka alleged that Prasar Bharati authorities in New Delhi did not bother to respond to the issues  that had been taken up with them on several occasions.

  • No anomaly in DD news correspondents’ designations, says Irani

    NEW DELHI: The Government has said that there is no anomaly in the designations of news correspondents in Doordarshan. Information and broadcasting minister Smriti Zubin Irani has told the Parliament that the recruitment rules of 24 March 2014 had said that the posts in the TV news correspondents cadre are designated as TV news correspondent (TVNC), special news correspondent, and principal correspondent.

    The process of framing of the Rules for the posts of TV news correspondent (TVNC), TV assistant news correspondent (TVANC) & TV assistant news editor (TVANE) was initiated in 1997 but due to various procedural requirements/inter-ministerial consultation/approvals involved, could be processed and finalized only after creation of posts in promotional hierarchy in TVNC cadre on 27 August 2010.

    Finally after all inter-ministerial consultations/approvals and the creation of three posts in promotional hierarchy in TV News Correspondent (TVNC), the Recruitment Rules for these employees have been notified on 24 March, 2014, which, inter-alia, provide for promotion to the higher grades.

    Promotion of officers in each cadre is governed by their Recruitment Rules providing eligibility conditions for promotion and designation. Accordingly, the designations of officers change consequent upon such promotion.

    In reply to another question, the minister of state Rajyavardhan Rathore said officials and news professionals from various categories are nominated for conferences and training programmes depending on the nature of such events and suitability/availability of such personnel. These nominations in reference to training and conference are made with the approval of the competent authority, depending on the nature of event and based on the recommendation of Doordarshan News.

    Staff from various categories, including TVNCs/TVANCs is sent abroad for VVIP/ Coverages as per suitability/ availability of personnel and requirement of organization.

    Suitability and competence as assessed by Competent Authority in Doordarshan News and approved in Prasar Bharati Secretariat is the criteria of selection of persons for a particular task.

  • Prasar Bharati Board favours separate DD News Hindi & English channels

    NEW DELHI: The Prasar Bharati Board is inclined towards bifurcation of the Doordarshan News channel into two – one for Hindi and another for English. However, the Board has sought the views of Doordarshan before taking a final decision.

    In a recent meeting, Prasar Bharati sources told indiantelevision.com that the Board had felt that having separate Hindi and English news channels would also help to increase its viewership in rural areas for the Hindi channel and in urban or semi-urban areas for the English News as there would be greater variety.

    DD News is the country’s only 24-hour terrestrial TV news channel, as all private channels are satellite-based. The Prasar Bharati board approved the proposal to start a 24-hour news channel in place of DD Metro and it was launched on 3 November 2003.

    The DD News mobile app for Android[ and Apple was launched on 7 May 2015 by then I&B Minister Arun Jaitley.

    Initially Doordarshan had launched a news channel in partnership with CNN, DD CNNi in 1995.

    Later DD again launched its DD News channel by replacing DD Metro in 2003 and assured its availability on terrestrial mode. It telecasts news bulletins daily in Hindi, English, Sanskrit, and Urdu, apart from broadcasting for the hearing impaired.

    It carries a daily evenig bulletin known as Metro News where Delhi links to news readers in Mumbai, Chennai, and Mumbai to give news from their respective areas.

    It also beams a unique bulletin twice a week known as Good News, where it gives news of individuals who take initiative to improve the enviroument and society around them.

    Regional news units attached to different Doordarshan Kendras also telecast daily news bulletins in regional languages. News headlines and breaking news updates are regular features.

  • Doordarshan to acquire programmes for DD Kashir

    NEW DELHI: Doordarshan has invited proposals from reputed Producers/ production houses for its 24×7 satellite channel DD Kashir under Fixed Budget Mode of Programmes Acquisition Category.

    These will be for telecast in accordance with the “Guidelines for Acquisition of Programmes.”

    Last date for submission of proposal -: 3 August 2017. The producers must indicate clearly whether the programme submitted is being offered on ‘Short Term Rights’ transfer basis. Number of episodes to be acquired in each category shall be the discretion of Doordarshan.

    Language dub versions of programmes can be submitted. However Doordarshan will not make any additional payment for dubbing. 

    Applicants must clearly indicate the original language of the programme while submitting the proposal. Information regarding rights and previous telecast of the dubbed version must also be clearly stated.

    Programmes may be submitted under following genre:

    A full-length programme/ episode (in case programme has more than one episode) from the based on the scripts submitted shall be compulsory with the proposal. Submission of a pilot is mandatory to assess the quality, treatment.

    The applications would be required to pay a non-refundable processing fee of Rs 10,000 for each of the proposal separately. The fee would be payable through bank draft in favour of DDO, Doordarshan,  Kashir’ (payable at New Delhi).

    The decision to acquire is part of Prasar Bharati’s special efforts in revamping programme content on its various channels. Prasar Bharati is in the process of launching a new channel for the north-east region of the country – Arun Prabha – and revamping the content on other channels including DD Kashir.

  • Prasar to distribute 1 mn free STBs, Chhattisgarh channel plan reiterated

    MUMBAI: Pubcaster Prasar Bharati, in an attempt to reach out to people in the “media dark” region, may be distributing for free around a million direct- to-home (DTH) set-top boxes in Naxal-hit areas of India an official has said.

    Besides a dedicated DD channel for Chhattisgarh, union minister of information and broadcasting M Venkaiah Naidu stated that a high-power transmitter would be commissioned in Jagdalpur (Bastar district headquarter) which would beam signal of AIR Jagdalpur to a radius of 200 km.

    A proposal by the public broadcaster stated that 5-10 lakh units of DTH STBs will be given away for free to people in areas suffering due to left-wing extremism, PTI reported. A senior information and broadcasting ministry confirmed that they would distribute the STBs in naxal-infested areas.

    Addressing an event in Raipur recently, Naidu had said that such an initiative would help people in tribal and remote areas of naxal-hit states to connect with government’s various development schemes. Naidu also said that the government would distribute 10,000 free DTH STBs in tribal and remote areas of Chhattisgarh.

    The measure would help people in Naxal-hit areas to watch about 100 television channels for free.

  • MIB scheme evaluation: Revised tenders invited from 20

    NEW DELHI: Nine more agencies have been added to the revised tender for the evaluation of its schemes to be continued beyond the 12th Plan by the ministry of information and broadcasting, taking the total number of short-listed agencies to 20.

    Interestingly, development of community radio and anti-piracy programme in the film sector which were a part of the tender notice of 6 June have been taken off the new list of schemes to be covered. The number of schemes has also been reduced to seven and their sub-schemes against 12 in the earlier tender announcement.

    Tenders have been invited by 24 July and will be opened on the morning of 27 July in the presence of authorised representatives of the bidders. The ministry has made it clear that it is not permissible for the addresses to transfer this invitation to any other institution.

    A notice on the website of the ministry includes Terms of Reference (TOR) of the Schemes for Assignment, the standard form of certificates to be included in the proposal and the standard form of agreement. The evaluation of the proposals will be done by the Evaluation Committee.

    A detailed proposal including the technical bid and the financial bid need to be submitted in two separate sealed covers. The reference number of the letter and the title of the assignment should be superscribed on the envelope containing the proposal.

  • 58% watched DD English news as per 4-wk average, pubcasters’ overhaul under way

    MUMBAI: Even as the new Prasar Bharati CEO Shashi Vempati plans pubcasters’ overhaul, Doordarshan News has reportedly beaten all private English channels, according to BARC data.

    Screams by star news anchors notwithstanding, English news channels hardly reach around four million in a population of over 1.2 billion Indians.

    According to the BARC data for 10–16 June 2017, an average of 34.2 per cent educated & high income group male viewers of age-group 22 and above in cities with a population of 10 lakh or more, watched DD English News, leaving other channels behind.

    As compared to Times Now (28.2 per cent) and Republic TV (17.9 per cent), DD News achieved a higher percentage, One India reported.

    BARC data of that week showed that over half of the total viewers in the category of both, male and female, of ages 15 or above in rural and urban areas watched DD News when it showed English bulletin while other channels were left fighting over less than 50 per cent of the market share.

    The average viewership pattern of last four weeks in the rural & urban area, as per BARC data, showed that an average of 58 per cent of English News viewers watched DD News when it aired English news bulletin.

    In urban areas with over 10 lakh population, an area which is considered the dominant market for private English news channels, as per four weeks’ average BARC data, over 40 per cent of the well-educated and high-income group males of age-group 22 and above watched DD’s English news bulletin, although most other channels struggle to reach even five per cent mark.

    Vempati meanwhile plans to revamp pubcasters’ official websites, focus on digitally monetising content, and change IT systems. Solving manpower issues and making Prasar tech-enabled are Vempati’s priorities this year. Prasar is planning a global digital platform (such as Al Jazeera and like BBC) by the end of 2017, Mint reported.

  • Doordarshan: Soaps & travelogues make Arun Prabha shortlist, presentations early July

    NEW DELHI: The producers of the 390 proposals in nine genres which have been shortlisted for soon-to-be-launched DD Aruna Prabha for the northeast have been asked to make their presentations in DD Headquarters in Delhi from 6 to 10 July.

    All the shortlisted productions are in the commissioned category and were scrutinised initially by three-member committees for each genre of which two were from outside Doordarshan.

    The genres shortlisted with the number for each is: Daily soaps: 148; Travelogues: 93; Reality shows: 45; Magazine shows: 23; Documentary: 22; Mythology: 19; Telefilms: 15; Thriller: 15; and Quiz shows: ten.

    Apart from documents relating to their companies/production houses, the producers have to make presentation of the story, screenplay, script, and star and cast details of their proposed productions.

    Those producers who are from the northeast will have to present proof of residence in that region.

    The proposals from reputed producers/production houses are under Fixed Budget Mode of Commissioned Programmes Category and the episodic price ranges between Rs 800,000 to Rs One Million.

    DD-Arun Prabha will be a 24×7 satellite channel originating from DDK, Itanagar. Programmes on DD-Arunprabha would show richness, variety and diversity of local culture. The channel would seamlessly integrate NER with the entire country. The channel’s USP will be to attract young people of NER with contemporary entertainment shows embedded with informative content.

    The invitation was part of efforts of Prasar Bharati’s special efforts in North East Region (NER) to promote and nurture talent, provide a platform to deserving producers/artistes from NER as well as from outside to encourage production of better programmes for DD viewers.
