    NEW DELHI: Prasar Bharati has two days more to come out with the real reason for suspending the auctions on its DTH service FreeDish in August this year. From 27 October 2017 the telecoms and broadcast disputes tribunal TDSAT will hear two petitions challenging the decision of public broadcaster.

    In the last hearing, the tribunal had told petitioners Cinema 24×7, (distributors of WOW Cinema),  News Nation Network and others to file applications with Prasar Bharati. It had said it would hear the matter if not resolved by the pubcaster.

    When the matter came up yesterday, only Cinema 24×7 (WOW Cinema) was represented by its counsels. Prasar Bharati, represented by Assistant Solicitor General Tushar Mehta, sought two more days to finalise the government and Prasar Bharati’s stand on the issue.

    Soon after Smriti Irani became the Minister of Information and Broadcasting (MIB) few months back, the decision of halting the bids for FreeDish slot was announced. This came at a time when FreeDish was testing its MPEG4 technology in an attempt to encrypt the platform and also expand the number of TV channels that could be carried. At present 80 channels are carried on the FTA DTH platform.

    MUMBAI: A search-and-select panel comprising lawmakers, senior journalists, Prasar Bharati and Rajya Sabha Secretariat officials has been formed to pick Rajya Sabha Television (RSTV) editor-in-chief.

    In an attempt to bring RSTV at par with private news channels, the vice-president M Venkaiah Naidu, who is also the chairman of the Rajya Sabha, has put the panel together.

    The committee will be headed by the Prasar Bharati chairman A Surya Prakash and consist of MP Swapan Dasgupta, TV journalist Rahul Srivastava and Prasar CEO Shashi Shekar Vempati. The panel, which will also have a senior bureaucrat as a member, will begin advertising for the position shortly, and come up with a shortlist in 10 days, it is learnt.

    A series of discussions have taken place with Naidu on revamping RSTV. The Veep had also ordered a review and rationalisation of RSTV manpower.

    The said post fell vacant after the incumbent editor Gurdeep Singh Sappal resigned following the end of the tenure of the vice-president Hamid Ansari as the chairman of the Upper House.

    In an order issued on 18 October by the Secretariat, the panel will invite applications and conduct interviews to select a suitable candidate and submit its recommendation to the  chairman. It may take at least a month to complete the formalities for the position, it was learnt.

    Naidu had earlier reviewed the functioning of RS TV and sought to know from the officials whether the channel needed a CEO since the Secretariat provided administrative support.

    MUMBAI: The government is exploring seeking help of an Indian Institute of Management to suggest ways on revitalising Doordarshan, including studying the existing business model of national broadcaster’s FTA DTH service DD FreeDish and whether further suggested improvements could be implemented.

    According to government sources, the move is part of ministry of information and broadcasting (MIB)’s efforts to shore up the bottomlines of Prasar Bharati, an autonomous body that manages India’s two pubcasters, Doordarshan and All India Radio.

    A B-school may be roped in to study the business model of DD FreeDish — that at present auctions slots on the platform to private broadcasters too — and explore whether if private sector TV channels are bumped off DD can generate revenue on the strength of its own channels, many of them also distributed terrestrially.

    As per some media reports, DD not only put on hold the latest round of e-auctions for slots on FreeDish in August 2017 on an advisory from MIB, but has also stopped renewing agreements of TV channels, which are presently on the DTH platform but are faced with a blackout once their annual contract comes to an end.

    A top Prasar Bharati official is said to have made a presentation to MIB minister Smriti Irani recently on how the DD set-up could be revitalised, including rejigging the business model for DD FreeDish, amongst other things.

    Though most big private sector broadcasters like Star India, Zee, Viacom18 and Sony, all having their channels on FreeDish, have not yet officially reacted to DD FreeDish keeping in abeyance the e-auctions for administrative reasons, smaller TV channels may feel the pinch. One of them, Cinema 24×7, has moved the telecoms and broadcast disputes tribunal TDSAT seeking interim relief as its contract expired in September 2017 and, according to its petition, it failed to get clarifications from DD on future auctions.

    The magic of DD’s FTA platform was discovered by TV channels a couple of years back with the battle for a slot intensifying in the last one year or so, egged on by BARC India starting to measure non-urban and rural audience. On DD FreeDish, it’s not pubcaster’s channels that top the list in terms of audience ratings, but mostly those belonging to the private broadcasters.

    A TV executive, on the condition of anonymity, explained that while Doordarshan, as a statutory body, survives on annual grants from the government, in 2016-17, DD FreeDish recorded revenues of about Rs 2641.7 million, a 47 per cent increase from a year ago. Hence efforts to revamp the current business model for DD FreeDish, having almost 52 per cent rural viewership that attracts private TV channels willing to pay hefty carriage fee, could prove detrimental for the pubcaster’s revenue, the exec added.

    Former MIB minister Manish Tiwari, while criticising DD’s reported moves to change the existing revenue models for DD FreeDish by putting on hold a transparent mechanism like e-auctions, told Indiantelevision.com, “DD FreeDish benefits from the presence of private TV channels on its platforms as it provides diversity of content to non-paying rural audiences.”

    MUMBAI: Peeved by Doordarshan’s decision to keep a new round of e-auctions for slots for private TV channels on pubcaster’s FTA DTH service FreeDish on hold and fear of being shoved off the platform after annual contract expiry, WOW Cinema has moved disputes tribunal TDSAT questioning Prasar Bharati’s stand.

    Wow Cinema’s manager Cinema 24×7 Pvt. Ltd. has requested telecoms and broadcast disputes tribunal TDSAT, amongst other temporary relief, to restrain DD’s parent Prasar Bharati from removing the TV channel from the DTH platform after expiry of the agreed terms in September 2017 till the final disposal of the present petition.

    As reported by Indiantelevision.com earlier, slots for private broadcasters were not being filled up after falling vacant on DD FreeDish with the expiry of annual contracts, while Prasar Bharati has also reportedly put on hold a fresh round of e-auctions since August 2017 citing “administrative reasons”.

    This stance of the pubcaster, according to the petition, would/could affect more TV channels on DD FreeDish. According to the petition, which is likely to come up for preliminary hearing on 12 October 2017 at TDSAT, on account of absence of clarity on e-auctions from Prasar Bharati and the agreement with the petitioner coming to an end September 2017, WOW Cinema would not be available to viewers of FreeDish despite the petitioner’s willingness to fulfil all future obligations as part of auto-renewal of the contract.

    However, Prasar Bharati, through its counsel, has argued that since the petitioner was free to participate in a fresh round of auctions (as and when it happens) and would be governed by a fresh agreement on winning a slot, the request for an auto-extension was unfounded.

    It was also submitted by Prasar Bharati that two more channels (VAA Movies and RT Movies) too had gone off DD FreeDish due to the expiry of their agreements in August 2017— and so Wow Cinema is not an exception.

    DD FreeDish, a multi-channel FTA DTH service, was launched by Prasar Bharati in December 2004 and, at present, carried approximately 80 SD TV channels, along with 32 radio channels. This Ku-Band DTH service provides TV coverage throughout the Indian Territory (except Andaman & Nicobar islands) and, reportedly, has a subscriber base of about 22 millions.

    Though FreeDish is now over a decade old, but it’s only in the last few years that private TV channels realised its importance and the platform’s reach. With BARC India starting to measure rural audience, the primary base of FreeDish, private broadcasters started to jump on to the FTA bandwagon — even paying sizable carriage fee. WOW Cinema, for example, paid Rs. 80 million in an e-auction for a year’s shelf life on DD’s KU-band platform.

    Not only some private TV channels from the stable of big broadcast companies like Zee, Viacom18, Sony and Discovery, GECs and news channels included, had hopped on to the FTA bandwagon, but the likes of Star India had recently launched revamped or new TV channels (Star Bharat and Star Sports First) on the DD FreeDish with fresh programming to extend their reach and improve on audience measurement data.

    MUMBAI: The ministry of information and broadcasting has reportedly asked Doordarshan to suspend until further notice e-auctioning of slots, which were picked up by private broadcasters on its free-to-air direct-to-home (DTH) platform FreeDish.

    FreeDish, at present, carries 80 TV channels, including Sony Pal, Star Utsav, Zee Anmol, Rishtey and news channels like AajTak, Zee News, ABP News, News 24 etc. FreeDish has two vacant slots but the number could go up to 10 by October-end if no decision is taken by MIB, the Tribune reported.

    The slots are getting vacant and private broadcasters have been unable to renew those. Prasar Bharati has reportedly been refusing renewal since August.

    The e-auction had taken place in July, in which FreeDish had earned Rs 851 million as 11 private broadcasters bagged. Another auction planned for August was cancelled by the broadcaster, citing “administrative reasons” as per the notice dated 18 August, 2017. Doordarshan, for the year 2016-17, earned more than 30 per cent of its revenue from FreeDish at Rs 2641 million — its highest-ever, Mint reported.

    Private broadcasters, reports said, paying an average of around Rs 60-80 million per annum to FreeDish were getting advertising revenue in the range of Rs 5–7 billion per channel owing to the high reach obtained via DD-Direct while Doordarshan was losing millions.

    FreeDish, it is estimated, increased its reach to around 25 million households which is faster than the average growth of the DTH industry in the last few years.

    The top rated 15 channels on FreeDish had ratings which ranged from 50-80 and almost all of them were private TV channels. DD channels got ratings of zero to three, meaning those were going unwatched.

    MUMBAI: Prasar Bharati chairman A Surya Prakash has launched an online application system for music auditions across all genres for the All India Radio (AIR).

    The aspirants who wanted to apply and get themselves graded would now have a better experience in terms of accessibility and availability, the release added. The AIR conducts auditions in different genres of music, including classical, light, folk, tribal and western, and award suitable grades to them.

    Meanwhile, the information and broadcasting ministry has reportedly suspended auction of slots on FreeDish, and would review the channel slot auction process of the air DTH platform. The ministry has asked the pubcaster to suspend e-auctioning of slots on FreeDish until further notice, sources told Mint.

    Doordarshan holds e-auction once in a couple of months to award channel slots on FreeDish to private broadcasters. The platform carries 80 channels, including private channels such as Sony Pal, Star Utsav, Zee Anmol, Rishtey and news channels — ABP News, Aaj Tak, and News 24.

    NEW DELHI: Processes at this channel may be slow, but expected to be steady — and may pick up pace.

    Doordarshan has invited proposals for channel packaging for DD Kisan, almost 30 months after the launch of the channel on 26 May, 2015.

    The issues of India’s agriculture sector and related jobs, on which around 62 per cent of the world’s second-most populous country relies, often take a backseat on television shows and discussions. DD Kisan, which has tie-ups with the India Meteorological Department (IMD) and the Indian Council of Agricultural Research (ICAR), seeks to address these problems.

    Proposals for packaging of the channel, available on all cable and DTH platforms, will be selected by an e-tendering process. There will be a pre-bid meeting on 9 October 2017. Interested parties have been asked to apply by 23 October 2017 with their bids. Technical bids will be opened the next day.

    Online registration shall be done on e-tendering website www.tenderwizard.com/PB and, in general, activation of registration may take 24 hours or more subject to the submission of all relevant documents required in the process.

    The packaging work for the channel, which was allocated a sum of Rs 800 million for the current fiscal year, as mentioned in this RFP Document should start within four weeks from the date of signing of contract.

    Tender format and tender document are available on http://www.tenderwizard.com/PB, e-tender link in Doordarshan website, http://www.ddindia.gov.in/, and e-procurement portal (CPP) www.eprocure.gov.in.

    The agencies are therefore expected to bid accordingly keeping in mind the manpower and equipment requirement of this channel given in subsequent paragraphs. The successful agency is expected to cover the following:

    1 Channel branding – Create brand template for DD Kisan Channel incorporating all necessary elements of packaging and channel identity including logo, colour, graphics, fonts channel
    montage etc.

    2 To create and provide support to Doordarshan in designing and executing graphics for various programmes.

    3 Conceive, create and deliver on-air channel montage, templates, promos, stings, bumpers, promo jackets, menu plates, channel branding guide book, coming up next and you are watching, etc. for all scheduled programmes.

    4 Conceptualising, scripting, voicing and also providing creative inputs for promotional capsules for cross-channel publicity.

    5 Encapsulate and re-package all telecast material on formats being used as may be required by DD Kisan Channel.

    6 Create graphic transition.

    7 Create exclusive programme promos for cross channel promotions in audio and video medium for radio and TV channels.

    8 Design and create graphics in Hindi and in any other language used.

    9 Coordinate with DD producers and programming team in order to ensure smooth integration of graphics and look and feel element into the programme.

    The earnest money deposit (EMD) of Rs 3,76,000 is to be submitted by all the participating bidders in the form of irrevocable Bank Guarantee (BG) from a nationalised/scheduled bank is to be submitted by all the participating bidders in the form of irrevocable Bank Guarantee (BG).

    The proposal shall be accompanied by a non-refundable processing fee of an amount of Rs. 25,000.

    Doordarshan Kisan Channel is a national infotainment channel in the Prasar Bharati bouquet. The content of the channel includes core agricultural related issues, animal husbandry, allied agricultural activities, social issues, rural development, chemical and fertilisers, water, sanitation, health, food processing, environment, renewal energy, woman and child care , etc. The channel content also includes entertainment programmes including reality shows, health shows, folk arts, etc.

    Bidders must keep in mind the importance and the kind of the job required for such a niche channel and submit bids accordingly.

    Shashi Shekhar Vempati is probably one of the youngest CEOs to occupy the Prasar Bharati hotseat.  Additionally, he is the first private sector executive to have got the job. So, media observers expect a lot from him, especially considering his background in Infosys, one of India’s most respected infotech companies.

    And, it is during his watch last month that the Supreme Court issued a verdict upholding the Delhi High Court order which disallowed the pubcaster from sharing with cable operators through Doordarshan (DD) channels the live feed of cricket matches of which private broadcasters ESPN and Star had the exclusive rights. The bench had said under the provision of the Sports Act, the live feed received by Prasar Bharati from content rights owners was only for the purpose of retransmission of signals on its own terrestrial and direct-to-home (DTH) networks and not to cable operators.

    Many would have considered that a loss. But, not Shashi Shekhar Vempati. Clarity and optimism is something you can credit him with. He terms that loss as an opportunity. Read on to get some Vempati-speak as he talks to indiantelevision.com.

    How do you view the verdict of the Supreme Court preventing you from airing sports feeds to private cable TV operators and DTH operators which you share with private sports rights holders?

    The verdict of the Supreme Court on the sports side on the face of it looked like  a setback. And, if you go by the reactions of the viewers to them it was available by default  on Doordarshan. Several matches are not available now.

    But, in reality it was an opportunity.  Many decisions that we just postponed or did not aggressively move on.  Now, there is a real reason to do that. First is on  DD Sports. All along cricket was on DD National. The only sports channel of DD had no purpose or identity, it was just drifting.

    Now we have a reason to make DD Sports the go-to destination for cricket and other sporting events of national importance because of the manner in which the verdict forces us to operate. It creates an avenue  to make DD Sports the place for cricket.

    You cannot air cricket because of the verdict right?

    We will air it. The way the verdict on the act will be operationalised is: the signal sharing for games of national importance is meant for DD’s FreeDish and DD terrestrial. So, we will carry future matches on DD Sports, as a channel available on FreeDish and on terrestrial through DTT.

    Analogue where we have one or two transmitters where we either show DD National or News, there we will ensure that the feed is sports so that one of the transmitters will show the match on analog wherever it is available.

    For the private guys, cable and DTH operators today what are they doing? They are blanking out our screen then they are putting their own commercials, their own promotion. What we are saying is — we will have a separate feed in the future so that they don’t blank out DD National.

    It is atrocious that you can blank out a must-carry channel and put in a commercial message saying “go buy my sports pack.” That we will straightaway address.

    Now because cricket is available on DD Sports, the channel gets a facelift.  Its branding improves – brand recognition goes up. People will have a reason to periodically  tune into DD Sports. So that just takes that channel up. We have enough content on DD National.

     

    Which of the matches will you show?

    Well, the act,…the government has to notify what are the games of national importance.  And a that list is periodically reviewed. As of now it is all home games of India for one day and T20, then the big tournaments like the World Cup, the challenger and ICC trophy and so on.  Then certain tennis matches, certain soccer matches.

    The big thing is the FIFA under-17. The entire 52  or 56 matches we will show. The  government sees it as a big way of promoting soccer.  For the first time they are holding an international event. And if you look at the generation that we want to attract – which is what I have been talking about. Today, there is no mindshare for Doordarshan in the youth as this generation did not grow up with it. They have no memories of Doordarshan, they don’t relate to it.

    Now with FIFA Under-17 being available this soccer crazy young crowd (chuckling) have an avenue to go and see soccer on FreeDish and DD Terrestrial. DD Sports gets a facelift and it gets a mindshare in this demographic  that we have always wanted to attract and bond with.

    Second thing that I get out of this whole thing is that for all those people who think today I cannot watch those matches on DD on either my private cable or DTH…now I have an avenue to go and promote FreeDish and my digital terrestrial which is just languishing in 19 cities which are the main population centres of India.

    Now I am going to tell them you don’t have to buy that Rs 60 or Rs 120 package. Forget about all that, many of your TVs have an inbuilt digital tuner. There are certain models of Sony, LG and Samsung which have them.

    We will educate people that if you have one of these models, you already have a digital terrestrial tuner, all you need to do is turn it on.  And if you don’t have it, here is an app which you can download. And if your mobile is one of these models, using this app and the DVB-T2 dongle, which is available on Flipkart and other ecommerce platforms you can watch the matches.

    Then, there are certain makes of mobile phones where there is an inbuilt DVB chip available in the marketplace.

    The fourth innovation and I have seen certain products, there are some startups working on it: you need to plug in this hotspot, into the wall, it will get the DVB signal, it will create the wifi – and on all your devices at home you can watch it as a TV channel. We will say these products can support your app.

    How will you monetise the DTT signal?

    When we do the rights sharing under the act , the rights holder and DD both bid on who gets to market the inventory. The highest bidder then gets the rights to sell the entire FCT for the matches on DD DTT and DTH. But the sharing is 75:25.

    Now DTT becomes a new viewership base. So, for the advertisers it is a new way of connecting to the consumers. To me it is new medium to be clipped to the viewership and it’s something where we have a traditional strength because nobody else has terrestrial. We will see how that goes.

    How do you see FreeDish progressing?

    The biggest challenge with FreeDish was that STBs were not  addressable and the signals were not encrypted.  Now for a long time we have had this project to move to MPEG4…the infrastructure is in place, but it required a new STB. That spec was tendered out, iCAS was brought in. Now those boxes are getting ready and soon they will be rolling out. The biggest challenge was what was the motivation for a customer who has an MPEG 2 FreeDish STB to switch to MPEG 4. Now there is a reason, because we can go to the audience and tell them that if you want to watch cricket or any of the sports which you don’t want to pay for your Tata Sky or Dish TV or Videocon or whatever, here is a new iCAS box, it gives you all of these features. That’s another promotional avenue for me. So I am getting two promotional avenues and I am getting to rebrand and relaunch my DD Sports. So in a sense what was a setback in one aspect has opened up opportunity for me.

    One interesting thing that the TRAI is now pushing is the open STB standard with a return path. I think the return path is going to be interesting. It is going to be important for several reasons: for audience measurement, and we would all want interactivity.  Through the regulator’s efforts, and maybe a common standard – and if everyone supports that, it can bring now the price point.

    DD Kids is something which was to be launched?

    There are several ideas. And we will look at each one of them in time.

    What other steps are you taking?

    We have taken some measures following the board meeting recently. It was a long pending board meeting. A lot of decisions were taken. One of the decisions was analog.  We will start sunsetting analog. And that frees up resources. Frees up manpower. Frees up certain operating funds. Those can be put to use in areas where we definitely need a lot of things to be done.

    Information technology being a long pending area where we have not invested. Digital is another area. Then there is the sheer creativity in programming which has come down. The quality of in-house programming has come down drastically. So that requires us to invest in the right talent so we can bring it back in-house.

    DD is the largest network, it has 30,000 people and above… but it has the largest network. We have challenges that nobody else has.

    I chanced upon this report. There was a committee set up in early 2000, late nineties, led by Mr Narayana Murthy which looked at Prasar Bharati (one of the many reports). And, very interestingly, they had a chapter on engineering: they looked at the number of engineers to transmitter ratio, they said this is the highest in any country. That means there is very little automation.

    So, clearly there is a lot of opportunity to get this great talent out and put them to problems which require real attention – be it IT, be it digital, be it reskilling them and repurposing our workforce.

    NEW DELHI: With the central government laying emphasis on its external relations, particularly with neighbouring countries, the Standing Advisory Committee of All-India Radio has decided to work in tandem with the external affairs ministry with regard to reaching out to other countries through its broadcast services.

    The Committee, which met recently after 34 years (the last meeting was in 1983) and for the first time after Prasar Bharati came into being in 1997, took various decisions which will enable greater interaction between the external affairs ministry and the pubcaster.

    AIR external services director Amlanjyoti Mazumdar told Indiantelevision.com that the meeting, held at the initiative of AIR, was chaired by the ministry of information and broadcasting additional secretary Jayashree Mukherjee though the committee is headed by the MIB secretary.

    The committee was “revived and reconstituted” as part of the revamping process of the External Services Division (ESD) of the public broadcaster.

    The committee represents various stakeholders of public diplomacy like ministries of external affairs and home affairs as well as the Indian Council for Cultural Relations (ICCR).

    Mazumdar said that under Section 12(4) of the Prasar Bharati Act 1990, the ESD has to be funded by the external affairs ministry. However, ESD has, so far, been funded through internal resources of the pubcaster. This matter was also taken up at the meeting, where it was clearly stated that channels like Voice of America or Germany’s Deutsche Welle or the external services of Canada were funded by the foreign affairs departments of those countries.

    Mazumdar said the issue was never raised when the government was funding All-India Radio and Doordarshan, but had become important after Prasar Bharati came into being as an autonomous organisation.

    One of the issues discussed in the meeting was how to counter the increasing penetration of foreign radio broadcast in the country, particularly in the north eastern states, sources said.

    It was pointed out that, at a time when the government is keen to reach out to the neighbouring countries, AIR did not have a service for Bhutan.

    A strategy for broadcasting outside India like in Myanmar and Tibetan Autonomous Region was also discussed during the meeting, they said.

    The role of Indian missions abroad to enrich the programme with country-specific inputs was also discussed in the meeting, the sources added.

    NEW DELHI: The three agencies which had been shortlisted by Doordarshan to undertake the channel packaging work for its channel DD Kashir can now submit their bid amounts by 29 September 2017.

    DD Kashir, a 24×7 Doordarshan satellite channel, was launched in 2003. It is planning to bring fresh content to showcase richness, variety and diversity of the local culture. The channel’s USP is to attract young people of Jammu & Kashmir.

    The three shortlisted agencies are — Prime Focus Technologies Pvt Ltd, Beehive Systems Pvt Ltd, and Grasshopper Media Pvt Ltd.

    However, the Scrutiny Committee which went through the tender documents of these three agencies had pointed out some flaws in the documents, and asked them to rectify these by 22 August 2017.

    DD Kashir had issued a similar tender for April but has made some changes following feedback and changes made by DD directorate-general, particularly relating to the payment mode and sought fresh tenders in June with 29 June as the last date.

    In June this year, Doordarshan had invited proposals for telecast of programmes under the commissioning category in eleven different categories for DD Kashir.

    According to an announcement on the Doordarshan website at that time, Prasar Bharati is making special efforts in Jammu and Kashmir to promote and nurture talent, provide a platform to deserving producers/artists from Jammu & Kashmir as well as from outside to encourage production of better programmes for Doordarshan viewers.
