    DAS Phase III: Status report

    MUMBAI: It was in September 2014 when the then Information and Broadcasting Minister Prakash Javadekar extended the deadline for completion of phase III of cable TV digitization. Not only did Javadekar extend the deadline, but also set separate deadlines for phase III and IV, which initially were supposed to be completed in the same time frame.

     

    So, while the deadline for phase III was set to be December 2015, phase IV could be completed by December 2016.

     

    Notwithstanding these developments, it should be noted that interconnect agreements between multi system operators (MSOs) and last mile owners (LMOs) are not in place for phase I and II cities even now. Moreover, close to 700 MSOs interested in phase III areas have not yet been given the license to operate.

     

    With no announcement about the new Telecom Regulatory Authority of India (TRAI) chairman, the huge number of litigations between broadcasters, MSOs and LMOs pending in several High Courts and with the Telecom Disputes Settlement and Arbitration Tribunal (TDSAT), there looms a big question mark on the timely completion of Digital Addressable System (DAS) for phase III.

     

    Maharashtra Cable Operators Federation president Arvind Prabhoo says that not more than five per cent of the cable TV homes falling in the phase III universe would have been digitized.

     

    “The government will have to step in if they want the deadline to be met. The government needs to incentivize cable operators by coming up with a cable modernization fund, which could be set at Rs 500 per subscriber. This can be recovered by the government in the next two years through GST,” he said.

     

    Prabhoo also points out that close to nine crore cable TV households in the phase III areas need to be digitized. “If the government sets incentive of Rs 500 per subscriber, we are looking at a modernization fund of only Rs 4500 crore for the whole ‘Digital India’ campaign. I am sure it is not asking for much,” he added.

     

    MSO Hathway Cable & Datacom along with its various subsidiaries has already seeded 50 per cent of its universe. Speaking toIndiantelevision.com on the issues affecting the smooth rollout of digitization in phase III, Hathway MD & CEO Jagdish Kumar Pillai said, “The biggest issue is getting content agreements executed at reasonable costs. The government is doing excellent work in facilitating this process.”

     

    The government on its part has been taking steps like holding not just task force meetings, but also consumer outreach programmes to ensure that the deadline for phase III is met. “We should be thankful to the government for taking a pro-active role in organising task force meetings and also meeting with and between stakeholders. Now it is up to the industry to step up and make it happen,” added Pillai.

     

    A source in TRAI tells this website that there will be no extension in the deadline for phase III. “The government may help facilitate the process, but there is no question of any more extension,” the source said adding that the consumer today is prepared to pay, and the broadcaster is going all out to publicise its digitised platforms. “So if there is any delay from LCOs or MSOs, the consumer will find other ways of going digital, which could be moving to HITS or DTH platform,” the source said.

     

    Speaking about signing off interconnect agreements, the TRAI official informed, “In the last task force meeting, stakeholders were asked to enter into interconnection agreements by June, and if they do not do so, they will be the one to lose. However, if requested, the government may give some more time.”

     

    Concurring with the TRAI official, a broadcaster, on condition of anonymity said, “I agree that there has been a slow start, but it is now picking up pace. There is some amount of progress in signing of contracts.”

     

    The broadcaster is also of the opinion that while 100 per cent of the phase III universe will not be digitized in the given deadline, it doesn’t call for any extension. “Both MIB and the TRAI are closely monitoring the stakeholders through the task force meetings,” he said.

     

    According to the broadcaster, close to 20 million set top boxes (STB) in phase III would have been seeded so far. “Digitisation has been happening for long. Even in phase III, the MSOs were giving digital but non-addressable boxes and now they are switching to addressable boxes and simultaneously activating the addressable feature of the earlier boxes. So, in terms of seeding of addressable boxes, it could be only five – six per cent, but the actual number is much higher,” he added.

     

    With only six months left for completion of digitization of phase III, the MIB has decided to give provisional registration to those MSOs who had applied for the license for phase III. For the same, the Ministry asked applicants to file their applications in an affidavit, which wants MSOs to commit that they have no criminal cases pending against them, and that they will shut down if they are refused security clearance by the Ministry of Home Affairs.

     

    MIB additional secretary JS Mathur said, “There is no reason for any extension of dates for completion of phase III. Work is proceeding as per schedule.”

     

    While the regulators have been taking all steps possible to ensure timely completion of phase III, the stakeholders do not seem to have learnt their lesson from phase I and II. Now how much of the DAS phase III area will be digitized till December 2015, only time will tell.

    Prasar Bharati makes 55 essential appointments for AIR & DD

    NEW DELHI: In what it terms as a victory, Prasar Bharati has managed to appoint around 55 people in one stroke in All India Radio (AIR) and Doordarshan (DD).

     

    The pubcaster has been permitted such a large number of appointments in one go after 21 years. These appointments, said to be the first batch, have come after the pubcaster struggled for three years to get clearances.

     

    Prasar Bharati CEO Jawhar Sircar said in a tweet that the pubcaster had more than 2000 units to man and there were over 17,000 vacancies.

     

    The government had told Parliament last week that 3067 of the 3452 identified as essential category posts in AIR and DD, to be filled through direct recruitment, have already been revived.

     

    Another 38 middle/senior level programme posts have already been revived through deputations, Minister of State for Information and Broadcasting Rajyavardhan Rathore said.  

     

    The Minister admitted that there are 16,764 vacancies in AIR and DD as against a sanctioned strength of 46,756.  

     

    He said the Sam Pitroda Committee had recommended a complete manpower audit of the pubcaster and also draw up a re-deployment scheme. The Ministry had already asked Prasar Bharati to prepare an action plan in this connection, the Minister said.  

     

    Earlier in June last year, the then I&B Minister Prakash Javadekar had given his clearance in principle to setting up Recruitment Boards for Prasar Bharati, and Indiantelevision.com had learnt that a total of 1154 technical posts had been cleared by the relevant selection committees.

     

    These include programme executives, transmission executives, technicians, engineering assistants and duty officers, sources in Prasar Bharati said.

     

    The pubcaster has not had any senior-level recruitment since it came into being in September 1997, and the sources said that those posts which could not be filled out of these were held up because there is no Prasar Bharati Recruitment Board.

     

    As of early 2013, there were 1362 vacancies in Group A, 1,584 in Group B, 4863 in Group C and 2272 in group D in All India Radio. In Doordarshan, 724 posts are vacant in Group A, 1140 in Group B, 2871 in Group C, and 1451 in Group D.

     

    AIR and DD had total staff strength of 33,800 against a total sanctioned strength of 48,022, leaving a gap of 14222 posts.

     

    The most critically affected areas were the Programme Wing and the News Services Division (AIR)/DD News.

     

    The Committee for Information Technology in 2012 regretted that Prasar Bharati had failed to live up to the assurance given by then Prasar Bharati CEO that the Recruitment Boards for Prasar Bharati would be set up by 31 March, 2011.

     

    It is understood that the Union Public Service Commission and SSC had both refused to select for a non-Governmental organization, thus creating a new problem for the Ministry as well as Prasar Bharati.

     

    The proposal for setting up a Prasar Bharati Recruitment Board was approved by Prasar Bharati Board on 21 July, 2010 and discussed in the Ministry. A final proposal was referred to the Department of Personnel and Training on 15 February, 2011. DOP&T concurred with the proposal in June 2011 and the comments of the Department of Expenditure (DOE) were also received on 28 September 2011.

     

    The DoE had requested that a separate proposal be formulated for creation of posts for the secretariat of Prasar Bharati Recruitment Board and also requested for drafting of agreement containing terms and conditions of the members of the Board. This had been done and the proposal sent to DoE in February 2012 and then to the Law Ministry.

    NEW DELHI: Even as the government wants to commence the expansion of phase III of FM radio to bring in additional revenue, there appears to be a re-think on the question permitting these channels to carry All India Radio news bulletins.
     

    While confirming that he was keen to start the process as soon as possible in the current financial year, Information and Broadcasting Minister Arun Jaitley said about the proposal to allow broadcast of news on private FM radio stations: “Let me consider this at length.”
     

    His response was in a similar manner when asked about permitting All India Radio news bulletins on private FM stations.

     
    The Minister said his Ministry and the Telecom Regulatory Authority of India (TRAI) are considering aspects related to this process. He said. “Some aspects are being considered between the I&B Ministry and the regulator. And I would like to see that happen quite early. If I could have my way, it should be in this financial year because I now speak in both capacities.
    31 March, and some more revenue to the government has some relevance to me,” said Jaitley,

     
    More than 800 new FM radio channels are proposed to be allowed to come up in nearly 294 cities across the country under phase III.

     
    While the previous government had cleared the carriage of AIR news bulletins on private FM channels and even given the option to the existing 245 FM channels to opt for phase III, it had halted the process of auction in view of the elections.

     
    Jaitley’s predecessor Prakash Javadekar had not only promised early e-auctions, but said that the government would consider what can be broadcast by the private FM channels on their own other than AIR news bulletins.

    MUMBAI: The former Information & Broadcasting (I&B) Minister Prakash Javadekar had emphasised the need for bringing in indigenous Set Top Boxes (STBs) and the new administration is also keen to do the same. It was with this in mind that I&B secretary Bimal Julka held a meeting with indigenous STB manufacturers recently.

    Julka said that the issue of C-Form had already been addressed by the government to ensure level playing field for the domestic manufacturers as compared to imported STBs. The meeting was to assess the readiness of the manufacturers to meet the 11 million STB requirements since they had stated that sufficient capacity had been installed.

    A meeting had also been held with the Prime Minister regarding availability of conditional access system (CAS). The issue of interoperability of STBs was also being scrutinised and a task force meeting on the same had also been held.

    The STB manufacturers informed that they have been in touch with operators for their requirements but their response has not been encouraging. According to them the operators are anticipating change in timeline of digitisation and a change in policy, leading to their slow uptake.

    The manufacturers stated that they are prepared to go head on with the imported boxes as well as have a penal clause on penalty. Since no order was coming from operators, it was a difficult task to prepare production since time was needed to receive the components from suppliers.

    Therefore, they manufacturers have requested the Ministry to facilitate a process so that MSOs look at indigenous STBs for phases III and IV of digitisation. A joint meeting between the three could be held to resolve concerns.

    Julka clarified that 2015 and 2016 are the final dates for digitisation, so there needs to be no apprehension on that front. Monitoring of the digitisation programme would be scaled up in accordance with the implementation strategy being set in the Ministry.

    MUMBAI: A few months into the Narendra Modi government and Prakash Javadekar taking charge as the Minister of State (independent charge) of the Information and Broadcasting Ministry, a reshuffle has now put Arun Jaitley in charge of the department, in addition to Finance and Corporate Affairs with the MoS charge being given to Col Rajyavardhan Singh Rathore.

     

    While Jaitley is someone who has knowledge of the ministry, Rathore is yet to understand the nitty-gritty of it. News Broadcasters Association (NBA) president Rajat Sharma is optimistic about Jaitley handling the portfolio. “NBA welcomes the appointment of Arun Jaitley as I&B Minister. He has a great understanding of the challenges faced and ahead of the broadcasters and I hope that he will play a proactive role in resolving the issues,” he says.

     

    Jaitley has been an advisor to broadcasters in the past and is aware of issues they face such as carriage fees, ad cap, digitisation etc. “The NBA delegation will be meeting Mr Jaitley soon to discuss industry problems,” he adds.

     

    Sharma had earlier mentioned while speaking at indiantelevision.com’s 7th Indian News Television Summit that the NBA would be meeting the Prime Minister Narendra Modi, the I&B Minister Prakash Javadekar and the Home Minister Rajnath Singh to place before them, concerns of the news television industry.

     

    Sharma says that it feels good to have ‘industry’s friend’ as a minister of the department.

    NEW DELHI: Arun Jaitley, who has been divested of the Defence portfolio, has once again taken up the mantle of Information and Broadcasting Minister – a post he had held when A B Vajpayee was the Prime Minister – in addition to Finance and Corporate Affairs.

     

    Prime Minister Narendra Modi has, thus, upgraded the post of I&B Minister which has been held by Ministers of State with Independent Charge under Vajpayee, Dr Manmohan Singh and Modi.

     

    Jaitley will also have a Minister of State to assist him in Information and Broadcasting – Col. Rajyavardhan Singh Rathore.

     

     While Defence has gone to former Goa Chief Minister Manohar Parrikar, former I& B Minister will continue to retain the Environment and Forests portfolio. Ravi Shankar Prasad also continues to retain the Communications portfolio and former actress Smriti Irani continues to hold the Human Resource Development portfolio, both in cabinet rank.

     

    Currently a Rajya Sabha member from Gujarat, Jaitley is a senior advocate of the Supreme Court. He had commenced his political career with the Akhil Bharatiya Vidyarthi Parishad, the student wing of the Bhartiya Janta Party. He has been a member of the national executive of Bharatiya Janata Party since 1991. After the BJP led National Democratic Alliance came to power under Atal Behari Vajoayee, Jaitley was appointed Minister of State for Information and Broadcasting (Independent Charge) on 13 October 1999.

     

    Colonel Rajyavardhan Singh Rathore is an Indian shooter and politician, who rose to fame after winning the Silver medal in Men’s Double Trap at the 2004 Summer Olympics in Athens. On 10 September 2013, Rathore joined the BJP after taking voluntary retirement from the Indian Army. He was elected as a Member of Parliament in the 2014 Lok Sabha elections from Jaipur Rural.

    ‘Swacchta’ to be the theme of Children’s filmfest in Delhi

    NEW DELHI: ‘Swacchta’ will be the main theme for the Rashtriya Bal Film Mela being held from 14 November, which is also marked as Children’s Day.
     
    The three-day festival at Siri fort auditorium in the capital has been planned for the first time in Delhi on the sidelines of Childrens’ day celebrations. The event will focus on Children’s films which are either made or shot in India or the makers are Indian and will be held every alternate year. Tennis ace Sania Mirza would be the chief guest for the inaugural function.

    Information and Broadcasting Minister Prakash Javadekar said that the theme for Rashtriya Bal Film Mela would help in taking ‘Swacch Bharat Abhiyan’ to children and would create awareness among them through the medium of films.
     
    The Minister said programmes like performance of the Shiamak Davar Dance Group at the inaugural function, ‘Cinematography Workshop’ by the Film and Television Institute of India, Pune, workshop on ‘Best out of waste’, Magic performance: Act ‘Garbage Man’ impromptu work of art by the ace artist Vilas Nayak, and the presence of actor Jimmy Shergill on the theme ‘Swacchta’ would be other attractions for children at the festival. A special focused workshop on Charles Chaplin based on the film “Boot Cake” will be held. In addition, there will be paintings on Swachhta, and digital collage making on clean India & craft on making utility items through waste materials. The workshops will be conducted by experts from film institutes including FTII for groups of talented and deserving children between the age group of 5 to 16 years.

     
    ‘Pappu Ki Pugdundi’ would be the opening film of the festival being organised by the Children`s Film Society of India under the aegis of the Ministry.

     
    Shortcut Safari which will be premiered for the first time, The Goal, Mahek Mirza, Ek Ajooba, Kummati, Krish Trish and Baltiboy-3 are some of the curated movies amongst others. The films are carefully handpicked to create an opportunity for children to experience qualitative content made exclusively for them. Some of these films have won several awards, globally.

     
    Talking about the festival, CFSI CEO Shravan Kumar said, “At CFSI we not only want to make films but also make filmmakers.     NEW DELHI: Information and Broadcasting Minister Prakash Javadekar has called for solutions from the media fraternity to encourage freedom of the press while also ensuring responsible journalism.

     

    Javadekar stressed the need to increase the powers of the Press Council of India (PCI) after proper consultations. “We are a democratic country; we do not want to have external control, government control on any format of information. But at the same time, the freedom has not come for free. The freedom mandates us to be used in a responsible way,” he said.

     

    “So it is responsible freedom and to that end the press fraternity and the media fraternity will definitely think and come out with solutions and suggestions to us so that there can be a real freedom and real responsible journalism,” he said, adding that media did not enjoy freedom in all countries like it did in India.

     

    He said as a Press Council member, he had seen what kind of complaints come and also noted that sometimes when Press council censors a publication, it is not even published.

     

    “So there is a need to increase, a bit, the rights of the Press Council after a discussion,” he added. He felt that that the print media continues to be considered reliable.

     

    Speaking about the functioning of the RNI, Javadekar said it had initiated several measures such as online filing of annual statements, quick disposal of title applications and registration cases, creation of e-mail and mobile number database of publishers and owners and automatic SMS intimation.

    NEW DELHI: Information and Broadcasting Minister Prakash Javadekar has said the widespread use of mobile phone and internet is proof of the adaptive style and skills of people to successfully ensure the perfect blending between technology use and the masses at large.

     

    The Indian mindset with its ingrained adaptive skills ensured the prolific use of technology across different sectors, blending with the needs and requirements of people related to information use.

     

    Javadekar said this while launching the Indian Language Internet Alliance (ILIA), an initiative by Google and other Internet industry partners here today. 

    The Minister said the rise of internet was not a threat to traditional media platforms as all sectors of media had been growing rapidly and simultaneously along with the Internet. Javadekar extended the support of the government to the Alliance with key policy initiatives that would enable faster growth of Internet and mobile based services. 

    As the first initiative of the Alliance, the Minister launched the website www.hindiweb.com, which would be a platform for Hindi speaking internet users to discover Hindi content across websites, apps, videos and blogs. The new initiative would expedite good quality online-content generation in Indian languages and that it would provide an inclusive platform for non-English speaking users to break language-barriers and access online information easily, Javadekar added. 

     

    Indian Language Internet Alliance (ILIA), a consortium of 18 Internet industry partners along with Google, was committed to promote the growth of Indic-language content online which would enable 300 million Indian language speakers to become highly engaged in internet by 2017.

    Dish TV exploring possibility of setting up domestic STB manufacturing business

    MUMBAI: The positive thrust that the cable and DTH industry has been receiving from the current Information and Broadcasting (I&B) Minister Prakash Javadekar is getting encouraging response from the industry.

     

    While the government has classified set top boxes (STBs) as telecom equipment to encourage indigenous manufacturing of STBs, Dish TV has decided to tap into the emerging domestic market.

     

    Reporting improved results, Dish TV MD Jawahar Goel said that the company is ‘re-evaluating possibilities for domestic manufacturing of STBs’.

     

    Speaking to indiantelevision.com, Dish TV CEO RC Venkateish said, “We are exploring the idea of domestic STB manufacturing given the incentive and fillip that the government is keen to provide to domestic manufacturers.” He added that there seems to be an overall trust of the government which is the underlying assumption that indigenous manufacturing will save costs as compared to importing boxes.

     

    Venkateish said that the company is currently evaluating the cost structure for setting up an STB manufacturing unit that will not just provide boxes to Dish TV but to others in the industry as well. Though the company would have to invest in capex and opex for the manufacturing unit, whether this will help them save up the additional cost of custom duties that imported boxes incur, is still a question mark.

     

    Dish TV has reported an addition of 332,000 subscribers in Q2 2015 with lower losses at Rs 15 crore as compared to the previous quarter.
