    NBF hails Supreme Court of India upholding human liberty

    New Delhi: The News Broadcasters Federation hails supreme court of India, upholding sacrosanct principle of human liberty in its judgement providing interim relief to Arnab Goswami, MD and editor in chief of Republic Media Network.

    The apex court in its judgement explained that the writ of liberty runs through the fabrics of constitution of India, while highlighting the role and constitutional duty of high court and sub-ordinate courts to protect the citizens from the misuse of criminal law and authority. “Deprivation of liberty even for a single day is one day too many” the court had observed.

    NBF herein reiterates and urges the government of India to immediately setup and independent neutral national agency to investigate into any allegations of professional misconduct by the journalists, executives and owners of the media company, in order to prevent selective harassment by the state authority and ensure freedom of press.

    Arnab Goswami’s arrest is attack on fourth pillar of democracy: NBF

    New Delhi: The News Broadcasters Federation is shocked at the arrest of Arnab Goswami, editor-in-chief and MD of Republic TV; in a 2-year old abetment to suicide case, and condemns the manner in which he was taken into custody in the early hours, on Wednesday, from his residence by the Mumbai Police.

    NBF calls upon the government of India and state government of Maharashtra to follow the due process of law and ensure fair treatment to Goswami, editor-in-chief of a news channel.

    As the largest organisation of news TV broadcasters, NBF also calls upon the entire media and news fraternity to come together and stand for the freedom of the press, the fourth pillar of democracy.

    "The early morning arrest of Arnab Goswami by the Mumbai police is shocking and is a direct attack on the fourth pillar of democracy. This is sheer disrespectful, fascist and anarchist action against the Freedom of Expression and the press in the history of the country. We draw the urgent attention of the Government of India to draw specific processes to safeguard journalists who are being victimised for performing their professional duty," said NBF secretary-general R. Jai Krishna. 

    “For the protection of journalists and news media organisations, the central government should put in place a neutral agency as a deterrent against abuse of power by any agency to stifle the freedom of the press,” said NBF VP and OTV (Odisha) MD Jagi M Panda.

    “I condemn very strongly the arrest of Arnab Goswami. It is like breaking down the fourth pillar of democracy. I request the central government to intervene in this matter and put pressure on the state government. If required the emergency should be declared in the State of Maharashtra. As this happened during the emergency rule and similar is happening today. This attack is not at all acceptable and I request all the news media to come together because it can happen to any of us,” said NBF VP and founder Prag News Sanjive Narain.

    NBF VP and ITV Network founder Kartikeya Sharma said, "The sudden arrest of Arnab Goswami is condemnable. The entire media fraternity should come together to stand against such actions against Freedom of the Press."

    “I’m aghast and at the loss of words to hear that a celebrated and respected journalist Arnab Goswami of a leading news network like Republic TV is being yanked from his place at 7 am in the morning is absolutely loathsome and outrageous, this is not right at all,” said NBF VP and Fourth Dimension Media CEO Shankar B.

    “We strongly condemn the illegal detention and arrest of Mr Arnab Goswami for a case closed by the court much earlier. This action of the Mumbai Police is a blatant misuse of power. The media community should stand united against this kind of attack against the freedom of speech and expression guaranteed in the Indian Constitution," said 24 News Channel (Kerala) chief editor R Sreekandan Nair.

    “We condemn the arrest of Arnab Goswami, vindictive behaviour is unacceptable and freedom of the press must be protected,” said MH1 News MD and chairman Mahinder Bathla.

    A forgettable 10 days for the news broadcasting industry

    KOLKATA: This past week saw news channels become the breaking news. It all started with the Mumbai police commissioner Param Bir Singh claiming to have uncovered a TRP rigging con. Matters came to a head when BARC decided to hit the pause button on weekly news channel ratings.

    Here are the important twists that shook the industry:

    The Mumbai Police on 8 October announced they have busted a TRP manipulation racket involving Republic TV and two Marathi channels. Hansa Research CEO Praveen Nijhara said the agency conducted an investigation with BARC which resulted in Hansa Research filing an FIR against an ex-employee who was engaged in some wrongdoing.

    However, the Arnab Goswami-led Republic TV denied any allegation of manipulating BARC data and accused the police of “personal vendetta." The channel stated that its name was not mentioned in the FIR for this case at all.

    At the same time, the TV viewership measurement body BARC also re-emphasised that it has always remained accurate and faithful. The News Broadcasters Association (NBA) called an emergency meeting of its board to discuss the TRP manipulation case.

    There was also a rumour that India Today had been named in the FIR as indulging in TRP gaming. But they issued a clarification: the channel’s name was mentioned but there was no evidence or witnesses to substantiate the allegation.

    Soon after, top executives from two major brands said that they would pull out advertisements from channels that promote toxic content. Many other brands came forward in support of the decision, reminding news channels about the need to improve content quality. The NBA also praised the move saying it would help the fight against toxic content.

    As the controversy dragged on, BARC board proposed that it’s technical committee (TechComm) would review and augment the current standards of measuring and reporting the data of niche genres, to improve their statistical robustness and to significantly hamper the  potential attempts of infiltrating the panel homes. This exercise would cover all Hindi, regional, English news and business news channels with immediate effect.

    Therefore, starting with the ‘news genre’, BARC decided to cease publishing the weekly individual ratings for all news channels during the exercise. The process is expected to take around eight-twelve weeks including validation and testing under the supervision of Tech Comm. BARC will continue to release weekly audience estimates for the genre of news by state and language.

    Following the announcement, NBA came forward in support of BARC. It is of the view that the suspension is an important step in the right direction. On the other hand, the News Broadcasters Federation (NBF), objected to the decision to pause audience estimates (ratings) of news channels.

    Meanwhile, a regulatory intervention could strike the industry soon. The parliamentary standing committee on information technology that met on Thursday to discuss ‘ethical standards in media coverage’ seemed none too happy about the TV viewership measurement system. It opined that the current metric of measuring audience estimates through TRPs is flawed, that the technology it depends on is outdated, and that the system is easily manipulated.

    NEW DELHI: The News Broadcasters Federation (NBF), India’s largest industry association  representing interests of news broadcasters from across the length and breadth of the country, has strongly objected to BARC’s decision to pause audience estimates (ratings) of news channels. It has stated that: 

    (1) BARC did not consult the NBF, before such a crucial decision, which impacts the entire news broadcasting industry, the single-largest genre within the television sector. BARC would not have taken any such crucial decision if it had involved any genre, without consulting GECs member channels.

    (2) BARC meters do not single-out the news genre in its audience measurement system. If BARC sincerely wants to review and augment its system, it should pause ratings for all genres including general entertainment channels (GEC), sports, Infotainment, movies, music, kids, youth and lifestyle.

    (3) Information has come out recently about a channel which has been found guilty of TRP manipulation and has been fined by the BARC disciplinary committee. NBF is shocked that a member of the same channel has been included on the board of BARC. It’s not just a conflict of interest and no reasonable decision-making process can happen with a person named in ratings manipulations. What has happened itself is shocking. Now the matter is in the public domain, this individual on the board of BARC should voluntarily remove the said executive from the his position for a period of at least one year.                 

    “The decision is unilateral, one-sided and undemocratic, impacting and targeting one single genre within the broadcasting ecosystem,” NBF general secretary R Jai Krishna said. “The decision will severely impact news broadcasters, who have seen a surge in ratings despite the challenges of a lower-than-expected economic growth that has impacted their revenues already. in addition to the financial impact created by the lockdown to prevent spread of Covid-19.”

    News Broadcasters Association calls for third-party enquiry into BARC ratings

    MUMBAI: News Broadcasters Association (NBA) president Rajat Sharma in his letter to BARC chairman wrote that the members of the NBA board feels extremely let down by the ratings body. Sharma's letter to BARC is regarding the unusual ratings of TV9 Bharatvarsh. 

    He wrote, “This is to bring to your notice that for the last eight weeks or more the ratings have been unusable. In particular the ratings of TV 9 Bharatvarsh has been more than unusual. In this regard we would like to draw your attention to the following facts regarding the unprecedented growth of viewership of TV9 Bharatvarsh and the frequent substantial swings in English genre."

    Here's what the NBA has to say:

    "Several news broadcasters have written to BARC drawing their attention that every week’s ratings are not in correlation to the basics of television. The manipulated data is being released week after week without taking any remedial action. These are corrupt practices, which are being done with complete connivance with BARC and the broadcaster. 

    Instead of looking into the problems being raised by broadcaster, we are shocked to receive an unwanted mail addressed to the president NBA from an official in BARC justifying the credibility of TV9 Bharatvarsh weekly data.

    It is a well known fact that several channels of TV9 group have been caught in the past manipulating their viewership data so as to climb up the ratings data, which had resulted in suspension of their channel data by BARC.

    We demand that BARC as an industry body should conduct an independent third-party enquiry, thoroughly investigate, take remedial actions and also take action against officials involved in corrupt practices, who must be removed from the Industry body, which is losing its credibility.

    It becomes pertinent to remind you that we are stakeholders in BARC and we all agreed to its creation unanimously by removing the erstwhile TAM. The sole objective was to create a transparent and neutral system which seeks to address the erstwhile prevalent weaknesses in the system and make it robust. Further, at the time of the recent change in the top leadership of BARC, it was agreed that there would be a complete review of the team and its members at BARC for complete transparency and to restore the credibility of BARC. This has unfortunately not happened resulting in the continued menace and probable scope of manipulation and corruption of data. 

    It is very evident that office holders in charge of measurement science are overlooking some very odd behaviour. They are clearly indifferent to the ground reality, market understanding, and maybe in their obsession to follow a hard coded rule book are failing to catch the new anomalies.   The unstable data is restricted not just to TV9 but also permeates across the English news genre that is lately plagued by wild swings. If there is experimentation taking place we would like to be updated.

    I must convey that the members of the NBA Board feel extremely let down. The members have been very patient but it has been too long since it was broken. Some straight answers on how BARC plans to rebuild a broken system, should be made to the members. What has been done so far to rectify the old mistakes and loop holes. As far as we can see, it has become worse and it cannot go on like this."

    In his letter to BARC, Sharma re-emphasised the points addressed  in the previous letter and mentioned 12 points to make people aware of his concern.

    1.After seeing an all-time high during lockdown, News viewership has been declining almost consistently on all parameters. From Wk 12 to Wk 25 News Time Spend (TSV) declined by 36 per cent , this decline is consistent for all news channels except for TV9, which has actually increased by a huge 59 per cent. 

    2.While TV news industry saw an unprecedented growth in Week 12/13, with maximum TSV, oddly TV9 has got its max TSV in Week 25, when most people are back to work and unlock has happened.  More surprisingly it has higher contribution from Urban than Rural.

    3.It is well known that legacy brands have an advantage during LIVE and fast unfolding news events of national importance. However, this week Chinese troops related news and Actor Sushant’s suicide which were the biggest in the recent 2 weeks have not given the legacy brands as much benefit as it has given to TV9 suddenly.

    4.If we compare the viewing pattern of TV9’s common viewers of week 12 vis a vis Week 25, strangely viewers in Wk 12 spent 50 min on the channel (TSV) while in Wk 25 they have spent 71 min. This means that the same viewers are more interested in watching TV9 now than they did when they had all the time in hand during lockdown. 

    5.If we just compare viewer behaviour, New Viewers that added to TV9 in Week 12 had a time spend of 26 min however New Viewer who got added to the channel in Week 25 have a time spend of 36 minutes.

    6. To reach a ranking position as high as no.2 even with landing channel support, brands have at least ranked 2 or 3 in reach. This example is phenomenal where channel is ranked no.7 in Weekly Reach in 000s, and yet No.1 in TSV and No.2 in Impressions. Other channels who have achieved this feat only recently, include R Bharat and News18 that touched no.3 on weekly reach parameter when they breached the ranking barrier.

    7. BARC Rules on Landing on extraordinary surge may have missed 59 Ground interventions: TV9 Bharatvarsh is in landing on 59 head and found below state wise count. Were these tracked and trimmed from the output and in which manner? A similar table for Republic Bharat has been placed below to observe the scale of interventions in the genre, leading to subsequent unchecked rises.

    8. The four big anchors on the channel are Nishant Chaturvedi, Sumaira Khan, Sameer Abbas and Dinesh Gautam. In all likelihood, they would not feature in any instant recall or Qual study. Therefore, no programming led loyalty factor can be attributed to this spike. 

    9.  Compare GRPs below in absolute terms with its own sister channels in regional space. All have fallen in the two weeks, but TV9 Bharatvarsh has grown. So the advantage of the network is also negated.

    10. As per BARC’s BIO News, TV9 Bharatvarsh has very little On Location coverage.

    11. It may be worthwhile to look at the track record of the organisation and assess if any earlier instances of interventions or proven malpractices exist against it. The current floating WhatsApp’s raise serious suspicion.

    12. Besides the Hindi genre, English has been suffering the same pattern of chaos. Many wild swings in single markets, compounded with the failure of a reach outlier picking mechanism, have made the data unusable. Republic TV continues to show exceptional Coverage in Chennai market, possibly because of an Out of Genre placement next to Tamil channels in gross violation of the law. How can an English speaking market be a single channel phenomenon? What is BARC’s plan to course correct?

    News Broadcasters Federation condemns attack on TV5

    MUMBAI: NBF (News Broadcasters Federation) has condemned the attack by unidentified men on the Hyderabad office of TV5, by damaging equipment and property. 

    "The attack on TV5 is yet another attempt at using physical violence and threats to try and muzzle the media. NBF strongly condemns this and expects the state government to ensure TV5 is able to continue broadcasting in an environment free of such strong-arm tactics which are anyway bound to fail," said NBF president Arnab Goswami.

    TV5 has been at the forefront of reporting the high costs of procurement of Rapid Test Kits (RTE) for testing Covid2019 infection by the Andhra Pradesh government, which forced officials to cancel the contract and save crores of rupees to the public exchequer. More recently, TV5 has been highlighting and raising questions on the negligence that led to the gas leakage at a private chemical factory in Vijayawada.

    Across India, broadcasters in all languages are doing non-stop programming with a focus on battling the pandemic and ensuring the success of the nationwide lockdown.

    NBF, India’s largest industry association representing the combined interests of TV news channels, expressed concern over the increasing incidents of attacks on media and journalists, while performing their duty during these hard times. In the last few weeks, there have been an increasing number of physical attacks and filing of police cases against TV news channels, and prominent journalists across the country, creating an obstacle against performing their public service, despite the hardships during the lockdown of the country since March 24, 2020, NBF said in a press release. 

    "Since the nationwide lockdown, at least 24 journalists have been booked under serious charges by the police department in various states. Some journalists have also been physically attacked. Such incidents are highly condemnable and demoralising for the journalists and the news broadcasting media," said NBF secretary-general R Jai Krishna.

    MUMBAI: The News Broadcasters Federation (NBF) has welcomed the decision of the Supreme Court to protect NBF president and Republic Media Network’s editor-in-chief and founder Arnab Goswami from arrest.

    “It is a clear indication that truth will prevail and the faith in the judiciary is something we as a body always take pride in. There was an attempt to intimidate Arnab Goswami by filing more than 100 FIRs which hasn’t deterred him from performing his duty to his best of knowledge and the show will continue to raise issues which concern the common man and affect his livelihood,” NBF stated in its release.

    "NBF is also pleased with the order that refused to place restraint or restrictions on the media, thus upholding the freedom of expression and press freedom," said, NBF secretary general R Jai Krishna.

    "We wholeheartedly welcome the Supreme Court's verdict granting three weeks of interim protection and no coercive action against Arnab Goswami. The apex court ruling is a body blow to the Congress party's attempt at muzzling the freedom of the press in general and Republic TV in particular" said Riniki B. Sharma, chairperson and managing director, Pride East Entertainments

     “It’s a great relief to see the country’s highest judiciary giving Arnab protection from arrest and it’s a welcome decision” said Fourth Dimension Media CEO Shankar B.

    "This is a big victory for the media and the judiciary has once again saved the media from being intimidated from the politicians or governments. We stand by Arnab and believe he will come out stronger after this." said Sanjive Narain, founder, Prag News (Assam).

    "Any form of physical attack, abuse or instigation for violence against a journalist should be condemned. Journalists are duty-bound to report on facts without fear. The freedom of the fourth estate is the basic tenet of any democratic society. Goswami’s attackers should be prosecuted as per the law and the authorities should ensure that the goons do not get away." said iTV Network founder Kartikeya Sharma.

    MUMBAI: You can't keep Arnab Goswami out of the news. Soon after chucking up his membership of the Editors Guild of India, he is now seeking succour for TV news channels as president of the News Broadcasters Federation – a coalition of 300 of them. The bespectacled journo, who is not known for mincing his words, wants to make a clear appeal to advertisers, agencies and the media frat to help the news broadcasting sector, during the Covid-19 lockdown phase which has led to the erosion of both their top line and bottom line. News television, which mostly relies on ad spends to fuel its operations, has seen the latter getting shaved even as viewership has multiplied manifold.

    Goswami, who is a founding member and editor-in-chief of Republic Media Network, had an exclusive conversation with indiantelevision.com during the course of which he said that he was making an outreach to brands, ad agencies, and media that they "need to look upon news as essential service and I request them to come forward and show greater support to the news channels.”

    The NBF president believes that the federation has greater responsibility towards the media industry and must support those who may not be leaders in their specific regions.

    Recently, the NBF urged advertisers and advertising agencies to refrain from renegotiating their on-air TV commercial and sponsorship deals when the news broadcasters are ramping up their COVID-19 coverage, despite the fact that operating costs are rising alarmingly.

    “I have been working hard for it and am willing to engage with my friends in the media industry to take this further," says Goswami. "It is said that advertisers are cutting down the effective rates in the current scheme and there are chances that this will worsen things, especially for regional news broadcasters, putting a question mark on their existence."

    Not just from advertisers, the NBF president is also considering requesting a comprehensive stimulus package from the government for the TV news broadcasters. In this regard, the federation has written a letter to union information & broadcasting (I&B) minister Prakash Javadekar for an appointment of e-meeting through video-conference as per his availability this week.

    Points out Goswami: “This is a difficult time for the broadcasting industry and as president of NBF, I look forward to meeting the I&B minister during which we can discuss the measures the government could take to help the news broadcasting sector, which is reeling under the burden of operating costs and despite performing its duty at this testing time.”

    The issues that the federation would like to discuss with the minister during the e-meeting are satellite and bandwidth charges, Prasar Bharati and DD Free Dish, DAVP pending payments, unrestricted availability of FTA new channels, governmental support and liquidity issues.

    The NBF president also put his weight behind viewers for standing tall with the news broadcasters. He says: “Television and digital consumers are making obvious choices as to who is serving the nation and its people and those who are against the national interest. The latter is of course failing to gain any viewership,” he concluded.

    MUMBAI: The News Broadcasters Federation (NBF) has requested a video conference meeting with union information and broadcasting minister Prakash Javadekar to discuss a 'comprehensive stimulus package’ for news broadcasters' to overcome the impact of the economic and financial challenges posed by the COVID-19 outbreak.

    Said an official statement of the federation, “The NBF in its letter has sought an appointment with I&B minister for an e-meeting through video-conference, during this week as per his convenience and availability to bring to attention about the most pressing issues the industry is facing due to lockdown for combating the spread of COVID-19.”

    NBF is an association representing the combined interests of 300 TV news channels. The agenda of the meeting is to discuss and resolve the extraordinary situation the members of NBF are facing due to the lockdown while discharging the service to the society, reads the statement.

    The issues that would be discussed with the minister during the e-meeting are: satellite and bandwidth charges, Prasar Bharti and DD Freedish, DAVP pending payments, unrestricted availability of FTS new channels, governmental support and liquidity issues.

    The NBF delegation comprises president Arnab Goswami, vice-president Jaggi Mangat Panda, vice-president Shankar Bala, vice-president Sanjivie Narain, vice-president Kartikeya Sharma, and vice-president Riniki B Sharma, among others.

    NBF decries Congress president Sonia Gandhi’s suggestion to ban media ads

    MUMBAI: The News Broadcasters Federation (NBF) has appealed to the prime minister to reject the suggestion by Congress president Sonia Gandhi for a “complete ban on media advertisements- television, print and online – by the government and public sectors undertakings (PSUs) for a period of two years”. The NBF also requests Gandhi to withdraw her suggestions in this regard.

    The NBF says: “At a time when other industries and sectors are scaling down resources and expenses, we, the news broadcasters of India are facing increased costs as we provide emergency and essential service at the time of national crisis. We request the government to support the news broadcasters through all means to ensure their survival.”

     News broadcasters serve as an influential, public awareness and emergency communications system to get information on the doorsteps of the common citizens across the length and breadth of the country, especially in current times of national lockdown due to the world health emergency of COVID-19. Due to this, news television viewership has increased exponentially by 298 per cent, according to BARC, says the NBF release.

    The NBF also requested the government to consider advertising spends by private and public sector companies to news broadcasters disseminating public awareness campaigns/information/publicity during the current period to prevent the spread of COVID-19, to be considered as a corporate social responsibility activity.

    “The advertising revenue contribution by government and PSUs is minuscule in comparison to the overall advertising market which is pegged at less than 0.5 per cent to India’s GDP. But in contrast, the advertising sector acts as a key catalyst to create mass and expeditious awareness among  citizens, creating demand among consumers and leading to higher spending which creates employment to millions, directly and indirectly, and ultimately benefiting the exchequer in terms of tax revenue.”

    “Advertising revenue forms the backbone for sustenance of FTA news broadcasters, especially at such crucial time when the operational cost has increased by more than 20 per cent, as news channels are scaling up their effort, by putting hundreds of experts, doctors, public health experts, civil and police personnel, and government officials on air in a massive effort to disseminate the right information and counter the barrage of fake news by reaching out to the largest part of India’s 1.3 billion people at the time of national crisis while themselves at risk,” it goes on to add.
