    Mumbai: Star Sports, the official broadcaster of Tata IPL 2024, has already set new viewership benchmarks for the upcoming season. Since the commencement of its IPL build-up programming, Star Sports has witnessed a remarkable 24 per cent increase in viewership compared to last year, reaching an astounding 245 million viewers as of 15 March 2024. The total consumption for build-up programming has soared to 21.3 billion minutes, an impressive 26 per cent higher compared to last year.     MUMBAI: Entertainment lately seems to be affected the most with one tax after another — the GST and tax on watching television programmes. Now, in a ‘blow’ to local cable network companies, entertainment tax will be levied on DTH and cable connections in Punjab. DTH operators however will now have a level playing field with the cable networks. 

    State local bodies minister Navjot Singh Sidhu told the cabinet that the nominal tax would ensure accountability on the part of cable operators.

    After the introduction of GST from 1 July, 2017, the tax levied by the state government had been withdrawn. The state cabinet has however approved levying of the tax through panchayats and municipalities through an amendment proposed in the next session of the Vidhan Sabha where it has the two-thirds majority, PTI reported.

    No entertainment tax, however, has been proposed for cinemas, multiplexes and amusement parks.

    The urban and rural bodies will now be allowed to impose and collect a nominal tax of Rs 5 per DTH connection and Rs 2 per local cable connection per month with the enactment of ‘The Punjab Entertainments & Amusements Taxes (Levy & Collection by Local Bodies) Bill 2017.’

    With around 44 lakh cable connections and 16 lakh DTH in Punjab, the bodies are expected to collect Rs 450-470 million (approximately Rs 369 million and Rs 96 million, respectively).

    Sidhu had been alleging tax evasions by Fastway Network, a company linked to the previous dispensation. In August, the minister had urged the CM’s office to take a call on the recovery of allegedly evaded tax of Rs 200 billion from Fastway.

    NEW DELHI: Not content with exploring additional local taxes on cable and DTH connections in the state of Punjab, minister Navjot Singh Sidhu now wants to bring in a policy to increase the state government’s revenue from outdoor advertising.

    Sidhu, a cricketer-turned-TV personality-turned politician who’s a minister in the Congress Party-run local government in Punjab, wants to bring a new and “potent” policy to increase the state government’s annual revenue from outdoor advertising to at least Rs 3,000 million, according to a report filed by PTI, which added that the local bodies minister blamed the previous SAD- BJP government for causing “revenue leakage” by framing a “toothless” law in this regard.

    Punjab is earning a meager amount of Rs 250 million annually from outdoor advertising and hoardings in 164 cities of the state as compared to Rs 2,000 million being earned by neighboring Haryana from its municipal areas, Sidhu told PTI.

    The flamboyant Sidhu, who also spends time on the sets of a comedy show when he’s not proposing to bring in new legislations in Punjab, told PTI that the state had suffered a loss of Rs 2,00,00 million from the cable business.

    Sidhu has proposed to levy a token amount of entertainment tax to keep a check on the “cable mafia”, which, he alleged, had “proliferated under the previous (political) dispensation”.

    He also hit out at the previous government for allegedly “looting” the state by facilitating individuals in the outdoor advertising and the cable businesses, and framing laws that benefitted “vested interests”.

    “After an inquiry, following a complaint, I came to know that the government cannot levy a penalty despite the violation of the advertisement law. They (the previous government) made toothless laws which facilitated only individuals,” PTI quoted the local minister as saying who also added that the present regime’s aim was to raise an annual revenue between Rs 250 million to Rs 3000 million from advertisements in municipal areas.

    Laws are being drafted on outdoor advertising and cable businesses in consultation with experts in order to increase the state’s revenue by 10 times, Sidhu said, adding that his department has submitted a proposal to chief minister Amrinder Singh in which a token tax of Rs 2 to Rs 3 (per cable and DTH connection) could be levied (as entertainment tax) to check malpractices in the cable TV distribution business.

    However, sources in the Punjab government told indiantelevision.com that the chief minister has not taken any decision on the proposed entertainment tax on cable and DTH connections as the levying of an additional tax over and above the recently rolled out federal government-mandated GST (goods and services tax) may complicate the tax structure. India’s finance minister Arun Jaitley, though, has clarified earlier that states can levy entertainment tax if they so wish.

    MUMBAI Punjab minister Navjot Singh Sidhu intends to bring an ordinance for auditing the tax the previous government collected from cable operators. Putting the chief minister Capt Amarinder Singh in a fix, Sidhu has asked him to decide on recovering the ‘tax evaded’ by the MSO — Fastway Cable Network.

    The Punjab Government, he said, was committed to break the monopoly situation and to have a level playing field in cable TV industry.

    In the Indian states where there is competition among MSOs, Sidhu said, rates being charged from LCOs (local cable operators) are Rs 75 in Rajasthan, Rs 60 in UP, and a whopping Rs 130 in Punjab. It was being done without any legal agreement and without raising any invoices, whereby LCOs had no option but deposit the same — which is in contravention of the law of retransmission of cable TV signals. By creating the monopoly, Sidhu said, MSOs have an unequal bargaining power with the broadcasters but extracting huge carriage/placement revenue from the broadcasters.

    Sidhu said that he would procure a GPR (ground penetrating radar) to assess where cabled had been laid and whether the operator had paid due taxes. Since the subject related to excise and taxation is under the CM, he said, the matter would have to be taken to Singh and the cabinet.

    In 1995, Sidhu said, the entertainment tax in Punjab was Rs 50 per television set. But, the Badal government amended the provisions to keep Fastway out of tax net and imposed a tiny tax of Rs 15,000 per annum. A Fastway release later stated that the Supreme Court lawyer Vineet Bhagat (Sidhu’s advisor) was defeated by Fastway in several cases, and hence he had twisted the facts and presented figures to show the MSO in a poor light.

    Calculating the impact of the loss to the state exchequer by taking into account a conservative figure of 40 lakh Fastway connections (as stated in 2012 Competition Commission of India report, it would come to (40 lakh x 50 x 12 x 6) Rs 14.4 billion, the minister alleged. Sidhu said the actual figure could go up to Rs 200 billion. Despite having over 80 lakh connections today, Sidhu said, Fastway had grossly under-declared its connections at around 24 lakh to TRAI, continuing to short-change the regulator and the government.

    Refuting, Fastway CEO Peeush Mahajan said his company had no monopoly as Godfather Cable, Hinduja and MC Transmissions were operating in the state. Punjab had six DTH companies as well, he said.  Fastway, he said, had a tamper-proof system and it has been audited by broadcasters and the central government agency BECL (Broadcasting Engineering Corporation of India Limited).

    MUMBAI: Even as the Punjab government recently vowed to break the cable monopoly, the Municipal Corporation Bathinda (MCB) has been unsuccessful in completing its door-to-door cable survey in the city. As per the orders of the Local Bodies Department, the MCB was scheduled to complete its survey by 31 July, and submit its report to the department.

    After receiving instructions from the local bodies minister Navjot Singh Sidhu to start a grassroots-level investigation against Fastway Cable, the MCB had sent officials of the rank of JE and SDO to conduct a door-to-door survey in the Bathinda, Tribune reported.

    Even though the Congress government in Punjab made it clear it would not tolerate monopoly in information and news distribution via cable TV, the state government clarified no particular MSO company or TV channel would be targeted and action would be taken if found guilty of tax law violations.

    Sidhu had alleged that Fastway had caused a loss of around Rs 6840 million to the state exchequer. The state government had ordered a tax evasion notice to be slapped on Fastway. Sidhu also demanded a separate investigation into the alleged under-reporting of TV connections and cable operators engaged by Fastway. Of over 8,000 cable operators in the state, 6,500 were working for Fastway, he alleged.

    MSO Fastway, which holds sway in Punjab resulting virtually in a monopoly, is allegedly owned and operated by close aides of former Punjab chief minister’s family — the Badals. The decade-old MSO company also has sizable presence in neighbouring states of Himachal Pradesh, Haryana and Union territory of Chandigarh. In an official statement, the present CM Captain Amarinder Singh made it clear that action would be taken against media companies if charges of tax violations are proved to be correct.

    Around 70 Bathinda officials were deputed for the survey. In the city, these officials were to collect information of cable network from around 70,000 households. After this survey, Sidhu planned to impose entertainment tax on cable network because, as per the Municipal Act, 1976, his department had the right to collect the tax. The Union Government had kept the cable business out of the GST. As per MCB record of the last 10 years, Fastway had not paid requisite charges for using poles. After the earlier record, many new connections and areas had increased manifold.

    MCB commissioner Sanyam Aggarwal admitted that he did not know how much survey work had been completed.

    MUMBAI: Punjab minister Navjot Singh Sidhu has alleged that the private TV cable company Fastway Transmission Private Limited, under the “patronage” of the previous Akali government, had caused a loss of around Rs 6840 million to the state exchequer. Because of the political patronage, only Fastway monopolised the cable TV business in Punjab, he said, PTI reported.

    The state government last Friday ordered a tax evasion notice to be slapped on the Fastway Cable which is said to be Punjab’s biggest TV transmission multi-system operator (MSO). FastWay, however, rejecting the charges, said that the company had permissions from all the departments concerned such as PWD, forest department, canal department, and railways etc. :The company is regular in payment of entertainment tax and there are no outstanding taxes due to tax theft by the company, Fastway CEO Peeush Mahajan said in a statement.

    Sidhu meanwhile demanded a separate investigation into the alleged under-reporting of TV connections and cable operators engaged by Fastway. Of over 8,000 cable operators in the state, 6,500 were working for Fastway, he alleged. He demanded vigilance inquiry from the chief minister Amarinder Singh against what he called the “cable mafia”.

    The local bodies minister said Fastway started with a paid-up capital of Rs 25 lakh, but earned a whopping Rs 30 crore profit in the first year itself. He alleged that only 1.25 lakh cable connections were shown in Punjab state as against the actual figure of 80 lakh — this was done to evade taxes, PTI added.

    For 10 years, the state exchequer did not get even a penny in taxes, he said. No fee or tax was paid to the civic authorities, no entertainment tax was paid to the state or the Central government, he alleged. It is a unique case where the ruling family violated all government rules, he said in the state assembly.

    Fastway MD Gurdeep Singh Kohli said the allegations of tax dues or under-reporting subscriber base were false. Most of the cable operators fall in the income bracket of less than Rs one million, and so were are exempt from paying service tax, he added. “The entertainment tax at the rate of Rs 15,000 that the government alleged we did not pay, is payable by cable operators, and not by MSOs like us,” Kohli said.

    Kumble answered questions from serious ones related to the team to personal ones. He opened up talking about why he is nicknamed Jumbo, whether we will see him with a camera in the West Indies, what he thinks about Ravindra Jadeja and what his greatest challenge will be on coach of India.

    He answered the questions in a series of short personalised 30 second video responses , where he is quoted as saying “Navjot Singh Sidhu is the reason I got the name Jumbo. I once bowled a ball, that took off and he screamed ‘Jumbo-jet’, the Jet was lost but I have been called Jumbo ever since. On his greatest challenge as Indian cricket coach he said, “Consistency. It’s not going to be easy. We are playing 17 Tests in the next calendar year. It will be a challenge to keep them fresh and fit over the next year.”

    Kumble termed Virat Kohli as a “fantastic batsman and leader” and he is excited to work with him. “I am really excited to work with Virat. I have seen him as U-19 at the Royal Challengers Bangalore. He has matured a lot in last couple of years. He is a fantastic batsman and leader. He is really aggressive and so was I. I am really looking forward towards working with him.”

    Answering one of the quesries, he also mentioned that he expects Ravindra Jadeja to do well as the wickets in the Caribbean will suit his style of bowling. He did not forget to mention that he expects good things from all-rounder Jadeja.

    “Jadeja is a wonderful all-rounder. I had a chat with him about his bowling. I think with his bowling, he can do a great job and be effective in West Indies conditions, which is pretty similar to Indian conditions. I have also spoken to him about his batting ability as he can score a lot of runs.     MUMBAI: Back in 1989, Hollywood flick Look Who’s Talking made ‘baby talk’ fashionable. Two-and-a-half decades later, Disney UTV’s tent-pole channel, Disney, which is known for its differentiated content is taking it a step ahead.

     

    Starting 2 March, the channel will premiere a one-of-its-kind talk show called Captain Tiao to be aired every Sunday at 10:00 am.

     

    Nine-year-old Sadhil Kapoor, who won hearts with his turn in Devon Ke Dev Mahadev, will host the show as ‘Captain Tiao’. He will interact with celebrities from all walks of life, cornering them with funny, intriguing questions about their childhood fears, guilty secrets, favourite snacks et al. The Q&A will be followed by ‘Captain Tiao’ challenging the guests to perform entertaining tasks, beating him at the game.

     

    Discussions are still underway but some of the celebrities who have confirmed their appearance on the show are Mahesh Bhupathi, Jaaved Jaffrey, Kapil Sharma and Navjot Singh Sidhu. Apparently, such celebrities have been selected who inspire children and whom, they can look up to, whether in sports, entertainment or politics.

     

    Explaining the rationale behind the new show, Disney UTV Media networks content head Indrajit Ray says: “Disney Channel is always exploring different formats and content that kids as well as their families can enjoy together. It is important to keep a conversation going and surprise them with new shows that bring alive the Disney Channel promise of Express Yourself, Believe in Yourself and Follow your Dreams.” 

     

    On roping in Kapoor as ‘Captain Tiao’, he says: “What we also love about Sadhil is the fact that he is a natural – curious, energetic and uninhibited… a personification of what a child at that age should be. We sincerely believe that a child’s curiosity should not be curbed in any way and it is that environment that will eventually allow him/her to blossom and follow his/her dreams. Sadhil possesses these qualities and hence we thought it best to give him a platform to do just that.”

    Asked about the Sunday slot, he says: “At Disney Channel, we believe in creating shows that appeal to both kids and their families. We have historically seen Sunday mornings as a band where the entire family can come to enjoy shows on TV together as a unit.”

     

    This isn’t the first time Disney has tried its hand at differentiated content; earlier too, it has aired shows such as Best of Luck Nikki, The Suite Life of Karan and Kabir, and Disney Q.

     

    However, ‘Captain Tiao’ is not only being seen as continuing the tradition but also as an experiment in short-format shows in live action.
