    Former Prasar Bharati chairman and veteran journalist MV Kamath is no more

    NEW DELHI: Former chairman of Prasar Bharati and veteran journalist MV Kamath died this morning after a brief illness at the age of 93.

     

    A Padma Bhushan awardee, Kamath was also the former Editor of The Illustrated Weekly of India. Kamath served as the Washington correspondent of The Times of India and as editor of The Sunday Times. He also worked for the Press Trust of India.

     

    After beginning his career as a chemist, Kamath joined journalism as a reporter with the Free Press Journal in Mumbai. He was the president of Bombay Union of Journalists in 1953.

     

    Born in Udupi on 7 September 1921, Kamath completed his early education in Manipal. He graduated in B Sc.

     

    A prolific writer, he wrote several books including Narendra Modi – The Architect of a Modern State (2009) with co-author Kalindi Randeri and Reporter at Large (2002). Other books included one on the Pursuit of Excellence.

     

    Kamath was the honorary director of the Manipal School of Communications since its inception in 1997. He was a board member of Manipal University.

    Joshi composes, Kher sings on ‘Swachh Bharat’

    NEW DELHI: An audio track of the song “Swachh Bharat ka Irada Kar liya hum ne” sung by Kailash Kher has been composed by lyricist Prasoon Joshi and put to music by Vishal Khurana.

     

    The track was released by Information and Broadcasting Ministry Prakash Javadekar over the weekend as he administered the pledge of the Swachh Bharat Mission along with the senior officials and staff of the Ministry. 

    The song specially prepared for the Swachh Bharat Mission was composed in very short span of time. A section of the track was shown at the India Gate Ceremony graced by Prime Minister Narendra Modi on 2 October.

     

    A special song composed by the Song and Drama division on Swachh Bharat Mission was also performed live during the pledge taking ceremony. 

    The Minister along with senior officials took part in the cleaning drive in the premises of Shastri Bhawan. Joshi, Kher and Khurana also took part in the cleaning drive.  

     

    Similar cleaning drives were held in many Press Information Bureau offices in the country.

    Special programmes on DD Bharati to mark Gandhi Jayanti and Dusherra

    NEW DELHI: DD Bharati will present a special play, “The Poet And The Prophet”, to mark Gandhi Jayanti on 2 October.

     

    The telecast will be at 05:30 pm, repeat telecast at 01:30 am and 09:30 am. The play is based on the exchange of letters and articles between Mahatma Gandhi and Rabindranath Tagore over a period of 25 years with the Indian freedom struggle as the backdrop. 

     

    The dance drama “Mohan and Rambha” on Mahatma Gandhi is another programme being telecast on 2 October at 10:00 pm, repeat telecast at 06:00 am and 02:00 pm. The telecast is a tribute to the memory of the late Prof. Ramchandra Gandhi and shows how Mahatma Gandhi was initiated into the chanting of Rama-Nama.

     

    On the basis of Mahatma’s own account on his initiation into chanting Rama-Nama by maid servant Rambha, writer-philosopher late Prof Ramchandra Gandhi has explored the meaning of this extraordinary testimony in ‘Mohan and Rambha’. It is contemplation on enquiry and illumination, love and martyrdom, homage to the power (‘shakti’) which sustains sages. The extraordinary creative partnership between late writer-philosopher Prof Ramchandra Gandhi and eminent danseuse Shovana Narayan formed the pioneering effort in opening the doors to dance-plays highlighting the narrative tradition of Kathak and also for its unique quest into unknown yet so relevant facets in the lives of contemporary sages.

     

    Narayan brings out with equal prowess the relation of faith and belief between the maid servant and young Mohandas. Through questions asked, she has touched upon many issues relating to women, untouchability and human discrimination which were so close to Mahatma’s heart.

     

    DD National and DD News will telecast live the Dussehra proceedings from Ram Lila Maidan where Prime Minister Narendra Modi will be present.

     

    On the occasion of Dussehra, DD Bharati presents live telecast of Radhotsavam from Hyderabad at 7:00 am on 3 October. The Rathotsavam festival is a highly emotional event known for the flow of bhakti sangeet, keertans, bhajans and full pitched rendering by the devotees who accompany the procession of the deity. The Rathotsavam of Tirumala is significant for its salient features. The Rath is dragged by devotees and temple staff with the help of secure four-inch thick jute ropes all along the thiru mada streets surrounding the temple shrine. The Rathotsavam has a special spiritual message embedded in the Kathopanishad which compared it to blending of the soul with the body.

     

    DD Bharati will present in association with the External Affair Ministry “Devi Durga” on 3 October at 05:00 pm, repeat telecast at 01:00 am and 09:00 am. This programme traces the genesis of the Durga Pooja. The film explores the amalgamation of cultures and racial features in the facial features of the goddess. The film journeys through time to present how the imagination and the image of the goddess have kept up with the changing times. Today the goddess is global; worshipped across the globe and across India.

     

    Another programme being telecast in the documentary section is “Almoriana” at 06:00 pm, repeat telecast at 02:00 am and 10:00 am. “Almoriana” is a film by Vasudha Joshi and the film is a cinematic document of the Dussehra festival in the Himalayan town of Almora in Uttaranachal.

     

    DD Bharati will also telecast live Mysore Dasara Procession at 01:00 pm on 4 October with the Nandi Dhwaja Pooja which marks the start of Mysore Dasara Procession from Mysore Palace Premises. There will be live telecast Of the Torch Light Parade at 07:00 pm on 4th October from Bannimantap Grounds.

     

    On Vijayadashami, the traditional Dasara procession (locally known as Jamboo Savari) is held on the streets of Mysore city. The main attraction of this procession is the idol of the Goddess Chamundeshwari which is placed in a golden howdah on the top of a decorated elephant. This idol is worshipped by the royal couple and other invitees before it is taken around in the procession. Colourful tableaux, dance groups, music bands, armed forces, folklores, the royal identities, decorated elephants, horses and camels form a part of the procession which starts from the Mysore Palace and culminates at a place called Bannimantap, where the Banni tree (Prosopis spicigera) is worshipped. According to a legend of the Mahabharata, Banni tree was used by the Pandavas to hide their arms during their one-year period of Agnatavasa (living life incognito). Before undertaking any warfare, the kings traditionally worshipped this tree to help them emerge victorious in the war.

     

    The Dasara festivities would culminate on the night of Vijayadashami with an event held in the grounds at Bannimantap known as Panjina Kavayithu (torch-light parade).

    To quell the raging Rajdeep reaction, it seems PM Modi moved swiftly by getting a story out that emissary Adani called to say sorry! While its right or wrong, true or false arguments prevail, Rajdeep became a symbol of something, a fabulous place for any TV journo to be, brand enhancing and truly a victory for Image Managers on either side.

     

    But then, it’s still sad, that it’s not only Hong Kong’s protestors, who are not the ones taking to the streets. The Modi lovers at Madison Square Garden sadly had closet protestors amidst them too! Clearly, this is also the season for violent expressions of distaste and distrust, and Rajdeep Sardesai was just unlucky to be a kind of lightning rod. Provocations and partisan videos aside, clearly something was very wrong amongst those gathered to greet and preen for Modi in New York City that fateful day. And its best, it’s now put to rest!

     

    But a basic malaise seems to have spread even further and Modi may not quite know yet. On a live television channel in New Delhi a former diplomat commenting on the excitement over Modi’s US visit lapsed into the totally unparliamentary word of “tuttoo” to describe Manmohan Singh’s relationship with the United States. A shocked anchor groaned visibly on screen, other guests were similarly aghast, but apologies were not quite forthcoming! The regrettable Rajdeep incident, too, had several up in arms against the treatment meted out to Rajdeep, but, significantly, many others who have been defending the mob’s actions as well. And it’s good that Modi’s minders put their word out too – in a manner of speaking. Clearly, the line between supporters and fanatics has blurred considerably even as the line between the “us” versus “them” perception has deepened and widened.

     

    Clearly, between the protestors in Hong Kong facing the wrath of an obdurate Chinese administration and the voices that seem to assume that Modi would support them in a similarly enthusiastic manner, the message that comes through visibly on television screens in a variety of ways is of a new aggression, a new violence, and that unholy suspicion that silencing the enemy is probably what the New Age mantra seems to have become.

    PM Modi to broadcast his ‘Mann ki Baat’ through All India Radio

    NEW DELHI: After his visit to the United Nations where he expounded his world view, Prime Minister Narendra Modi will now share his ‘Mann ki Baat’ with the nation through All India Radio on 3 October.

     

    Announcing it on Twitter, Modi said, “Received many ideas & suggestions for my forthcoming Radio programme. Have decided to hold the first programme on 3rd October at 11:00 AM.”

     

    The broadcast can also be carried by any private radio or television channel wanting to carry it.

     

    The broadcast will be carried simultaneously by AIR in different modes and channels including medium wave, shortwave, FM network, Vividh Bharati and local radio stations. This broadcast will thus be available to 99.2 per cent population of India. 

     

    Doordarshan has also been requested to carry the audio of this programme with suitable visuals and footages. 

     

    Regional language versions of the broadcast will be aired in the regional network of AIR at 8.00 pm on the same day. This is to ensure dissemination of the massage to the largest possible audience. 

     

    The Prime Minister will share his thoughts on a variety of issues. A separate Open Forum has been created on MyGov for citizens to share their comments for the forthcoming radio programme.

    Media comes under attack from CEC and Law Minister on regulation and paid news

    NEW DELHI: The media came under attack on issues of paid news and regulation at different forums in the capital over the weekend.

     

    Chief election commissioner (CEC) VS Sampath suggested that paid news should be made an electoral offence that attracts disqualification so that it acts as a deterrent, regretting that inadequacies in legal framework were not allowing the poll panel to effectively check this and other malpractices.

     

    He also said that there is a ‘crying need’ for a ‘well defined legislation’ governing expenditure of political parties during elections as its absence was allowing them and their candidates to circumvent the rules.

     

    Speaking at a session organised by the Law Commission, Sampath reckoned, “When the Election Commission looked into whether it had the powers to deal with paid news it found the answer was negative.”

     

    He also added that paid news in whatever form is presently not even an electoral offence. “If it is an electoral offence, it can eventually lead to the disqualification of the candidate. Whatever the difficulties of implementation, the very fact that if it is listed as electoral offence, it would act as a deterrent against people using it in the elections,” he further explained.

     

    The CEC revealed that a recommendation in this regard has been made to the Law Ministry.

     

    He also asked why government advertisements during elections should not be considered as paid news. “Since paid news is not an electoral offence, the Commission now tries to check this menace by invoking its powers related to candidates’ spending,” he added.

     

    “When they (candidates) file their expenditure returns, they always build a cushion for this. If Rs 40 lakh those days was the limit, invariably no candidate would file a return for more than Rs 25 lakh. That Rs 15 lakh will be the cushion for this,” Sampath stated.

     

    Sampath also revealed that while the Commission’s control over a candidate’s spending is only after he files his nomination, people make substantial election related expenses before that.

     

    He added that people start spending but the Election Commission is constrained ‘because of the law and the interpretation of the law.’

     

    The law states that EC can hold an election within the period of six months before the due date.  “We have been making proposals on so many occasions. Why should not the Commission have powers to ensure the purity of the election during this six-month period?” the CEC questioned.

     

    He noted that all limits for poll expenditure is for candidates and none for political parties.

     

    “We have seen political parties handling huge amounts of cash. We have seen political parties giving to the candidates’ huge amounts of cash. When it is caught they will say no, no it is not meant for him, it is meant for him to distribute to others in his district or in his state.

     

    “There is no regulatory framework governing these things.  There is a crying need for a well defined legislation governing political parties particularly political parties’ finance,” Sampath reckoned.

     

    The Commission had recently tried to come out with some transparency guidelines. He said in countries like the US, expenditure commissions only take care of the expenditure and how political parties raise finance.  He also called for a ‘well defined law’ relating to opinion polls conducted by TV channels.

     

    “There should be a well defined law regulating opinion polls also,” Sampath said, adding that there is a view that voters will not be swayed by opinion polls but added that that there were instances where candidates won by wafer thin margins. Later, he was asked why during elections when polling was on in one area, poll related news from other areas continued to be shown on electronic media or internet.

     

    Sampath also explained that there is a mismatch between law and electronic revolution. “On every poll day during this Lok Sabha election, this violation has taken place. It is because of mismatch between law and electronic revolution in the country. All our laws did not take in to account electronic revolution,” he said, adding that EC has to abide by the law as it exists.

     

    At another session, Law Minister Ravi Shankar Prasad said those in politics and government should recognise the right of the Press to ‘criticise, lampoon us.’

     

    Delivering the inaugural address at the National Consultation in Media Law organised by the Law Commission of India with the National Law University, Delhi, Prasad said the leaders in his government, including Prime Minister Narendra Modi, were those who fought for press freedom during the Emergency.

     

    Noting that the Indian media has matured during the comparatively short span of its existence, he spoke of his early years as a panellist on TV. “Earlier we used to outshout each other. Anchors spoke more, some still do it. But the process of maturing has started,” he said.

     

    “But if media freedom is necessary and important for the media, self-regulation must be the mode,” he added.

     

    “Paid news is sickening. Politicians have to realise that Indian voters are mature and cannot be swayed by aggressive promises alone,” Prasad stated.

     

    He said press freedom should be equally balanced with right to privacy, so also the right of the media should not hinder the freedom to conduct a fair trial.

     

    “My government recognises the importance of social media. We have no intention to curb this flowering of creativity. But there are reasonable restrictions prescribed under the Constitution, which will be used only in extreme, rare circumstances and with the complete approval of the higher authorities, that too only in serious issues threatening our national or communal framework,” the Minister explained.

     

    Speaking at a panel discussion on the topic media regulations, Kasturi and Sons Ltd Chairman (publishers of The Hindu) N Ram opined, “There was hardly any self-regulation for the Press today. He claimed that his newspaper had introduced the idea of a full-time news ombudsman independent of the editor. He said this practice however had not spread to other newspapers, and TV certainly did not have it.”

     

    He also added how even the Press Council of India was dominated by people from the newspaper industry and that an independent mechanism, which was also transparent, was crucial for self-regulation.

    Govt of India joins hands with Google for a ‘Digital India’

    MUMBAI: Working towards the Prime Minister Narendra Modi’s vision for a digital India, the Government of India has partnered with the online giant Google.

     

    Announcing the initiative Department of Information Technology secretary RS Sharma said, “The Digital India programme has been launched with the vision of transforming India into a digitally empowered society and knowledge economy. It can bring India at par with other developed countries.”

     

    “I’m happy Google is coming forward to roll out initiatives that will contribute to the Digital India vision. I’m sure others will come forward and join this movement.”

     

    As a part of the plan, Google is going to run a number of campaigns in collaboration with the Indian government. Google would also develop a mobile application for the Prime Minister’s Office (PMO) aiming to bring the PMO to every citizen. The app will be developed through a contest to be soon launched by Google and MyGov, the citizen engagement platform of the government.

     

    According to Google, the motive behind the contest is to showcase that ‘Indians can build a world class app’.

     

     Google would also build a multi-language ecosystem on the web to help the government transition into the increasingly ‘mobile’ India.

     

    In a bid to promote the digital empowerment of citizens, the company will push programmes like Helping Women get Online and getting Indian SMEs Online. This will also continue to map and photograph heritage and culture sites to bring them online.

     

    Additionally, to encourage digital literacy and internet safety, Google will introduce curriculums for schools, officials and elected representatives.

     

     Google India vice president and managing director Rajan Anandan added, “India is already home to the third largest number of internet users globally with 245 million users as of June 2014.  We are on track to become the second largest user market by 2015 and a 500 million-user market by 2016. Yet, there are more than a billion people who will need to be brought online for India to realise the vision of a digitally connected, knowledge economy.
