    Extend DAS deadline to Dec ’17 for fiber expansion, Andhra CM writes to MIB

    MUMBAI: Andhra Pradesh chief minister N Chandrababu Naidu recently wrote to the union minister of urban development, information and broadcasting, housing and urban poverty alleviation M Venkaiah Naidu seeking extension of deadline for digitalisation of Cable TV services in the state he governs.

    In the letter dated 3 December, 2016, the chief minister stated: Under A.P. Fiber Grid Phase-I Project, a state-wide high speed Optical Fiber Network Infrastructure has been setup across the 13 Districts of the State leveraging the assets of the Electricity Department. A 24-Core ADSS Optical Fiber Cable has been laid for a length of around 23,000 Kms. over the electrical poles with its back-end electronic systems set up as the Points of Presence (PoPs) at 2445 identified locations. mainly electrical sub-stations. A state-wide control and command centre for this entire network has been commissioned at Visakhapatnam as a Network Operations Centre (NOC).

    The services from AP Fiber Grid will be delivered by the Andhra Pradesh State FiberNet Limited (APSFL) to the end-users i.e. households. offices / enterprises in partnership with the Multi System Operators (MSOs) and Local Cable Operators (LCOs) etc, the letter stated.

    The partners who provide the last mile connectivity through A.P Fiber Grid by hooking to the PoPs / NOC can immensely benefit from this system as they can provide triple play services — PTV, high-speed broadband and Telecom and value added services under a single umbrella, thus enhancing the scope for revenue generation. They will convert themselves as last mile operators, the key link between the AP Fiber Grid and the end-user

    (Around) 13,325 LCOs and MSOs have been registered so far with APSFL as business partners to provide last mile services. The works of AP Fiber Grid have been completed and at present the infrastructure is ready for delivering the intended Triple Play Services to the households / offices. Services are being provided successfully on a pilot/test basis to identified households/offices and the commercial Public services are planned to be launched in December 2016, Chandrababu’s letter added.

    The digitalisation of Cable TV services is not yet completed in Andhra Pradesh. To accelerate this process. APSFL has initiated procurement of Customer Premises Equipment Boxes (GPON basic box+ IPTV box with WiFi) for enabling expeditious spread of AP fiber triple pay services in A.P. The CPE boxes will be seeded to the households through the APSFL’s last mile business partners i.e., MS0s/LCOs, the letter added.

    Further, Chandrababu states, the registered MS0s/LCOs can also procure & seed the CPE boxes on their own.

    It is estimated that the households under Analog cable TV services will be digitalised through AP Fiber services in the next 1 year period. The last mile operators (MS0s/LC0s) need some more time beyond 31 December, 2016, to procure and seed Digital CPE boxes under AP Fiber Grid as the technology and the business model being implemented is first-of-its kind and unique in AP.

    Keeping in view the potential for Digital empowerment of citizens through AP Fiber, which enables delivery of a host of citizen-centric digital services apart from IPTV, it is essential that sufficient time window is given to spread the services under AP Fiber Grid.

    Hence, taking into account the special situation in Andhra Pradesh, it is requested to extend the deadline for digitalisation of cable TV services in A.P up to 31 December, 2017 in Phase-III & Phase-IV in the interest of smooth expansion of AP Fiber services as explained above towards realising the vision of Digital India.

    Necessary instructions may please be issued to various broadcasters and implementing agencies in this regard, the chief minister urges the central ministry.

    Andhra Pradesh CM writes to Arun Jaitley seeking 6-month extension on DAS Phase III

    MUMBAI: With an aim to address the concerns of 800+ multi system operators (MSOs) and 9000+ local cable operators (LCOs) across 13 districts serving 1.3 million households in Andhra Pradesh, the state’s chief minister N. Chandrababu Naidu has written to the Information and Broadcasting minster Arun Jaitley seeking a six-month extension to the Digital Addressable System (DAS) Phase III deadline, which expired on 31 December, 2015.

     

    The signed letter, a copy of which is with Indiantelevision.com, says, “Only a few MSOs have got Digital License, mainly due to to non-affordability of digital headends and lack of technical know-how. As a part of AP Fiber Grid AP Government envisages to support there MSOs/LCOs by setting up a multi-tenanted digital cable headend that can be utilised as, ‘Infrastructure as a Service & Platform as a service’ facilitating the operations to apply for digital MSO license and sustain their areas of operation. This will help a large number of operators/employees who are surviving on this industry directly and indirectly.”

     

    The letter further adds, “In view of the initiative and the special situation in Andhra Pradesh, the commissioning of AP Fiber Grid is required to enable MSOs/LCOs to utilise this network infrastructure ad to partner with this project. As this model is going to be uniform among all operators interested in associating with Fiber Grid, the cable operators may not be willing/able to invest for STBs in advance to meet the present deadline. Hence, it is requested to consider extending the phase III Digitisation target date by six months beyond 31 December, 2015.

     

    Highlighting the status of the AP Fiber Grid Project, Naidu further informed that: 

     

    .   AP Government has initiated Fiber Grid project to digitise the households in Andhra Pradhesh through both aerial and underground optical fiber cable network.

     

    .   Work is in progress to lay 24 core ADSS optical fiber cable for a length of around 22000 kms over electrical poles. It is planned to complete this work by June 2016 under phase 1 of Fiber Grid.  2449 PoPs (Points of Presence) will be set up at identified electrical substantiations to house the electronics.

     

    .   Laying of underground Fiber for a length of around 60000 Kms will be taken up under Phase II in association with government of India.

     

    .   Dedicated Network Operations Center (NOC) equipped with all digital Headends providing Video (TV Channels, Data (Internet) and Voice (telephone) services also be commissioned by June 2016 facilitating all service providers to utilise the fiber grid with the model of infrastructure as a service & Platform as a Service.

     

    .   It is planned to enrol the LCOs as Last Mile Operators (LMOs) to provide services to households connecting to Fiber Grid PoPs (points of presence) through their existing network.

     

    .   The MSOs can be enrolled as ‘multi service providers,’ offering Internet and TV services by connecting to NOC of Fiber Grid and delivering through last mile operators. 

     

    At the time of filing this story, the AP CM’s office was yet to receive a reply to the letter from Jaitley.

    Film soon on legendary actor-politician NT Rama Rao

    NEW DELHI: The legendary actor N T Rama Rao, who was also Chief Minister of Andhra Pradesh in the mid-eighties and was later succeeded after his demise by his son-in-law N Chandrababu Naidu, is to be immortalized in a new Telugu film based on his life.

     

    Titled Mahaganudu, the funds from the film will be donated for the development of the new capital of Andhra Pradesh post-bifurcation.

     

    Director D Kumar Rajendra said: “We are adapting the life story of Nandamuri Taraka Rama Rao into a film. We will make it in such a way that it does not provoke any controversies or prejudices. The actor who will play the title role will be revealed soon.”

     

    “The revenue generated from this film will be donated to the development of the new capital of Andhra Pradesh. This is our way of contributing to the development of the state,” he added.

     

    The film will be jointly produced by Anil Sudhakar, N.B. Chowdhary and Krishna Rao. Mahaganudu has also been written by Rajendra.

     

    NTR, one of the pioneers of Telugu filmdom, also served as the Chief Minister of the state after he floated the Telugu Desam Party.

     

    The late NTR is one of the pioneers of Telugu film industry and starred in 274 Telugu films, 15 Tamil films and three Hindi films.

    New Ku-band Telugu channel Manna TV launched

    The southern Indian state of Andhra Pradesh yesterday witnessed the launch a new Telugu channel christened Manna TV on state-of-the art Ku band-based satellite communication network.

     

    The state’s chief minister N Chandrababu Naidu did the honours on the occasion of Ugadi, Telugu New Year, according to the Press Trust of India.

     

    As part of pilot transmission, Manna TV will commence telecasting long distance education programmes of Dr BR Ambedkar Open University and the University Grants Commission (UGC) respectively. It will also provide information about various state government departments and help farmers with prompt and timely update on weather and seasonal conditions.

     

    In his inauguration address, Naidu thanked the Indian Science Research Organisation (ISRO) for agreeing to his government’s request for providing the Ku band linkage. He said apart from literary and informative programmes, the channel would also focus on beaming entertainment programmes. The Ku band connected channel – which now caters to the needs of students belonging to 46 junior colleges, 12 degree colleges, 56 high schools and 94 government departments – will be expanded to more university colleges and schools from the next academic year.
