    TRAI extends time for responses to issues on availability of free data

    NEW DELHI: Given the complicated issues around net neutrality, stakeholders have now been given more time to reply to a consultation paper on Free Data which also touched on this subject.

    Comments on the paper, issued by the Telecom Regulatory Authority of India on 19 May 2016, will have to be sent by 30 June 2016 with counter-comments on 14 July 2016. The earlier dates were 16 June and 30 June respectively.

    Stretching the discussion on net neutrality, TRAI had wants to know whether there is a need to have TSP agnostic platform to provide free data or suitable reimbursement to users without violating the principles of Differential Pricing for Data laid down in TRAI Regulation.

    It also wants to know if free data or suitable reimbursement to users should be limited to mobile data users only or could it be extended through technical means to subscribers of fixed line broadband or leased line.

    The paper says that in the recent past, some data services plans of the Telecom Service Providers (TSPs) came to the notice of TRAI which amounted to discriminatory tariff through offering zero or discounted tariffs to certain contents of certain websites/applications/platforms. The objective of offering such plans was claimed to be the desire of various service providers/content providers or platform providers to enable people of this country, especially the poor, to access certain content on the internet free of charge.

    NEW DELHI: The Union Budget for 2016-17 is expected to result in raising the prices of mobile phones as well as personal computers.

    In his budget speech, Finance Minister Arun Jaitley said the exemption from basic customs duty, CV duty, Special Additional Duty on charger/adapter, battery and wired headsets/speakers for manufacture of mobile phone was being withdrawn and vary between four to 12.5 per cent.

    But inputs, parts and components, subparts for manufacture of charger / adapter, battery and wired headsets /speakers, of mobile phone, subject to actual user condition was being exempted.

    The exemption from Special Additional Duty (SAD) on populated PCBs for manufacture of personal computers (laptop or desktop) was being withdrawn and would go up to four per cent.

    The exemption from SAD on populated PCBs of mobile phone/tablet computer being withdrawn and the concessional SAD on populated PCBs for manufacture of mobile phone/tablet computer was being imposed at two per cent.

    The Excise duty structure on domestically manufactured charger/adapter, battery and wired headsets/speakers for supply to mobile phone manufacturers as original equipment manufacturer has been changed and will be between two to 12.5 per cent.

    At the same time, the excise duty on inputs, parts and components, subparts for manufacture of charger/adapter, battery and wired headsets/speakers of mobile phone, subject to actual user condition have being exempted from 12.5 per cent at present.

    Specified telecommunication equipment [Soft switches and Voice over Internet Protocol (VoIP) equipment namely VoIP phones, media gateways, gateway Product/Switch (POTP/POTS), Optical controllers and session border controllers, Optical Transport equipment; combination of one / more of Packet Optical Transport Network(OTN) products, and IP Radios, Carrier Ethernet Switch, Packet Transport Node (PTN) products, Multiprotocol Label Switching- Transport Profile (MPLS-TP) products, Multiple Input / Multiple Output (MIMO) and Long Term Evolution (LTE) Products on which 10 per cent Basic Customs Duty was imposed in 2014-15 Budget has been excluded from the purview of the other exemptions also and goes up to 10 per cent.

    The Basic Customs Duty exemption on preform of silica for manufacture of telecom grade optical fibre /cables has been withdrawn and will be 10 per cent.

    The Minister said the assignment by the Government of the right to use the radio-frequency spectrum and its subsequent transfers being declared as a service so as to make it clear that assignment of right to use the spectrum is a service leviable to service tax and not sale of intangible goods, with effect from date of enforcement of Finance Bill, 2016. It will therefore be 14 per cent.

    Publicis90 gets applications from 90 countries; including idea for travel portal in India

    MUMBAI: Just two weeks after the launch of Publicis90, the Publicis Groupe’s initiative to celebrate its 90th anniversary has gained a positive momentum.

    The applications come from more than 90 different countries, including primarily the United States, the United Kingdom, India, Brazil, Germany and Israel as well as France, where 29 per cent of entries have been made.

    The range of projects is extremely diverse and reflects the creativity possibilities of the digital world. Mobile, content and ad-tech are the most represented sectors. Among many others, some of the projects submitted are: a travel portal in India, a collaborative art platform in France, an application for taxis in Germany, a new in-store payment solution in the UK and a crowdfunding platform dedicated to mothers in the United States.

    Thanks to the mobilisation of all Publicis Groupe agencies, over 50,000 people have visited the Publicis90 website from all over the world. As of 1 February, close to 1,936 people have registered to enter their projects and 795 have completed their applications to be one of the 90 projects or start-ups that will be selected and funded by Publicis Groupe.

    Two thirds of the entries are pre-existing start-ups. Publicis Groupe employees represent 18 per cent of participants and six per cent are students.

    Entries are open until 29 February and anyone – Publicis Groupe employees, students, start-ups, or anybody with a good idea, can submit his or her application. The 90 projects or start-ups that will be selected will benefit from funding of between €10,000 and €500,000, one year of mentoring with a Publicis Groupe executive in marketing, communication and management, and finally an invitation to participate at Viva Technology Paris, the major digital event organized by Publicis Groupe and Groupe Les Echos from 30 June to 2 July, 2016 in Paris.
