    I&B ministry grants registration to 10 MSOs in May, June

    KOLKATA: The ministry of information and broadcasting (MIB) has published a document listing all the registered multi-system operators (MSO) in the country. As per the document, there are 1664 registered MSOs in India as on 25 June 2020.

    Six and four MSOs were granted registration in the month of May 2020 and June 2020 respectively. A total of 48 MSOs have been granted registration in 2020 until now. There are two provisionally registered MSOs now.

    All the granted registrations are valid for a period of 10 years. The name of the companies that were added in the registration list in the two month includes Siddhi Vinayak Cable Bhainsdehi ,  Baroda Cable Network,  E-Star Digital Cable TV Network,  Bangalore Broadband Network Pvt Ltd, Meet Cable Vision, Lightfiber Telenetworks Pvt Ltd,  Modern Network Digital Pvt Ltd,  Kamdhenu Digital Network, RK Digital Cable Network and  Smart India Digital Services.

    The ministry has cancelled three applications in May and June 2020.

    MUMBAI: Multiplex Association of India (MAI) and Federation of Indian Chambers of Commerce & Industry (FICCI) have come up with detailed 12-point safety and enhanced precaution plan to be adopted by cinema halls. They have submitted the proposal to the ministry of information and broadcasting and various state governments. With India opening up for business slowly from the Covid2019 lockdown, it is expected that cinema halls and multiplexes may open up with a lot of restrictions.

    Movie critic-film trade analyst Taran Adarsh tweeted: “Multiplex association of India submits enhanced safety and precautions plan for cinemas to information & broadcasting ministry and various state governments.” Terming it as a very important development, he shared a detailed layout of how multiplexes will focus more on the safety of cinema lovers.

    The association urges cine-goers to follow the social distancing rules and have minimal human contact. They will also have to ensure that they are doing everything in their capacity to maintain strict hygiene levels.

    In order to keep multiplexes disinfected and clean, the association points out that theatre staff has to disinfect all areas, including ticket counter, security area, lobby, auditorium, food and beverage stand, restrooms, and even exit doors.

    While maintaining social distancing, multiplexes should check the body temperature of each person with infrared scanners, to make the wearing of masks compulsory in the premises. PPE kits will also be made available for purchase and hand sanitizers placed at all strategic locations.

    Digital transactions will be encouraged at the ticket counter. And, film enthusiasts will also be required to stand in demarcated circles at all times within the premises. Similarly, cine-goers will be urged to order food items digitally at the theatre, and the theatre should only sell single-use disposable packaging for food and drinks. Premium theatres will serve using proper cutlery and crockery.

    The association explains that families, groups, and couples will be seated together as per global cinema standards. However, one adjacent seat will be left empty as a precautionary social distancing measure in ordinary theatres. However, no seats will be left empty at luxury auditoriums as the reclining seats already have enough gap between them, the guidelines point out.

    Besides normal cleaning, the staff will be required to deep clean seats and all the frequently used locations at the theatre on a daily basis. Moreover, the staff will also have to wear masks and gloves at all times during working hours. They also will have to download the Aarogya Setu app on a mandatory basis.

    Sanitization and disinfectants that will be used to clean the theatre and its surroundings will be purchased only from authenticated suppliers. Film enthusiasts will be encouraged to use alternate urinals.

    To increase the awareness among the viewers, all precautionary measures will be promoted through various mediums inside the cinema hall. The staff will have to be swift and efficient in managing the crowd and detecting possible cases. And, the use of single-use, 3D glasses will be promoted.

    With the aim of keeping cinemas safe for India, the association states that the aforementioned stringent precautions will be implemented for the first two months from the day operation resumes. Post two months, the situation will be reviewed and an appropriate decision will be taken accordingly.

    It’s been almost two months now since cinema halls stopped operating. Many production houses have started releasing their films on OTT platforms. This has irked the multiplexes which are eager to restart the cinemas.

    Producers Guild of India issues clarification on shooting resumption guidelines

    MUMBAI: The Film & TV Producers Guild of India (the guild) today issued a clarification relating to shooting guidelines that would be put in place once the lockdown courtesy the Covid2019 pandemic is lifted and filming is permitted by the various governments.  Certain media outlets have carried reports detailing the list of protocols that would need to be followed while filming, sourcing it to the guild. 

    A release issued by the guild today had the following to state: 

    “A work-in-progress document prepared by the guild of draft guidelines for resumption of shooting activities has recently been circulating widely in the media and industry.

    This is to clarify that this document is only an early internal draft prepared by the guild in preparedness for the future resumption of shooting activities. Any final safety protocols and guidelines will be formalised only after comprehensive consultations with government officials, medical professionals and relevant industry bodies.”

    As readers may recollect, film and TV productions have been stalled for more than a month and a half and broadcasters have been airing reruns of old shows on their channels. The cost of constructed sets and rentals of different shooting floors and studios have been accumulating in certain cases. And both producers and broadcasters have been working on finding a solution around this along with studio and shooting floor owners.

    It may also be recalled, a publication carried a story quoting minister of information and broadcasting Prakash Javadekar saying that film and TV shoots could start in response to a plea by the Indian Broadcasting Foundation, if the Maharashtra government gives the production sector the go ahead.

    But since then, the Maharashtra government lead by Uddhav Thackeray took a decision to move into Lockdown 3.0 in order to get a handle on the spread of the Sars Cov2 virus. 

    Meanwhile, reports have appeared about TV productions commencing in Australia and a local publication carried a news report that Karnataka is likely to green signal film and TV shoots from next week.

    MUMBAI: The Ministry of Information and Broadcasting (MIB) has published a document listing all the registered multi-system operators (MSO) in the country. As per the document, there are 1645 registered MSOs in India as on 28 February 2020.

    Fifteen MSOs were granted registration in the month of February 2020. A total of 150 MSOs were granted registration in the year 2019. Surprisingly, just one MSO, Sharma Cable Network, was granted registration in the entire of 2018 as per the document.

    All the granted registrations are valid for a period of 10 years. The name of the companies that were added in the registration list in January includes Haur Cable Network,  Nabadiganta Cable Network, Krishna Enterprises, Lamjingba Times,  Sneha Digital Networks, Bangabhumi Cable and Broadband, AIS Cable & Broadband, Durga Digital, Asian Cable Network, GTPL Vijayaraya Network, VSN Network, Sri Srinivasa Cable Network, City Cable Network,  Star Digital Services and Mak Infrapromoters  

    The ministry has not cancelled any registration in February 2020. A total number of MSOs registrations cancelled by MIB is 74 till 31 January 2020.

    MUMBAI: The ministry of information and broadcasting has approved Rs 1.06 crore for the modernisation of Doordarshan Kendra at Vijayawada in Andhra Pradesh.

    I&B minister Prakash Javadekar said, “Modernisation of All India Radio (AIR) and Doordarshan (DD) is a continuous process and action for the same is taken from time to time, including projects for setting up of FM transmitters/stations at existing and new locations, replacement and modernisation of transmitters, digitisation of regional news units, adoption of modern high definition (HD) technology, digitisation of studios, digital content dissemination, expansion of DTH and high definition TV etc.”

    Responding to another question on the amount spent by the government during the last five years to promote government schemes on social media and applications in Rajya Sabha, Javedkar said that the Ministry of Information and Broadcasting along with its media units – Press Information Bureau, Doordarshan and All India Radio etc, promote the central government programmes and policies through various instruments, including social media platforms such as Twitter, Facebook, Instagram etc out of the overall funds allocated to such media units.

    “Further, the various ministries/departments of the central government also promote government programmes and policies on social media. The amount spent on such promotion by various ministries/departments is not centrally maintained,” he informed.

    Responding to request for details of leakages of private information of citizens on government hosted platforms, applications and websites, he said, “Ministry of Electronics and Information Technology has informed that the information required by users to log into government Schemes related apps vary from one application to another. For protection of data, Personal Data Protection Bill, 2019 has been introduced in Lok Sabha on December 11, 2019.”

    Budget 2020: I&B Ministry allocation raised by over Rs 310 crore this fiscal

    MUMBAI: Union finance minister Nirmala Sitharaman in her second budget announced Rs 4375.21 crore for the Ministry Of Information And Broadcasting (MIB) for the financial year 2020-21, Press Trust of India report said. The revised budget estimate for the last fiscal was Rs 4064.76 crore.

    The finance minister has increased the funds to MIB by Rs 310 crore over the previous fiscal year. The allocation for Prasar Bharati has remained at Rs 2889.36 crore, same as the revised estimate of last financial year.

    The allocation, in the budget, for broadcasting under the social services has been upped to Rs 3218.56 crore from Rs 3067.26 crore in FY20. Meanwhile, a total of Rs 967.29 crore is allocated for information and publicity.

    The minister raised the allocation for the Film and Television Institute of India (FTII), Pune to Rs 49.4 crore from Rs 30.87 crore in 2019-20, and has doubled the Indian Institute of Mass Communication (IIMC) funds to Rs 61.30 crore in FY21 from Rs 25.69 crore in the last fiscal.

    Hailing the budget 2020 as most pragmatic, union information and broadcasting minister Prakash Javadekar said that India has not only managed a good growth rate but is also marching towards a better rate, adding that the budget will usher in all-round development.

    MUMBAI: The Ministry of Information and Broadcasting (MIB) has published a document listing all the registered multi system operators (MSO) in the country. As per the document, there are 1630 registered MSOs in India as on 31 January 2020.

    Fifteen MSOs were granted registration in the month of January 2020. A total of 150 MSOs were granted registration in the year 2019. Surprisingly, just one MSO, Sharma Cable Network, was granted registration in the entire of 2018 as per the document.

    All the granted registrations are valid for a period of 10 years. The name of the companies that were added in the registration list in January includes Latiyal TV Club, Vijayendra Cable, Seven Star Digital; Maxnet Communication, AG Digital Communication, Jai Maa Vaishnavi Jai Mata Di Star Cable, Digimedia Cable, Cable Operator Association of Yamunagar N Jagadhari, Siddhi Cable Center, Barale Cable Network, Aryabhatt Digital Network Pvt Ltd, The Nandhyal Communications, Tiranga Networks and DNA Cables.

    The ministry has also cancelled the registration of Skyway Digital on 27 january 2020. The total number of MSO registrations cancelled by MIB is 74 till 31 January 2020.

    I&B Ministry asks TV channels to follow Supreme Court orders in condemning lynching, mob violence

    MUMBAI: The country has seen an alarming increase in the incidences of lynching in the last few years. The Ministry of Information and Broadcasting (MIB) has once again sent out an advisory to TV channels to comply with the Supreme Court’s directions to electronic media to condemn lynching and mob violence.

    The relevant extract for TV channels from the Tehseen S Poonawalla vs Union of India and others reads: “The central and state governments should broadcast on radio and television and other media platforms including the official websites of Home Department and Police of the States that lynching and mob violence of any kind shall invite serious consequences under the law.”

    The MIB advisory also requests channels to run the following messages in the form of a scroll: Mob violence and lynching is a serious crime and invites serious consequences under the law. Mob violence and lynching is a serious criminal offence and invites stringent punishment under the law.

    The ministry mentioned that Doordarshan had already begun implementing the apex court’s order.

    The MIB had previously directed TV channels to carry the warning in September 2018 to adhere to Supreme Court’s verdict on lynching, cow vigilantism and mobocracy. TV channels were asked to refer to the Supreme Court judgement dated 17 July 2018 and 24 September 2018. It also urged TV channels to “ensure widest possible outreach of the directions of the Supreme Court”.

    The Supreme Court on 17 July 2018 had decried cases related to lynching and said mobocracy won’t be tolerated in civil society. It said, “No citizen can take the law into his hands nor become a law unto himself.”

    In this regard, the Supreme Court bench headed by the then Chief Justice of India Dipak Misra had also ordered the centre and states to take strict action against lynching and mob vigilantism. It had warned people that indulging in it would attract the ‘wrath of law’.

    In the last few years, there have been rising instances of lynching over fake news. One of such was the Dadri lynching in 2015 when a mob of around 50 people lynched a 52-year-old Muslim villager on the pretext of storing beef at his home. Similarly, two young travellers in Guwahati, Assam were also lynched on the allegation that they were child kidnappers.

    MIB advises channels to carry sign language interpretation of R-Day ceremony

    MUMBAI: The Ministry of Information and Broadcasting has released an advisory to all the channels regarding the carriage of sign language interpretation of Republic Day ceremony. All the channels can carry the feed from DD Bharati/ DD News of the president of India's speech and Republic Day-parade with commentary free of cost. 

    Public broadcaster, Doordarshan, has indicated that DD Bharati will carry sign language interpretation of the President's Address to the nation on its channel from 7 pm to 7.30 pm on 25 January 2020. lt has further stated that on 26 January, DD News will carry the sign language interpretation of the commentary on its channel from 9 am to 11 am (or till the end).

    The advisory from the ministry said, "The media has always been in the forefront of taking up important issues concerning national integration, progress of disadvantaged sections of the society, etc. Therefore, the feed of DD News/DD Bharati is being made available free of cost. All TV channels interested in carrying the live telecast of the speech of the president of India and Republic Day-parade with commentary, may carry the signals of DD Bharati/DD News with sign language  interpretation and English/Hindi closed captions for the benefit of differently-abled people and make the event accessible to them."   

    The ministry had received requests to carry the telecast with sign language interpretation and English/Hindi closed captions to help people connect meaningfully with this important National day.

    Eleven MSOs were granted registration in the month of December 2019. A total of 150 MSOs were granted registration in the years 2019. Surprisingly, just one MSO, Sharma Cable Network, was granted registration in the entire of 2018 as per the document.
