    Radio Mirchi to hawk Oye FM 104.8 ads

    BENGALURU: Entertainment Network India Limited (ENIL) has informed the bourses that it has entered into an Advertising Sales Agreement (ASA) with TV Today Network Limited (TVTN) on 24 August 2016, in relation to TVTN’s 3 (three) private FM radio stations at New Delhi, Mumbai and Kolkata. Pursuant to the ASA, TVTN has agreed to appoint ENIL as an agent of TVTN with effect from September 1, 2016 to facilitate the sale of TVTN’s airtime to third-parties who wish to advertise using TVTN’s airtime. ENIL operates stations under the brand Radio Mirchi.

    Early last year, TVTN had offered to sell seven radio stations that it ran under the brand Oye FM 104.8. The company had entered into a non-binding memorandum of understanding with ENIL to sell all its seven radio stations to it subject to approvals and conditions. TVTN received approval from the Ministry of Information and Broadcasting (I&B Ministry) in July last year for sale of four of its radio stations at Jodhpur, Amritsar, Patiala and Shimla to ENIL and a binding agreement was signed between the two in September to that effect. The I&B Ministry had earlier declined its approval on the grounds that the proposed sale by TV Today Network and proposed purchase by ENIL is not in conformity with the FM radio guidelines.

    Rathore urges govt. officials to aggressively use social media

    NEW DELHI: Taking a cue from Prime Minister Modi’s effective use of social media, Minister of State for Information and Broadcasting (MIB) Rajyavardhan Rathore’s message to his officials is use social media aggressively for disseminating information on government.

    “We need to open up. Typically, governments have been with iron curtains all around. But today time is changing, so we first need to change our mindset,” A PTI report quoted Rathore as saying today.

    The junior MIB minister was inaugurating a workshop for government officials in Press Information Bureau (PIB) on how to use Facebook more effectively for communication.

    PIB is the public relations division of the government and its official under a director-general are entrusted with disseminating information on government initiatives. 

    Addressing PIB officials, the PTI report states, Rathore advised that the process of how information is shared from decision makers to disseminators needs to get faster and social media can play a key role as it not only shapes debates on TV but also public opinion.

    According to the minister, “You cannot hide information in today’s world. You have to share that information. The idea is to send the right kind of content that people can engage with.” 

    Pointing out that often incorrect information regarding ministries and government departments goes on social media,  Rathore advised that on such occasions the correct facts should be provided.

    “That is the time you could get to the social media and correct that information. People are hungry for information,” Rathore is said to have opined as per the PTI report.

    The minister compared old and present times regarding communications. He said had it been older times pigeons would have to used for communicating and the head of PIB would have had maximum number of pigeons, hinting at the amount of communication that a government undertakes as part of its outreach programme.

    A lot of people dismiss social media, saying the debate going on there is “junk”, he said but emphasised that this very debate shapes what is reported on television and in the print media.

    “It is shaping your mind when you sit on the dining table during dinner time and do your discussions,” he is quoted as having said.

    The minister pointed out that 85 per cent of federal ministers were on Facebook and 80 per cent ministries already have verified FB accounts.

    Referring to PM Modi’s love for technology and effective use of social media, Rathore says the “coach has shown the way and it is now for the athelets to act.”

    Interestingly when Rathore was questioned on Twitter for this government support to a private enterprise (Facebook) as being strange, the minister tweeted back saying: “Yes, but all communication tools, public/ private need to be utilised for empowering & enhancing outreach.”

    Facebook executives were present on the occasion.

    MUMBAI: The ministry of information and broadcasting says that close to 17.8 million set top boxes have been seeded in Phase IV areas. The figure was 138 million set top boxes during the fifteenth task force meeting held in end May this year.

    Speaking at the sixteenth task force meeting which was held on 26 July, the joint secretary R. Jaya stated that most of this is coming courtesy voluntarily digitization.

    She also urged representatives of the MSOs to finalise their procurement plans of STBs, and cautioned that “they should not let some disinterested players in phase IV areas delay digitization in phase IV areas on the grounds of non-availability of STB as it was done in phase III.”

    She added that except for some DTH operators the public awareness campaign for DAS Phase IV digitization has not come up to scratch. She urged the industry to develop its own creative and its own spots to spread the message of cable TV digitization in the phase IV regions.

    This is of course apart from the spots that have been developed by the ministry and which were playing out on the public broadcaster Doordarshan’s channels.

    NEW DELHI: The Government considers the existing provisions under various policy guidelines of Ministry of Information and Broadcasting are considered adequate as far as the electronic media goes.

    The permission of 73 TV channels has been cancelled till date for violating the provisions of Uplinking Guidelines, the Rajya Sabha has been told.

    Minister of State for Information and Broadcasting Rajyavardhan Rathore said 24 FM Channels of 6 Private Broadcasters have been revoked for violation of provisions of the Grant of Permission Agreement (GoPA) signed by them with Government under the FM Radio Phase-II regime.

    All the registered agencies mentioned above under print, audio and visual media are required to abide by the rules and regulations prescribed under various policy guidelines of Ministry of Information and Broadcasting.

    He said the country at present has 892 permitted Private Satellite TV channels registered in the country, as on 30 June.

    A total of 42 Private FM Radio Broadcasters have been granted permission to establish, operate and maintain private FM Radio Stations in the country.

    More than a decade after the scheme was launched, only 196 Community Radio Stations are operational in the country.

    The Press in India 2014-15 published by the Office of Registrar of Newspapers for India (RNI), shows as many as 1,05,443 publications, having different periodicities are registered with RNI, as on 31 March 2015.

    NEW DELHI: With no resolution in sight to the imbroglio relating to adcaps on television channels, the Delhi High Court has adjourned the hearing one more time, this time to September 29, 2016.

    The matter had earlier been put off on May 13, 2016 to today by chief justice G Rohini and Justice Jayant Nath as they did not have time to hear the matter in view of part-heard cases.

    When the case comes up next, court is also expected to take up an application by intervenor Home Cable Network Pvt Ltd seeking vacation of the order staying action against violating television channels.

    In the hearing on March 29, 2016, a plea was made on behalf of the Ministry of Information and Broadcasting (MIB) that a proposal was being contemplated to amend the relevant provision relating to limiting ads to 12 minutes an hour.

    On May 13, 2016, the court had agreed to take up at the next hearing for vacation of stay. The court had on February 11, 2016 had also agreed to take up the application by Discovery Communications to intervene on the matter.

    Earlier on November 27, 2105, the court chaired by the chief justice, had said the matter had been pending for some time and, therefore, it would hear and conclude the case in the next hearing. On that day, MIB had informed the court that it was in talks with the News Broadcasters Association (NBA) and other stakeholders on the issue of the advertising cap of 12 minutes per hour. This was the first time that the ministry had put in an appearance in the petition filed by the NBA against the Telecom Regulatory Authority of India (TRAI) and others.

    The case, filed by NBA and others against TRAI and the Union Government, has so far been adjourned from time to time on the plea that the government and the broadcasters are in talks on this issue.

    The court has already directed that the order that TRAI would not take any action against any channel pending the petition would continue. In an earlier hearing, the court had, at the regulator’s instance, directed that all channels keep a record of the advertisements run by them.

    The NBA had challenged the ad cap rule, contending that TRAI does not have jurisdiction to regulate commercial airtime on television channels. Apart from the NBA, the petitions have been filed by Sarthak Entertainment, Pioneer Channel Factory, E24 Glamorus, Sun TV Network, TV Vision, B4U Broadband, 9X Media, Kalaignar, Celebrities Management, Eanadu Television and Raj Television.

    Meanwhile, the separate petition filed in the High Court by Vikki Choudhry and Home Cable Network Pvt Ltd., which too will be heard on the next date in September, seeks to charge MIB with dereliction of its duties to take action against offending pay TV broadcasters for violating the terms and conditions of the licenses/permission for Uplinking and Downlinking.

    The Court had in June asked the Ministry to file its reply in four weeks. Notice was issued only to the Ministry, although the petition also listed several other broadcasting companies as respondents.
