    The state of vulgar ads on TV, according to I&B minister of state L. Murugan

    MUMBAI: Marketing professionals continue to cross the line as far as ads are concerned on TV. But there are enough  built-in regulatory checks  to reign them in. At least that’s what appears to be, the case, considering  the written reply given to the Rajya Sabha by minister of state for information & broadcasting L. Murugan on 7 November. . 

    Some 73 complaints were  received by regulatory bodies against vulgar and obscene TV advertisements on TV channels over the past three years, he said. But all  violations were addressed through  a three step grievance redressal  process.   The first, self-regulation by broadcasters. The second step being self-regulation by self-regulating bodies of the channels. The final level is an oversight mechanism of the government through the I&B ministry. 

    The measures taken at the central government level include the issuance of advisories, warnings, apologies and off air orders against guilty parties.

    NEW DELHI: News broadcaster NDTV has been issued a show cause notice for its live coverage of the security forces’ operations at Pathankot to flush out terrorists who were engaged in an encounter.

    Stating this in the Parliament, Minister of State for Information and Broadcasting Rajyavardhan Rathore said that the notice had been issued under Rule 6(1)(p) of the Cable Television Network Rules 1994.

    He said the Ministry had brought out amendments on 23 March last year in Rule 6 of the Rules to prohibit live coverage of operation by security forces. Rule 6 of Programme Code was amended by inserting a clause (p) under sub rule (1) whereby no programme should be carried in the cable service, which ‘contains live coverage of any anti-terrorist operation by security forces, wherein media coverage shall be restricted to periodic briefing by an officer designated by the appropriate Government, till such operation concludes.’

    Answering a question, he said in order to implement the Rules, the Home Ministry has issued Advisories to the States whereby the DGP of the State concerned has been designated as appropriate authority for specifying an operation and the spokesperson of the State Police has been made the designated officer for the purpose of briefing the media during the anti-terrorist operations.

    NEW DELHI: Filmmaker Gautam Ghose and actor-filmmaker Kamal Haasan have been added to the Committee headed by Shyam Benegal to suggest a paradigm that ensures that artistic creativity and freedom do not get stifled/curtailed even as films are certified.

     

    Benegal said it had been felt that more regions of the country should be given representation on the panel.

     

    The Committee had over the weekend held its first meeting with Information and Broadcasting Minister Arun Jaitley, Minister of State Rajyavardhan Rathore, and Secretary Sunil Arora.

     

    The other Members of the Committee include filmmaker Rakeysh Omprakash Mehra, creative director Piyush Pandey, media veteran Bhawana Somayya, National Film Development Corporation MD Nina Lath Gupta and Joint Secretary (Films) Sanjay Murthy as Member Convenor. The Committee has been requested to submit its recommendations within two months.  

     

    When setting up the Committee on New Year’s Day, the Ministry had said that “in most countries of the world there is a mechanism/process of certifying feature films and documentaries,” an official release also said that the attempt should also be that “the people tasked with the work of certification understand these nuances.”

     

    The recommendations of this Committee are expected to provide a holistic framework and enable those tasked with the work of certification of films to discharge their responsibilities keeping in view this framework. 

     

    The note said Indian films have a glorious history and a whole lot of Indian films have enriched the cultural milieu of the country besides making astonishing advances in technical aspects of film making.

     

    During their deliberations, the Committee would be expected to take note of the best practices in various parts of the world, especially where the film industry is given sufficient and adequate space for creative and aesthetic expression.

     

    The Committee will recommend broad guidelines and procedures under the provisions of the Cinematograph Act 1952, Rules for the benefit of the chairperson and other members of the Screening Committee. The staffing pattern of Central Board of Film Certification would also be looked into in an effort to recommend a framework, which would provide efficient and transparent user friendly services.

    Six satellites including two for communications to launch in 2015-16

    MUMBAI: India is planning to launch six more satellites during 2015-16, of which two are communication satellites – GSAT-6 and GSAT-15.

     

    The Rajya Sabha was today informed by MoS in the Prime Minister’s Office and minister of state in the Ministry of Personnel, PG and Pensions, Dr Jitendra Singh about the same.

     

    The other satellites include three Navigation satellites IRNSS-1E, IRNSS-1F and IRNSS-1G; and one space science satellite ASTROSAT.

     

    In addition, plans are also afoot to launch 13 more satellites from four countries using Polar Satellite Launch Vehicle.

     

    Antrix Corporation, which is the commercial arm of Department of Space, is already marketing remote sensing data (images) from Indian Remote Sensing satellites in the global market through establishment of International Ground Stations and reseller network.

     

    As on April 2015, Indian Space Research Organisation (ISRO) has launched 74 satellites. Out of these, seven satellites failed to reach the orbit due to launch failure and three satellites failed in orbit.

     

    In addition, ISRO has successfully launched 40 foreign satellites from 19 countries and four micro and nano satellites built by students of Indian Universities using Polar Satellite Launch Vehicle (PSLV).
