  • Media’s love-hate relation with politicians won’t change

    Media’s love-hate relation with politicians won’t change

MUMBAI: Earlier in the day the comment about the “media being sold” by Aam Aadmi Party chief Arvind Kejriwal hit the headlines. And it was just apt for NDTV editor Vishnu Som to kick off the session – Media as Opinion-Maker – which he was anchoring at the recently concluded FICCI Frames 2014 by posing the first question to the AAP representative Shazia Ilmi, who was in the panel along with Minister of state, IT and communications and shipping, government of India Milind Deora, BJP Maharashtra state unit president Devendra Phadnavis, Reliance entertainment chairman and FICCI convergence committee chairman Amit Khanna and All India Trinamool Congress representative and member of parliament Derek O’Brien.

So, Ilmi was asked if it was right on Kejriwal’s part to shun the media as it was the media who made AAP. While she agreed that the media had been friendly to AAP, she also pointed out that it was left with no choice than to cover AAP as many others were doing it and the interest also lied there.

Deora, however, presented quite a friendly take about media as he remarked, “When someone chooses to be a politician you are placing yourself under scrutiny. It is extremely immature to talk about media being fair or unfair.”

As the discussion continued, many topics from the importance of “social media” in the general elections to the issue of BJP Prime Ministerial candidate avoiding an “one-on-one” talk with media came up.

In fact Modi took a fair share of the time during the discussion. From his style of promoting himself to his recently devised campaign “Chai Pe Charcha” formed a major part of the conversation.

“Modi believes in one way communication,” was the remark made by O’Brien to which Phadnavis retaliated by stating that Modi may not be talking to media but he is talking to the people through ‘Chai pe Charcha’.

O’Brien didn’t miss an opportunity to take a potshot at the Congress also when he wittily remarked to Deora that it was the Congress’ Mani Shankar Aiyer, who gave Modi the lollypop by calling him a ‘chaiwala’.

Even Ilmi thinks that Modi must come out and answer crucial questions as to what are his views on important policy decisions that need to be taken rather than just show his ‘model of Gujarat’.

The discussion turned towards censorship when Khanna said that our country lacked a concrete form of a regulator such as the Federal Communications Commission (FCC) in the US. “We have the Telecom Regulatory Authority of India (TRAI) which does not actually have the mandate to regulate broadcast or content,” he said.

We are standing at the brink of a media convergence occurring right in front of eyes but O’Brien says that it won’t be just social media that will be impactful in the future. “The mobile will be an important tool in the hands of every person in this country,” he said while also highlighting the fact that the real action was happening in regional media.

Media in the country is no longer a form of public service. It is a combination of that and a business, which Som admitted himself. “If one is looking to the media as the sole repository of honest investigation of truth then unfortunately it does not exist currently,” he said.

The one point that all politicians agreed was that they needed the media as much as media needed them and both the media as well as politicians were seeking to increase the level of engagement.

Over a million telephones of telemarketers disconnected till January: Deora

NEW DELHI: While the Telecom Regulatory Authority of India has so far received Rs 1.52 crore as penalty from registered telemarketers, the government has admitted that Unsolicited Commercial Communications (SMSs or calls) from persons not registered as telemarketers has not ceased.

Such individuals deliberately masquerade themselves as “normal subscribers” even though their primary purpose for obtaining telecom resources is for telemarketing activities, according to Minister of State for Communications and Information Technology Milind Deora. However, he felt TRAI’s regulatory interventions have largely tempered the menace of Unsolicited Commercial Communications (UCC).

A total of 1.4 million telephones of unregistered telemarketers have been disconnected till 31 January and 1,80,000 Unregistered Telemarketers were blacklisted for two years till 31 January.

With the implementation of these measures, the number of complaints regarding receipt of UCC from unregistered telemarketers has come down from around 45,000 per month in the month of August 2012 to around 12,000 per month in January 2014.

The Telecom Commercial Communications Customer Preference Regulation 2010 has laid down a revised framework for UCC. These regulations came into force with effect from 27 September 2011. The National Do Not Call Registry (NDNC) has been renamed National Customer Preference Register (NCPR). The Telemarketers after registration from TRAI get permission to access the National Customer Preference Register (NCPR).

TRAI has been continuously reviewing this regulation and accordingly issued fourteen amendments to the regulation and a number of directions to make the regulatory framework more effective and stringent. The regulation provides for imposition of penalty against registered telemarketers, to be recovered from the security deposit with the service provider.

The regulator has been taking various steps to rein in unregistered telemarketers from sending unsolicited commercial communications to customers registered in the National Customer Preference Register.

The recent initiatives taken by TRAI under this regulation include preventing unregistered telemarketers from misusing concessional SMS packs or tariff plans for sending bulk promotional SMSs, a price restraint has been placed on sending of more than one hundred SMS per day per SIM. The subscriber is free to send SMSs beyond this number, however, all such SMSs sent beyond one hundred SMS per day per SIM shall be charged at a rate not lower than 50 ‘paise’ per SMS.

To restrict unregistered telemarketers from sending bulk promotional SMSs using software applications, Access Providers have been mandated to put in place a solution, which will ensure that no commercial SMSs are sent having same or similar characters or strings or variants from any source or number. The solution will ensure that no more than 200 SMSs with such similar ‘signature’ are sent in an hour.

For increasing consumer awareness and to caution against misuse, Access Providers have been mandated to send SMS to all customers on periodic basis, advising them not to send any commercial communications and informing them about the consequences of misuse.

The unregistered telemarketer’s number will be disconnected and his name and address will be blacklisted for a period of two years. No telecom resources shall be provided to such subscribers for two years.

  • Spectrum delinked from licences to increase availability via auctions: Deora

Spectrum delinked from licences to increase availability via auctions: Deora

NEW DELHI: In view of shortage of spectrum for terrestrial broadcasting and telecom sectors, spectrum has been delinked from licences and market discovered price mechanism by successfully introducing auctions.

Minister of state for Communications and Information Technology Milind Deora told Parliament that the National Telecom Policy-2012 (NTP-2012) stipulates, among others, to re-farm and allot alternative bands or media to service providers from time to time to make spectrum available for introduction of new technologies for telecom applications.

He said an Empowered Group of Ministers (EGoM) constituted on 26 November 2009 has made recommendations relating to measures for early introduction of spectrum efficient digital terrestrial broadcasting for vacation of spectrum for other services in line with international practices.

Its terms of reference also includes recommending measures for vacation of adequate additional spectrum by the existing large users such as Defence, Space, Paramilitary, etc., in a time bound manner for the growth of mobile telephony and broadband sectors in the country.

Some of the telecom service providers have reported interference in their mobile networks in some of the service areas. The Defence Ministry has been requested to coordinate alternate frequency in such service areas. Spectrum has been identified in different frequency bands to meet the requirements of Defence which varies service area wise.

  • Phones of over 51,000 alleged telemarketers disconnected

NEW DELHI: Over 51,000 telephone numbers of such subscribers who had not registered as telemarketers but were doing telemarketing activities have been disconnected and notices have been served on nearly 88,300 subscribers who have carried out similar violations.

The measure is to check several calls and SMSs being sent by subscribers without getting themselves registered with Trai as a telemarketer by using normal telephone connections having numbers other than the ‘140‘ number series allotted to registered telemarketers.

Minister of State for Communications and Information Technology Milind Deora told Parliament that it had been noticed from the complaints‘ data received from service providers that the majority of complaints of Unsolicited Commercial Communications are sent by telecom subscribers who were not registered as a telemarketer.

‘The Telecom Commercial Communications Customer Preference Regulations, 2010‘ is clear that no subscriber who is not registered with the TRAI as a telemarketer under these regulations can make any commercial communication. In case it is found based on verification of a complaint that the UCC was originated by a subscriber who is not registered with Trai as a telemarketer, the Originating Access Provider shall issue a notice to such subscriber to forthwith discontinue the sending of such unsolicited commercial communications and if such subscriber sends a commercial communication to any subscriber on a second occasion, disconnect the telecom resources of such subscriber.

Till 30 July this year, 88,307 notices have been sent to subscribers who have not registered as a telemarketer but were doing the telemarketing activities; and 51,181 telephone numbers of such subscribers have been disconnected.
