    No policy announcements, it’s simply ‘Mann ki Baat’

    NEW DELHI: The Government has made it clear that the prime minister Narendra Modi’s monthly ‘Mann ki Baat’ broadcast does not cover any public policy or announcements.

    The minister of state for information and broadcasting Rajyavardhan Rathore said in the Parliament that “Mann Ki Baat is a unique initiative of the prime minister to reach across to the masses through the Radio and connect with the common man on regular basis, inform them about the initiatives of the Government and seek their support in nation building and governance”.

    He added that through this programme the Prime Minister has directly shared his concerns on issues affecting citizens of the country like cleanliness, saving the girl child, welfare of Divyangs, uprooting the menace of drugs and road rage etc. It also provides the listener an opportunity to suggest topics and issues faced by the common man and thus become a part of participative governance.

    The prime minister has now made the broadcast for 26 months.

    All India Radio has commenced the regional language broadcast of Prime Minister Narendra Modi’s ‘Mann ki Baat’ immediately after the Hindi broadcast is over.

    AIR Director General Fayyaz Sheheryar told Indiantelevision.com’s sister concern Radioandmusic.com that this will be in addition to the broadcast on regional kendras that comes at 8.00 pm on the last Sunday of the month when the Prime Minister makes his broadcast. He said that AIR had advertised before this broadcast that listeners can catch the broadcast on the entire AIR network including medium wave and FM Gold and FM Rainbow.

    In addition, the broadcast is carried live on Doordarshan National, DD News, DD Bharati, DD India and DD Kisan.    

    The broadcast can also be heard on the AIR Mobile App ‘All India Radio Live’ on Android, IOS and Windows and also give a missed call on 1922 to listen to the broadcast.

    It is streamed live by pmonradio.nic.in, allindiaradio.gov.in, newsonair.nic.in, and youtube/user/akashvaniair.

    It is also available free to all private television channels and FM channels. Letters can be sent on MyGov.in, and NarendraModi App.

    NEW DELHI: Information & Broadcasting Minister M Venkaiah Naidu has said information is “ammunition to fight social evils such as corruption, poverty, illiteracy and terrorism”.

    To ensure last mile reach and keep pace with the changing communication paradigm, the government communication needs to incorporate innovative and out of the box ideas. Innovative ideas such as Prime Minister Narendra Modi’s Mann ki Baat and the MoU signed with Amar Chitra Katha for comic books on Swachh Bharat Abhiyaan influenced the masses at large.

    Naidu was addressing the Indian Information Service Officer Trainees of 2015 batch currently undergoing at training at Indian Institute of Mass Communications (IIMC) here, who had called on President Pranab Mukherjee yesterday. Minister of State for I and B Rajyavardhan Rathore and senior officers of the Ministry were also present on the occasion.

    Naidu said to effectively design communication strategy for various government programmes and flagship schemes was a major challenge for government communication managers. He added that communicating success stories about developmental programs like Swachh Bharat Abhiyaan (Clean India campaign) would inspire and motivate citizens and would engage them as stakeholders in the governance process.

    The Minister emphasized on the need for India Information Service (IIS) officers to learn and adapt to the new technologies, tools and techniques to enhance reach of the government; especially in the age of social media.

    “The social media perspective has changed the way we communicate and govern today, which provided challenges and opportunities for the officers to enhance government outreach,” Naidu said.

    In his interaction, the Minister emphasized on the need to be progressive in thought and take pride in the role and responsibility assigned to each officer. He specifically mentioned the initiative taken by the Ministry to institutionalize capacity building through appropriate training programs at different career levels. Naidu also assured the officer-trainees that the quality aspect associated with capacity building issues in the training programs would be improved to meet the communication challenges.

    Rathore advised the officer trainees that there was a need to continuously learn and add value to their skills as well as the organization where they would be working.

    IIS Officer Trainees also shared their experiences of the past nine months of training with the two Ministers.

    NEW DELHI: In a meet that was meant to convey sarkaari farmaan as well as admonish, Information & Broadcasting Minister M Venkaiah Naidu today told his officers today that the focus of communication strategy should be to incorporate innovative and out of the box ideas in order to keep pace with the changing communication paradigm.

    In a meeting with senior Indian Information Service officers, he said the communication approach of the Ministry should strive for empowerment of people, by informing them regarding key initiatives of the Government in order to take Prime Minister Narendra Modi’s vision of “Reform, Perform and Transform” forward.

    Technology played a critical part in defining the communication approach especially with the enhanced role of different media platforms.Secretary Ajay Mittal was also present on the occasion.

    The Minister said there is an urban-rural divide in the country and the communication managers should design appropriate strategies to address the vast cross section living in rural areas, marginalized communities and focus on the empowerment of the women.

    Naidu said it is important to engage with the people through innovative products, creative messages and a language which is easily comprehendible. The Minister cited the example of Prime Minister’s Mann ki Baat broadcasts on All India Radio as an innovative approach to reach out to the people. It is also a challenge for Government communication managers to re-examine their approach towards critical issues and schemes such as Goods and Services Tax, Jan Dhan Yojana, Neem coated urea etc.

    Communication is critical tool to ensure last mile connectivity: Naidu

    NEW DELHI: Information and Broadcasting Minister M Venkaiah Naidu said today that the Government had placed communication as a critical cog in the wheel of change and it had been woven into a policy matrix which aims at maximum governance, minimum government.

    Speaking at the valedictory function of Mid Career Training Programme for Senior Indian Information Service officers (IIS) at Indian School of Business, in Hyderabad today, Naidu said,“Today, we live in an age of instant communication, the images and tools of the media landscape influence our thought process on a continuous basis. The need to constantly re-invent our understanding and perception through an institutionalised skill upgradation program which includes a re-examination of our approach towards the communication process”, he stated.

    Naidu said that the government in the past two years had embarked on a programme of communication innovation – adopting methods, seeking spaces to ensure last mile connectivity to the people. “Our approach has attempted to weave different platforms, varied contents through a focussed 360 degree approach. While we have succeeded in adopting a new communication philosophy which incorporates the Citizens concerns, there are areas which still reflect chinks in the armour of government communication”, he said.

    He said the ministry had taken up the initiative of providing Information Service Officers skill upgradation through an institutionalised training policy. The objective is to plug the gaps in the Government’s communication approach in areas of content design, social marketing, branding, impact assessment and weaving technologies in the digital age. To bring about a change always creates a dissonance in the government process. He said that the two weeks training program is aimed to offer a fresh perspective, clarity on the nuances of communication management and gave tools and ideas to keep pace with the digital communication world to the IIS officers. He informed the officers that they would be going to the University of Berkeley for a further one week program training programme on the contemporary changes in the communication discourse.

    Naidu said recent advances in technology and communication space have completely overhauled the way the Government interacts with the citizens. This change being led by Social Media has ushered in a new era of Governance. it is absolutely necessary for constant upgradation of skills of officers in light of development of new technologies, he added.

    He said that in the last two years the present government has taken a lot of Citizen centric initiatives but communicating the benefits remains a challenge. Social and behaviour change communication is a critical factor in the success of Swachh Bharat Abhiyan which is a major flagship scheme of the government. “I am hopeful that the Media Strategy and Planning in the changing scenario of social advertising, a course module taught at ISB during the training of the officers, would benefit in defining the communication roadmap for the government social sector schemes and to ensure last mile reach”, he said.

    As the digital media continues to influence the communication and media landscape, social and digital media planning has to be an integral part of the government’s communication strategy. “I am sure the exposure to the officers about the best practises in digital media planning around various organisations across the world would have provided the required skillset and tools to address the challenges in the public domain”, he said.

    He added that the old mediums of communication have not become irrelevant. Radio still holds its relevance considering the mass outreach it has. Even the Government’s Mann ki baat Programme has become an excellent communication platform where the Prime Minister of our country not only directly communicates his views on diverse topics/ issues but also takes feedback from people through ‘myGov’ platform and Phone in services. In the current scenario, training in specific domains is incomplete without case studies and practical exposure. Case studies have proven to be an excellent way of practicing and applying new concepts. As such, they’re very useful tools in learning and implementation.

    The different phase wise training for the IIS Officers have been designed keeping in mind the broad objective of the Government’s Communications needs as well as changing communication and technology paradigm.
