    NEW DELHI: Information & Broadcasting Minister M Venkaiah Naidu said the principal objective of public communication is to make people informed participants and enthusiastic partners in the task of nation building.

    Effective public communication was the backbone for change management and thus all officials of the Ministry and its Media Units were important stakeholders in this process as agents of change.

    Addressing the Officers of Ministry and Media Units, Naidu said “technological advances had revolutionized the way we communicate with each other” and there was a need to fully harness Social Media platforms like Twitter, Facebook for effective communication and participatory development.

    Minister of State Rajyavardhan Rathore, Secretary Ajay Mittal and Media Heads were present on the occasion.

    The Minister said there was vast scope for improvement of effective functional linkages among different media units of the Ministry including Press Information Bureau, Publications Division, Directorate of Field Publicity, Directorate of Advertising and Visual Publicity, Films Division, All India Radio and Doordarshan. This would ensure a comprehensive and integrated outreach of the Government initiatives.

    The Minister said it was imperative to realize the importance of communication in achieving the mission of making of a developed India and the celebration of India in its diverse and rich cultural traditions.

    He said the Government priorities were clear in the context of expectations from officials which included focus on Results, Transparency, Accountability, Discipline and Enabling work environment.

    NEW DELHI: In a digital age when most entertainment is downloadable and proliferation of television has made information easily accessible to general public, it’s heartening to note that pubcaster radio is holding its own against public-funded television.

    Minister for Information and Broadcasting (MIB) M Venkaiah Naidu informed Lok Sabha (Lower House of Parliament) that All India Radio, managed by pubcaster Prasar Bharati, has shown a gradual increase in revenues.

    The MIB minister added that on the other hand Doordarshan’s revenue generation has been below par.

    According to Naidu, operational cost of Doordarshan and All India Radio, however, is going north as a result of increased manpower hiring and resultant hike in remunerations and benefits given to government officials.

    Though Prasar Bharati is an autonomous body, the government has been providing non-plan support for meeting 100 per cent expenses towards salary and salary-related expenses and under planned expenditure for technical capital requirements.

    Prasar Bharati has received a total of Rs 9486.52 crore between 2013-2014 and June 2016 as plan or non-plan grant from MIB.

    During these years, the amount peaked in 2015-16 when the total grant was Rs 2795.89 crore.

    Meanwhile, Naidu added that AIR has no mechanism to undertake audience measurement at regular intervals through field surveys.

    In the year 2014, DD National’s all-India audience ratings were 0.17%. In the year 2015, the ratings percentage dropped to 0.10% owing to the fact that the ratings agency did not cover 100 per cent of DD National on an all- India basis, MIB minister explained to Parliament.

    Government also admitted that increasing reach of other TV channels, mainly privately-owned, into rural areas has eaten into the share of DD viewership.

    In the current year, till the 27th week of 2016, ratings percentage of DD National was 0.11% as per data generated by Broadcast Audience Research Council (BARC), which is an industry initiative.

    EXPENDITURE ON TRANSMITTERS: Over Rs 1,033 crore has been spent by DD on maintenance of low-power and very low powered transmitters.

    The total expenditure incurred by Doordarshan during the last three years was 2013-14 Rs. 318.16 crore; 2014-15 Rs. 349.66 crore and

    2015-16 Rs. 365.65 crore.

    Minister of State for Information and Broadcasting Rajyavardhan Rathore told the Lok Sabha that Prasar Bharati has 368 very low power TV transmitters (VLPTs) in the country.

    The junior MIB minister said that while no in-house survey has been conducted to assess LPT (low power transmitters) viewership by DD, BARC too doesn’t provide such data.

    Prasar Bharati has decided to close four LPTs as they lie in the coverage zone of nearby high power transmitters (HPTs) in Madhepura (Bihar); Simri Bakhtiarpur (Bihar); Khagaria (Bihar); and Kalna (West Bengal).

    Rathore also added that upgradation/modernization of Doordarshan Kendras is a continuous process.

    Big B to promote using city compost produced from municipal solid waste in new campaign

    NEW DELHI: The Urban Development Ministry plans to promote the initiative of using City Compost produced from municipal solid waste.

    This will be done through a multi-platform communication campaign commencing soon featuring megastar Amitabh Bachchan.

    In this context, Urban Development Minister M Venkaiah Naidu who also holds the Information and Broadcasting portfolio spoke to Bachchan to convey his gratitude for agreeing to be the face of the Ministry’s new communication campaign.

    Bachchan is expected to appeal to all citizens, nursery owners and horticulture agencies to pledge to use only city compost in their gardens, farm houses and public gardens.

    Additionally, he will be making an appeal to bulk waste generators like educational institutions and hotels to set up decentralized composting equipment in their respective premises and encourage the citizens to segregate organic waste for further composting.

    India currently produces over 1.54 lakh Metric Tonne of solid waste per day, 50% of which comprises of organic waste that can be converted into compost & gas; 30% is inorganic waste, which can be converted into energy. India has the potential to produce 54 lakh Metric Tonne of compost per annum from waste. Compost, produced organically from waste, are free of harmful chemicals and serve to provide carbon and primary / secondary nutrients to soil and increases its water retention capacity. Composting imitates nature’s way of rebuilding soil by encouraging the decomposition of organic substances. Besides being the cheapest method of disposing organic wastes, composting is eco-friendly, since it prevents production of harmful greenhouse gases (especially methane) and toxic material that pollutes groundwater apart from polluting the environment.

    NEW DELHI: Information and Broadcasting Minister M Venkaiah Naidu today said a Digital Media & New Print Media Advertisement policy was framed recently to promote transparency and accountability in issuing of advertisements.

    Addressing the first consultative meeting of members of Parliament attached to his Ministry since he took charge, he apprised the members about the three-member committee constituted by the Ministry to address the issues related to Content Regulation in Government Advertising. (The Committee had been formed after orders by the Supreme Court in a case relating to government advertisements.)

    All India Radio had completed the FMization of all channels of Vividh Bharati all over the country.

    Noting that the focus of the Ministry had been to streamline processes and promote transparency and accountability in its functioning, he said the e-auction of the first batch of has successfully & transparently completed e-auction of first batch of private FM radio channels Phase-III comprising 135 channels in 69 existing cities of Phase-II. He added that Private FM Radio has been permitted to broadcast at no cost AIR News for listeners to get credible information apart from entertainment.

    He said the Ministry had played a critical role in the communication and outreach activities for the Government Flagship schemes and Initiatives such as Swachh Bharat Abhiyan, Make in India, Beti Bachao Beti Padhao, etc. through 360 degree Multimedia campaigns. Minister of State Rajyavardhan Singh Rathore was also present in the meeting.

    Naidu said that in order to harness the India’s soft power in film sector, the Ministry is in the process of setting up of National Centre of Excellence for Animation, Gaming and VFX (NCOE) in Maharashtra. The institute would be a world class institution to provide skilled manpower in this emerging area.

    A Film Facilitation Office to promote and facilitate film shootings by foreign film makers in India. The Ministry has also included “Most Film Friendly State” as a special category award in National Film Awards this year. The Shyam Benegal Committee report for holistic interpretation of the provisions of the Cinematograph Act/ Rules was under consideration of the Ministry.
    Referring to the Publications Division which was the subject of the meeting, Naidu said the Division may approach stakeholders as part of corporate social responsibility to sponsor books for schools and libraries across the country. This would enhance the visibility of the rich collection of Divisions publications and at the same time making these books available to the younger generation in far off and remote villages.

    He said the Ministry would consider the possibility of publishing Employment News in regional languages also. He added that the Division would consider bringing out books regarding the contribution of large number of heroes of India’s struggle struggle from different regions who have not been given the recognition that they so rightly deserved.
    Members of the committee said efforts needed to be taken to enhance the visibility of the rich and diverse collection of books. This could be initiated through appropriate promotional and marketing strategies. Efforts needed to be taken to reach out the younger generation and publish books of their interest. Contemporary publication trends also needed to be a part of the vision and way forward strategy.

    A presentation was made by Joint Secretary Mihir Kumar Singh on behalf of the Ministry giving an overview of the steps and initiatives undertaken so far by the Division as well as the future roadmap for the Publications Division. Members of the committee were specially apprised of the digitization and e-initiatives of the Publications Division including the e-version of 100 volumes of Collected Works of Mahatma Gandhi.

    Parliamentarians Ms V. Sathyabama, Madhusudan Mistry and Vivek Gupta, Dr Sanjay Jaiswal, Ms Dev (Moon Moon Sen) Varma, and Harivansh attended the meeting.

    NEW DELHI: M. Venkaiah Naidu is the new boss for India’s media and entertainment sector at Ministry of Information & Broadcasting (MIB) as the senior minister replacing Arun Jaitley who continues to be country’s finance minister.

    Similarly, there’s a new Communications boss at the Capital’s Sanchar Bhawan that houses one part of the Ministry of Communications & Information Technology (MoCIT). Manoj Sinha will hold independent charge of Communications portfolio in the bifurcated MoCIT.

    Earlier MoCIT minister Ravi Shankar Prasad retains control over IT & Electronics departments in MoCIT, while being given additional charge of Ministry of Law.

    Prime Minister Narendra Modi affected a reshuffle of his Cabinet on July 5, 2016, bringing in new people as senior and junior ministers and re-jigging portfolios of some existing ministers. With the induction of the newcomers, the council of ministers has been expanded to 78 members.

    Both Naidu and Sharma, at the helm of crucial ministries, have additional responsibilities too.

    While Naidu also holds charge at Ministry of Urban Development Housing and Urban Poverty Alleviation, Sharma too is a junior minister at Ministry of Railways.

    Naidu will be accompanied at MIB by Olympics medallist-turned-politician Rajyavardhan Singh RathoreRajyavardhan Singh Rathore, who continues as the junior minister.

    It remains to be seen how quickly the new ministers grasp complex issues such as digitisation, broadcast licences, content regulations, Net Neutrality, spectrum auctioning, while keeping pace with newer technologies being embraced by India’s media & entertainment and communications sectors.

    Political observers of India’s complicated polity were divided in their opinion on whether the Cabinet reshuffle reflected talents been rewarded or people given ministerial berths with an eye on some up and coming State-level elections that are crucial for the nationalist BJP, which leads the government in New Delhi.
