    DD notifies tenders for FreeDish MPEG4 STBs

    NEW DELHI: Tenders submitted for set top boxes suitable for MPEG4 upgradation of the country’s only free-to-air direct-to-home platform DD FreeDish will be opened on 25 October 2016.

    In an announcement, the Indian pubcaster Doordarshan said that original equipment manufacturers filing tenders for this purpose would have to be DD authorized OEMs to sell DD approved Indian conditional access system (iCAS) and firmware/middleware-enabled boxes. 

    Those applying would have to buy the form for Rs 10,000 and then give earnest money for Rs 1 million and deliver the STBs within a period of three months.

    A DD official, who did not want to be named, said it was clear that DD will not be paying any money to those who are found suitable but will only approve their bids in accordance with the parameters set for suitability of the STBs. The earnest money was only aimed at getting genuine manufacturers, he added.

    India is expected to have 173 million paid cable and satellite home in India by the beginning of next year and the official added that the exact number of FreeDish subscribers would be known when the Indian Conditional Access System (iCAS) system becomes fully operational. Since any individual can buy a FreeDish antenna and set it atop his house, it is difficult to indicate the number of subscribers.

    A pre-bid conference would be held on 3 October 2016.

    The application form, including technical and financial details, can be downloaded from website www.tenderwizard.com/PB. E-application notice is also available on Doordarshan website www.ddindia.gov.in using the link tender notice (engineering) or from eprocure.gov.in/cppp.

    Earlier, indiiantelevision.com had reported that FreeDish had plans to add 24 new channels, increasing the number from 80 to 104.

    The platform has space for 80 channels altogether, including its own channels and Lok Sabha and Rajya Sabha TV along with 24 All India Radio channels.

    Sources told indiantelevision.com that FreeDish is being encrypted through iCAS to keep a tab on the number of subscribers, but it would remain free-to-air.

    A senior Doordarshan official told indiantelevision.com that the process of switching over from MPEG2 to MPEG4 had been completed and was being tested. This had already taken the headend capacity to 112.

    Free Dish at present carries eighty television channels including its own, Lok Sabha and Rajya Sabha TV, and private channels, apart from 32 channels of All India Radio.

    The official said the platform had been encrypted by adopting the Indian Conditional Access System (iCAS) developed by ByDesign India Pvt. Ltd. of Bangalore. But he clarified that the platform would remain free-to-air and the aim of iCAS was only to keep track of the number of households that were using Free Dish and keep a check on the quality of set top boxes.

    (It is also learnt that Doordarshan is expected to issue an Expression of Notice within a month for manufacture of compatible STBs for Free Dish.)

    Meanwhile, the official said Free Dish was also hopeful of re-launching Gyan Darshan on its platform shortly as the problems that the Indira Gandhi National Open University was facing when DD was forced to take the channel off-air have been ‘virtually sorted out’.

    However, the official said no communication had been received from the Human Resource Development Ministry in this conection so far.

    He denied reports that any channels of the Human Resource Development Ministry were currently under test transmission on Free Dish.

    The official said DD was aware of the announcement by Human Resource Development Minister Prakash Jawadekar that 32 Direct to Home (DTH) Television Channels are to be launched by September for providing high quality educational content to all teachers, students and citizens across the country interested in lifelong learning.

    DD was also aware that the HRD Ministry had acquired two transponders on G-SAT 15, which could possibly be used for this.

    Meanwhile, the official said that all information on Free Dish was available on the ddindia.gov.in website and denied that Free Dish had established any separate website Freedish.in. When his attention was drawn to the website, he said attempts would be made to find out who was running the website which was clearly illegal.

    NEW DELHI: The average viewership of Doordarshan National is 91 million according to the Broadcast Audience Research Council.

    The BARC has given details of 21 DD Kendras with DD Kashir being at the botton with average viewership of 6.80,000.

    Minister of State for Information and Broadcasting Rajyavardhan Rathore told the Lok Sabha today that all the regional channels of Doordarshan telecast various programmes promoting the languages included in the Eight Schedule of the Constitution and popular dialects.

    GST Constitutional Amendment Bill gets Lok Sabha nod after amendments

    NEW DELHI: The long-awaited Goods and Services Tax Bill (GST), which has been riddled by several controversies which began in the time of the UPA government, has finally been passed with amendments worked out to pacify a vociferous opposition which held the majority in the Rajya Sabha.

    Although the Bill had been passed earlier in the Lok Sabha, an adamant Congress insisted on some changes which were worked out after talking to all states and the opposition parties.

    Thereafter, the amended bill had been introduced in the Rajya Sabha and passed last week. However, in view of the amendments, the amended Bill had to go through the entire rigmarole of a discussion in the Lok Sabha before it was passed unanimously.

    As the GST Bill is in the form of a Constitution Amendment, the rules required that it had to be passed by two-thirds of the members present and voting.

    The Amendment Bill will now go for Presidential assent to Pranab Mukherjee, but can become law only after it is ratified by at least fifteen state governments. The government hopes to get the approval within 30 days as it has set a deadline of 1 April 2017 for implementation of GST. Several states will have to call for special sessions to clear GST in the next 30 days.

    The Bill, which Finance Minister Arun Jaitley describes as a “one nation one tax” bill, was described by Prime Minister Narendra Modi as a major step “that will deliver us from tax terrorism.” He said “GST means a Great Step Taken by India, a Great Step of Transformation, Great Step towards Transparency.”

    Jaitley said India’s biggest tax reform will see the centre and states “pooling their sovereignty to reap the many benefits that will ultimately lead to India’s progress”. He claimed that “Tax evasion will lessen, there will be no tax on tax or a cascade of taxes and ease of doing business will improve.”

    The Rajya Sabha, where the government is in a minority, had passed the bill unanimously last week, with 203 members supporting and none against.

    Interestingly, the Congress reminded the government today that it had got the Bill passed in the Lok Sabha last year by the sheer dint of its numerical strength and not consensus.

    A GST council will be formed after that with states and the centre as members. This council will recommend rates and other modalities for GST, which will replace a raft of different state and local taxes with a single unified value added tax system turning India into world’s biggest single market.

    Parliament will need to clear two more GST-related bills and each state will have to pass its own law. The government will push to get this done in the winter session of Parliament to meet the deadline.

    Ms Stephanie Pearson of the United States received the award for feature on Kerala, “The Green Heaven”.

    The Tourism Department of Kerala received two other awards: for the coffee table volume on“Kerala & The Spice Routes”, and their Brochure “The Great Backwaters (Das Faszinierendste Gewässer der Erde)” in German Language in the category of Excellence in Publishing in Foreign Language other than English.

    The Best Tourism Film award went to Department of Tourism of Daman & Diu for the film “Ilha De Calma”.

    The Department of Tourism of Telangana for their coffee Table Book “Ancient Temples of Telangana” in the category of Best Tourism Promotion Publicity Material by States and Union Territories.

    The awards were given away over the weekend by Lok Sabha Speaker Sumitra Mahajan who said tourists are the Brand Ambassadors of their respective countries and Tourism is a mode of improving the image of their countries abroad.

    All the persons involved in Tourism industry are the Flag Bearers of the country. The continuous strive for service excellence is all the more important as India’s Tourism Sector is on an upward growth track.

    Tourism Minister Mahesh Sharma and Secretary Vinod Zutshi also spoke on the occasion.

    In all, 74 Awards were presented in various segments of the travel, tourism and hospitality industry. Tourism Ministers of many States, Central and State Government Officials, Members from the Travel and Hospitality Industries, including leading Hoteliers, Travel Agents and Tour Operators and Travel Media attended the function.

    NEW DELHI: While denying that the Information and Broadcasting Ministry had asked the Home Ministry to help in keeping a check on illegal channels, the government today said that five complaints had been received in July on the carriage of un-permitted satellite TV channels:

    Yesterday, Information and Broadcasting Minister M Venkaiaih Naidu had told the Rajya Sabha that action had ‘reportedly’ been taken in Kurnool and Aurangabad for carriage of illegal channels.

    However, the Lok Sabha was told today by Minister of State Rajyavardhan Rathore that the office of Seema Communication Pvt. Ltd. in Kurnool had been sealed and equipment seized This was on a complaint on 9 July 2016 by Rajya Sabha member T G Venkatesh against the LCO for telecasting the non-permitted ‘Peace TV’ in Kurnool District. The complaint was sent to the District Collector, Kurnool on 10 July 2016. The DC carried out the instructions and found that the operator was actually carrying the non-permitted channel and an FIR was lodged by the authorized officer.

    However, another complaint on 12 July from Vinay Patil against Yashodeep Cable Network for transmission of the same channel in Aurangabad District was found to be incorrect as the Deputy Commissioner found that this channel was not being carried by the LCO.

    Another complaint of 7 July 2016 from Kuldeep Kumar Sahani against Venkata Sai Entertainment Pvt. Ltd. for illegal transmission of Peace TV in Nizamabad District was sent to District Collector, Nizamabad, on 22 July 2016 for further necessary action by the authorized Officer.

    A complaint about Peace TV on 9 July 2016 from A Thirupathi Reddy against Sri Sai Communications in Karimnagar District was sent to District Collector, Karimnagar on 22 July 2016 for further necessary action by the authorized Officer.

    A fifth complaint of 8 July 2016 from Nandyal Digital TV Communications against Siti Vision Digital Media Pvt. Ltd. for illegal transmission of Peace TV in Kurnool District was sent to District Collector, Kurnool, on 22 July 2016 for further necessary action by the authorized Officer.

    Apart from advisories sent to the authorized officers, MSOs, and LCOs, the minister said an appeal was issued on social media platform to the general public to report cases of transmission of un-permitted satellite TV channels by cable operators.

    Meanwhile, the minister said that in addition to satellite channels, the ministry has received recommendations from the Telecom Regulatory Authority of India on its query that the procedure for cable operators to transmit local (ground based) channels had not defined in the Act.

    Peace TV from Dubai and as many as fourteen television channels from Pakistan figured in a list of 24 channels which the Home Ministry identified as ‘not conducive to the security environment in the country’ in December 2015.

    The Pakistani channels are PTV, PTV Home, PTV World, Geo TV, Dawn, Express, Waqat, Q TV, Madni TV, Noor TV, Hadi TV, Aaj, Filmax and STV.

    Out of the other ten, there are two from Nepal (one identified as Nepal, and the other as Kantipur), and one channel each from Bangladesh (NTV Bangladesh), Maldives (TV Maldives), Bhutan (Bhutan Broadcasting Service), and there was a United Kingdom-based channel, Ahmedia Channel.

    The other channel from Arab countries was Saudi TV while the nationality of two channels was not disclosed: ARY TV and XYZ TV.
