NEW DELHI: The Government today warned all multi-system operators (MSO) and local cable operators (LCO) of action if they failed to carry the mandatory channels of Doordarshan, Rajya Sabha TV and Lok Sabha TV.

Noting that it had been found that many MSOs and LCOs were not carrying mandatory channels notified by the Information and Broadcasting Ministry (I&B) under different notifications, a note posted on the Ministry’s website said this was a violation of Section 8 of the Cable TV Networks (Regulation) Act 1995.

Non-carriage of mandatory channels was liable to attract Section Il, Section 12 and Section 8 of the Cable Act.

Any violation of Section 8 of the Cable Act shall invite such action as provided in the Cable TV Act and the Rules framed thereunder as well as the terms and conditions stipulated in the MSO permission, as the case may be.

DD alleges DD Bharati taken off by Tata Sky

Meanwhile in a separate note, Doordarshan said that its cultural channel DD Bharati had been taken off by DTH operator Tata Sky from 13 June till date without any official information. “This accounts to a serious violation from Tata Sky’s end,” the note said.

Prasar Bharati had already moved the Ministry in this regard, and requested it to initiate action against the DTH operator.

DD Bharati and some other Doordarshan channels including DD UP, DD MP, DD Bihar & DD Rajasthan are not being carried by Tata Sky on its network, which amounts to violation of the Government rules, DD said.

Doordarshan reiterated that it is obligatory for every DTH operator to carry all Doordarshan channels, irrespective of any bouquet(s) or a-la-carte channel(s) being subscribed by subscribers. The DTH operators have to place the channels in the respective genre and display them in full television screen.

The notification of 5 and 6 September, 2013 and 25 May, 2015 had specified a list of channels that are to be mandatorily carried by DTH operators, MSOs and cable operators on their cable TV networks.

In areas where cable TV digitization has been completed, it is obligatory for the cable operators to carry 23 channels of Doordarshan including Kisan Channel, besides Lok Sabha and Rajya Sabha channels.

In other areas, the cable operators are required to carry eight channels of Doordarshan, in addition to Lok Sabha and Rajya Sabha channels.

The show experiments with three anchors coming together in the same frame. Each anchor plays a character on the show, which will highlight the highpoints of those cases and decode the crime for audiences.

The three anchors are: Shishir Sharma, Amit Pachori and Shilpa Gandhi. While Sharma has starred in films like Mary Kom, in Killer he will be seen playing the character of a detective. • Act of removing LS TV CEO by caretaker speaker unconstitutional: Mishra

Act of removing LS TV CEO by caretaker speaker unconstitutional: Mishra

NEW DELHI: Rajiv Mishra, who was removed on 30 May night as Lok Sabha Television’s chief executive officer, has described the move as unconstitutional and an attack on the freedom of the press.

Mishra told indiantelevision.com that senior Congress leader and former Parliamentary Affairs Minister Kamal Nath had already been appointed as pro-tem speaker and therefore Meira Kumar who was speaker in the fifteenth Lok Sabha had no right to remove him or make any other changes in Lok Sabha TV.

Kumar had removed him with immediate effect without citing any reasons for her action.

In a letter dated 30 May, Mishra was told: “The Speaker has limited the tenure of Rajiv Mishra as chief executive officer of LSTV till 31 May 2014.”

Mishra alleged that his exit could be due to the channel flashing the news of Kumar having lost the Sasaram seat in Bihar’, a seat held by her and earlier by her father Jagjivan Ram for many terms.

“My colleagues told me that ‘Madam’ was angry that the channel ran the flash of her having lost the Sasaram seat,” Mishra said.

Mishra said the action was mala fide as Kumar was only a caretaker Speaker of the lower house till the new house was sworn in.

The sixteenth LS meets from 4 to 12 June during which the new MPs will take oath. The new Speaker is expected to be elected on 6 June.

  • Telecast blacked out even as Telangana formation gets Lok Sabha clearance

Telecast blacked out even as Telangana formation gets Lok Sabha clearance

NEW DELHI: And suddenly the screens went dark at 3:03 pm. Yesterday’s black out of the telecast of the Lok Sabha proceedings on the passage of the Andhra Paradesh Reorganisation Bill 2014 has opened a hornet’s nest politically. The allegation is that democratic norms have been dustbinned  and the Congress (I)-led UPA government’s move is reminiscent of the Emergency days of 1975 when the nation’s media was put on a leash and muzzled.

There was no clarity at the time of writing on who took the decision to black out the telecast of vote by voice of the controversial bill – which envisages the creation of the 29th Indian state of Telangana – from the erstwhile Andhra Pradesh. Early reports were that the speaker of the Lok Sabha Meira Kumar ordered the switching off of the cameras and the transmission. But the speaker was silent on this issue. What muddied the waters further was a statement later in the evening by the Lok Sabha secretary general S. Bal Shekar that the switchoff happened on account of a technical glitch and that an investigation had been ordered.

Lok Sabha TV put out a message that the telecast would resume, which did not come to pass. TV news channels – which normally carry LS TV signals – instead chose to carry the proceedings in parliament on their tickers.

Almost every political party lambasted the disruption of the telecast. Leader of the Opposition Sushma Swaraj called it a tactical glitch, even as TMC leader Mamta Banerjee said it smelled of hanky-panky. Telangana opponents called it the death of democracy.

But Telangana leaders said that the blackout was necessitated to prevent the unruly protests which have marred the proceedings over the past few days, and they  did not want  them to be retelecast worldwide as they were when pepper spray  rained on members of parliament and knives were flashed on 13 February. Additionally, they stated that the Andhra Pradesh media are known to be sensationalist and that the footage could have been misused by the close to 20-odd Telugu news channels, which could have led to law and order problems there.

  • DD strengthens its movie library; to screen acclaimed films twice a week

DD strengthens its movie library; to screen acclaimed films twice a week

NEW DELHI: The national broadcaster – Doordarshan – is launching a new slot for acclaimed Indian feature films in all languages that have either won national or international honours, featured in the Indian Panorama, or been part of competition sections of 16 renowned international film festivals.

The films will be screened on Sunday and Monday nights at 11:00 pm from the coming weekend and will be subtitled in English. With revenue earnings of Rs 15 lakh per screening and holding the rights for three years; the pubcaster clarified that the rights were not exclusive.

In the event of a film being offered for a premiere on DD, the amount to be paid will go up to Rs 25 lakh.

Doordarshan Director General Tripurari Sharan told indiantelevision.com that the ‘Best of Indian Cinema’ initiative was part of the celebrations on the centenary of Indian cinema.

Answering a question, he said a similar slot for such films in the eighties and early nineties had fizzled out for various reasons including the fact that the prime time was restricted to around 9:00 pm and viewers generally did not watch television after that. But the entry of the private channels had changed the scenario.

He claimed that DD was the only channel showing such films. However, Lok Sabha TV also has a similar slot on Sundays, though the window for the kind of films it will take is not as large as the one DD is embarking upon.

Sharan clarified that as most films had a U/A certification, they could not be shown before 11:00 pm.

Initially, DD had decided to keep this slot for one year with a total of 104 films. He added that DD had decided to have a cut-off date, and so the slot will only screen films made post the year 2000.

Sharan said that there was need to support these films as they are meant for niche audiences.

However, this slot will mean that the popular Bioscope slot in which meaningful films are shown in three parts from Monday to Wednesday at 11:00 pm will now be curtailed to Tuesdays and Wednesdays.

Answering questions at an informal press meet, he said that other time slots could be considered for these films in the event of viewers demand. Furthermore, DD could also consider increasing the frequency of the screening of such films from twice a week to more days. Referring to Sunday afternoons, he added that the slot was already reserved for retrospectives of eminent film personalities.

On the marketing front, there are already print advertisements that would begin appearing from this weekend, e-flyers to several thousand persons on the list of DD, and social media like Facebook.

The first four films in this slot are the Malayalam movie Nizhalkkuthu by the famed Adoor Gopalakrishnan on 10 November, the Marathi drama Deeol by Umesh Kulkarni on 11 November, the Konkani film Digant by Dyanesh Moghe on 17 November, and the Bangla Nisshabd by Jahar Kanungo on 18 November.
