    Hinduja Venture’s HITS project to rollout by April 2015

    MUMBAI: Hinduja Ventures’ Headend in the Sky (HITS) project will soon see the light of day. While the platform will start the field testing in January-February 2015, the actual rollout will take place between March-May 2015.

    “We are working as per the plan and are on schedule,” informs IMCL MD and group CEO Tony D’silva to indiantelevision.com.

    The platform is in talks with several independent MSOs and LMOs.  “By the time we launch, we will have close to 8-10 million consumers being serviced through our HITS platform,” he says.

    In order to gauge the interest level of the operators in the HITS project, Hinduja conducted a major research in nine states including four states from the south, Maharashtra, Rajasthan, Gujarat, West Bengal and others. “The study was done by an outside agency and involved close to 1000 operators,” informs D’silva who is elated with the results.

    According to D’silva, the research shows that the operators are happy with the cash and carry model being offered by Hinduja’s HITS model. This apart, the study revealed that the operators are also excited about the customised packaging and bundling at a charge which is 50 per cent lower than what they would pay for this kind of setup.

    While the study also shows that the operators are excited about the launch, D’silva says that he doesn’t want to launch it in a hurry. “We want to test our services and make sure that the set top boxes (STBs) are of top quality. There have been a lot of issues with the boxes all across the country and so we want to subject the STBs to all kinds of heat, cold, dust etc test,” he adds.  

    The operators are also happy to do a small Annual Maintenance Contract (AMC) for the boxes, probably at the cost of Rs 5 per subscriber per month, so that replacement of STBs becomes easier.

    As for the licence clearance from the Information and Broadcasting Ministry, D’silva says that the process is moving smoothly. “We will get the final licence in hand only after we are ready for the rollout and pay Rs 40 crore as bank guarantee. Licence will not be an issue any more,” he says.

    D’silva claims that the platform has got the best products and four vendors have been roped in to provide the STBs.  “While no indigenous STB manufacturers are currently onboard, we are still looking at them. We want MPEG4 boxes at the same commercial terms as others. But, we haven’t got any positive feedback from them as yet,” informs D’silva.  

    As for the name of the platform, D’silva says that the research for the name is on. “I think, while brand name is good for us to build but at this point, HITS as a concept is more understood by the LMOs and so we do not want to confuse them at this stage,” he adds.  

    No agreements will be signed between the MSO or LMO and HITS, but a MoU could be signed before the HITS project is launched. “We cannot sign an agreement before the launch, since we will get the licence only after the rollout, but we may enter into MoUs.”

    The marketing campaign about the new launch will commence from middle or end of January. “We are providing a very competitive service to fight any competition, with value added services etc. We are also providing HD STBs to operators at the cost of SD boxes. We are entering the market looking at the future and not today,” signs off D’silva.

    I&B issues reminder to TV channels on format for Home Ministry Security clearance

    NEW DELHI: The Information and Broadcasting Ministry has reminded television channels to apply by 26 December for fresh security clearance for 10 years.

    In view of new clearances and those who need fresh security clearance for next 10 years, the Government last month set out the format in which applications should be sent by news and non-news television channels seeking Home Ministry security clearance to uplink or downlink.

    The applications have to be sent to the Information and Broadcasting Ministry.

    The companies owning channels have to furnish the details of the company and its Board of Directors (in four additional sets) in the prescribed format listed out in the Ministry’s website mib.nic.in.

     The details required are of the company/firm for whom clearance is sought; names of firms/bidders, registered office address, date of incorporation, details of the Directors/Key Executive in respect of whom clearance is sought, name/parentage, date of birth, present position held and complete address including e-mail and websites etc.

    NEW DELHI: There is no progress in the application of Tamil Nadu Arasu Cable TV Corporation Limited for the MSO licence, if one goes by the reply given in Parliament by Minister of State for Information and Broadcasting Rajyavardhan Rathore.

     

    He said the matter is being examined in the light of the recommendations of the Telecom Regulatory Authority of India (TRAI) regarding entry of government entities in the broadcasting and distribution activities.  TRAI had in reports in 2008 and early this year reiterated that government entities and political parties should not be permitted to enter the broadcasting sector.

     

    The Ministry had received a letter of 3 June 2014 from the then Tamil Nadu Chief Minister J Jayalalitha for grant of multi system operator registration to Arasu Cable TV Corporation Limited for operating in the Digital Addressable System (DAS) notified areas of Tamil Nadu.

     

    The Ministry has so far granted 129 permanent MSO registrations for operating in DAS notified areas. The details are available on the Ministry’s website www.mib.nic.in.

     

    “No licences have been granted in respect of DTH services during the last three years,” the Minister said. DTH licenses are granted under “DTH guidelines issued on 15 March 2001.”

     

    Under the Cable Television Network (Regulation) Act 1995, Cable Operators are required to get registrations from Post Offices. However, under the amendment in Cable Television Network (Regulation) Act 2011, the multi system operators are required to get registration from the Ministry for operation in Digital Addressable Systems (DAS) notified areas.

    KOLKATA: The Bombay High Court may hear the Digicable Network license cancellation case next week most probably on Monday.

    Earlier as well, the Bombay HC had granted relief to the multi-system operator (MSO) when it extended the order cancelling its permanent registration till 5 November. “The case was adjourned as the MIB counsel had sought around four weeks’ time to file replies in the matter,” says an analyst.

    Jagjit Singh Kohli-promoted Digicable Network, which challenged the Ministry of Information and Broadcasting’s order on 13 September, had earlier got an ad interim stay against the order till 6 October.
    “The hearing has been postponed for the next two to three days,” said Kohli.

     

    The MSO had approached the court in September post which it got an ad interim stay till 6 October and subsequently till 5 November. The MSO had challenged the basis on which the security clearance was denied to the MSO.

     

    A similar case is being heard in the Kolkata High Court on the petition filed by its JV -Digicable Comm on its licence cancellation. That case has been postponed to 28 November. The Kolkata based MSO has got a stay order on its cancellation twice and this being the third time. The court observed that when the MSO received its DAS licence in 2013, it was subject to security clearance from Home Ministry and the same has been denied in the order passed in September 2014.

     

    In July, the ministry of information and broadcasting had cancelled the licences of Digicable Comm while in September the same was done for Digicable Network, on the basis of denial of security clearance by the Home Ministry.

    NEW DELHI: With various multi-system operators (MSOs) failing to get licences because of failure to get security clearance from the Home Ministry, that Ministry has devised a new format for streamlining the procedure.

     

    This includes furnishing details in respect of applicant MSO companies and directors/key executives of their companies for providing the requisite security clearance.

     

    Since the final grant of permission to MSO applicants by the Information and Broadcasting (I&B) Ministry for operation in digital addressable system (DAS) notified areas is based on the security clearance from the Home Ministry, all MSO applicants, including those who are yet to get the necessary permission, have been asked to furnish the requisite details according to the revised format prescribed by the Home Ministry.

     

    The Ministry also said that as per the Home Ministry guidelines the approval/permission/license granted will also be liable to be cancelled in the event of withdrawal of security clearance.

     

    To clarify all doubts in this connection, the applicant MSOs have been requested to participate/ attend the open house meetings being organised by the I&B Ministry every Tuesday morning.

     

    The Home Ministry has devised a form to give details of the MSO whether it is Indian or foreign, its directors etc, and any shareholders having a stake of more than 10 per cent.

    NEW DELHI: While 115 multisystem operators (MSOs) have been granted permanent licence as on 3 September, Digicable Network and Kal Cables are among the prominent MSOs whose licences have been cancelled following refusal of security clearance by the Home Ministry.

     

    However, the Madras High Court has quashed the cancellation of provisional licence of Kal Cables on the ground that the Information and Broadcasting Ministry had not issued any show-cause notice, before cancelling the permit. The court also said that the MSO should be given another chance to respond. The Kalanidhi Maran owned Kal Cables had opposed the 20 August order, saying that it is just a MSO and not a channel. And if the I&B Ministry had issued a notice, it would have cleared the doubts.

     

    The MSO was given a permanent licence to operate in Chennai in June 2012, while a provisional licence was given to operate in DAS notified areas in phase II cities in March 2013.  

     

    The licence of Digicable Network India was cancelled on 3 September because of denial of security clearance by the Home Ministry. The MSO had applied on 11 May 2012 for DAS notified area of NCT of Delhi, Municipal Council of Greater Mumbai and Kolkata in phase-I and on 28 January and 6 March last year for 38 cities of phase II.

     

    Siddhi Digital Services of Sholapur was also not given a licence and its ‘case closed as Company is no longer interested in registration.’  

     

    The application of Silverline Entertainment of Allahabad for operation in DAS notified areas of Agra, Allahabad, Ghaziabad, Kanpur, Lucknow, Meerut and Varanasi was also cancelled early this month following denial of security clearance by the Home Ministry.

     

    Earlier, MSOs Godfather Communication of Punjab and Intermedia Cable Communication had also got stay orders issued by the Punjab High Court and Delhi High Court respectively on cancellation of their licences.

     

    The MSOs which got permanent licences early this month were Koduri Satyanarayana, Sri Sai Star TV Services for the Khammam district of Telengana; Abhilash Communications of Adilabad for notified areas of phase – II and phase – III cities pan India and JPR channel of Mumbai for Mumbai (phase – I) and phase – II areas in the state of Maharashtra and Gujarat.

    MIB gives licence to 12 new channels

    MUMBAI: 12 new channels have been added to the list of permitted private satellite TV channels in India after they received licence clearances from the Ministry of Information and Broadcasting (MIB). As of 31 August 2014, there are 810 channels in all as compared to 798 till 28 August 2014.

     

    Of the 12 additions, one is a news channel and the rest are non-news. The total news and current affairs channels in the country are now 398 and non-news and current affairs are 412.

     

    The new channels that have received clearances include Blue, ESPN, ESPN HD, Star Sports Highlights, Star Cricket Asia, Janam and Green TV.

     

    Meanwhile, existing channels Star Sports 1, Star Sports 2, Star Sports 3 and Star Sports 4 have got permission for languages English, Hindi, Assamese, Bengali, Bodo, Dogri, Gujarati, Kannada, Kashmiri, Konkani, Maithili, Malayalam, Manipuri, Marathi, Nepali, Sanskrit, Santhali, Sindhi, Tamil, Telugu, Urdu and any other language as permitted under the Constitution of India.

     

    Star Sports HD1 and Star Sports HD2 have got permission for languages English, Hindi, Assamese, Bengali, Bodo and Dogri. New channels under Star India that got permission- ESPN, ESPN HD, Star Sports Highlights and Star Cricket Asia also have permission for all the above languages.

     

    The number of TV channels permitted for uplink from and downlink to India has increased from 671 to 682 with 376 (earlier 375) news and 306 (earlier 296) non-news channels. The number of channels permitted for uplink from India has increased from 34 to 35 with six news and 29 (earlier 28) non-news channels.

     

    TV channels that can only downlink in India stayed constant at 93 with 16 news and 77 non-news channels.

    MUMBAI: Sun Group owned Kal Cables has finally won the battle it had set out for, after the Information and Broadcasting Ministry (I&B) cancelled the licence of the multi system operator (MSO).

     

    Quashing the cancellation of provisional licence, Justice V Ramasubramanian said that the I&B had not issued any show-cause notice, before cancelling the permit. He also said that the MSO should be given another chance to respond, post which the I&B Ministry can take suitable action.

     

    The Kalanidhi Maran owned Kal Cables had opposed the 20 August order, saying that it is just a MSO and not a channel. And if the I&B had issued a notice, it would have cleared the doubts.

     

    The court has agreed that Kal Cables is not a broadcaster, but a distributor. And so any cancellation based on security reasons, is applicable on the broadcaster and not the MSO.

     

    It was on 20 August, that the I&B ordered cancellation of the provisional licence, giving the MSO, 15 days to wind up its business. After this, Kal Cables approached the court to first put a stay on the order and finally quashing it and also directing the Centre to give a permanent registration to continue its operations.

     

    The MSO was given a permanent licence to operate in Chennai in June 2012, while a provisional licence was given to operate in DAS notified areas in phase II cities in March 2013.

    NEW DELHI: A total of 112 multi system operators (MSOs) all over the country have been granted permanent registration for 10 years to operate the digital addressable system (DAS).

     

    The MSOs had been given provisional permission earlier. The latest list is as on 22 August.

     

    Those who have got permission include IndusInd Media and Communications, Hathway, Manthan Broadband, Den Network, Home Cable, Digicable Network, Delhi Distribution Company and Asianet Satellite Communications.

     

    According to a list issued in late July, 16 MSOs had been refused permission. It also said that Kolkata based Digicable Communications had been denied permission after the break-up of the joint venture with Digicable Networks of Mumbai, which has received permission for Greater Mumbai, National Capital Territory of Delhi and Greater Kolkata.

      

    MSO sources, however, said that the approved list was in addition to the 140 whose names had been approved in March last year.

     

    The Ministry website mib.nic.in has listed the areas and the date from which the MSOs have been given permission.

    NEW DELHI: A total of 104 multi-system operators (MSOs) all over the country have been granted permanent registration for 10 years to operate the digital addressable system while the licences of 16 MSOs have been cancelled.

     

    The MSOs in both the approved and the cancelled list had been given provisional permission earlier.

     

    Those who have got permission include IndusInd Media and Communications, Hathway Cable & Datacom, Manthan Broadband, Den Network, Home Cable, Digicable Network, Delhi Distribution Company and Asianet Satellite Communications.

     

    Kolkata based MSO Digicable Communications has been denied permission after the break-up of the joint venture with Mumbai based Digicable Networks, which has received permission for Greater Mumbai, National Capital Territory of Delhi and Greater Kolkata.

     

    Digicable Network India managing director & CEO Jagjit Singh Kohli said that they would ask for a stay on MIB’s decision to cancel the licence in the court. 

     

    Other cancelled permissions include Skynet Digital Services, Jai Maa Vaishno Entertainment, Intermedia Cable Communications, Supersonic Networks and Godfather Communications.

       

    Industry sources said that the approved list was in addition to the 140 whose names had been approved in March last year.

     

    The Ministry website mib.nic.in has added information about the approved MSOs, listing the areas for which they have been given permission.

     

    The website also contains the reasons in brief for the denial of permission to those which have failed to get the licences. In most cases, it is due to failure to get clearance from the Home Ministry.

     

    The new list is the outcome of Open Houses held by the Ministry with various MSOs, while some have come as a result of court cases.
