    NEW DELHI: All India Radio has appointed 26 agricultural graduates as Farm and Home/Farm Radio reporters for its programmes aimed at the farming community.

     

    The Parliament was informed by Information and Broadcasting Minister Arun Jaitley that these appointees are from the recently concluded recruitment for the post of Transmission Executive. 

     

    Meanwhile, he said Prasar Bharati has ‘no proposal as of now’ to recruit agricultural graduates for Kisan TV channel. 

     

    He said Kisan TV was being run by the in-house staff of Doordarshan and by engagement of casual staff according to the requirement of the channel. 

     

    Experts from the agricultural field are consulted from time to time as required, he added in reply to a question.

    NEW DELHI: Doordarshan’s Kisan TV channel was launched today (26 May) with Prime Minister Narendra Modi calling upon agricultural scientists to create a link with the farmers through the channel to reach the latest technologies and related information to them.

     

    Dedicating the channel to the nation at a function in the tastefully decorate Vigyan Bhavan, Modi said that the channel could serve as a medium to take forward the green revolution and the slogan of ‘Jai Jawan Jai Kisan’ given by former Prime Minister Lal Bahadur Shastri.

     

    As an example, he said that satellite technology has helped the country get more accurate weather forecasts, which can help the farmers plan ahead. Similarly, agricultural scientists can help farmers become self-reliant in growth of pulses, which has virtually come to an end and led to shortage of proteins among the young.

     

    Those present on the dais included Minister of Agriculture Radha Mohan Singh, Minister of State for Information and Broadcasting Rajyavardhan Rathore, Cabinet secretary Ajit Seth Prasar and Bharati Board Chairman Surya Prakash. Others present included I&B secretary Bimal Julka, Prasar Bharati CEO Jawhar Sircar, PB Advisor VAM Hussain, DD director general C. Lalrosanga, DD Kisan DDG Ranjan Mukherjee, DD Kisan advisor Naresh Sirohi, and several senior officials of Doordarshan.

     

    The channel was launched with Prime Minister Modi pressing the remote control with a short clip from the channel. The tagline of the new channel is ‘DD Kisan – Badalte Bharat ki Shaan.’ The Prime Minister also flagged off two Kisan Raths, which will go all over the country to apprise people about the new channel. Kisan TV is a free-to-air channel available on all direct-to-home (DTH) platforms.

     

    Modi said that the channel would help bring about greater cohesion between farmers all over the country and between farmers and the agricultural scientists and Universities.

     

    He added that some feel that the country already has far too many television channels, but he was convinced that each has a role to play. For example, he said sports channels, more than the government or sports bodies, had helped encourage young people to take to sports in a big way and win laurels for the country.

     

    Agriculture Minister Radha Mohan Singh informed that a special cell had been set up in his Ministry to coordinate amongst agricultural universities and scientists on the one hand and with the channel on the other. He said, “India is a country of farmers and therefore it is important for them to know how they can help the yield through modern methods.”

     

    I&B’s Rajyavardhan Rathore said that the occasion and venue itself were reminiscent of the need for cohesion. “Program kisan ka, bhavan vigyan ka,” he said referring to Vigyan Bhavan where the event took place.

     

    He noted that this was first programme taking place on the commencement of the second year of the National Democratic Alliance Government.

     

    Rathore said that the channel, which will be available in all languages, will not only take the scientist to the farmer, but will also make sure of the need for entertaining the farmer.

     

    Prasar Bharati Board chairmam Surya Pralash clarified that the channel was primarily in Hindi but all important programmes will be dubbed in different languages and shown in the respective parts of the country.

     

    He noted, “As far as I know, India is the first country to have a television channel devoted to farmers and agriculture.”

     

    Referring to the role of Prasar Bharati as a public service broadcaster, he said that the Information and Broadcasting Ministry would remain answerable to the people as long as public money was being put into the channel. He admitted calling the broadcaster autonomous and yet answerable to the Ministry was akin to a ‘tight rope walk.’

    NEW DELHI: After numerous delays, Doordarshan’s Kisan TV will finally see the light of day on 26 May, 2015.

     

    The channel, which was earlier slated for formal launch on Baisakhi Day last month as a 24-hour channel devoted to farmers and rural India, will be launched by Prime Minister Narendra Modi in the presence of the Information and Broadcasting Minister Arun Jaitley at a formal function in Vigyan Bhavan.

     

    While trial runs have already been on for some time, a test run which will make it available to other platforms commenced today (25 May).

     

    Jaitley had said last month that the delay had been caused as the PM was traveling.

     

    The channel, to be run by Doordarshan, was initially slated for launch on Makar Sankarti Day on 14 January, 2015.

     

    A budget of Rs 100 crore had been set aside in July last year. However, this year’s budget had cut down Kisan TV’s corpus to Rs 90 crore for 2015-16.

     

    The Parliamentary Standing Committee on Information Technology, which also examines issues linked to the I&B Ministry had said in a recent report that emphasis should be laid on local dialect on regional basis so that farmers all across the country are able to access the channel in their local language/dialect, thereby getting benefited by this laudable initiative of the Government.

     

    The Parliamentary Committee in a subsequent report also said that the Ministry should spend Rs 35 crore, earmarked in this year’s budget for content, judiciously.

     

    The FTA channel will be available on major direct to home (DTH) platforms including Tata Sky, Videocon d2h, Dish TV apart from pubcasters’ own DTH platform Freedish.

    NEW DELHI: Kisan TV, which was earlier slated to launch on Baisakhi Day (14 April), has been postponed to May. This is not the first time that the launch date of the 24-hour channel, devoted to farmers and rural India, has been pushed forward. The channel, which will be run by Doordarshan, was initially slated for launch in Makar Sankarti Day on 14 January.

    Information and Broadcasting Minister Arun Jaitley said that the delay had been caused as Prime Minister Narendra Modi was not in the country, though DD sources had earlier informed Indiantelevision.com that the channel may be launched on 21 April.

    Jaitley said the preparations for the launch of the channel were at an advanced stage and that the trial runs were on.

    A budget of Rs 100 crore had been set aside in July last year in the Budget but a sum of Rs 90 crore had been allocated for this in 2015-16.

    Jaitley was speaking after inaugurating Delhi’s Vividh Bharati channel of All India Radio (AIR) on FM Mode.

    NEW DELHI: Kisan TV, earlier slated for formal launch on Baisakhi Day – 14 April, is now expected to go live in the third week of April.

     

    Kisan TV is a 24-hour channel devoted to farmers and rural India.

     

    DD sources said that the channel may now be launched on 21 April. This is because Prime Minister Narendra Modi will not be in the country on Baisakhi Day. Sources also told Indiantelevision.com that a trial run had already commenced but a formal soft launch may come within the next few days.

     

    Initial plans were to launch the channel, which is to be run by Doordarshan, on 14 January (Makar Sankranti Day).

     

    A corpus of Rs 100 crore had been set aside in July last year in the Budget. However, this year’s budget showed an allocation of Rs 90 crore for the same in 2015-16.

     

    Meanwhile, the Parliamentary Standing Committee on Information Technology, which also examines issues linked to Information and Broadcasting Ministry said in a recent report that emphasis should be laid on local dialect on a regional basis so that farmers all across the country are able to access the channel in their local language/dialect, thereby getting benefited by this laudable initiative of the government. DD sources had earlier told this website that the content on DD Kisan will be in Hindi with regional dubbing.

     

    The members appreciated the decision to launch a channel for farmers and said it would await efficacy of the channel in delivering utility services to the target groups.

     

    The Committee noted that the Empowered Finance Committee (EFC) Memo pertaining to the launch of the channel was under finalization for circulation to appraisal agencies and the process is on for content identification.

     

    Noting that the proposed Doordarshan Kisan is a dedicated channel for the farmers to give them information targeted to address the wholesome edutainment needs of a farmer to adopt and adapt to modern scenario, the national broadcaster had in early December invited proposals for programmes under the Self Financing Commissioned (SFC) Scheme.

     

    As per DD sources, the content expected for DD Kisan will primarily address the developmental needs of the farmer addressing ‘Core Agriculture’, ‘Critical Support’ and ‘Essential Ancillary’ areas, keeping in mind the varied Agro-Economic Zones, Climatic Areas, Different Crops and the need to address the target audience spread across various states but will have to be entertaining and engaging.

     

    The genres for which it invited proposals are: Documentaries/Features (Field Based); Magazines/Docu Dramas (Field Based); Cookery Shows/Biographies; Daily Soap/Fiction Serials/Family Serials/Thrillers; film song based programmes; Reality Shows/Game Shows; and Mandi Bhav/Bazar Bhav/Agro Based Bulletins.

     

    In addition, DD Kisan will have a new segment for iconic characters plus content packaging where animation characters will convey the agricultural themes and desired messaging. It is expected that the participants under this category will also provide layouts of the channel’s packaging.

     

    It will also have a segment for edited feature films where the entire film will be capsuled with anchor-based presentation for 60 minutes.

     

    Prasar Bharati will also take inputs from different agricultural universities and institutes to develop rich content for the channel and the same would be disseminated among the farmers.

    NEW DELHI: Prime Minister Narendra Modi will be talking to farmers and their families in his next Mann Ki Baat on 22 March.

     

    Modi conveyed this through a tweet saying he would be talking to his farmer brothers and sisters through the programme on All India Radio (AIR).

     

    In a subsequent tweet, Modi asked farmers and others to send in their views and questions and wanted them to write letters C/O All India Radio’s Delhi office.

     

    Last month, he had addressed students in schools, colleges and service exams in Mann Ki Baat.

     

    Although the broadcast is on radio as Modi feels it reaches more people than television, Doordarshan and other TV channels are expected to simulcast the audio with suitable videos or stills.

     

    Interestingly, the broadcast comes a day before the soft launch of Kisan TV, which is expected on 23 March. The channel will be formally launched on Baisakhi day (14 April) as it marks the start of the sowing season.

     

    Kisan TV, to be managed by Doordarshan, will be a 24-hour channel devoted to farmers and rural India. The channel was earlier supposed to launch on Makar Sankranti (14 January) but I&B Minister Arun Jaitley has been assured that all arrangements would be completed by mid-April.

    NEW DELHI: Kisan TV, which is slated for formal launch on Baisakhi Day 14 April as a 24-hour channel devoted to farmers and rural India, will have its soft launch on 23 March.

     

    In a report on action taken on promises made in the budget presented by him in July, Finance Minister Arun Jaitley said the Standing Finance Committee (SFC) had given its “in-principle” approval on 5 November. (This is the first time that a Finance Minister has appended an action-taken report on his last budget while presenting the budget for the new fiscal year.)

     

    Jaitley, who holds the Information and Broadcasting portfolio as well, said Prasar Bharati is also actively working on a 24×7 television channel for the north-east, for which the clearance of the SFC had been forwarded to the pubcaster on 24 September. The channel is expected to provide a strong platform to rich cultural and linguistic identity of the region.

     

    Referring to his announcements relating to Digital India, Jaitley said that a draft cabinet note on e-Kranti has been finalized, an Expenditure Finance Committee (EFC) note on National Information Infrastructure had been circulated, an EFC note on Common Services Centre was under finalization, and the first meeting of the Apex Committee on Digital India was held on 26 November.

     

    The Kisan TV channel was to have been launched on Makar Sankranti Day (14 January) but Jaitley had now been assured that all arrangements would be completed by mid-April.

     

    In a meeting held in January, Jaitley sought full details of the work done on the channel, for which he had set aside Rs 100 crore in the Budget in his capacity as Finance Minister.

     

    However, the budget for I&B Ministry showed an allocation of Rs 90 crore for this in the year 2014-15 and the budget for 2015-16 shows an allocation of Rs 45 crore grants-in-aid. Of the Rs 90 crore allocated, only Rs 21.68 crore had been utilised as per the revised estimates for 2014-2015. 

     

    DD sources told Indiantelevision.com that the Minister had been assured that all preparations would be completed by mid-April. It was also stated that 14 April is a very important day for farmers as it marks the start of the sowing season.

    In the ‘Bazar Bhav’ /Mandi Bhav’ segments, updates from the Mandis including the template will be required to be provided, which would be required to give the core audiences suitable direction and help in the agricultural productive activity.

     

    To begin with, each producer has to send in the synopsis of 26 episodes but this may be extended if necessary.

     

    Under the scheme of self-financed commissioning, the Producer will produce the programme at his own risk and cost and on the selection of the programme, Doordarshan will market it, telecast the same and pay the producer for his services after a specified period of time.

     

    Self-financed commissioning of programmes through outside producers could be done for DD’s national channels, regional language channels, state networks, regional and local services.

     

    DD shall, at its discretion and in accordance with its programme requirements, select producers suo moto for production of programmes on its channels by following the procedure outlined below. DD may also consider proposals submitted by producers on their own.

     

    Ministry sources said Prasar Bharati had said inputs would be taken from different Agricultural Universities and Institutes to develop rich content for the channel and the same would  be disseminated among the farmers.

     

    DD is hoping to engage people in the fields of production as well as marketing in positions ranging from senior to mid to junior level.

     

    There are a total of 67 vacant posts of Post Production Professionals, Visual Graphics Designer, Record Keeper, Senior Videographer, Junior Videographer, Senior Production Executive, Production Executive, Senior Creative Editor, Creative Editor, Senior Presenter, Presenter, Copy Editor–Cum-Writer, Programme Trainees, Head- Sales & Marketing, and Senior Sales & Marketing Executive.

     

    Other steps being taken by Prasar Bharati for this channel include: production of in-house and outsourced content; liaison with relevant ministries to get inputs for channel content and for which advertisements will be issued; calculation of budget and expenditure for the channel; crowd sourcing for channel name, logo, jingles etc; issue of advertisement for channel packaging and branding along with look and feel and montage;

     

    A consultation meeting has been held with various educational institutes for a rich content and to create a ‘Resource Persons Group’ and this would be a continuous process.

    NEW DELHI: The Kisan channel is expected to be launched early next year, as soon as the procedures under the existing rules and norms are completed.

     
    Information and Broadcasting Ministry sources said the channel would be in Hindi to begin with and will have inputs from regional Kendras. These programmes will be shared with the Kendras.

     
    The channel would be an education-cum-entertainment one, encompassing all facets of life of a farmer. Besides the core agricultural issues, the content of the channel will deal with various social and economic issues concerning rural India.

     
    Ministry sources said Prasar Bharati inputs would be taken from different agricultural universities and institutes to develop rich content for the channel and the same would be disseminated among the farmers.

     

    In keeping with the budget announcement about setting up a Kisan channel, by Finance Minister Arun Jaitley, Prasar Bharati has already invited applications for recruitments in the channel which will be round-the-clock.

    Meanwhile, the Krishi Darshan programmes of Doordarshan are being telecast under the ‘Mass Media Support to Agriculture Extension’ funded by the Agriculture Ministry focusing on dissemination of modern agricultural techniques by involving experts from various fields like insurance, banking, credit for farmers, State Government schemes on agriculture/ fisheries/veterinary science/water and soil conservation/social forestry etc.

     
    In addition, a programme ‘Mera Gaon Connection telecast at prime time on DD National also introduces modern agricultural techniques to the viewers.
