    MIB does not keep record of non-carriage of mandatory channels: Jaitley

    NEW DELHI: While multi-system operators (MSOs) and direct-to-home (DTH) operators are expected to mandatorily carry a total of 24 Doordarshan channels in digital addressable system (DAS) areas, the number of channels to be carried in the non-DAS areas is 10.

     

    The channels to be carried by DAS and non-DAS areas includes Gyan Darshan, which is currently off-air but Doordarshan sources tell Indiantelevision.com that some arrangement was being worked out to re-start the channel run by the Indira Gandhi National Open University.

     

    The channels to be carried in the DAS areas include 22 DD channels including DD National, DD Bharati, DD News, DD India, DD Sports, and Kisan Channel. The other DD channels are language channels. Other than DD, the channels for DAS areas are Rajya Sabha and Lok Sabha TV, and Gyan Darshan.

     

    The channels to be carried in non-DAS areas are:  DD National, DD News, Lok Sabha and Rajya Sabha TV, DD Sports, DD Urdu, DD Bharati, Kisan Channel, Gyan Darshan, and one regional language of Doordarshan channel of the State in which the cable operator is located.

     

    The Government has also listed a schedule of channels to be carried mandatorily by operators including local cable operators in the 35 states and union territories.

     

    Notifications were issued in this regard in September 2013 and again on 25 May this year.

     

    Information and Broadcasting (I&B) Minister Arun Jaitley told Parliament that his Ministry does not have any record of such complaints received as the authorised officers – district magistrate, or a sub-divisional magistrate, or a Commissioner of Police within his local limits of jurisdiction – have powers to take action for non-carriage of the mandatory channels by cable operators on their networks under Section 11 of the Cable Television Networks (Regulation) Act 1995.

     

    An advisory was also issued in June when it was brought to the notice of the Ministry that a few MSOs were not carrying some of the mandatory channels. It was clarified that non-carriage of these channels shall attract action /punishment under Sections 11and l8 of the Cable Act. Earlier, the Ministry had written to all concerned registered MSOs for DAS notified areas to carry the mandatory channels on their networks.

    NEW DELHI: Kisan TV, which was earlier slated to launch on Baisakhi Day (14 April), has been postponed to May. This is not the first time that the launch date of the 24-hour channel, devoted to farmers and rural India, has been pushed forward. The channel, which will be run by Doordarshan, was initially slated for launch in Makar Sankarti Day on 14 January.

    Information and Broadcasting Minister Arun Jaitley said that the delay had been caused as Prime Minister Narendra Modi was not in the country, though DD sources had earlier informed Indiantelevision.com that the channel may be launched on 21 April.

    Jaitley said the preparations for the launch of the channel were at an advanced stage and that the trial runs were on.

    A budget of Rs 100 crore had been set aside in July last year in the Budget but a sum of Rs 90 crore had been allocated for this in 2015-16.

    Jaitley was speaking after inaugurating Delhi’s Vividh Bharati channel of All India Radio (AIR) on FM Mode.

    The Parliamentary Standing Committee on Information Technology, which also examines issues linked to I&B Ministry said in a recent report that emphasis should be laid on local dialect on regional basis so that farmers all across the country are able to access the channel in their local language/dialect, thereby getting benefited by this laudable initiative of the Government.

    NEW DELHI: Prasar Bharati has assured the Information and Broadcasting Ministry (I&B) that there are no plans to stop commissioning of programmes by Doordarshan.

     

    However, a Doordarshan source told Indiantelevision.com that the commission has taken on a new form. It is now a Self Financed Commissioning in the sense that the producer makes the series at his or her own cost initially after getting it cleared from DD and then later gets the costs reimbursed.

     

    DD has decided to procure content through various notified schemes such as Self Finance Commissioning (SFC), Revenue Sharing Mode (RSM) for producers/simulcast, and Advertisement Funded Programme (AFP). The Revenue Sharing Scheme (Producers/Simulcast) also allows Doordarshan to collaborate with some private channels for sourcing some high quality software in the simulcast mode content on favourable terms.

     

    Proposals have been invited for DD National Network and for the upcoming DD Kisan channels under the SFC scheme. Doordarshan is directly selling airtime to agencies and clients in the media market.

     

    Prasar Bharati is an autonomous body not owned by the state but does receive Government support in the form of grants-in-aid. Its objectives as Public Service Broadcaster are not directed towards profits but towards reaching out to all sections of society in all corners of the country, the question of losses/profits does not arise.

     

    The source said it was the constant endeavour of DD to improve upon its programmes by reviewing the content and quality from time to time with the view to sustain the interest of the viewers.

    NEW DELHI: Noting that the proposed Doordarshan Kisan is a dedicated channel for the farmers to give them information targeted to address the wholesome edutainment needs of a farmer to adopt and adapt to modern scenario, the national broadcaster has invited proposals for programmes under the Self Financing Commissioned Scheme.

     
    DD says that the content expected for DD Kisan will primarily address the developmental needs of the farmer addressing ‘Core Agriculture’, ‘Critical Support’ and ‘Essential Ancillary’ areas, keeping in mind the varied agro-economic zones, climatic areas, different crops and the need to address the target audience spread across various states but will have to be entertaining and engaging.

     
    The content on DD Kisan will be in Hindi with regional dubbing.

     
    The genres for which it has invited proposals are: documentaries/features (field based); magazines/docu dramas (field based); cookery shows/biographies; daily soap/fiction serials/family serials/thrillers; film song based programmes; reality shows/game shows; and mandi bhav/bazar bhav/agro based bulletins.

     
    In addition, DD Kisan will have a new segment for iconic characters plus content packaging where animated characters will convey the agricultural themes and desired messaging. It is expected that the participants under this category will also provide layouts of the channel’s packaging.

     
    It will also have a segment for edited feature films where the entire film is expected to be capsuled with anchor based presentation for 60 minutes.

     
    In the ‘bazar bhav’/mandi bhav’ segments, updates from the mandis including the template will be required to be provided, which would be required to give the core audiences suitable direction and help in the agricultural productive activity.

     
    To begin with, each producer has to send in the synopsis of 26 episodes but this may be extended if necessary.

     
    Under the scheme of self financed commissioning, the producer will produce the programme at his own risk and cost and on the selection of the programme, Doordarshan will market it, telecast the same and pay the producer for his services after a specified period of time.

     
    Self financed commissioning of programmes through outside producers could be done for DD’s national channels, regional language channels, state networks, regional and local services.

     
    DD shall, at its discretion and in accordance with its programme requirements, select producers suo moto for production of programmes. DD may also consider proposals submitted by producers on their own.

     
    The proposals are to be submitted in complete accordance with the guidelines of SFC programmes for DD Kisan which have been placed on the website of Doordarshan – www.ddindia.gov.in

    NEW DELHI: The Narendra Modi led NDA government has completed 100 successful days in power. And in these days, the Information & Broadcasting (I&B) Ministry has done its bit to woo the Media and Entertainment industry.

     

    Listing the achievements was I&B Minister Prakash Javadekar, through a press meet in Delhi.

     

    The government is launching a new 24×7 channel for the northeast called Arun Prabha in order to provide a strong platform for expression of cultural identities and for creating greater awareness regarding the region.

     

    Even as a Task Force has been constituted to steer the remaining two phases i.e. phase III and phase IV of digitisation in India, the government has made efforts towards fulfilling the long pending demand of domestic manufacturers of Set Top Boxes to get tax concession (C Form benefit) in order to compete with imported STBs.

     

    He said this will pave the way for implementation of digitisation initiative in India and see digitisation of about 80 million Cable TV homes in India. It is also a step towards the Prime Minister’s dream of a Digital India as digitisation will enable quick penetration of broadband connectivity in India.

     

    The Minister talked of initiatives taken in different sectors aimed at enhancing the outreach of policies and programmes across platforms. Some of the initiatives undertaken have been innovative involving people’s participation, enhancing government’s presence on the social media platforms and strengthening communication at the grassroots.

     

    He said Rs 100 crore had been allocated to Kisan Channel, which will disseminate real time information to the farmers regarding new farming techniques, water conservation, organic farming etc.

     

    In order to facilitate Ministries/Departments in registering their presence on social media the Ministry had organised a half day training workshop on 11 July.

     

    The Telecom Regulatory Authority of India (TRAI) has on the request of the Ministry given recommendations on migration of FM Radio Broadcasters from phase-II to phase-III which is under examination.

     

    Goa has been declared the permanent destination for the International Films Festival of India to develop the “Brand IFFI” on the lines of other International Film Festivals. Although the decision to move IFFI to Goa was taken in 2004 when the National Democratic Alliance was in power, a fresh Memorandum of Understanding was being signed year-to-year for the Festival.

     

    The three-day North East Film Festival held in Delhi recently will henceforth be an annual feature organised by the Directorate of Film Festivals.

     

    The Film and Television Institute of India and the Satyajit Ray Film and TV Institute are to be institutes of National Importance and an Act of Parliament will be passed for this. The proposed Bill would enable both the Institutes to award its own degrees and diplomas and start new activities on the lines of IITs and IIMs.

     

    The office of the Registrar of Newspapers for India (RNI) has streamlined its Single Window Public dealing mechanism at its office. RNI has achieved 100 per cent success in online e-filing of annual statements by publishers for 2013-14.

     

    Under the Rs 100 crore set aside for “Supporting Community Radio Movement in India,” 600 community radio stations will be set up across the country in the 12th Five Year Plan. This major initiative of the new government will strengthen the link with the population living in rural and marginalized areas.

     

    The Home Ministry has agreed to the proposal of the Ministry for not seeking security clearance for such channels whose security clearance have already been sought earlier along with the Board of Directors. This decision has paved the way for speedy clearance of additional television channel permissions, which will benefit the broadcast industry in a big way.  After the decision was taken, 23 TV channels have already been permitted by the Ministry.

     

    The proposal has been cleared for Rs.600 crore National Film Heritage Mission (NFHM) to preserve India’s film legacy by the Expenditure Finance Committee in the Finance Ministry. The draft Cabinet Note has been circulated to the concerned Ministries and the Note will shortly be submitted for approval of the Cabinet.

     

    To ensure people’s participation in Government Advertising through Crowd-Sourcing of Advertisements, the advertisement for important events are to be designed by the people. The Independence Day advertisement designed on these lines and DAVP has invited suggestions for the proposed advertisement to be brought out on 5 September to observe “Teachers Day”.

     

    For Independence Day, the advertisements were crowd sourced for the first time and Independence Day coverage was extended to all media platforms. Similarly, a series of press conferences being organised to highlight the initiatives of the Government and the same approach is being adopted to ensure information dissemination across all platforms.
