    ABP News-CVoter exit poll: Congress looking At 3 wins, BJP 1. close fight across 5 States

    Mumbai: The exit poll survey conducted by ABP News and CVoter has thrown up mixed results for the two major parties, BJP and Congress, in the five states — Rajasthan, Chhattisgarh, Madhya Pradesh, Telangana and Mizoram — where Assembly elections were conducted this month. While Rajasthan is likely to stay true to its ‘revolving door’ trend and see a return of the BJP to power, the Congress may clinch Madhya Pradesh. According to the ABP News-CVoter exit poll, a neck-and-neck fight is predicted in Chhattisgarh, with the Congress placed marginally ahead. In Mizoram, the newly formed Zoram People’s Movement is likely to give the ruling Mizo National Front a run for its money, making it a really close contest.

    The elections to five states took place on four dates between November 7 and 30, with Chhattisgarh going to polls in two phases and the rest in a single phase.

    In Mizoram, which went to polls on 7 November, CM Zoramthanga-led MNF is predicted to win anywhere between 15 and 21 seats in the 40-member assembly, down from 26 in 2018. The ZPM may bag 12-18 seats. In terms of vote share, MNF is likely to have 32% voter support, against ZPM’s 28.7%, according to the ABP News-CVoter exit poll. The Congress could bag 2-8 seats with a vote share of 24.7%.

    The ABP News-CVoter exit poll says Chhattisgarh, where the elections were held in two phases (on 7 November and 17 November), could stay with the Congress but the contest is very close. With the Congress predicted to win 41-53 seats, down from 68 in 2018, it finds the BJP breathing down its neck with a seat projection of 36-48. The magic number in the 90-member House is 46. The BJP, which won only 15 seats in 2018, appears to have increased its vote share from 33% in the last election to 41.2% this time, while the Congress vote share has gone up only marginally from 43.1% to 43.4%.

    According to the ABP News-CVoter exit poll, Madhya Pradesh is predicted to go with the Congress, with a seat projection of 113-137 against the ruling BJP’s 88-112. BSP may get 1-5 seats. In terms of vote share, the Congress has a voter support of 44.1%, while the BJP is enjoying the backing of 40.7%.

    The ABP News-CVoter exit poll predicts that Rajasthan will bring back the BJP to power, giving it 94-114 seats, and foiling the Congress’ efforts to break the state’s historical pattern of alternating between BJP and Congress. The ruling Congress is likely to win only 71-91 seats, losing at least 19 seats from its 2018 tally. The majority mark in this election is 100 as polling was held for 199 seats, and not all 200, because of the demise of a candidate. Election to this seat will be conducted on a later date.

    In Telangana, which went to polls on Thursday, 30 November, the ABP News-CVoter exit poll has predicted an upset for chief minister K Chandrashekar Rao who may not be able to hold on to power for a third term. His Bharat Rashtra Samithi (BRS) is projected to win only 38-54 seats this time, down from its 2018 tally of 88, paving the way for the Congress that is predicted to win 49-65 seats. The majority mark is 60 in the 119-member Assembly. The BJP, which put all its might during the campaigning, may get 5-13 seats. Others, including AIMIM, are likely to get 5-9 seats. At 40.7%, the Congress vote share is up 12.4 percentage points, while the BRS vote share is down from 46.9% to 38.8%.

    The counting of votes will take place on 3 December. While the final verdict will only be known on Sunday, the ABP News-CVoter exit poll can give you a sense of which way the wind appears to be blowing.

    Int’l TV Fest: A-Pac Broadcasting Union’s two India teams to participate

    NEW DELHI: The ‘Aamad’ group and ‘Sadhya’ group from India will compete in the grand finale of the first edition of the Asia-Pacific Broadcasting Union (ABU) International Television Dance Festival (AIDF) in the city of the ‘Char Minar’ Hyderabad on 15 January 2017.

    Public service broadcaster Prasar Bharati is hosting the first edition of this mega event at Shilpakala Vedika in the hi-tech part of Hyderabad.

    AIDF will showcase traditional and contemporary dance performances by artistes of more than ten counties across the Asia- pacific region. The Dance Festival is conceptualised to bring the cultural diversities from across the world into limelight, by breaking cultural barriers. It will unveil the sacred occasions when people dance, and the joys that varied communities across the Asia Pacific region feel as they dance.

    Information and broadcasting minister M Venkaiah Naidu will inaugurate the AIDF festival. Telengana chief minister K Chandrashekar Rao will be the Guest of Honour. Telengana Culture and Tourism Minister Azmeera Chandulal and Prasar Bharati Chairman A Surya Prakash will also be present in the presence of other top officials of the I&B Ministry, Prasar Bharati and Telangana Government.

    Countries that have so far confirmed participation are Maldives, Afghanistan, Sri Lanka, Uzbekistan, The Philippines, Vietnam, Cambodia, Fiji and Indonesia.

    Two declared finalists from each country; one in ‘contemporary’ dance form and the other in ‘traditional’ dance form, will participate in the grand finale. All participating dance groups are between the age group of 18 to 25 years.

    Prasar Bharati had started the selection process in June last year to select the teams that will represent India in the grand finale. In order to select the final entries, artistes were invited and they were asked to submit DVDs of their work in traditional or contemporary dance, for shortlisting purpose. These submissions were made online and offline as well.

    A total of 453 entries were received, out of which 389 were made on-line and 64 were by post. Eventually, 210 videos were selected by the first Screening Committee.

    After the final screening, 29 entries were chosen from the two categories.
    The Festival is planned to be telecast live on DD India, DD Bharati, DD Urdu, DD Saptagiri and DD Yadagiri from 5:30 p:m onwards on 15 January 2017.

    TDSAT directs TV9 to stop airing defamatory and inflammatory programmes

    MUMBAI: The Telecom Disputes Settlement Appellate Tribunal (TDSAT) has disposed off the case between Associated Broadcasting Companies (ABC) that runs the channel TV9 and multi system operators (MSOs) Hathway Cable and Datacom and Siti Vision Digital Media regarding a show that had been telecast on the channel which had made defamatory remarks against the new Chief Minister (CM) K Chandrashekar Rao of the state.

     

    The programme telecast on 12 June was carried by the MSOs and LCOs in Telangana and according to the tribunal was ‘highly defamatory’ of the CM leading to a serious law and order problem. Therefore, MSOs and LCOs stopped carrying TV9.  As the petition filed by ABC involved Constitutional rights and public order, The Union of India through the Information and Broadcasting secretary and Telangana home secretary were directed to be impleaded as respondents in the case.

     

    Although the broadcaster stopped the broadcast of the offending programme and issued a public apology for it, MSOs did not resume transmission and the channel was literally taken off air in Telangana.

     

    The TDSAT had in an earlier order this month directed the MSOs to commence showing the channel. Siti Vision started showing it on 3 September in the evening but had to take it off the very same day as it received threatening calls. ABC went ahead and filed an EA in the tribunal.

     

    On reading the transcript of the programme, TDSAT stated that it found the content ‘extremely defamatory, offensive and inflammatory and the product of a sick mind.’

     

    Counsel for the government, K Parameshwar, informed TDSAT that the I&B Ministry had written a letter to the Telangana chief secretary to ensure that the tribunal’s orders are complied with. The letters of the same had been submitted to it.

     

    A similar case is pending before the Privilege Committee of the Telangana Assembly for which no proceedings have begun either under the Cable Television Networks (regulation) Act 1995 (CTN) section 19 or any other law. However, counsel for Siti Vision and Telangana additional advocate J Rama Chandra Rao pointed out that Rule 5 (A) of the CTN Act (1994) casts an obligation on the MSOs and LCOs to not carry programmes which might be in violation of the programme code and/or the advertisement code prescribed under rules 6 and 7 of the CTN Act.

     

    According to TDSAT, the MSOs have also changed their stance for stopping the broadcast of TV9. While earlier it was fear of public violence, now it is due to non renewal of interconnect agreement that expired on 31 March 2014. To this the counsel for the government stated that this was merely an excuse to not show the channel for fear of public anger. Rao assured TDSAT that the state of Telangana would do all that is required to provide sufficient security to the MSOs and LCOs, as long as the channel does not telecast any defamatory statements against Telangana, its people and the government.

     

    The TDSAT has directed TV9 to strictly abide by the Programme Code and the Advertisement Code from rules 6 and 7 of the Cable Television Networks Rules (1994) and that it won’t make any false or malicious references to the state of Telangana or its people or government or its elected representatives. Subject to this, the MSOs are directed to carry the broadcaster’s channel.

     

    It also clarified that this order would not come in the way of the proceedings in the Telangana Assembly nor would it stand in the way of the authority to take legal action against TV9 under section 19 of the Regulation or any other provision of the law.
