    Indian govt downgrades additional secy post at MIB

    NEW DELHI: In a debatable move, the government has “downgraded” the post of additional secretary at Ministry of Information and Broadcasting and shunted out the present official to another post, while bringing in another person who would hold a junior rank.

    In an official communication issued 20 December 2018, the government has stated that Atul K Tiwari was being appointed as joint secretary at MIB and would shift from an equivalent post he held at Ministry of Textiles.

    While, the government communication also listed reshuffle of several other civil servants, including upgradation of two officials, in the case of MIB it was specifically stated that the post of additional secretary at MIB was being downgraded and the present incumbent Jayashree Mukherjee would be posted elsewhere in the government.

    In effect, this means that joint secretary Tiwari would function as an additional secretary at MIB discharging duties similar to that being done by Mukherjee. An additional secretary’s post in a ministry is the second top bureaucratic post in that organisation.

    Tiwari joins MIB at a crucial time ahead of general elections sometimes in the first quarter of 2019. The ministry oversees the work of public broadcasters Doordarshan and All India Radio and government’s PR arm Press Information Bureau, apart from a host of other entities involved in the dissemination of public service messages and information about government programmes. MIB is also responsible for permissions given to TV channels, newspapers, magazines and similar media ventures and implementing regulations meant for the media sector.

    NEW DELHI: Former Joint Secretary (Broadcasting) in the Information and Broadcasting Ministry Supriya Sahu, and F Sheheryar, who has been holding additional charge for two years, have been named as the new full-time Directors-General of Doordarshan and All India Radio respectively.

    This decision is understood to have been taken after the Prasar Bharati Board today interviewed 10 candidates for the two posts.

    Sheheryar, Deputy Director General, had taken over as interim DG in February 2014 in AIR, while C Lalrosanga was inducted in April last year as interim DG in Doordarshan. Thus, Sheheryar has been confirmed for the post he was holding as additional charge.

    Prasar Bharati sources told Indiantelevision.com that there were six persons from the Indian Broadcasting (Programme) Service, three from the Indian Information Service, and one from the Indian Administrative Service.

    The interviews were held in the backdrop of a decision by the Board earlier last year that the posts for full-time DGs would not be held until the composition of the Board would be complete.

    With two part-time members being appointed, the strength of part-time members of the Board is now complete.

    While Shashi Shekhar Vempathi, former Principal Architect of Infosys Technologies, who now heads an online media company Niti Digital, formally joined the Board today, actor Kajol will join when she comes back from overseas where she is shooting for a film.

    Under the Prasar Bharati Act, the pubcaster should have six-part time members on its Board, which is headed by its chairman.

    Early last year, chairman Dr A Surya Prakash had informed this website that he had made it clear to the Information and Broadcasting Ministry that there would be no full time appointments for the posts of the two Directors-General until the composition of the Board was completed.

    K. Sanjay Murthy appointed joint secretary in I&B

    NEW DELHI: Senior Indian Administrative Service officer K Sanjay Murthy has been appointed as the joint secretary in the Information and Broadcasting Ministry (I&B).

     

    A 1989 officer from the Himachal Pradesh cadre, he was until now principal secretary (Food & civil supplies, Transport, & Technical Education) in the state of Himachal Pradesh.

     

    His appointment took effect from 21 November and will continue until 20 November 2019 or until further orders, whichever is earlier.

     

    Ministry sources said that Murthy was expected to be given charge of films, as Raghuvendra Singh is due for transfer as his term is over.
