    CASBAA lauds India; calls for more broadcast, satellite reforms

    NEW DELHI: Asian pay TV industry organisation CASBAA, while applauding the Indian government for ease of doing business, exhorted policy makers to further streamline norms relating to the broadcast and satellite industries as it led to procedural delays impacting business.

    Speaking at the India Satcom 2017 forum here on Wednesday, Hong Kong-based CASBAA chairman Joe Welch said a great deal of attention has been paid to the power and infrastructure sectors, but “the key to … realisation of the prime minister’s vision of taking India up to a top-50 ranking (in ease of doing business) lies in improving business conditions in other sectors of the economy”, specifically satellite communications and broadcasting.

    Welch, who was chairing a session relating to ease of doing business in the broadcast and satellite sectors, observed that broadcasting business is heavily dependent on satellite links, and that “the single most crucial measure the government could take … would be to create conducive conditions for both the satellite operators and the broadcasters to be able to enter into long-term service agreements”.

    Currently, contracts for satellite capacity for DTH broadcasters are limited to a three-year term by Indian government regulation.

    “Striking long-term commercial deals in a marketplace that is less government-constrained would help increase business certainty for all the stakeholders”, he said.

    Satellite services are also important to achieving the Digital India dream – championed by prime minister Modi – as satellite services can help bring broadband and other related services to the hinterland of India, digitally connecting thousands of villages where cable or other modes of broadband delivery may pose logistic and financial challenges.

    CASBAA CEO Christopher Slaughter steps down

    MUMBAI: CASBAA has announced that following five years’ service as the Association’s chief executive officer Christopher Slaughter is to step down, effective 31 December. Slaughter will continue as CEO through the remainder of the year while a search is carried out for his successor.

    “The Board deeply appreciates Chris’s stewardship of the Association over the past five years. He has spearheaded structural reform of the organisation, created new events, and delivered on CASBAA’s aim to represent, inform, and connect its membership. We are grateful for his service to the membership and the industry,” said CASBAA board chairman Joe Welch.

    “It has been a tremendous privilege to work so closely with some of the most inspiring leaders of Asia’s multi-channel TV industry, both on the Board and among CASBAA’s members. In addition, it has been an honour to serve alongside the passionate and dedicated staff in the Executive Office. My time at CASBAA has given me a unique perspective on what has been a transformational period in the industry,” said Slaughter. “I want to express my deep appreciation to the Board for this fantastic opportunity over the past five years.”

    Slaughter was appointed as the CEO of CASBAA in October 2012, and had previously served as Convention Director in 2004. Before joining CASBAA, Slaughter held leadership roles in global and regional production, research, and news organisations: APV, The Yankee Group, CNBC, & Asia Business News.

  • Fox’s Asia SVP Joe Welch named CASBAA board chairman

    MUMBAI: CASBAA, Asia’s media association serving the multichannel audio-visual content creation and distribution industry, has announced that Joe Welch has been named as the chairman of its board of directors.

    Welch is 21st Century Fox’s senior vice-president of government relations for the Asia-Pacific region. He is responsible for supporting the public policy and regulatory advocacy efforts of 21st Century Fox’s business units across the region.

    Previously, Welch served as MCI WorldCom’s Asia director of government affairs, and earlier was an attorney at the U.S. Federal Communications Commission in Washington, D.C.

    “I’m taking on this role at a time when we have a set of positive options at hand, many now in progress, that will make CASBAA sustainable and relevant for the long term,” Welch said. “For some time now, CASBAA has been moving to secure the ability to deliver ‘twin pillar’ services for members: advocacy and anti-piracy. I look forward to working together with the Board and the Executive Office in driving an effective delivery of these pillars while continuing our mission to inform and connect our members.”

    Welch replaces outgoing director Jonathan Spink of HBO Asia. Spink was elected the chairman of the board in December 2016, but stepped down recently, at the time stating “…a new vision for CASBAA is needed.” HBO remains a patron member of the association, and Spink expressed confidence that its new direction would “…fit in with the desires and requirements of our industry.”

    NEW DELHI: Ministry of Information and Broadcasting (MIB) secretary Bimal Julka has emphasized on the government’s efforts to make India a film-shooting destination.

     

    He said efforts were on to set up a ‘Film Facilitation Unit’ to promote the concept of ‘Single Window Clearance’.

     

    Addressing a US-India Business Council (USIBC) delegation led by 21st Century Fox senior vice president Joe Welch, he said the government was committed to facilitate the digitization process for television in Phase III and Phase IV as per the given timelines.

     

    Discussion centered around the media and entertainment (M&E) sector in India and the steps taken by the government to promote “Make-in-India” across various platforms in different sectors. The discussions also focused on the possible collaborative avenues related to anti piracy. 

     

    Julka gave an overview of the growth of the industry in critical areas of the M&E sector.

     

    During the discussions, the delegation was also informed about the new policy initiatives of the Ministry in the broadcasting and film sector. Julka emphasized on the role of the MIB in disseminating the schemes of Government across media platforms in an effort to sensitise the masses.

     

    The meeting was attended by senior MIB officers and members of the Council representing different segments of the M&E industry in US.
