    Broadcasters need to come together to resolve copyrights issues by private parties

    NEW DELHI: Describing the ‘absymal ignorance’ about copyright issues as a ‘paralysis of analysis’, Prasar Bharati CEO Jawhar Sircar today asked broadcasters to interact with each other to overcome hurdles instead of living in fear of copyright rights.

     

    He said that Internet rights holders never had these problems because they interacted with each other. There was need for broadcasters to ‘come out’ and talk, since fears about copyright rights were unfounded.

     

    Sircar also stressed on clarity of purpose and not mere convoluted jargon with regard to copyright, while addressing the 21st Asia-Pacific Broadcasting Union Copyright Committee Meeting and Forum here.

     

    He said there was need for interlocutors such as the ABU to resolve these issues, and India was ready to support the initiative.

     

    Prasar Bharati chairman A Surya Prakash emphasized the challenges related to copyright, piracy and intellectual property rights. He referred to the treasure that digitization was helping to revive and retain but the issue of copyright often cropped up here.

     

    All India Radio director general F Sheheryar said copyright issues were growing by ‘leaps and bounds’ and therefore it was necessary to know the copyright laws.

     

    ABU secretary general Javed Mottaghi said it was vital for broadcasters in the region to talk to each other and sort out issues.

     

    He said ABU fully supported the World Intellectual Property Rights Organisation Treaty and this would be stressed in the next session on WIPO at Geneva.

     

    ABU was planning to increase its support to the Copyright Committee but the Committee must come out with a long-term plan, which ABU will support financially in the next financial year beginning in July.

     

    ABU has 180 active members and many of them have common points. He referred in this connection to a meeting of broadcasters from the Pacific Ocean lslands held in Samoa.

     

    The meeting of ABU in Tashkent will also take up copyright issues, he added. The ABU General Assembly will be in Istanbul in October. The Union will also enhance its online presence and enable webinars amongst members.

     

    There would be an important ABU Radio meet this year and there was need to support the community radio stations.

     

    He said the Union wanted to enroll more members as the African Union of Broadcasters had done.

     

    One way of resolving copyright issues was to form a national pool in every country to have a common voice. ABU had already drafted a model for this and could be accessed by members.

     

    Referring to issues raised with regard to problems created by sports rights holders, he wanted a regulatory framework to be built.

     

    A list could be drawn up of the sports events that people are interested in and for which there is need to obtain broadcast rights by public service broadcasters from the private rights holders. The ABU Sports Department could help in this regard.

     

    He was responding to points made by Doordarshan deputy director general Rafiq Masoodi and All India Radio additional director general Rajiv Kumar Shukla, who both felt private players often created hurdles, even as they referred to the Manadatory Sharing of Sports Signals with Prasar Bharati Act, which had made things easier.

     

    Shukla also lamented that radio was often not given the kind of imporetance that television received.

     

    MTV Sri Lanka group director Suranga Jayalath said there was need for a joint approach on the issue. He felt that traditional forms of advertising including radio and television remained dominant despite multi-platforms emerging in broadcasting.

     

    CCTV China deputy director of the Copyright Management Department Yan Bo said that a meeting on sports copyright issues was slated to be held in Beijing this year. The ABU Copyrights Committee was very active in this regard. 

     

    The committee members of the Forum are of the opinion that to ensure protection of copyrights, constant and timely discussion with government is necessary.

     

    The Copyright Committee meets annually to discuss, share, analyze and to inform members on copyright, intellectual property rights, broadcasting rights, piracy, and various other related issues and case studies from the Asia-Pacific region and beyond. Experts from this field gather every year to advise the members on the changing trends in the broadcasting industry, as to how we can protect our rights. Stakeholders involved in this forum are lawyers, copyright practitioners and specialists. The committee urges the members to attend this forum to deliberate on the copyright and protection related issues, to further gain support for the broadcasters treaty intended to protect them from piracy.

     

    The core discussion points across the three day Forum will be WIPO Standing Committee on Copyright & Related Rights session; Broadcast Laws and Protection Report; Future Projects and Suggestions; Legal Challenges and Directions for Broadcasters in the Digital Era; and the Cloudy Business of Copying (Panel Discussion).

     

    The meeting is being attended by more than fifty representatives from overseas apart from those from Prasar Bharati, Doordarshan and AIR.

    NEW DELHI: Prasar Bharati chief executive officer Jawhar Sircar will be addressing the annual FICCI FRAMES convention commencing in Mumbai on how a public broadcaster can still earn revenue.

     

    Sircar’s talk is on “India 2015: Role of the Public Service Broadcaster and Lessons from the World.”

     

    The three day convention from 25 – 27 March will extensively cover discussions on various issues related to the media sector centred around the theme – how to make India a Global Entertainment Superpower.

     

    Sircar said, “There is no nation in the world that does not have a decent public broadcaster and some of them like BBC or NHK Japan or the Korean Broadcasting System are legends, mainly because their nations, people and their governments wanted them to be so and help them succeed. India cannot be an exception as it is the only public broadcaster, which operates from the icy peaks of Kargil to our lonely borders in Arunachal, right down to Andaman and every possible corner of India: without ever looking at short-term commercial gains.”

     

    This panel discussion is scheduled on the second day of the entertainment and media conclave and will be moderated by business journalist Pranjal Sharma featuring BBC Global News CEO Jim Egan and Russia’s largest media corporation and public broadcaster – VGTRK deputy CEO Ayuna Badmaeva.

     

    The other key participant is Asia Pacific Broadcasting Union (ABU) secretary general Javad Mottaghi, who is a special invitee at FICCI FRAMES 2015.

     

    FICCI secretary general Dr A Didar Singh said, “The discussion would provide greater clarity on how to maximise the efforts of public service broadcasting, and also how institutions like Prasar Bharati can balance their programming mandate with effective revenue generation, and remain relevant in the digital era.”

     

    The session will explore the relevance, importance and space for Public Service Broadcasting in today’s ‘always connected’ world which offers a multitude of choices by way of content, delivery platforms and engagement channels.

    NEW DELHI: All India Radio (AIR) has decided to start FM Radio services throughout the country including rural and far-flanged areas in a phased manner, where FM service is presently not available.

     

    The criteria for choosing the locations include areas where there is no AIR FM service, strengthening FM coverage in the border areas especially in North East region as well as Jammu & Kashmir to counter cross border propaganda and consideration of several representations received by the people’s representatives of State and Central governments.

     

    At present, AIR FM Radio service is being provided from 373 cities/locations throughout the country.

     

    During the implementation of FM Phase III, AIR has selected 212 new cities/locations throughout the country. 

     

    Prasar Bharati CEO Jawhar Sircar told Radioandmusic.com during an interview that he was conscious that digital radio mondiale (DRM) will ultimately take over, but this process may take some years and the attempt will be to reach out to the people through FM till affordable DRM sets are available.

     

    A total of 243 private FM radio channels are operational under existing Phase-II policy. Cities/towns with a population of 300,000 and above besides State Capitals were taken up for bidding during the first two Phases of FM radio broadcasting.

     

    Under the policy guidelines for expansion of FM Radio broadcasting services through private agencies (Phase-III), the government decided to e-auction 839 such channels in 294 cities/towns as per laid down guidelines. The e-auctions will be done in batches.

     

    Besides vacant channels of Phase-II cities/towns, Phase III will cover all other cities/towns with a population of above 100,000 according to the 2001 census are proposed to be covered at present, unless they are getting covered by adjacent cities/towns. In addition, 11 cities in border areas of Jammu& Kashmir and North Eastern States (with population of less than 100,000) are also included in the list.

    Vividh Bharati now available on FM 102.8 MHz in Mumbai

    NEW DELHI: The popular Vividh Bharati channel of All India Radio (AIR) in Mumbai is now available on FM mode on 102.8 MHz. 

    The FM Transmitter for this service was inaugurated by Minister of State for Information and Broadcasting Rajyavardhan Rathore in Worli, Mumbai. 

     

    The channel, which was until now on Medium Wave, has been very popular over the past 50 years but saw a downfall in listenership with the coming in of the Frequency Modulation (FM), which is also available in car radios and mobile phones. 

     

    The inaugural function yesterday was attended by a galaxy of mediapersons, cultural luminaries, eminent personalities from Bollywood and broadcasting including actors Vikram Gokhale, Jackie Shroff,  Brijbushan and Vishwas Mehendale. Amin Sayani, who has been credited for the popularity of this channel with his vibrant voice and his knowledge about music, was also present. 

     

    VB Mumbai transmission begins at 05:55 AM and goes up to 11:30 PM. This service is in addition to the two existing FM services of AIR namely FM Gold and FM Rainbow. A dedicated 5 KW transmitter has been installed for the VB Service in Mumbai. 

     

    While Vividh Bharati services were available across most parts of the country on FM mode, it was transmitted only on Medium Wave in the four metros (with the highest population densities). 

     

    Prasar Bharati CEO Jawhar Sircar sought to address this matter as he felt that this did not allow ‘people on the move’ in the four metros to enjoy Vividh Bharati’s superlative and varied content. 

     

    With the approval of the Prasar Bharati Board, the idea was presented to the current government when it took over, and the I&B Ministry supported the proposal as well. 

    Vividh Bharati is now available on FM mode in three metros of the country (Kolkata: 101.8 Mhz; Chennai: 100.5Mhz and Mumbai: 102.8Mhz) and will shortly also be available in Delhi on FM.

     

    Rathore said radio not only regales but also educates constantly. It is a companion and does not distract its listeners. “We have been listening to radio and simultaneously doing other mundane things,” he said.

     

    The 5 KW FM Transmitter will be upgraded to 20 KW FM in the near future and will cover a radius over 80 kilometres once installed and made operational.

    NEW DELHI: In what it terms as a victory, Prasar Bharati has managed to appoint around 55 people in one stroke in All India Radio (AIR) and Doordarshan (DD).

     

    The pubcaster has been permitted such a large number of appointments in one go after 21 years. These appointments, said to be the first batch, have come after the pubcaster struggled for three years to get clearances.

     

    Prasar Bharati CEO Jawhar Sircar said in a tweet that the pubcaster had more than 2000 units to man and there were over 17,000 vacancies.

     

    The government had told Parliament last week that 3067 of the 3452 identified as essential category posts in AIR and DD, to be filled through direct recruitment, have already been revived.

     

    Another 38 middle/senior level programme posts have already been revived through deputations, Minister of State for Information and Broadcasting Rajyavardhan Rathore said.  

     

    The Minister admitted that there are 16,764 vacancies in AIR and DD as against a sanctioned strength of 46,756.  

     

    He said the Sam Pitroda Committee had recommended a complete manpower audit of the pubcaster and also draw up a re-deployment scheme. The Ministry had already asked Prasar Bharati to prepare an action plan in this connection, the Minister said.  

     

    Earlier in June last year, the then I&B Minister Prakash Javadekar had given his clearance in principle to setting up Recruitment Boards for Prasar Bharati, and Indiantelevision.com had learnt that a total of 1154 technical posts had been cleared by the relevant selection committees.

     

    These include programme executives, transmission executives, technicians, engineering assistants and duty officers, sources in Prasar Bharati said.

     

    The pubcaster has not had any senior-level recruitment since it came into being in September 1997, and the sources said that those posts which could not be filled out of these were held up because there is no Prasar Bharati Recruitment Board.

     

    As of early 2013, there were 1362 vacancies in Group A, 1,584 in Group B, 4863 in Group C and 2272 in group D in All India Radio. In Doordarshan, 724 posts are vacant in Group A, 1140 in Group B, 2871 in Group C, and 1451 in Group D.

     

    AIR and DD had total staff strength of 33,800 against a total sanctioned strength of 48,022, leaving a gap of 14222 posts.

     

    The most critically affected areas were the Programme Wing and the News Services Division (AIR)/DD News.

     

    The Committee for Information Technology in 2012 regretted that Prasar Bharati had failed to live up to the assurance given by then Prasar Bharati CEO that the Recruitment Boards for Prasar Bharati would be set up by 31 March, 2011.

     

    It is understood that the Union Public Service Commission and SSC had both refused to select for a non-Governmental organization, thus creating a new problem for the Ministry as well as Prasar Bharati.

     

    The proposal for setting up a Prasar Bharati Recruitment Board was approved by Prasar Bharati Board on 21 July, 2010 and discussed in the Ministry. A final proposal was referred to the Department of Personnel and Training on 15 February, 2011. DOP&T concurred with the proposal in June 2011 and the comments of the Department of Expenditure (DOE) were also received on 28 September 2011.

     

    The DoE had requested that a separate proposal be formulated for creation of posts for the secretariat of Prasar Bharati Recruitment Board and also requested for drafting of agreement containing terms and conditions of the members of the Board. This had been done and the proposal sent to DoE in February 2012 and then to the Law Ministry.

    NEW DELHI: Doordarshan’s free-to-air direct-to-home Freedish platform, which was telecasting 59 channels until recently has added two more channels to its kitty. What’s more, the platform is further looking at adding three more channels to its offerings soon, taking the total number of channels to 64.

     

    In fact, another channel will come on board the platform before the end of the month, according to deputy director general C K Jain.

     

    Clarifying the situation, Jain told Indiantlevision.com that 61 channels had been allotted and another three would be allotted shortly. The last two channels to be allotted were Sony Pal and Dillagi, which is still to go on air.

     

    A total of 20 e-auctions have been held so far, the latest being earlier this week. DD expects to reach a target of Rs 120 crore through these auctions by the end of March this year.

     

    Doordarshan had set a reserve price of Rs 3.7 crore per slot for the 20th online e-auction, though Indiantelevision.com learnt that the bid amount went up to Rs 4.2 crore in the 17th e-auction held on 12 November.

     

    The attempt is to touch the target of 112 television channels in the next few months, Jain said. He said that the delay had been partly due to some technical problems, which were being sorted.

     

    Prasar Bharati CEO Jawhar Sircar had said recently that the future of Doordarshan was in Freedish and digitisation. He had added that this may mean that some channels would have to be attracted to Freedish by means other than e-auction.

     

    DD sources also said that while Freedish may be encrypted to keep a tab on the number of subscribers, it would however remain free-to-air.

     

    As all these channels are on MPEG2. Freedish, which uses Insat 4B, is migrating from its old platform to a new upgraded platform with MPEG4 in an attempt to increase its capacity. The migration would result in increase of TV channels from 59 to 64 and radio channels from 22 to 24.

     

    Sircar had said in November that while most were coming through e-auctions, some popular channels may have to be ‘attracted’ to join Freedish since satellite television was the future.  

     

    To access the upgraded platform, the viewers need to edit the transponder parameter by changing only the symbol rate from 27500Ksps to 28500 Ksps in four transponders and retune/rescan their Set Top Box (STB) to receive the upgraded TV and radio channels.

     

    Viewers/subscribers who do not rescan their STB will continue to get ten channels for a period of seven days only from the date of upgradation. Out of these ten channels, one channel is an informative channel, which will show detailed procedure for re-tuning the STBs.

    KOLKATA: Publishers and Book Sellers Guild announced the second edition of Kolkata Literature Festival (KLF) through a press conference in Kolkata. 

     

    President of Publishers and Book Sellers Guild Tridib Chatterjee said that Prasar Bharti CEO Jawhar Sircar along with renowned actor Soumitra Chatterjee and author Shobha De will join the inaugural ceremony of KLF on 6 February.

     

    KLF will be held from 6 – 8 February at the KLF Auditorium (SBI Auditorium) inside the Milan Mela premises, where the International Kolkata Book Fair, one of the largest book fair in terms of footfall, has already begun from 28 January.

     

    “Prasar Bharti CEO Jawhar Sircar will be present at the inaugural ceremony. Nobel laureate economist Amartya Sen will be present on the closing day of the KLF,” Chatterjee informed.

     

    Bookworms and bibliophiles are expected to bask in the winter sun and meet literary writers.

     

    Renowned dancer Alokananda Roy is likely to showcase a dance performance on Tagore’s songs and on the life of Jesus Christ.

     

    Roy said that the prisoners from Dumdum correctional home, Presidency jail, Alipore women’s correctional home and Medinipore jail are also likely to perform in her dance programme.

    NEW DELHI: The launch of the 24-hour channel devoted to farmers and rural India – DD Kisan – has been pushed back by three months to Baisakhi Day on 14 April as Doordarshan has still to complete all the formalities relating to staff and programme. 

     

    The channel was earlier slated to launch on Makar Sankranti on 14 January but Information and Broadcasting Minister Arun Jaitley has now been assured that all arrangements would be completed by mid-April. 

     

    As per information available with Indiantelevision.com, the assurance was given in Jaitley’s customary morning meeting with senior officials of his Ministry as well as Prasar Bharati. 

     

    Jaitley sought full details of the work done on the channel, for which he had set aside Rs 100 crore in the Budget in his capacity as Finance Minister. However, the budget for I&B Ministry shows an allocation of Rs 90 crore for the same in the year 2014-15.

     

    DD sources told Indiantelevision.com that the Minister had been assured that all preparations would be completed by mid-April. It was also stated that 14 April is a very important day for farmers as it marks the start of the sowing season.

     

    Apart from Jaitley and Miniser of State Rajyavardhan Singh Rathore, I&B secretary Bimal Julka, Prasar Bharati CEO Jawhar Sircar and senior DD officials were present in the meeting held earlier this week. 

     

    Noting that the proposed Doordarshan Kisan is a dedicated channel for the farmers to give them information targeted to address the wholesome edutainment needs of a farmer to adopt and adapt to modern scenario, the national broadcaster had in early December invited proposals for programmes under the Self Financing Commissioned (SFC) Scheme. 

     

    DD sources said that the content expected for DD Kisan will primarily address the developmental needs of the farmer addressing ‘Core Agriculture’, ‘Critical Support’ and ‘Essential Ancillary’ areas, keeping in mind the varied Agro-Economic Zones, Climatic Areas, Different Crops and the need to address the target audience spread across various states but will have to be entertaining and engaging. 

     

    The content on DD Kisan will be in Hindi with regional dubbing. 

     

    The genres for which it invited proposals were: Documentaries/Features (Field Based); Magazines/Docu Dramas (Field Based); Cookery Shows/Biographies; Daily Soap/Fiction Serials/Family Serials/Thrillers; film song based programmes; Reality Shows/Game Shows; and Mandi Bhav/Bazar Bhav/Agro Based Bulletins.

     

    In addition, DD Kisan will have a new segment for iconic characters plus content packaging where animation characters will convey the agricultural themes and desired messaging. It is expected that the participants under this category will also provide layouts of the channel’s packaging. 

     

    The channel will also have a segment for edited feature films where the entire film is expected to be capsuled with anchor based presentation for 60 minutes. 

     

    In the Bazar Bhav/ Mandi Bhav segments, updates from the mandis including the template will be required to be provided, which will give the core audiences suitable direction and help in the agricultural activity. 

     

    Ministry sources highlighted Prasar Bharati’s plan to take inputs from different Agricultural Universities and Institutes to develop rich content for the channel. 

     

    DD is hoping to engage people in the fields of production as well as marketing in positions ranging from senior to mid to junior level. 

     

    There are a total of 67 vacant posts of post production professionals, visual graphics designer, record keeper, senior videographer, junior videographer, senior production executive, production executive, senior creative editor, creative editor, senior presenter, presenter, copy editor–cum-writer, programme trainees, head- sales & marketing, and senior sales & marketing executive.

     

    Other steps being taken by Prasar Bharati for this channel include: production of in-house and outsourced content; liason with relevant ministries to get inputs for channel content and for which advertisements will be issued; calculation of budget and expenditure for the channel; crowd sourcing for channel name, logo, jingles etc; issue of advertisement for channel packaging and branding along with look and feel and montage.

     

    A consultation meeting has been held with various educational institutes for a rich content and to create a ‘Resource Persons Group’ and this would be a continuous process.

     

    Meanwhile, the Krishi Darshan programmes of Doordarshan are being telecast under the “Mass Media Support to Agriculture Extension” funded by the Agriculture Ministry focusing on dissemination of modern agricultural techniques by involving experts from various fields like insurance, banking, credit for farmers, State Government schemes on agriculture/ fisheries/veterinary science/water and soil conservation/social forestry etc.

     

    In addition, a programme Mera Gaon Connection telecast at prime time on DD National also introduces modern agricultural techniques to the viewers.  

     

    The mass media support to agricultural extension and focused publicity campaigns has been strengthened to reach out to all farmers including small and marginal.

    NEW DELHI: Two months after the last e-auction, Doordarshan will be holding the 20th e-auction for Freedish on 11 February in an attempt to touch the target of 112 television channels in the next few months.

     

     Doordarshan has set a reserve price of Rs 3.7 crore per slot for the online e-auction; though Indiantelevision.com has learnt that the bid amount went up to Rs 4.2 crore in the 17th e-auction held on 12 November. This came shortly after the 16th e-auction on 28 October.

     

     DD sources said while the 19th auction was to fill four slots, it had been decided not to disclose the number of slots in advance this time in order to prevent bidders forming consortia to bid or resort to other malpractices. (It is however learnt that the e-auction is to fill five to seven slots.)

     

    Prasar Bharati CEO Jawhar Sircar had said recently that the future of Doordarshan was in Freedish and digitization. He had added that this may mean that some channels would have to be attracted to Freedish by means other than e-auction.

     

     DD sources also said that while Freedish may be encrypted to keep a tab on the number of subscribers, it would remain free-to-air.

     

    The e-auction will be conducted by Synise Technologies Ltd., Pune on behalf of Prasar Bharati.  

     

     The reserve price in the 15th e-auction was Rs 3 crore and was raised to Rs 3.7 crore in the 16th auction.

     

     Prior to the 16th auction, the total number of channels on Freedish was 58.

     

     Meanwhile, a Doordarshan official declined to give the number of successful bids in recent auctions as engineers of the pubcaster had to test these channels before verifying any numbers.

     

     The eligibility terms and conditions including other relevant details for this e-auction are displayed on DD website: www.ddindia.gov.in.

     

    However, the participation amount (EMD) in the e-auction is Rs.1.5 crore, which will be deposited in advance on or before noon on 11 February along with a processing fee of Rs 10,000 (Non-refundable) in favour of PB (BCI) Doordarshan Commercial Service, New Delhi.

     

     Applicants have also been asked manadatorily to deposit a Demand Draft of Rs 5,500 registration amount favouring Synise Technologies Ltd., payable at Pune at the time of submission of the application. The time for every slot e-auction will be of fifteen minutes duration.

     

     The applicants must provide details of the uplink/downlink permission documents received from the concerned Ministries with the applications to ensure they are not rejected.

     

    The demand drafts of unsuccessful bidders will be returned immediately or within a week after the e-auction process is completed.

    NEW DELHI: Doordarshan’s Freedish, India's only free direct-to-home (DTH) service, is migrating from its old platform to a new upgraded one with effect from midnight of 9 January (12.05 am of 10 January) in its attempt to increase its capacity.

    The migration would result in increase of TV channels from 59 to 64 and radio channels from 22 to 24.

    Prasar Bharati chief executive officer Jawhar Sircar said recently that the pubcaster would have to strengthen its DTH platform, Freedish if it has to survive.

    He had announced in November that Freedish was expected to go up to 112 television channels in the next few months but he had made it clear to the government that while most were coming through e-auctions, some popular channels may have to be ‘attracted’ to join Freedish since satellite television was the future. He said he was not opposed to digital terrestrial transmission but advances in technology may make it obsolete.  

    In fact in a pace that has surprised many, Doordarshan has held 19 e-auctions for Freedish as on 12 December.

    DD Sources also said that while Freedish may be encrypted to keep a tab on the number of subscribers, it would remain free-to-air.

    To access the upgraded platform, the viewers need to edit the Transponder Parameter by changing only the Symbol Rate from 27500 Ksps to 28500 Ksps in four transponders and retune/rescan their Set Top Box to receive the upgraded TV and radio channels.

     Viewers/subscribers who do not rescan their Set Top Box will continue to get only ten channels for a period of seven days only from the date of upgradation. Out of these ten channels, one channel is an informative channel which will show detailed procedure for re-tuning the Set Top Boxes.
