    Dish TV receives MIB notice for payment of Rs 4,164.05 crore

    KOLKATA:The Indian ministry of information & broadcasting (MIB) and  direct to home television provider Dish TV have been at loggerheads over this matter for sometime now. And the latter has informed the Bombay stock exchange (BSE)  that the former has brought up its demand to pay up long disputed licence fees totalling Rs 4,164.5 crore once again.  The amount includes interest and the demand from the MIB is that Dish TV pay it up within 15 days.

    The Jawahar Goel headed firm says that the MIB has clarified that the amount  is further subject to verification and audit and the outcome of various court cases pending before the TDSAT, the high court of Jammu and Kashmir and the supreme court.

    “In this regard, we would like to inform that the ministry of information and broadcasting had issued a demand notice in the year 2014 for the licence fee pertaining from the date of issuance of DTH License till financial year 12 – 13. The said demand notice was challenged by the company before the TDSAT and the said demand has been stayed by the TDSAT, which stay continues to be in force,” Dish TV said in the regulatory  filing with the BSE. .

    Further, the company's petition is also pending before the  Jammu and Kashmir high court where it has challenged  inter alia the quantum / applicability of licence fee and imposition of interest. Similar writs are also pending before the apex court.

    Dish TV informed that it is studying the communication to determine its next steps. The DTH licence  fee matter has already been through several rounds of litigation, the final outcomes of which are yet to be argued and concluded, it added. It would update the stock exchanges on any material developments.

    The notice has come at a time when the government has opened up 100 per cent foreign direct investment in DTH, extended the duration of licences given to operators.

  • Swamy demands President’s rule as Times Now exposes ISI funding stone-pelters via Hurriyat

    MUMBAI: Times Now, one of the leading English news channels last Saturday (6 May) had revealed the funding nexus between Pakistan intelligence agency ISI and Hurriyat leaders to keep alive the separatist movement in Jammu & Kashmir, a Times release stated.

    BJP MP Subramanian Swamy, reacting to the expose, has demanded for President’s rule in Kashmir. “We need immediate President’s rule in Kashmir,” said Subramanian Swamy, BJP MP, in reaction to the story.

    There are a slew of documents that have been accessed by Times Now, showing the nexus between Pakistan and the separatist leaders responsible for radicalising the youth in Jammu and Kashmir, the release added.

    The historic revelation has taken the political establishment by surprise. The Prime Minister’s Office taking note of the expose has asked for a close watch to be kept of financial activities of businessman associated with Kashmiri separatist, the release added.

    Times Now editor in chief Rahul Shivshankar said, “The #PakistanKeDalal story kept viewers glued to their screens and Twitterati busy all day. The story trended for over eight hours and generated cumulative reach that was over four times that of any other news channel.”

    The expose showed how Pakistan’s intelligence agency ISI has routed Rs 70 lakh or more to stone-pelters in Jammu and Kashmir through Hurriyat leader Shabir Shah, the release added.

    It has also been revealed that an ISI man named Ahmad Sagar was constantly in touch with Shah, who belongs to the Hurriyat in Srinagar. As per information available with Times Now, Pakistan ISI channeled the money to Sagar, who then transferred it to Shah, the main accused in this story. Surprisingly, Sagar is known to be a close to Pakistan high commissioner to India Abdul Basit, the release added.

    The investigation by Times Now establishes that Pakistan has not only been promoting cross-border terrorism, but also funding internal separatists in India to promulgate their ‘Azaadi movement”.

    Film Facilitation Guide issued for permission to shoot in India

    NEW DELHI: A Film Facilitation Guide has been prepared by the Information and Broadcasting ministry as part of its single single-window Film Facilitation Unit for persons wanting permissions to shoot in India.

    The guide is for both shooting of feature films/reality TV show and / or commercial TV serials by foreign film makers in India. The guide also has an application form and has detailed documents that should accompany the form. A demand draft of $ 225 (equivalent Indian Rupees) has also to be submitted.

    The Film Facilitation Office (FFO) was set up with a view to promote and facilitate film shootings by foreign film makers in India. The functions of the Office would include acting as a facilitation point for the film producers in assisting them to get requisite permission, disseminate information on shooting locations and the facilities available with the Indian film industry for production/post production and work closely with state governments in assisting them to set up similar facilities. The FFO is housed in and operated by National Film Development Corporation office in Delhi.

    The permission to shoot will normally not take more than three weeks to process. The permission letter issued by the government will facilitate permission from other local authorities, which may, in some cases, need to be obtained directly from these authorities.

    In case any living personality is portrayed in the film as a character, the script has to be shared with that personality or his/her legal heirs, before beginning the shooting, and obtain a ‘No Objection’ to prevent any legal hassles or suits.

    If the film is a co-production, a copy of the agreement between the company and the Indian party indicating the role of each party, its responsibilities and liabilities, must accompany the application.

    If a film requires shooting in the scenic but sensitive areas of Jammu & Kashmir, the North Eastern India or border belts, and/ or Restricted/Protected Areas etc., the application will be considered for specific approval in consultation with the Home ministry. In such cases, more time may take for processing the application.

    The details can be submitted also to the Indian missions in the country from where the filmmaker is applying, indicating intention to shoot in India. The mission will issue visas in the normal course.

    An expert from a panel constituted by the FFO will scrutinize the script. If considered necessary, to facilitate the shooting, a liaison officer may be attached to a film shooting team. Where a liaison officer is so attached to the shooting team, the government will bear his expenses.

    In exceptional cases, the filmmaker may need to show the completed film to a representative of the government, in India or in an Indian mission abroad, before its release anywhere in the world with a view to ensure that the film has been shot in accordance with the scrutinized script and that the film has nothing objectionable from the point of view of presentation of a correct and balanced perspective on the topic covered.

    During the shooting of the film if it is felt that any material changes or deviation from the approved script are necessary, permission may be taken from FFO before shooting these scenes.

    At the time of receiving permission for shooting in India from the FFO, an undertaking will also have to be submitted, the text of which is on the website mib.nic.in

    NEW DELHI: Prasar Bharati has denied that any of its All India Radio or Doordarshan channels are non-functional.

    Parliament was informed by Minister of State for Information and Broadcasting Rajyavardhan Rathore that Doordarshan has 67 kendra and All India Radio has 416 Stations including low capacity 100 Watt FM Relay Transmitters. 

    As part of the continuing scheme of 11th Plan and 12th Plan, 86 new AIR Stations have been approved to be set up in various parts of the country particularly remote/backward/rural areas. These include low capacity 100 Watt FM Relay Transmitters.

    In addition, 64 AIR transmitters have been approved for up gradation under 12th Plan including continuing schemes of the 11th Plan.

    While there is no approved scheme to setup new Doordarshan Kendra in any part of country including remote/ backward/ rural areas of the country, the Minister said that the project of upgradation of existing low power transmitter at Rajouri in Jammu and Kashmir to 5KW high power transmitter has been approved as part of continuing scheme of 11th Plan. 

    There are 228 high power and 810 low power TV transmitters in the country including those located in backward / tribal and remote areas of the country.
    He said there was no proposal to set up new transmitters except in border areas in view of multichannel TV coverage provided through Doordarshan’s free to air Freedish.

    MIB updates areas in 7 states & 1 UT to be covered in DAS Phase III

    NEW DELHI: The Ministry of Information and Broadcasting (MIB) today further updated the urban areas to be covered in seven states and one union territory during Phase III of the Digital Addressable System (DAS) to be completed by the end of this year.

     

    This is in addition to the 16 states for which upgradation was announced on 16 October.

     

    The seven states are: Andhra Pradesh; Chhattisgarh; Jammu & Kashmir; Kerala; Madhya Pradesh; Manipur and Telengana, and the Union Territory of Daman & Diu.

     

    Earlier last month, the states and union territories where changes were made were: Arunachal Pradesh, Assam, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Mizoram, Nagaland, Odisha, Rajasthan, Punjab, Tripura, Uttarakahd, Uttar Pradesh, Andaman and Nicobar, and Puducherry.

     

    MIB’s updated list with regard to these states and UTs also indicates areas that have been deleted and those which have been added, apart from the number of television households to be covered in each case.

     

    The changes have been made on the basis of reports of empowered officers in each state.

     

    The list does not contain areas covered in the first two phases.

     

    The list of areas to be covered in Phase III had been issued on 30 April this year.
