    75 violation cases by TV channels in 3 years; Rs 90 crore to prop monitoring: Jaitley

    NEW DELHI: Information and Broadcasting minister Arun Jaitley has denied that there is any proposal is under consideration for setting up a separate mechanism for censorshjip of television programmes on the lines of the Central Board of Film Certification.

    While stressing that the present mechanisms within the ministry are adequate deal with television channels, he said that action had been taken against television channels in 75 cases of violation of programme or Advertisement Codes from 2013 to 2015. He said no action had been initiated against any channels during 2016.

    He said the Cable Television Networks (Regulation) Act 1995 under which the programmes telecast on private satellite TV channels are regulated does not provide for pre-censorship of content broadcast on TV channels. The Act and the rules of 1994 provide for a Programme Code.

    All programmes and advertisements telecast on TV channels are required to be in conformity with the prescribed Programme Code and Advertising Code available on ministry’s website www.mib.nic.in.

    These codes contain a whole range of principles to be followed by the TV channels for all kinds of programmes including reality shows. Action is taken whenever violation of these codes is brought to the notice of the ministry.

    The I and B ministry set up a state-of-art Electronic Media Monitoring Centre (EMMC) in 2008 to look over the content telecast on 50 private satellite television channels on a 24×7 basis. This was gradually increased to 100 and then to 300.

    Under the 12th plan (2012-2017), a plan scheme “Strengthening of EMMC” has been sanctioned at a cost of Rs 90 crores to increase the monitoring capacity to 1500 TV channels by the end of Plan period. Accordingly, EMMC is presently monitoring 600 TV channels while work is on to increase the capacity further to 900 TV channels shortly.

    The Iand B ministry had constituted an Inter Ministerial Committee (IMC) to regulate content on satellite TV channels on 25 April and amended it in 2011 to include a representative from the Consumer Affairs, Food and Public Distribution Ministry to accord focused attention to consumer related issues. It is headed by the Additional Secretary in the I and B with seven representatives of different ministries as well as a nominee of the Advertising Standards Council of India.     Jaitley, Bar Council deplore attacks on media; SC asks police to ensure safety

    NEW DELHI: Even as the Bar Council of India condemned the attacks by lawyers on media persons at Patiala House courts where the Jawaharlal Nehru University Students Union Kanhaiya Kumar was being produced, the Supreme Court asked the Delhi Police to ensure the security of all including media persons.

    The apex court also agreed to hear a petition by media persons in this regard. 

    Information and Broadcasting Minister Arun Jaitley, himself an eminent lawyer, also condemned the attacks in a tweet, saying: “Media has an unhindered right to report. Attack on Media persons is highly improper and condemnable.” 

    Media persons in Mumbai and Kolkata also held demonstrations in support of their Delhi colleagues. As was previously reported by Indiantelevision.com, the News Broadcasters Association (NBA) also deplored the attacks.

    Earlier reiterating that attacks on journalists discharging their professional duties was not acceptable, the Press Council of India had sought a report from the Delhi Police regarding the assault on media persons in the Patiala House Court complex.

    The events at Patiala House court resulted in a massive outrage and top editors of national media and hundreds of journalists yesterday demonstrated on the streets demanding action against those involved in beating up members of their fraternity in police presence and sought Supreme Court’s intervention in protecting freedom of speech.

    Defence Minister Manohar Parrikar speaks exclusively to Bloomberg TV India

    MUMBAI: In an exclusive interview with Bloomberg TV India, the country’s leading English business news channel, Manohar Parrikar- Defence Minister, spoke for the first time after taking over as India’s defence minister. In his exclusive interview Parrikar discussed an extensive range of issues with Siddharth Zarabi – Executive Editor, Bloomberg TV India.

    During the interview Parrikar emphasised on cleaning up the tainted defence procurement process and also pointed out that decision taken by UPA government of blacklisting of numerous foreign firms was the wrong approach and would be reviewed immediately by the current government. In conversation with the channel, Mr. Parrikar highlighted that corruption in India’s defence systems is nothing less an anti-national activity and he spoke about blacklisting defence contractors on immediate basis.

    Commenting on blacklisting defence contractors Parrikar said, “I think there needs to be some decision on the issue of blacklisting. We need various platforms such as aerial- helicopters, planes, and there are probably few manufacturers to do that. So some sort of exercise has been carried out by my predecessor Jaitley and I intend to take it forward so that we can protect ourselves. The number of suppliers in some of the items probably is very few and we just cannot paint everyone in black. There have to be proper guidelines for blacklisting; otherwise we will run out of defence contractors/suppliers.”

    Commenting on corruption in defence Parrikar said, “I consider corruption in defence as an anti-national activity. Therefore there will be transparency and every decision will be in the interest of the country. And I will tell you one thing, there may be corruption, in general, in defence procurement, but to stay with a clean image for 20 years in a small state like Goa itself is a stupendous task which I have managed to achieve. I think that is because I have the concept of transparency and how to ensure a transparent but quick decision.”

    NEW DELHI: Several producers who have made some memorable series for Doordarshan have promised to return if certain changes are made in the pattern of the financial agreements with them.

     

    This assurance was given by the producers to Information and Broadcasting Minister Arun Jaitley, Minister of State (MOS) Col. Rajyavardhan Singh Rathore and secretary Bimal Julka at a meeting initiated by Doordarshan director general Vijaylaxmi Chhabra. Prasar Bharati CEO Jawhar Sircar and senior advisor Brig VAM Hussain were also present.

     

    The Minister said that the pubcaster wanted to revive the trust of the producers in DD and come back, and this was generally welcomed by those present.

     

    Hats Off Productions owner JD Majethia and also co-chairman of Association Of Motion Pictures & Television Programme Producers (AMPTPP) says, “The agenda of the meeting was that in the last 10-12 years with the birth of new general entertainment channels (GECs), DD had somewhere lost its glory. Now, DD wants to revive and expand its content portfolio with the help of top-line producers like us and bring back the long lost glory on DD.”

     

    The producers said that the revenue sharing model of DD was not acceptable to them as the marketing was handled by the broadcaster. Issues relating to Intellectual Property Rights were also raised since it was said that DD reserved the copyright of the works of the producers and they wanted an examination of this.

     

    On behalf of DD, they were assured that the pubcaster would examine the schemes under which serials are obtained since it has already stopped commissioning of programmes.

     

    It is learnt that consequent to the meeting, DD has re-drafted the guidelines relating to the self-financing scheme and will await the remarks of the producers before giving it a final shape.

     

    The meeting was attended by producers namely – BP Singh (Fireworks Productions), Sunjoy Wadhwa (Sphereorigins chairman and managing director), Abhimanyu Singh (Contiloe Entertainment) and others. It is also learnt that Chhabra visited Mumbai to meet some producers in this connection.

    Jaitley issues warning on titillating programming

    Indian information and broadcasting minister Arun Jaitley issued a stern warning to TV channels which are banking on nudity and semi-nudity or provocative programming to attract audiences and generate viewership.

    “People have protested about how some organisations are taking advantage of liberal norms in India. Why should you have a stripper in a airconditioner ad which was shown recently on television? Why should a condom commercial be so erotic and put on television for all to see,” he asked. “If fashion is to be marketed in terms of transparent clothing, and every decency violated on TV screens, I don’t know if we can allow that. The cable and satellite industry has to morally police itself. Also advertisers. There are issues which affect our sensibilities. I don’t think Indian society is prepared for this. We want a liberal regime. Hard censorship is abhorrent to any democracy. But if industry is not interested then we may have to step in.”

    Jaitley was speaking while addressing a gathering organised by FICCI on what Indian entertainment should be doing to ensure rapid growth in the new millennium on 30 March.

    Jaitley was pretty caustic about his ministry’s position on this issue. Should the government step in when we have control devices such as child locks, he was asked. Should it not be the responsibility of the parent or adult?

    He responded icicly: “The industry has absolutely no responsibility does it? TV censorship in India is not in the form of pre-censorship. It is like the green channel in the Customs where the onus is on you to declare honestly. But if we allow some channels which are not comlying honestly than five others will get in and take advantage of our liberal attitude. ”

    Going by Jaitley’s statements it is quite likely that the government may shortly come out with a ban against the Michael Adam promoted Fashion Television, which is generating high viewerships in India mainly because of scantily clad models. Jaitley had banned Russian channel TB6 last year because it showed pornographic films and had ordered Indian cable networks to stop carrying it on their networks. Most Indian cable TV operators have complied since.
