    TDSAT asks Ortel to adhere to time schedule in payments to IndiaCast, stop piracy

    NEW DELHI:Ortel Communications has been asked by the Telecom Disputes Settlement and Appellate Tribunal to adhere to the time schedule for furnishing SMS report to IndiaCast Distribution by the seventh of the succeeding month and will also adhere to the payment schedule for the same.

    Member B B Srivastava In his order of 9 August 2016 also directed that Ortel should file its reply with regards to the allegation of piracy within 10 days and a rejoinder, if any, may be filed within one week thereafter.

    Listing the matter for 1 September, the Tribunal said the matter regarding IRD boxes must be settled, as submitted before the Tribunal, within 10 days.

    IndiaCast counsel Kunal Tandon said a reply in the main petition has been filed and so Ortel was asked to file its rejoinder within two weeks.

    The orders came on a miscellaneous application filed by IndiaCast to restrain Ortel from retransmitting the former’s signals in Jaleswar, Jagatsinghpur, Rambha, Chatrapur and Balugaon in unauthorized and illegal manner, and for directions to Ortel to clear entire outstanding dues to the tune of Rs 4,15,180 for the illegal dissemination of the signals in the areas of Berhampur, Rourkela, Jagatsinghpur, Puri, Jaleswar, Nimapara, Bhadarak Town, Rambha, Chatrapur and Balugaon for the relevant period during which the signals have been illegally and in unauthorized manner and/or continues to be illegally retransmitted by Ortel.

    Tandon made submissions with regard to non-compliance of the direction of the Tribunal regarding payment of May and June 2016 as well as regarding clarification of issues with regard to IRD boxes. He again re-emphasized the issue of piracy by Ortel in areas where they are not permitted to retransmit the signals. However, this issue relating to piracy was disputed by Ortel and assured the payment of the monthly subscription fee for the months of May and June in view of the order of 25 April 2016.

    Over 180 TV channels asked to provide information to EMMC

    NEW DELHI: A total of 182 television channels have been asked by the Information and Broadcasting Ministry to provide by 8 June certain details required for monitoring purposes by the Electronic Media Monitoring Centre (EMMC).

    The pay channels have to provide one set of Professionat TRO for each TV channel permitted to them which can give SD-SDI output (in case of HD channels, HD-SDI output) alongwith one spare IRD per bouquet to EMMC.

    Alternately, the pay TV broadcaster/ service irovider should provide Viewing Card (VC) with matching CAlvl module for interfacing with demodulators to decrypt and demodulate the channels over IP. TV Channels are also required to provide the technical details as frequency, satellite, location of teleport, etc.

    The Free-to-Air (FTA) TV channels whose signals are not encrypted need not provide such equipment. However, they may immediately inform of the frequency being used

    The Information and Broadcasting Ministry said that under Clause 5.14 of Downlinking Guidelines, ‘the applicant company shall provide the necessary monitoring facility at its own cost for monitoring of programmes or content by the representative of the Ministry of Information and Broadcasting or any other Government agency as and when required’.

    A list attached along with the notice published on the site of the Ministry mib.nic.in also gives a list of the 182 channels as well as the officers to whom the information has to be sent.

    The list contains all genres of channels – news, general entertainment, business news, and music.

    All TV channels asked to facilitate feed to EMMC by 25 August

    NEW DELHI: All television channels have been given a deadline of 25 August to provide one set of professional IRD for each TV channel which can give SD-SDI output (in case the channels are HD then HD-SDI output) along with one spare IRD per bouquet to the electronic media monitoring cell (EMMC).

     

    Additionally, the pay TV broadcaster / service provider should provide viewing card (VC) with matching CAM module for interface with demodulators to decrypt and demodulate the channels over lP.

     

    This reminder by the Information and Broadcasting Ministry is in furtherance of the earlier letter of 22 July.

     

    The Ministry informed all TV channels that any failure to provide the module to EMMC within the time schedule will be viewed seriously.
