    Giving information effectively a major challenge: Naidu

    NEW DELHI: Information & Broadcasting Minister M Venkaiah Naidu has said information is “ammunition to fight social evils such as corruption, poverty, illiteracy and terrorism”.

    To ensure last mile reach and keep pace with the changing communication paradigm, the government communication needs to incorporate innovative and out of the box ideas. Innovative ideas such as Prime Minister Narendra Modi’s Mann ki Baat and the MoU signed with Amar Chitra Katha for comic books on Swachh Bharat Abhiyaan influenced the masses at large.

    Naidu was addressing the Indian Information Service Officer Trainees of 2015 batch currently undergoing at training at Indian Institute of Mass Communications (IIMC) here, who had called on President Pranab Mukherjee yesterday. Minister of State for I and B Rajyavardhan Rathore and senior officers of the Ministry were also present on the occasion.

    Naidu said to effectively design communication strategy for various government programmes and flagship schemes was a major challenge for government communication managers. He added that communicating success stories about developmental programs like Swachh Bharat Abhiyaan (Clean India campaign) would inspire and motivate citizens and would engage them as stakeholders in the governance process.

    The Minister emphasized on the need for India Information Service (IIS) officers to learn and adapt to the new technologies, tools and techniques to enhance reach of the government; especially in the age of social media.

    “The social media perspective has changed the way we communicate and govern today, which provided challenges and opportunities for the officers to enhance government outreach,” Naidu said.

    In his interaction, the Minister emphasized on the need to be progressive in thought and take pride in the role and responsibility assigned to each officer. He specifically mentioned the initiative taken by the Ministry to institutionalize capacity building through appropriate training programs at different career levels. Naidu also assured the officer-trainees that the quality aspect associated with capacity building issues in the training programs would be improved to meet the communication challenges.

    Rathore advised the officer trainees that there was a need to continuously learn and add value to their skills as well as the organization where they would be working.

    IIS Officer Trainees also shared their experiences of the past nine months of training with the two Ministers.

    NEW DELHI: The Government has decided to undertake a cadre restructuring of the Indian Information Service (IIS) Group ‘A’ with an aim of better functioning of media and communication arms of government.

    This decision was taken at a meeting of the Union Cabinet chaired by the Prime Minister Narendra Modi today.

    The restructuring will involve addition of two posts at apex level, five at Higher Administrative Grade and 19 posts at Senior Administrative Grade level with matching reduction at other levels.

    The restructuring will address the problem of existing stagnation in the IIS Cadre and will improve the career prospects of IIS officers.

    The announcement after the cabinet meeting said the Cadre review exercise will result in better functioning of media and communication arms of the government.

    The Cadre review comes in the backdrop of ongoing efforts to expand the outreach of pro-people policies of the government and the need to disseminate the information of such measures which have grown manifold in the recent years.

    Major reshuffle of IIS officers by I&B Ministry

    NEW DELHI: The Information and Broadcasting Ministry is all set for a major reshuffle of Indian Information Service (IIS) officers posted all over the country.

      

    Senior IIS officer S. R. Kar has been posted as director (Media and Communications) in the Press Information Bureau following his promotion to the selection grade. Kar will continue to look after the work of DPR (Defence) as well.

     

    K Muthukumar, who was until now posted in the Prime Minister’s Office, has been transferred to Doordarshan News as additional director general.

     

    Jane Namchu who was special correspondent for Prasar Bharati in Kathmandu has been posted in the Directorate of Field Publicity in Siliguri. He succeeds Akash Luxman who has been posted as director (lEC) in the Rural Development Ministry.

     

    D M Kakadia has been moved from the Rural Development Ministry as director (News) in DD News.

     

    R K Jain has on repatriation from Directorate of Film Festivals been posted as director (News) in the News Services Division in All India Radio.

     

    Manisha Verma who was until now director (M&C) in PIB, New Delhi has been moved as chief media in the Health and Family Welfare Ministry and will also look after the publicity work of the Ministry, which has currently been under the charge of PIB officers.

     

    Raj Kumar moves from the Central Board of Film Certification’s Delhi office to become Director (M&C), PIB.

     

    K Satish Nambudiripad will become a director (M&C), PIB on repatriation from the Consumer Affairs, Food and Public Distribution Ministry.

     

    A K Mishra moves from CBFC Cuttack to become director in the Directorate of Advertising and Visual Publicity. He replaces R K Jain who has been moved to Bhopal as director in DFP with additional charge of RNU, DD Kendra in Bhopal.

     

    Prabhavati Akashi who was director (M&C) in PIB, New Delhi is being moved as director of DFP in Pune. She is replaced as Director (M&C), PIB, New Delhi by Maushami Chakravarty on repatriation from Heavy Industries Ministry.

     

    S K Mohapatra who was Deputy Director (M&C), PIB, New Delhi is now being moved as deputy director (M&C), PIB in Kolkata.

     

    J Kamraj, deputy director (News), DD News, New Delhi is to be the new deputy director (News), DD Kendra in Chennai.

     

    Neetu Sona M., until now assistant director (News), in NSD: AIR, New Delhi is moving as assistant director to the Publications Division in Thiruvananthapuram.

     

    Sukhendu Das, until now assistant director (News), DD Kendra in Imphal is to join as assistant director (News), DD Kendra in Kolkata. He replaces R L Borathakur who is being moved as assistant director (News), DD Kendra in Guwahati.

    NEW DELHI: K Ganesan is being posted as the new director general of the Directorate of Advertising and Visual Publicity in the Information & Broadcasting (I&B) Ministry in place of G Mohanty, who has sought voluntary retirement.

     

    Mohan C Handak takes the place of Ganesan as press registrar as the Registrar of Newspapers in India (RNI).

     

    A P F Noronha will take place of Chandak as Director General of the Directorate of Field Publicity. Noronha was until now Director General (Media and Communications) in the Press Information Bureau (PIB) and also Officer on Special Duty in the Information & Broadcasting Ministry.

     

    All these officers are senior officers of the Indian Information Service.

    Senior bureaucrats-cum-journalists pass away

    NEW DELHI: Two senior journalists-cum-bureaucrats belonging to the Indian Information Service, passed away over the weekend. While former editor of the Hindi wing of the United News of India, UNIVARTA, Mr Kashinath Joglekar died in the capital on Saturday aged 80, Mr Amitabh Chakrabarti died of a heart attack in Varanasi on Sunday aged 60.

    Defence Minister A K Antony and External Affairs Minister Pranab Mukherjee today expressed sorrow over the death of Mr Chakrabarti, who was to have retired later this year and was currently the Registrar of Newspapers in India. The last rites were performed this morning.

    Mr Antony recalled Chakrabarti’s stint as head of the Publicity Wing of the Defence Ministry. Mr Mukherjee in his condolence message said that Late Mr Chakrabarti was a sincere and upright officer, whose career in the Indian Information Service was exemplary for its brilliance. Earlier in the day, Mr Mukherjee and Defence Secretary Shekhar Dutta visited the residence of late Chakrabarti. Both the deceased had held the post of Registrar of Newspapers in India during their careers.

    Mr Joglekar is survived by a son and two daughters. Mr Joglekar’s wife had died a few years ago. Before becoming Univarta’s first editor in 1982 , Mr Joglekar was director of Information Department of the All India Radio. After retiring from Univarta, Mr Joglekar regularly contributed columns and articles for various newspapers and magazines.

    Hailing from Kashi, Mr Joglekar began his career with a small newspaper in Varanasi, after obtaining a degree in Science and Law. During his career, he was also associated with the Allahabad edition of the Amrit Bazar Patrika as well as a newspaper called ‘Northern India’. During the Janata Party rule at the Centre, Mr Joglekar was the press secretary of the then Prime Minister Morarji Desai. After retiring from Government service, he was appointed editor of Univarta and remained in that position for five years. He was also honoured with the Ambika Prasad Vajpayee award instituted by the Uttar Pradesh Literary conference.

    Mr Chakrabarti had gone to Varanasi for some official work when he suffered massive heart attack. He is survived by his wife, son and daughter.

    A 1971 batch IIS officer, Mr Chakrabarti had worked in various capacities holding senior posts like Additional Director General News and Current Affairs in Dordarshan News. He had worked as Additional Principal Information Officer in the Defence Ministry. He was also Prasar Bharti’s Correspondent in Washington DC
