    ASCI secretary-general Manisha Kapoor named VP, ICAS executive committee

    Mumbai: Advertising Standards Council of India (ASCI) general secretary Manisha Kapoor has been appointed to the executive committee of the International Council for Advertising Self-Regulation (ICAS). She will be one of the four vice-presidents on the executive committee. Set up by the European Advertising Standards Alliance in 2008, ICAS is a global platform of self-regulatory organisations (SROs).

    Until April this year, ASCI served on the executive committee as a member for a two-year term. Now, Kapoor will play a leadership role  on the committee till 2023.

    In her role as part of the ICAS leadership team, she will take forward the agenda of self-regulation globally. Some priority areas of ICAS for the next couple of years are:

    ●        To promote advertising self-regulation as an optimal mechanism for consumer protection

    ●        To strengthen ICAS as a global alliance

    ●        To facilitate knowledge sharing among SROs to establish best practices

    ●        To support emerging SROs across the globe

    ●        To monitor global trends in the advertising ecosystem that impact self-regulation

    ●        Work closely with established and emerging digital platforms to make the online space more transparent and fairer for consumers

    Kapoor said, “This appointment is  a recognition of ASCI’s growing global standing  and influence in the narrative of responsible advertising, as well as the importance of Indian advertising industry itself at a global level. This offers us a chance to  exchange learnings and best practices. With the Indian advertising industry evolving fast and  digitalisation boosting growth, ASCI’s leadership of  the ICAS executive committee will add  new perspectives to the agenda of responsible advertising.”

    ICAS is a globally established organisation with members comprising national and regional SROs, associations and international industry associations representing advertisers, the media and creative agencies, all working to ensure that advertising and marketing communication is legal, honest and decent.

    The three other vice-presidents are one each from Canada, the USA and the World Federation of Advertisers. The ICAS president is from the United Kingdom.

  • FreeDish: English news channel among two come aboard (Updated)

    NEW DELHI: Two more television channels, including the first English news channel, have come on board Doordarshan’s FreeDish platform. Though there were no bidders for the e-auction on 25 May 2017, the two channels were brought on board on a pro rata basis.

    Additional director-general Sunil told Indiantelevision.com that RT Movies and NewsX –  which is an English news channel – have been taken on a special pro rata basis till the next auction, which is expected in July.

    Explaining the concept of pro rata, he said these channels are paying at a daily rate basis calculated against the reserve price of Rs 80 million for the period when they came on air till the next auction. This works out to Rs 2,19,178 per day.

    However, they will have to taken part in the auction to remain on the platform under conditions set by Doordarshan.  

    Sunil also said that FreeDish was expected to take a quantum jump from the present eighty TV channels (apart from 32 radio cbannels) to 104 TV channels with the completion of the final trials of MPEG4, about which an announcement had been made in October last year.

    On a question about FreeDish becoming capable of 250 channels within the next two years as announced by the Information and Broadcastng Ministry in Parliament in early April, Sunil said this was expected to be achieved by the third quarter of 2018.

    In line with the ‘Digital India’ and ‘Make in India’, DD has implemented Indian CAS (iCAS) on DD FreeDish Platform. iCAS (which is an initiative of the central government) was introduced in the auction held last month. The introduction of iCAS will provide enhanced viewing experience.

    Although Free Dish will remain free-to-air with no monthly or periodic fee with encryption, the viewers will be required to register with DD FreeDish on getting the new STB from DD authorized STB dealers.

    DD officials said implementation of iCAS and authorisation of STB original equipment manufacturers (OEMs) by Doordarshan will give a major thrust to ‘Make in India’ and ‘Digital India’. At present, a majority of STBs are imported. However, the introduction of iCAS will help in standardisation of STBs and encourage quality STB manufacturing in India.

    With analogue having been switched off, Parliament had been told that many stakeholders feel that FreeDish is the best option in Phase IV which covers rural India.

    The only free-to-air DTH platform in the country, FreeDish earned Rs 2.8665 billion through auction of 54 slots in six auctions from 30 March 2016 to 14 February 2017. In comparison, DD had earned Rs 1.8034 billion in 2015-16.

    Despite the reserve price of Rs 48 million till the 32nd auction, the highest bid for a slot was Rs 73 million for Sony Pal. The reserve price in the first five auctions was Rs 43 million and was raised to Rs 48 million in the 32nd auction. The reserve price for the 33rd auction was Rs 80 million.

    FreeDish was launched with a modest bouquet of 33 channels in December 2004, and now carries eighty TV channels and 32 radio channels. This includes 22 Doordarshan channels and two parliamentary channels, seven general entertainment channels, 18 movie channels, 13 news channels, seven music channels, three religious channels and eight channels of other genres. The All-India Radio stations also piggy-back on the platform.

  • ASCI bags gold award for mobile app ‘ASCIonline’

    MUMBAI: The Advertising Standards Council of India (ASCI) has bagged the gold award for their Mobile App “ASCIonline” to receive consumer complaints against false advertisement at the Global EASA Best Practice Awards 2016.

    The Indian self-regulatory advertising watch-dog was awarded the prestigious prize at Athens on 8 May 2017 for launching the best initiative globally providing “Prompt and efficient complaint handling at no cost to the consumer”.

    The Consumer Complaint Mobile App – ASCIonline – was launched in June 2015 to provide easy and convenient access for lodging complaints, increasing ASCI’s reach across India.

    With a catchy slogan ‘Snap It and App It’, the App lets consumers’ flag complaints against offensive/misleading/vulgar advertisements. For every complaint, they get real-time auto updates within the App every time the status of the complaint is changed with regard to the progress of the complaint.

    Keeping the design and interface clean, uncomplicated, and user-friendly, ASCI has ensured to rightly “M(obile)–Power” consumers providing the utility to voice against misleading advertisements.

    This Free App which is available on android and iOS platforms continues to contribute upto 10% in the total number of complaints received even today.

    ASCI chairman Srinivasan K. Swamy said, “We are delighted to receive this esteemed honour from EASA for recognizing our efforts towards strengthening ASCI’s role in self-regulation in the country. Continuing with the mission to protect consumers’ interest, ASCI embraced technology to connect with the consumers and curb misleading advertisements.   • FreeDish iCAS STB: Modern Comm, Velankani, BGM, KMTS & Millennium OEMs shortlisted

    NEW DELHI: Five companies including two from Delhi have been shortlisted as original equipment manufacturers for set-top boxes for Doordarshan’s FreeDish on the Indian Conditional Addressable System (iCAS).

    This follows the opening of e-tenders on 9 December 2016 after which these OEMs were found suitable for the job.

    The manufacturers are: Modern Communications and Broadcast Systems Pvt Ltd of Gandhinagar in Gujarat; Velankani Electronics Private Ltd of Bangalore; BGM Holding Company of Ghaziabad; and KMTS Engineering Pvt Ltd and Millennium Technology who are both from Delhi.

    The technology of iCAS has been designed by ByDesign of Bangalore.

    Certain terms and conditions have been laid for the five OEMs which were authorised for manufacturing different make and model of STBs for FreeDish. All STB OEMs shall integrate their STBs with the iCAS and DD approved Firmware/Middleware.

    The STB OEM shall provide the duly certified integration testing report from the iCAS OEM and the Bureau of Indian Standards (BIS) certification. Five such STBs will be tested by Doordarshan.

    On successful integration and testing of the STBs, Doordarshan will issue a letter of intent to the STB OEM.

    The STB OEM shall be required to submit the requisite Performance Bank Guarantee (PBG) amount to Doordarshan within 15 days of issues of letter of Intent.

    After receipt of the PBG amount, Doordarshan shall enter into an agreement with the STB OEM authorizing it to sell iCAS and DD approved firmware/middleware enabled STBs in India for reception of DD Free Dish DTH Service.

    STB OEMs have been advised to contact M /s ByDesignin Bangalore for all STB integration and certification related to iCAS platform.

  • Final phase STB seeding is 35% even as deadline nears

    NEW DELHI: Even as the country has set a deadline of 31 March this year for full digitisation of cable TV, a Parliamentary Committee has been told that only 35 per cent seeding of set-top boxes (P-IV) has been achieved in rural India though the Parliament was told last week that 66.79 per cent (P III & IV) seeding had been achieved in the last two phases minus Tamil Nadu.

    Admitting that digitisation in the first phase is total minus Chennai, the Parliamentary Standing Committee on Information Technology which also examines issues relating to the information and broadcasting ministry has been told that digitisation has also not been done in one city – Coimbatore – of Phase II in view of court cases though the other 37 cities having more than one million population and spanning 14 states and one union territory had been covered.

    The committee recommended that the I and B Ministry follow up the issue of financial and technical viability in rural and remote areas, promote and increase share of iCAS (Indian Conditional Access System) to leverage ‘Make in India’ programme, popularise Doordarshan Free Dish in small town/cities/rural and remote areas, address the legitimate concerns of domestic STB producers and rigorously pursue interoperability of STB with the Telecom Regulatory Authority of India.

    The committee therefore expressed the hope that the I and B Ministry will be able to meet the targets of cable TV digitisation as almost all the pending cases have now been dismissed and there is no stay in any case except in case of Chennai and Coimbatore.

    Cable TV Digitisation in Phase III and Phase IV areas was to be achieved by 31 December 2015 and 31 December 2016 respectively, now extended to 31 January 2017 and 31 March 2017.

    Interoperability: TRAI working with IIT Bombay

    It was told that technical interoperability, as envisaged in the existing Direct to Home Guidelines has so far not proved to be effective due to various techno-commercial issues. The TRAI has decided to collaborate on the issue of technical interoperability with the Department of Electrical Engineering of Indian Institute of Technology, Bombay (IIT-B).

    To ensure commercial interoperability TRAI has notified tariff orders and this has been challenged by a couple of DTH operators in the Telecom Disputes Settlement and Arbitration Tribunal and the matter is sub judice.

    The Committee was given to understand that after the roll out of iCAS in January 2016, about 10 million STBs have been installed by multi-system operators out of which about 300,000 are with iCAS, which gives a market share of about 3%.

    While three new channels were added in an auction held over two days in mid-October, 24 got their year-long extensions. DD officials also confirmed that FreeDish will soon be capable of carrying up to 250 channels.

    In line with the ‘Digital India’ and ‘Make in India’, DD has decided to implement Indian CAS (iCAS) on DD FreeDish Platform. iCAS (which is an initiative of the central government) is being introduced in 24 MPEG-4 channels. The introduction of iCAS will provide enhanced viewing experience.

They will set up their distribution network all over India for selling Indian STBs and providing services to Doordarshan FreeDish viewers. Doordarshan DTH has also planned to set up customer care service for DD FreeDish viewers and has planned extensive complaint redressal mechanism.

    NEW DELHI: Tenders submitted for set top boxes suitable for MPEG4 upgradation of the country’s only free-to-air direct-to-home platform DD FreeDish will be opened on 25 October 2016.

    In an announcement, the Indian pubcaster Doordarshan said that original equipment manufacturers filing tenders for this purpose would have to be DD authorized OEMs to sell DD approved Indian conditional access system (iCAS) and firmware/middleware-enabled boxes. 

    Those applying would have to buy the form for Rs 10,000 and then give earnest money for Rs 1 million and deliver the STBs within a period of three months.

    A DD official, who did not want to be named, said it was clear that DD will not be paying any money to those who are found suitable but will only approve their bids in accordance with the parameters set for suitability of the STBs. The earnest money was only aimed at getting genuine manufacturers, he added.

    India is expected to have 173 million paid cable and satellite home in India by the beginning of next year and the official added that the exact number of FreeDish subscribers would be known when the Indian Conditional Access System (iCAS) system becomes fully operational. Since any individual can buy a FreeDish antenna and set it atop his house, it is difficult to indicate the number of subscribers.

    A pre-bid conference would be held on 3 October 2016.

    The application form, including technical and financial details, can be downloaded from website www.tenderwizard.com/PB. E-application notice is also available on Doordarshan website www.ddindia.gov.in using the link tender notice (engineering) or from eprocure.gov.in/cppp.

    Earlier, indiiantelevision.com had reported that FreeDish had plans to add 24 new channels, increasing the number from 80 to 104.

    The platform has space for 80 channels altogether, including its own channels and Lok Sabha and Rajya Sabha TV along with 24 All India Radio channels.

    Sources told indiantelevision.com that FreeDish is being encrypted through iCAS to keep a tab on the number of subscribers, but it would remain free-to-air.
