    Mass Comm courses in regional languages significant: Naidu

    NEW DELHI: Information and Broadcasting Minister M Venkaiah Naidu has stressed the vast need of skilled personnel in the media and entertainment sector in the country as the sector was expanding rapidly.

    The Minister referred to the prominent role being played by the Government’s Skill India Initiative for upgrading skills under multiple disciplines. He added that the vision of this Government was to bring Transformational changes in all sectors.

    Speaking about the changing paradigm in communication, the Minister said Social Media has broken the boundaries of time and space in communication. It is a pre-requisite for budding journalists to be social media savvy and to have a watchful eye about the public perception on issues of local and international importance.

    He advised students aspiring to become journalists in future to ensure that news and views are not mixed and be objective. Every budding young journalist should have an open mind to acquire maximum knowledge to present the perspective in an objective manner. He urged students to keep abreast with the latest developments, new technology and new modes of communication and should inculcate a habit of reading to remain relevant and effective.

    He also called upon the Indian Institute of Mass Communications to strive for journalism courses in all Indian languages to cater to the communication needs of the citizens all across the country.

    The Minister was speaking after inaugurating the First PG Diploma course in Urdu Journalism, the 67th Diploma course in Development Journalism, and the launch of the IIMC Journal “Communicator” at Shastri Bhawan.

    Emphasizing on the training methodology, Naidu said it was important in the current scenario to include Case studies and practical exposure as a part of curriculum for learning, practising and applying new concepts. He also stressed the need for imparting an outlook that is rooted in strong ethical values among budding journalists and communicators.

    Naidu said Urdu journalism was an important and integral part of media and communication landscape of our country which had played an important role in the Freedom Struggle.

    Inaugurating the 67th Development Journalism course, the Minister said India is today regaining the lost glory of being the Knowledge hub of the world. The Development Journalism course provided a great opportunity for understanding and appreciating each other’s culture, and developing bonds of friendship.

    He added that journalist scholars from various Developing Countries were unofficial Ambassadors of India who shall provide a link of brotherhood among different cultures through their writings. The 67th batch of Development Journalism course at IIMC has 23 scholars (12 females and 11 males) from 19 different countries.

    Prasar advisor Sunil Arora new IICA DG & CEO

    NEW DELHI: Information & broadcasting ministry’s former secretary Sunil Arora has reportedly been appointed as the director-general and CEO of the Indian Institute of Corporate Affairs (IICA), the corporate affairs ministry’s think tank. The IAS officer of the 1980 batch of Rajasthan cadre, Arora retired as the secretary earlier this year, and was serving as an advisor at Prasar Bharati.

    IICA generally focuses on matters concerning functioning of corporates and strives towards capacity building with various stakeholders including professionals and regulators.

    The government’s Appointments Committee of the Cabinet (ACC) approved the appointment of Arora as the IICA CEO and D-G via an order issued by the Department of Personnel and Training (DoPT) said. He has been appointed in the top scale of Rs 80,000=00 for a period of five years or till attaining the age of 65 years or until further orders, whichever is the earliest, it added.

    Most film-friendly state to get Rs 1-cr cash award

    NEW DELHI: The most film-friendly state in India will henceforth receive a cash award of Rs 10 million (Rs 1 crore) in addition to Rajat Kamal and certificate.

    This was announced by information and broadcasting minister M Venkaiah Naidu at the opening of the 28th State Information Ministers Conference (SIMCON) on Saturday.

    The award was instituted in the National Film Awards given away on 3 May this year, and the first award had gone to Gujarat. But, there was no cash component involved.

    The minister said this had been done to encourage the ease of film shooting. Naidu suggested that the prize money may be used by the winning state towards film facilitation. Meanwhile, the minister of state for information and broadcasting Rajyavardhan Rathore said a website was soon being set up for film facilitation and permissions.

    Rathore urged the states to set up film facilitation units to ease out film shooting permissions as well as ensure seamless movement of their equipment.

    The ministry was in the process of setting up a central portal for all such related permissions and welcomed states to also collaborate in this platform as a part of ease of doing business initiative, he added.

    NEW DELHI: The Bureau of Indian Standards (BIS) had so far failed to come out with specifications with regard to interoperability of STBs (set-top boxes) meant for DTH (direct-to-home) platforms.

    An information and broadcasting ministry source was answering a question by indiantelevision.com in response to a reply in the Parliament given by the minister of state Rajyavardhan Rathore.

    The minister had said the ministry had accepted recommendations of the Telecom Regulatory Authority of India (TRAI) that it should work with the BIS and the Department of Electronics and IT to ensure such set-top boxes.

    TRAI, in July 2014, on “Issues relating to New DTH Licenses” said: “The Open Architecture (Non-proprietary) Set Top Box (STB), which will ensure technical compatibility and effective interoperability among different DTH service providers, shall have such specifications as laid down by the Government from time to time” with “The Set Top Box offered by a DTH service provider shall have such specifications as laid down by the Bureau of Indian Standard (BIS) from time to time.”

    TRAI recommended that BIS should come out with updated specifications for STBs from time to time and while doing so, BIS will consult TRAI and that the license conditions should mandate the licensee to comply with the tariff order/scheme prescribed by TRAI for commercial interoperability.

    In the paper, the Authority had said that STB interoperability was not possible because of the different technologies adopted by the operators due to them entering the market at different times. TRAI thus asked the BIS to regularly keep updating the standard of STB technology.

    Then I&B Minister Prakash Javadekar had told the Parliament on 24 July 2014 that the interoperability of DTH customer premises equipment has not so far proved to be effective due to various techno-economic reasons. The interoperability had been envisaged in the DTH licence conditions, he said.

    The portability in DTH service can be achieved through technical interoperability or through commercial interoperability.

    NEW DELHI: M Venkaiah Naidu, who holds the dual charge of the ministries of information & broadcasting, and urban development and housing & urban poverty alleviation, yesterday urged officials in both the ministries to facilitate cashless economy and encourage digital and online transactions.

    Addressing the officers regarding the steps being taken by the government, he said the attempt was to prevent delays through seamless transactions and end the menace of corruption and black money.

    Naidu mentioned that the government’s JAM (Jan Dhan, AADHAR & Mobile) initiative would also facilitate this transformation. In this context, he reiterated the prime minister’s JAM vision which would ensure maximum penetration of technology among the masses and maximum empowerment for the poor.

    Naidu urged all officers to provide counselling to their staff to move and adapt to a cashless and digital transactions reducing the role of physical money in day-to-day transactions. This exercise could also be conducted at the homes by officers and staff with the people associated in their day to day life as part of social responsibility. The minister also mentioned few platforms available for digital transactions including Unified Payment Interface and Mobile Wallets.

    Minister of state for information & broadcasting Rajyavardhan Rathore, ministry secretary Ajay Mittal, urban development secretary Rajiv Gauba, housing and urban poverty secretary Dr. Nandita Chatterjee, senior officers from the ministries, were also present in the meeting held at Vigyan Bhawan, NewDelhi.

    A presentation on “Government – Citizen Transactions towards less cash economy including different platforms and methods of transaction” was also made by Team NITI Ayog. The presentation was followed by a Question & Answer session, where doubts were cleared and queries answered.
