    FM Phase III auction postponed

    NEW DELHI: The e-auctions in the second batch of FM Phase III, which completed its 24th day yesterday, will now resume on 9 December 2016.

    The auction was not held on Tuesday, owing to the demise of Tamil Nadu chief minister J Jayalalitha as some bidders rushed back to Tamil Nadu.

    The bidding has so far been somewhat slow, but Muzaffarpur has been the sole silver lining over the past week rising to more than Rs 33.7 million and thus also overtaking Mysuru which is still at Rs 32.1 million.

    Hyderabad and Dehradun are still at top with Rs 23,43,48,266 and Rs 15,61,00,590 respectively, and there are still no bids for 44 cities and movement of just one or two cities in the bottom rung.

    M/s South Asia FM Ltd has been declared as the winning bidder for five Radio FM channels, just a day after the commencement of the auction for the second batch of Phase III. The company will be allotted FM Channels in Surat, Amritsar, Patna, Chandigarh and Jammu.

    The first day of auction on 26 October saw a winning price of Rs 1820 milion against the aggregate price of Rs 1792 million, while the second day onwards the bidding has been low.

    Information and Broadcasting Ministry sources told indiantelevision.com’s sister concern radioandmusic.com that the aim was to continue till all the channels slated in the second batch were auctioned, but breaks will have to be taken for weekends and national holidays.

    This data has been compiled on the basis of system generated “Final Round Result Report” and “Frequency Identification Report” accessible through auction administrator role.

    NEW DELHI: Information & Broadcasting Minister M Venkaiah Naidu today handed out some sanskari (rooted in culture) advise to officials of All India Radio and Doordarshan while reminding them of a pubcaster’s responsibilities in dishing out information devoid of sensationalism.

    Stressing on the need for upholding credibility in dissemination of information by public broadcasters, the Minister said, “Public service broadcasters have a great responsibility on their shoulders to ensure credibility in the era of competition.”

    Naidu was speaking at a review meeting during a visit to the All India Radio (AIR) and Doordarshan (DD) centres in Hyderabad on Monday.
    Naidu infused confidence in the officials of different media units of Ministry of Information and Broadcasting (MIB) while interacting with them to understand their problems.

    He said the information empowerment of the people is quintessential in the age of information revolution, and information is “great ammunition in the hands of the people in fighting corruption, poverty and inequalities from the society for the overall development of India”.

    The Minister added that the public discourse should be guided by development rather than disruptive tactics and politics.
    Public broadcasters must excel in factual information while communicating to the mass audience. He advised those in the public broadcaster Prasar Bharati, parent of DD and AIR, not to jump to conclusions but confirm the news before putting it on air.

    “A public broadcaster, while disseminating information must abstain from obscenity, vulgarity and violence”, he said, adding that people in the media while producing programmes, plays, cultural programmes, must keep in mind India’s great heritage, culture, traditions and customs in mind.

    He advised people in media to maintain high standards in informing the masses, keeping in mind the philosophy and guidelines established by the founding fathers in various spheres of public life. “Let us not mix news with views and create a bad practice,” Naidu exhorted Prasar Bharati officials.

    He advocated that media should work together in bringing social harmony and discourage politicisation of social issues and not play into the hands of terrorists and to avoid in “turning them into heroes”.
    He wanted the media to be biased towards rural people, agriculturists, down trodden sections, women and disabled people in giving more coverage to highlight their grievances.

    Last date for application in auction of second batch of 266 FM channels in Phase III extended by one week

    NEW DELHI: The last date for receipt of applications for the e-auction of the second batch of FM Radio Phase-III channels comprising 266 channels in 92 cities has been extended to 8 August 2016 by 5 pm.

    Similarly in an amendment issued today, the Information and Broadcasting Ministry has extended the last date for issuing clarifications to 26 July 2016, Earlier, these dates were 1 August and 21 July 2016 respectively.

    The auctions, which include 227 channels in 69 fresh cities and 39 channels in 23 existing cities which had remained unsold as there were no bids, are to be held around mid-September this year.

    Changes in Networth Clause

    The Ministry also made some changes in the networth requirements of applicants, which can be seen on its website mib.nic.in. Essentially, this does away with networth till 30 June 2016 but remains confined to three years or from incorporation till 31 March 3016. However, provisional financial statement will have to be given till 30 June 2016.

    Recent increase in FDI increase included

    Additionally, the Ministry made public some queires in the NIA and their answers from the Ministry. Among other clarifications, the Ministry said that the FDI Cap of 26% prescribed under FM Radio Phase III Policy guidelines of 25 July 2011 were being raised to 49% in accordance with the Ministry order of 21 July 2016.

    As in the first stage, the e-auctions will be conducted by C1 India Private Ltd and the process will commenced on 20 June with the notice inviting applications (NIA).

    A Pre Bid conference was held on 11 July 2016 at 2:30 PM and the last date for seeking clarifications on NIA was 14 July 2016 by 12:00 noon.

    The last date for submission of Applications will be followed on 16 August with the publication of ownership details of applicants. The Bidder Ownership Compliance Certificate will be issued on 22 August 2016.

    The Pre-Qualification of Bidders will be done by 1 September 2016 or completion of requisite formalities whichever is later, followed four to five days later by a Mock Auction.

    The main auction will start four days after the mock auction.

    FinMin gives Prasar Bharati enhanced grants-in-aid

    NEW DELHI: The grants-in-aid for Prasar Bharati has been raised from the revised estimates of Rs 2089.56 crore in 2013-14 to Rs 2421.58 crore, even as there is no separate investment by the government in the pubcaster for the second year in a row.

     

    Interestingly, the grants-in-aid for Prasar Bharati had been raised in the interim budget (for four months) by the previous government to Rs 2331.58 crore which remains the same and the only difference is in the addition of Rs 90 crore for Kisan TV.

     

    In the budget for 2014-15 presented in Parliament, Finance Minister Arun Jaitley has made provision of Rs 200 crore from Internal and Extra-budgetary resources for Prasar Bharati and the total plan outlay for broadcasting is Rs 731.58 crore.

     

    An explanatory memorandum says that the grants-in-aid is meant for meeting the salary and salary related expenditure. In addition, there is a proposal for Kisan TV for making available information to farmers across the country for which a provision of Rs 100 crore was announced. I&B Ministry secretary Bimal Julka confirmed to indiantelevision.com that the Planning Commission had sent a note about setting aside Rs 100 crore for Kisan TV.

     

    Expenditure on salaries of Prasar Bharati has fallen on the shoulders of the government since all Prasar Bharati employees who were in employment as on 5 October 2007 have been given deemed deputation status.

     

    The total budget of the Information and Broadcasting Ministry has been raised to Rs 3316 crore for 2014-15 against the revised budget of Rs 2855.03 crore (against the initial allocation of Rs 3035.65 crore) for the year 2013-14.     

     

    The budgetary allocations in most sectors have remained the same as proposed by the then Finance Minister P Chidambaram in the interim budget earlier this year on 17 February in view of the forthcoming elections, apart from Kisan TV and some other smaller changes.

     

    The allocation under ‘Secretariat – Social services’ covering centenary of cinema celebrations and digitisation of cable television among other things has gone up to Rs 126.55 crore as against the revised estimates of Rs 79.72 crore. Other subjects under this head include the National Film Heritage Mission, anti-piracy measures, promotion of Indian cinema overseas, production of films and documentaries, and setting up a centre of excellence for animation, gaming and visual effects. The explanatory note adds that Secretariat – Social services also covers expenses on development of community radio, and development support to the north-east as well as Jammu and Kashmir and ‘other identified areas’. Interestingly, the allocation in this sector is Rs 3 crore less than the proposal by Chidambaram in the interim budget.

     

    The allocation under the film sector has, unlike last year, been increased to Rs 135.81 crore for 2014-15. The budget for the film sector for 2013-14 was Rs 117.17 crore while the revised estimates had put this figure at Rs 116.42 crore. There is an additional outlay of Rs 7.18 crore towards certification of cinematographic films.

     

    For the fifth year in a row, the government has not announced any investment in the National Film Development Corporation.

     

    The allocation for Press Information Services which includes grants to the Press Council of India has been marginally increased to Rs 65.44 crore from last year’s revised estimates of Rs 57.56 crore to meet the expenses for the Press Information Bureau, the Press Council of India, and to the Press Trust of India for running the non-aligned countries news pool.

     

    The allocation to the Electronic Media Monitoring Centre has been increased substantially to Rs 13.75 crore from the revised estimates of Rs 7.17 crore in 2013-14. The EMMC was set up for monitoring television and radio channels for violation of programme and advertising codes.

     

    The allocation for advertising and visual publicity has been lowered to Rs 230.37 crore against the revised estimates of Rs 241.6 crore and budget allocation of Rs 239.06 crore for 2013-14, covering expenditure incurred by the Directorate of Advertising and Visual Publicity for publicity campaigns through advertising and other printed materials, as well as through radio, television, exhibitions and other outdoor campaigns. The allocation is thus just Rs 3 crore more than that made by Chidambaram.

     

    The allocation for research and training in mass communication has been doubled to Rs 33.54 crore (as proposed in the interim budget) as against the revised estimates of Rs 15.91 crore and the budgetary allocation of Rs 17.85 crore for 2013-14. This covers the Indian Institute of Mass Communication and the Research and Reference Division of the I&B Ministry which collects and collates basic information on subjects of media interest for providing assistance to the Ministry and to its media units, Indian missions overseas, and newspapers and news agencies.

     

    There is a major increase in the lump sum provision for projects/schemes for development of north-eastern areas including Sikkim to Rs 100.5 crore for 2014-15. The budgetary allocation was Rs 90.5 crore in 2013-14 which had come down in the revised estimates to Rs 74 crore.

    Former I&B minister Pramod Mahajan shot at by brother, remains critical

    MUMBAI / NEW DELHI: Senior BJP leader and former information & broadcasting (I&B) minister Pramod Mahajan was shot this morning (Saturday) and remains in a critical condition.

    Mahajan was shot at by his youngest brother Pravin with a Brownie pistol after an argument at the BJP leader’s apartment in Mumbai’s upscale Worli area at around 8 am, news channels have reported.
    The 56-year-old former I&B minister reportedly has four bullets lodged in his body and has suffered grievous injury to his liver, pancreas and intestines. He underwent a nearly four-hour operation at Mumbai’s Hinduja Hospital where he was administered nearly 25 bottles of blood due to the heavy internal bleeding he suffered in the attack. Doctors have not removed the bullets yet and will take a call on that only after keeping him under observation for the next 48 hours.

    It was on Mahajan’s watch that Star India in 1998-99 made its first concerted effort to get a direct-to-home (DTH) broadcast service going with its ISkyB venture. Mahajan had in end-1998 indicated that DTH clearances would come within two-and-a-half months.

    Doordarshan’s news channel is also a brain child of Mahajan, who floated the idea in 1999. The idea of starting such a channel was mooted immediately after the BJP came to power in March 1998. Mahajan gave the green signal for starting the channel after he became I&B minister in December.

    It was also Mahajan who got the idea to upgrade the facilities of Kashmir DD centre to counter Pakistani propaganda unleashed by Pakistan’s state broadcaster PTV in 1999-2000. Though a dedicated Kashmir channel was started with the help of private broadcasters when Arun Jaitley became the I&B minister after Mahajan in 2000, the former had sanctioned a $100m package for the upgradation of DD Kashmir’s centre.

    After Mahajan was shifted to the telecom ministry, holding also the infotec portfolio, he expressly scotched an idea of merging the telecom and I&B ministry to form an ICE ministry for the proposed convergence era.

    It is not wise to make one out of three important ministries of telecom, information and broadcasting and information technology, especially in view of the amount of work involved and number of employees associated, Mahajan had said while opposing a merger of the three ministries.
