    Doordarshan agrees to apply for permission for four IGNOU channels

    NEW DELHI: Doordarshan has agreed to apply for licence to telecast four channels of the Indira Gandhi National Open University, even as the 32 channels of the Human Resource Development Minstry are still to find a place in the pubcaster’s Freedish.

    Interestingly, one Gyan Darshan channel and one one Gyani channel had been taken off DD and All India Radio respectively in 2014 for non-clearance of dues.

    Under a Memorandum of Understanding now signed between Doordarshan and IGNOU regarding the transmission of four Gyan Darshan Educational channels, DD has agreed to apply for permission to telecast four Gyan Darshan channels from IGNOU Earth Station Delhi to operate in C-band from GSAT-10. IGNOU is not eligible to apply under the Uplinking and Downlinking Guidelines as it is not a broadcaster.

    The Gyan Darshan Bouquet of Educational TV Channels is an educational media initiative of MHRD in collaboration with the Information and Broadcasting Ministry, Prasar Bharati and the Indian Space Research Organization with IGNOU as the nodal agency.

    It consists of four TV Channels: GD-I & II (by IGNOU), GD-III – Eklava (by Indian Institute of Technology, Delhi), and GD-IV – Vyas Channel (by University Grants Commission, CEC).

    Gyan Darshan had been initially launched on 26 January 2000 as a solitary 24×7 hour satellite channel under the banner of Doordarshan which provided a Transponder on INSAT 2B satellite, free of cost.

    Gyan Darshan ran successfully till 2 June 2014 as a must carry channel for educational programmes but was shut down by ISRO to facilitate its migration from INSAT 3C to GSAT-10.
    IGNOU now needs to apply for a fresh License to start the uplinking of its Channels for GSAT-10 Satellite.

    Speaking on the occasion, DD DG Supriya Sahu said, “I am happy that we have signed this MOU with IGNOU and joined hands with a premier institution like IGNOU. This partnership would ensure that the educational channels of IGNOU reach and benefit millions of students across the country. I think this is one of the most outstanding initiatives in the field of Public Broadcasting”.

    IGNOU Vice Chancellor Ravindra Kumar said, “Gyandarshan has always been a flagship programme for IGNOU and educational community. Today we (IGNOU & DD) are both happy and enormously excited that Gyandarshan has once again become a reality.”

    Earlier in October 2014, indiantelevision.con and radioandmusic.com had reported that the channels Gyan Darshan and Gyanvani had been shut down because of non-payment. While the figures were DD were not available, AIR DG Fayyaz Sheheryar had said the dues amounted to more than Rs 21.6 crore.

    He had then said that it had to be understood that Gyanvani and Gyandarshan were radio and television channels respectively run and owned by IGNOU and Prasar Bharati only provided the platform for the broadcasts.

    Later, IGNOU had launched these channels on the Internet. indiantelevision.com had learnt at the time that IGNOU had applied to WPC for a licence to run television channels, but had been refused by the Department of Telecom which had told them that only Doordarshan can apply for such a channel.

    But DD had refused to apply for the channel on behalf of IGNOU in view of the report by the Telecom Regulatory Authority of India which bars allotment of licences to government bodies to start their own channels.

    These web-based channels can be accessed by the students directly from their homes at http://www.ignouonline.ac.in/Broadcast/ without having to go to the Regional Centres or Local Study Centres.

    Free Dish capacity to go up from 80 to 104 TV channels before year-end

    NEW DELHI: Free Dish, the country’s only free-to-air direct-to-home television platform, will increase its capacity to carry around 104 channels within the next few months.

    A senior Doordarshan official told indiantelevision.com that the process of switching over from MPEG2 to MPEG4 had been completed and was being tested. This had already taken the headend capacity to 112.

    Free Dish at present carries eighty television channels including its own, Lok Sabha and Rajya Sabha TV, and private channels, apart from 32 channels of All India Radio.

    The official said the platform had been encrypted by adopting the Indian Conditional Access System (iCAS) developed by ByDesign India Pvt. Ltd. of Bangalore. But he clarified that the platform would remain free-to-air and the aim of iCAS was only to keep track of the number of households that were using Free Dish and keep a check on the quality of set top boxes.

    (It is also learnt that Doordarshan is expected to issue an Expression of Notice within a month for manufacture of compatible STBs for Free Dish.)

    Meanwhile, the official said Free Dish was also hopeful of re-launching Gyan Darshan on its platform shortly as the problems that the Indira Gandhi National Open University was facing when DD was forced to take the channel off-air have been ‘virtually sorted out’.

    However, the official said no communication had been received from the Human Resource Development Ministry in this conection so far.

    He denied reports that any channels of the Human Resource Development Ministry were currently under test transmission on Free Dish.

    The official said DD was aware of the announcement by Human Resource Development Minister Prakash Jawadekar that 32 Direct to Home (DTH) Television Channels are to be launched by September for providing high quality educational content to all teachers, students and citizens across the country interested in lifelong learning.

    DD was also aware that the HRD Ministry had acquired two transponders on G-SAT 15, which could possibly be used for this.

    Meanwhile, the official said that all information on Free Dish was available on the ddindia.gov.in website and denied that Free Dish had established any separate website Freedish.in. When his attention was drawn to the website, he said attempts would be made to find out who was running the website which was clearly illegal.

    NEW DELHI: Even as there is little possibility of Gyan Darshan getting revived on the television screen, 32 Direct to Home (DTH) Television Channels are to be used for providing high quality educational content to all teachers, students and citizens across the country interested in lifelong learning.

    The 32 channels are proposed to be launched before September 2016. Initially the programmes will be in English but with the passage of time the programmes will be launched in regional languages as well.

    Human Resource Development Minister Prakash Javadekar told the Lok Sabha today that the Government has approved a project to launch the ‘SWAYAM Prabha.’ There will be new content of four hours every day, which would be telecast six times a day allowing the student to choose the time of his/her convenience.

    The main features of SWAYAM Prabha would be curriculum based course contents covering diverse disciplines such as arts, science, commerce, performing arts, social sciences and humanities subjects, engineering, technology, law, medicine, agriculture etc.

    It would also cover all level of education: School education, undergraduate, postgraduate, engineering, out of school children, vocational courses and teacher training.

    Gyan Darshan and Gyan Vani had been stopped on Doordarshan and All India Radio respectively when the Indira Gandhi National Open University failed to clear huge dues to the pubcaster for these channels.

    However, these channels were later launched on the web, which was felt to be a bad alternative as the majority did not have access to internet.

    IGNOU owed more than Rs 21.6 crore to All India Radio when it was shut on 30 September after the university failed to pay the outstanding dues for three years (for their 37 stations).

It was also learnt byindiantelevision.com that IGNOU had applied to WPC for a licence to run television channels, but had been refused by the Department of Telecom which had told them that only Doordarshan can apply for such a channel.     MIB does not keep record of non-carriage of mandatory channels: Jaitley

    NEW DELHI: While multi-system operators (MSOs) and direct-to-home (DTH) operators are expected to mandatorily carry a total of 24 Doordarshan channels in digital addressable system (DAS) areas, the number of channels to be carried in the non-DAS areas is 10.

     

    The channels to be carried by DAS and non-DAS areas includes Gyan Darshan, which is currently off-air but Doordarshan sources tell Indiantelevision.com that some arrangement was being worked out to re-start the channel run by the Indira Gandhi National Open University.

     

    The channels to be carried in the DAS areas include 22 DD channels including DD National, DD Bharati, DD News, DD India, DD Sports, and Kisan Channel. The other DD channels are language channels. Other than DD, the channels for DAS areas are Rajya Sabha and Lok Sabha TV, and Gyan Darshan.

     

    The channels to be carried in non-DAS areas are:  DD National, DD News, Lok Sabha and Rajya Sabha TV, DD Sports, DD Urdu, DD Bharati, Kisan Channel, Gyan Darshan, and one regional language of Doordarshan channel of the State in which the cable operator is located.

     

    The Government has also listed a schedule of channels to be carried mandatorily by operators including local cable operators in the 35 states and union territories.

     

    Notifications were issued in this regard in September 2013 and again on 25 May this year.

     

    Information and Broadcasting (I&B) Minister Arun Jaitley told Parliament that his Ministry does not have any record of such complaints received as the authorised officers – district magistrate, or a sub-divisional magistrate, or a Commissioner of Police within his local limits of jurisdiction – have powers to take action for non-carriage of the mandatory channels by cable operators on their networks under Section 11 of the Cable Television Networks (Regulation) Act 1995.

     

    An advisory was also issued in June when it was brought to the notice of the Ministry that a few MSOs were not carrying some of the mandatory channels. It was clarified that non-carriage of these channels shall attract action /punishment under Sections 11and l8 of the Cable Act. Earlier, the Ministry had written to all concerned registered MSOs for DAS notified areas to carry the mandatory channels on their networks.

    IPTV: I&B mandates carriage of 24 DD channels

    NEW DELHI: Superseding its earlier orders in this connection, the Information and Broadcasting Ministry has updated its list of channels to be compulsorily carried on the Internet Protocol Television (IPTV).

    The new order lists a total of 24 channels, which includes 21 Doordarshan channels apart from Gyan Darshan, Lok Sabha TV and Rajya Sabha TV.

    The DD channels in the list are National, News, Bharati, Urdu, Sports, DD India, DD Kashir, DD Punjabi, DD Girnar, DD Sahyadiri, DD Saptagiri, DD Malayalam, DD Podhigal, DD Candana, DD Bangla, DD North East, DD Bihar, DD Uttar Pradesh, DD Rajasthan, DD Madhya Pradesh and DD Oriya.

    The memorandum says it shall be obligatory for every IPTV Service Provider to provide these channels to the subscribers, irrespective of any bouquet(s) or a-la-carte channel(s) being subscribed by them. The IPTV Service Provider shall also place the above channels in the respective genre and shall display them in full television screen.
