  • GST webpage created on PIB website

    NEW DELHI: A special webpage on the Goods and Services Tax (GST) on the website of the Press Information Bureau was launched by the principal director-general A P Frank Noronha.

    Goods and Services Tax (GST) will come into effect on 1 July. GST will completely transform the indirect taxation landscape in the country involving both, the central and state levies. In a departure from normal practice, GST will be administered together by the centre and states.

    Earlier, the ministry of information and broadcasting had set a frequently asked questions and a basic understanding of GST on its website.

    The webpage on GST is a one-stop information platform for all information on the new tax regime. It contains press releases issued till date on the Goods and Services Tax (GST) in both Hindi and English languages. The webpage also contains various presentations, FAQs etc on GST.

    Video clips of press conferences conducted with regard to GST by Finance Minister Arun Jaitley; Workshop conducted by Revenue Secretary Hasmukh Adhia; Various video clips on GST including educational videos, TV Spots and Radio jingles as prepared by CBEC are also available on the webpage. Video links of programmes on GST by DD News can also be accessed.

    YouTube, Twitter, Facebook etc updates on GST are integrated into the webpage for easy access on social media platforms. Various Infographics on GST have been compiled along with the Advertisements issued. Finance Minister’s quotes and bytes on GST after GST Council meetings have also been uploaded on the webpage.

    NEW DELHI: ,Venkaiah Naidu who has assumed additional charge of Information and Broadcasting held until now by Finance Minister Arun Jaitley, has said communication processes are critical for empowering people with information that would enable them to fulfill their aspirations.

    He said the government’s mission would be to enable public communication for the development of the country and the community. Naidu told newspersons after taking charge yesterday that he would be guided by the principle of ‘Communication for Development of the Community and the Country” and the basic principles of “Reform, Perform, Transform and Inform”.

    The government was a “reservoir of Information” relating to various aspects of a common man’s life. It was important to ensure proper flow of such information -“undiluted and unadulterated” – for broadening common man’s understanding of key policy initiatives of the government. This would facilitate the task of information empowerment, thereby creating an enabling environment for key stakeholders.

    The minister said it was important to position various media units as credible brands for effectively serving the information needs of the people. He referred to the process of change ushered in by the Prime Minister Narendra Modi, which touched upon the attitudes of key stakeholders thereby reorienting our approach and understanding towards the concept of development. In order to achieve this goal, it was important to mainstream effective communication as an input to realize this change.

    Jaitley, minister of State for I and B Rajyavardhan Rathore, secretary Ajay Mittal, Director-General (Media and Communication) in Press Information Bureau Frank Noronha and other senior officers of the ministry were present.

    Naidu who already holds the urban development, housing and poverty alleviation ministry, but was divested of the parliamentary affairs portfolio in the latest reshuffle.

    FM Phase III e-auctions commence, MHA to study judgment before deciding on appeal

    NEW DELHI: The e-auction for the first batch of FM Phase III commenced today, even as the Information and Broadcasting (I&B) Ministry said that it will abide by the court’s order.

     

    Director-General (Media and Communications) Frank Noronha said no decision had been taken. “But we will go according to the advice of the Ministry of Home Affairs (MHA),” he said. It is learnt that the MHA is consulting its legal team to examine if the Delhi and Madras High Court orders permitting FM channels of the Sun Group to participate in the auctions should be challenged.

     

    Any decision would depend on receiving the detailed Delhi High Court judgment as the judges only read out the operative portion in their verdict yesterday (26 July).

     

    Furthermore, any appeal in the Supreme Court will have to be filed by the I&B Ministry after getting full inputs from the Home Ministry.

     

    The I&B Ministry had in fact written to the Home Ministry earlier this month wanting full details of the denial of security clearance to Sun Group for purpose of preparing their arguments.

     

    Sun Group runs 45 radio channels across the country including those of Suryan FM and Red FM and had gone to Court in Delhi and Chennai when its name did not figure in the first list of 21 pre-qualified bidders for e-auction of the first batch of private FM radio Phase III channels.

     

    Earlier, I&B sources had told Indiantelevision.com that the government hoped to earn around Rs 600 crore from the 135 frequencies in 69 channels being auctioned in the first stage out of the total expectation of at least Rs 2,500 crore from the total 839 FM channels in 294 cities.

    NEW DELHI: Information and Broadcasting Minister Arun Jaitley has said that the future belonged to digital media due to its reach, scale, variety and accessibility as technology influenced change in the communication landscape.

     

    The technological thrust also impacted the nature of information dissemination in view of changes taking place globally across platforms. These rapid changes had led to a convergence of technological touch points in the media space, impacting the nature and flow of information dissemination.

     
    Jaitley said the nature and character of news dissemination had undergone change due to the challenges thrown by 24×7 television consistently. The camera today had become the prime mover for defining content and setting the agenda, thereby impacting the flow of news.

     

    The remarks were made while inaugurating the workshop on ‘Streamlining Government Communication’ organised by Press Information Bureau under the aegis of the Ministry here.

     

    On the relevance and importance of government communication in the changed communication paradigm, Jaitley said the environment today offered a tremendous opportunity to stakeholders within the government to disseminate credible, factual, relevant and reader friendly information. A large constituency even today existed which required authentic and credible information from the government. The Minister called upon the participants to package data, facts and information keeping in mind contemporary tools and trends, media requirements and content for opinion makers and analysts in the media space.

     

    Regarding the packaging of Government information, the Minister emphasized that Government Departments needed to optimally utilize their websites to place accurate and credible information. The website platforms were an important medium to address concerns of stakeholders who required information related to the policies and initiatives of the Government. The content of the website needed to be in a language which was easy to read and understand. Each Ministry also needed to cultivate the mechanism of reaching out to those stakeholders who constituted the wider assembly of people including representatives of the people/civil society, etc.

     

    Jaitley also referred to the need to utilize different tools available in the social media space i.e. Twitter, Blog, Facebook to enhance the reach of Government communication. During the course of the address, the Minister also mentioned that the media needed to take a comprehensive view of the decision making process while highlighting the decisions taken by the Government. In his remarks to the participants, Minister of State Rajyavardhan Singh Rathore said the current communication perspective was driven by speed, accuracy, brevity and clarity of thought. It was imperative to utilize new tools of communication for enhancing outreach to a wide range of stakeholders. Perception management had also become a critical tool in the communication paradigm and needed to be addressed in totality.

     

    In his opening remarks, I&B secretary Bimal Julka gave an overview of the efforts being made by the Ministry of I&B to position the communication approaches of the Government. Julka outlined the key initiatives undertaken by the Ministry to address the new challenges in the context of adopting a 360 degree approach, integrated media planning and initiatives undertaken in the social media space. Julka also outlined the specific initiatives undertaken for Swachh Bharat Mission, Beti Bachao, Beti Padhao and PM’s Jan Dhan Yojana along with efforts of the Ministry in addressing the crisis situation. Emphasizing the need of integrating the IEC component within proposals for consideration/approval, secretary called upon the participants to formulate the Cabinet proposals wherein the IEC component was an inbuilt part of the said proposal. This would enhance the communication efforts and address the budgetary requirements.

     

    In his welcome address, PIB director general (Media and Communications) Frank Noronha referred to the critical role being played by PIB in view of the paradigm shift in the media space and the needs and requirement of stakeholders. He also highlighted the need for synergy among various Ministries/Departments for better outreach of Government policies/programmes.

     

    The one day Workshop discussed various perspectives/issues on Changing Media Scenario viz Emergences of Social Media, Communication of Financial Policy of the Government to Regional Media’, and ‘PMO Perspectives on Media Communication among others through Technical Sessions, Panel Discussions, Open-house Discussions, Question & Answer Sessions, etc. The Workshop is being attended by officers of the level of Joint Secretary and above along with Private Secretaries to Ministers from various Ministries and Departments. The Workshop aims to integrate the enhanced role of Government communication through various media platforms.  

     

    Cabinet Secretary Ajit Seth said in the new communication environment, there was a need to integrate and synergise government efforts in a professional and calibrated manner. This was critical in view of the change in the mode, nature and content of communication. The need of the hour was to device modalities to deliver services and access to information. This would enable the government to engage with citizens and receive feedback. Ministries and departments need to be geared up to address the challenges of information dissemination especially in the social media space. There was a need to put in place strategies to utilise social media as a tool to interact with the people.

     

    Seth added that in the recent past, efforts had been made to mainstream communication in addressing disaster and emergency situations as there is a dearth of information in such situations. The challenge was also in view of the different communication requirements of concerned stakeholders and recipients. The officers of Press Information Bureau need to be empowered and given timely information.

     

    Elaborating, the Cabinet Secretary mentioned that in view of the recent initiatives of the government such as “Digital India”, the crowdsourcing method had been adopted. This in turn reiterated the need to have a strategy for addressing issues in totality. In view of the framework adopted for the current workshop, states should be encouraged to organise such workshops on a similar pattern.

     

    Inviting suggestions for the forthcoming Civil Services Day on how to equip civil servants professionally in order to discharge their responsibilities better, he mentioned that one of the areas for discussions could be enhancing the ability of civil servants to communicate.

    NEW DELHI: Neelam Kapur, who has been holding the post of principal director general of media and communication of the Press Information Bureau (PIB), has been shifted to the directorate of field publicity (DFP).

     

    Highly placed sources said Frank Noronha, posted in the DFP as director general, has been brought in her place.

     

    These sources said that while Kapur has not been demoted as she retains her position of principal DG which is of secretary level, the DFP is seen as an office lower in stature to that of PIB, where she was the official spokesperson of the government.

     

    Kapur had taken over in December 2008 after Deepak Sandhu’s retirement. Kapur’s removal could be seen as a move made because she was appointed at the time of the united progressive alliance government.

     

    Frank Noronha, a 1982-batch officer of the Indian Information Service, was earlier in PIB.

     

    There has been no formal announcement so far of these changes.

     

    He has worked as information officer in various ministries and has served as deputy press secretary in the Rashtrapati Bhavan during his long tenure, apart from heading the directorate of advertising and visual publicity immediately prior to his posting in DFP.

     

    Doordarshan News additional director general SM Khan who was heading DD News has been put on compulsory wait, and Archana Dutta who is director general (News) in All India Radio, has been given additional charge of Doordarshan News.

     

    During the run-up to the elections, Khan was reported to have delayed the transmission of Narendra Modi’s interview to Doordarshan. Answering a query about editing out certain portions, he had said this was done only because of references made about people who had not been given an opportunity to have their say.

    NEW DELHI: Giridhari Mohanty has succeeded Frank Noronha as DAVP director-general.

    Noronha has moved to the Press Information Bureau as Director General. Both officers are from the 1982 batch of the Indian Information Service.

    Mohanty, who takes charge of the Directorate of Advertising and Visual Publicity (DAVP), was in All India Radio news as director general, a post he held since July 2010. Since September 2011, Mohanty was also a member of the Advisory Group on Media and Human Rights established by the National Human Rights Commission.

    Coming a year before the General Elections, the DAVP post becomes significant as the Government will use all the resources at its command to send out advertisements to news media about the government’s achievements, particularly in the programmes related to the rural areas. Mohanty’s experience in AIR will come in useful in this regard.

    DAVP currently sends out ads worth more than Rs 7.50 billion every year. Some of the autonomous bodies also route their advertisements through DAVP.

    Noronha, who was appointed Director General of DAVP in 2009, told indiantelevision.com that the transfer was normal since he had completed four years in DAVP.
