    Last date for application in auction of second batch of 266 FM channels in Phase III extended by one week

    NEW DELHI: The last date for receipt of applications for the e-auction of the second batch of FM Radio Phase-III channels comprising 266 channels in 92 cities has been extended to 8 August 2016 by 5 pm.

    Similarly in an amendment issued today, the Information and Broadcasting Ministry has extended the last date for issuing clarifications to 26 July 2016, Earlier, these dates were 1 August and 21 July 2016 respectively.

    The auctions, which include 227 channels in 69 fresh cities and 39 channels in 23 existing cities which had remained unsold as there were no bids, are to be held around mid-September this year.

    Changes in Networth Clause

    The Ministry also made some changes in the networth requirements of applicants, which can be seen on its website mib.nic.in. Essentially, this does away with networth till 30 June 2016 but remains confined to three years or from incorporation till 31 March 3016. However, provisional financial statement will have to be given till 30 June 2016.

    Recent increase in FDI increase included

    Additionally, the Ministry made public some queires in the NIA and their answers from the Ministry. Among other clarifications, the Ministry said that the FDI Cap of 26% prescribed under FM Radio Phase III Policy guidelines of 25 July 2011 were being raised to 49% in accordance with the Ministry order of 21 July 2016.

    As in the first stage, the e-auctions will be conducted by C1 India Private Ltd and the process will commenced on 20 June with the notice inviting applications (NIA).

    A Pre Bid conference was held on 11 July 2016 at 2:30 PM and the last date for seeking clarifications on NIA was 14 July 2016 by 12:00 noon.

    The last date for submission of Applications will be followed on 16 August with the publication of ownership details of applicants. The Bidder Ownership Compliance Certificate will be issued on 22 August 2016.

    The Pre-Qualification of Bidders will be done by 1 September 2016 or completion of requisite formalities whichever is later, followed four to five days later by a Mock Auction.

    The main auction will start four days after the mock auction.

    The first payment of 25 per cent of the Successful Bid Amount will be made within five calendar days, and the remaining within 15 calendar days of the close of the Auction and notification of successful bidders by the government.

    The e-auction of the first batch of private FM radio phase-III comprising 135 channels in 69 Phase-II existing cities commenced on 27 July 2015 and was completed on 9 September 2015 after 125 rounds of bidding. Out of these, no bid was received in 13 cities having 26 channels, and partial bids were received in 9 cities with 12 channels remaining unsold, which Information and Broadcasting minister Arun Jaitley justified on the ground of “the demand – supply based market economics and bidder’s strategy”.

    However, he told Parliament on 4 December 2015 that the Ministry had received the full payment of Rs.1,055.9 crore notified on 16 September 2015 by 1 October that year

    Against the cumulative reserve price of Rs.550.18 crore for 135 channels, the government received aggregate provisional commitment of Rs.1156.9 crore for 97 channels in 56 cities. Out of 97 channels, 53 channels in 35 cities were sold at a premium over reserve price whereas 44 channels in 21 cities were sold at reserve price.

    The Ministry had decided to conduct e-auction of FM Radio Channels in batches under the extant FM Phase-III Policy.

    For the second batch, the Simultaneous Multiple Round Ascending e-auction process will be carried out for allotting the FM channels, conducted over the Internet. Bidders will be able to access the Electronic Auction System to be used for participation in the Auctions using web browsing software: Internet Explorer 11.x, or Mozilla 34.x. The EAS is a designated computer resource for the receiving of electronic records under the provisions of Section 13(2) of the Information Technology Act 2000, as amended from time to time.

    While issuing the notice for inviting applications, the government said it reserved the right to summarily disqualify any pre-qualified Bidder, at any stage of the Auction or after the Auction is completed on grounds of noncompliance with eligibility conditions, misrepresentation, non-compliance with the Auction Rules, non-compliance with any other pre-condition prescribed for participating in the Auction or for getting the FM channel, or any matter that may, in the opinion of the government, be contrary to general public interest.

    Interested parties were asked to get a copy of this document and any subsequent amendments to the NIA from the MIB website, www.mib.nic.in.

    Before operating the FM service a separate specific license i.e. Wireless Operating License shall be obtained by the company from the WPC (Wireless Planning & Co-ordination) Wing of Ministry of Communications & IT, permitting utilization of appropriate frequencies/band for the establishment and operation of concerned wireless component of FM radio Service under usual terms and conditions of such license. The Grant of such License shall be governed by the rules, procedures and guidelines and shall be subject to compliance with all requirements of the WPC wing.

    Winning Bidders of FM channel(s) in each city shall be determined in the first stage, a Channel Allocation Stage, which will allocate FM channel(s) simultaneously for all the cities. A second stage, a Frequency Allocation Stage, will identify specific frequencies for the Winning Bidders. More specifically, the two stages shall operate as follows:

    The Channel Allocation Stage will allocate number (count) of FM Channels in each of the Cities to the winning bidders. In this stage, Bidders in each City will bid for number of Channels only without linkage to any specific Radio frequency. This stage will consist of a number of Clock Rounds. These rounds will stop once the Auction Activity Requirement is 100 percent and there is no bid submitted by any of the bidders for all Cities in all the channels.

    NEW DELHI: All television channels, FM Radio, and Community Radio stations are expected to take ‘all possible steps this year also to promote the International Yoga Day (lYD) on 21 June by carryrng special features or in any other befitting manner during the period leading to the occasion’.

    In a note on the Information and Broadcasting Ministry website, it has been pointed out that all TV channels, FM channels and community radio stations have contributed immensely to the cause of promotion of Yoga and International Day of Yoga in the past.

    The message from the ministry says that it has special significance for India to mark the day in a befitting manner since the genesis of Yoga is associated with this country.

    Meanwhile Ayush Minister Shripad Naik said while the Government was prepared to consider the demand for declaring the day as a holiday, no such demand had come so far as Yoga gets over before 8 am in the morning and so there is no need for a holiday

    As part of the Internatinal Yoga Day, video clips of 20 celebrity endorsements including Amitabh Bachchan, Shilpa Shetty, Virat Kohli, etc. will be telecast on multiple channels.

    Video spots of thirty secnds each on important Yog Asnanas will be telecast on Doordarshan as Asana of the Day. 

    There will be articles in the print media and social media is expected to carry blogs, on mobile apps, Twitter, Facebook etc.

    A new dynamic and interactive IDY Web Portal has been launched on 25 May and carries interesting online quizzes and contests. 

    The I and B note says that the United Nations General Assembly had on 11 December 2014 declared 21 June to be celebrated as the International Yoga Day (lYD) each year, after the call in this regard by Prime Minister Narendra Modi during his address to the UN General Assembly on 27 September 2O14. Modi had stated that “Yoga is an invaluable gift of India’s ancient tradition which embodies unity of mind and body that provides a holistic approach to health and well-being.”

    The note said several initiatives have been taken by institutions, both public and private, to promote the cause.

    New Delhi: Reliance Broadcast Network Ltd holds the largest number of FM radio channels with 45 Big FM channels in various cities.

    Figures released by the Telecom Regulatory Authority of India as part of its consultation paper on ‘Issues related to Radio Audience Measurement and Ratings in India’ shows that seven companies hold the largest number of FM channels (169) of the 243 channels currently operational after Phase II.

    Entertainment Network India Ltd through Radio Mirchi holds 36; South Asia FM Ltd through S FM has 23; Kal Radio Pvt. Ltd with S FM has 18; Music Broadcast Pvt. Ltd has 20 Radio City channels; D B Corp Ltd has 17 My FM channels; and BAG Information P Ltd runs ten Radio Dhamaal channels.A total of 28 companies run the remaining 74 FM channels in various parts of the country.

    Radio broadcasting services were opened to private sector in 2000 when the Government auctioned 108 FM radio channels in the VHF band (88 –108 MHz) in 40 cities in Phase-I of FM Radio. Out of these, only 21 FM radio channels became operational and subsequently migrated to Phase-II in 2005. In Phase-II of FM Radio, a total of 337 channels were put on bid across 91 cities having population equal to or more than 300,000. Of 337 channels, 222 channels became operational. At present, 243 FM Radio channels are operational in 86 cities.

    Phase-III auctions have begun to enable setting up of private FM Radio channels in all cities with a population of more than 100,000. As part of this Phase, auctions were done for 135 FM Radio channels in 69 cities where at least one channel of FM radio is already operational. Out of these, 91 FM Radio channels in 54 cities have been successfully auctioned.

    A total of 831 more FM Radio channels will be put up for auction in 264 new cities under FM radio Phase-III in addition to remaining channels of 135 FM radio channels put for auction recently.

    Terrestrial radio broadcasting which includes FM is a free-to-air service. A consumer can simply procure radio receiver equipment and tune into various radio channels available in that region. The business model of radio broadcasting service is based on advertisement revenue. Radio broadcasters are permitted to air commercials during their programme.

    The revenue of radio broadcasting sector in 2014 was Rs 1720 crore, with a year-on year increase of 18 per cent from 2013 to 2014, driven by increasing popularity of radio in smaller towns and cities. The radio broadcasting sector revenues are expected to grow at a CAGR of 18 per cent to reach Rs. 3950 crore by 2019.

    The total advertisement revenue of Media and Entertainment (M&E) industry was Rs. 41,400 crore in 2014, contributing approximately 31 per cent to the total M&E revenues. The advertisement revenue is expected to grow at a CAGR of 14.5 per cent to reach Rs 81,600 crore by 2019. Presently television and print media sectors corner the maximum advertisement revenue (approximately 80 per cent of the total revenues) spend in India. Though the radio broadcasting sector presently accounted for only 4 per cent of total advertisement revenue in 20143, it is however expected to garner 5 per cent of the total advertisement revenues by 2019.

    MUMBAI: The Ministry of Information and Broadcasting (MIB) earned revenue of Rs 836.52 crore from the direct-to-home (DTH) sector for the year 2014-15. This was a considerable increase from the Rs 395.43 crore that the MIB earned from the sector in the previous year (2013-14). For the year 2012-13, the revenue from the sector stood at Rs 308.66 crore.

    Apart from Doordarshan’s free-to- air DD Direct Plus, there are six private DTH players in India namely Dish TV, Tata Sky, Sun Direct TV, Reliance Big TV, Airtel Digital TV and Videocon d2h.

    On the other hand, the revenue that the MIB earned from the auction of FM Radio dropped considerably in 2014-15 to Rs 80.30 crore from Rs 102.21 crore in 2013-14. In 2012-13, the revenue from the sector stood at Rs 61.27 crore. 

    The FM Phase-I Policy, which was approved by the Government in July, 1999, met with the limited success and saw a total number of 21 channels are operational in 12 cities under this scheme.

    On the other hand, the improved FM Phase-II Policy was notified in July, 2005 after considering the recommendations of Dr.Amit Mitra Committee and Telecom Regulatory Authority of India (TRAI). FM Policy Phase-II has been well received by all stake holders. It has resulted in huge growth in FM radio industry. However, many cities still remained uncovered by the private FM radio broadcasting.

    With the huge success of Phase II, FM Phase III Policy extended FM radio services to about 227 new cities, in addition to the present 86 cities, with a total of 839 new FM radio channels in 294 cities, Phase-III policy will result in coverage of all cities with a population of one lakh and above with private FM radio channels. The government has earned revenue by auction of FM channels to the private service providers.

    PM hails spectrum & FM Radio auction as proactive information to people

    NEW DELHI: Prime Minister Narendra Modi today referred to auctions of spectrum and FM radio licenses to say that information should be given out proactively to the people.

     

    He described the “Right to Information” (RTI) Act as a tool through, which the common man has got not just the right to know, but also the right to question those in power. 

     

    In his remarks at the 10th Annual Convention of the Central Information Commission (CIC), Modi said that the Union Government’s Digital India initiative is complimentary to RTI, because putting information online brings transparency, which in turn, builds trust. 

     

    The Prime Minister called for an end to the silo-approach in the Government. He said administrative processes should be run based on trusting the people, rather than doubting them. 

     

    Modi also said that RTI has become a tool for good governance. He also described how the PRAGATI platform developed in the PMO has become a vibrant platform for monitoring progress of projects.
