    National Media Award 2022: ECI invites entries for best campaign on voter’s education & awareness

    Mumbai: The Election Commission of India has invited entries from media houses for the National Media Award for the best campaign on voter’s education and awareness during the year 2022. The last date to submit the entries is 30 November 2022.

    The awards are given to recognise the great work done by media organisations to encourage voter turnout by raising knowledge of accessible elections, educating the public on the electoral process, and encouraging people to vote and register to vote.

    There will be four awards given out, one for each of the following: print media, television (electronic), radio (electronic), and online (internet)/social media. The honours will be given on National Voters Day and will consist of a citation, a plaque, and cash prize (25 January 2023).

    The jury’s decision will be based on the following criteria: the quality of the voter awareness campaign; the extent of coverage/quantity; evidence of impact on the public; and coverage of accessibility issues.

    New Delhi, 20 March: The Government is examining ways to ensure that hoax calls about planting of bombs etc and sensationalizing of such news by the electronic media can be checked.

    Minister of State for Information and Broadcasting Rajyavardhan Rathore said in reply to a question in the Rajya Sabha recently that the matter was ‘under consideration’.

    The question also related to the I and B Ministry planning concrete steps in consultation with the Home Ministry in this regard.

    In response to a similar question relating to anti-India messages on television channels asked in the Lok Sabha, the Minister said action is taken whenever any report is received by the Ministry about any anti-India messages.

    He stressed that programmes and advertisements telecast on private satellite TV channels are governed by the Programme and Advertising Codes prescribed under the Cable Television Network (Regulation) Act 1995 and the rules framed thereunder.

    The Act does not provide for pre-censorship of the programmes and advertisements aired on these channels. However, all these channels are required to adhere to the Programme and Advertisement codes which provide for a whole range of parameters to be adhered to for programmes on TV channels.

    Rule 6(1) of the Proqramme Code is clear that no programme should be transmitted/retransmitted on any cable service if it contains attack on religions or communities or visuals or words contemptuous of religious groups or which promote communal attitudes.

    President Pranab Mukherjee outlines Govt’s policy initiatives in electronic media & IT

    NEW DELHI: President Pranab Mukherjee has said that the government is committed to deeper penetration of electronic media in remote and distant areas. In his address to the joint sitting of Parliament at the start of the Budget Session, he said auctions will be conducted for 135 vacant channels in 69 existing cities of FM Phase-II as part of first batch of FM Phase-Ill.

     

    In an hour-long speech that outlined the policies of the government, he said that this would also facilitate migration of FM Phase-II to FM Phase-Ill.

     

    Mukherjee said that this will take private FM radio to cities having population of more than 100,000 and border towns of Jammu and Kashmir, North-eastern region and island territories in a phased manner.

     

    He said the government had envisioned an ambitious umbrella programme, Digital India, to prepare the country for technology based transformation and citizen centric transparent governance with service orientation. Aadhar based attendance system and Jeevan Praman, Aadhar based Digital Life Certificate Portal, had shown that innovative use of technology can make enormous difference.

     

    Measures were being taken to accomplish digital inclusion in rural areas, small towns, north-east and other remote areas, opening up immense job opportunities in these areas. Promoting manufacturing of electronic goods has been an area of thrust, he added.

     

    According to him, the government was committed to using space technology and its applications in governance, social and economic development and resource management. A satellite was to be launched shortly for the use of SAARC countries to foster greater partnership and development of South Asian Region.

     

    In this context, he referred to Mangalyaan, which had been placed in the Mars Orbit on 24 September, 2014, making India the first country to do so in the first attempt. The country also successfully launched the first experimental flight of GSLV Mark-Ill on 19 December, 2014, which will enable launch of heavier satellites in the near future.

     

    The Government had taken major initiatives for improving ‘Ease of Doing Business’ through simplification and rationalization of existing rules and procedures, Mukherjee said. Leveraging IT and use of modern technologies is a key strategy. Single window in a Hub-Spoke model is being made a reality.

     

    He said Maximum Governance, Minimum Government was the guiding principle and with an aim to take governance to the doorstep of the poorest of the poor in remotest areas, focus is on simplification of official procedures and reducing the decision-making levels in government by leveraging technology. The system of Group of Ministers has been dispensed with, and emphasis is on swift decision-making. While introducing stricter and sterner measures to deal with corruption; effort is being made to ensure that sufficient safeguards are in place to protect bona fide decisions taken in public interest and to inspire confidence in the civil service.

     

    The government was firmly committed to engage people in the process of governance and policy-making. A new initiative My Gov Online Platform has been launched. This platform has ensured public participation in decision-making and ideation of various national flagship programmes like Swachh Bharat Mission, Namami Gange, Pradhan Mantri Jan Dhan Yojana and NITI Aayog.

     

    The Government had formulated the National Sports Talent Search Scheme for encouraging sporting talent amongst children in the age group of 8 to 12 through National Sports Development Fund and Target Olympic Podium.

    Allahabad HC asks government to form statutory forum for complaints against electronic media

    NEW DELHI: The Allahabad High Court has said that the government needs to provide a statutory forum for electronic-media where people can both approach and ventilate their grievances.

     

    In the petition filed by social activist Dr Nutan Thakur, Justice Devi Prasad Singh and Justice Ashok Pal Singh of the Lucknow bench said for any misconduct committed by the print media statutory forum is available in the form of Press Council of India but no such forum is available for the electronic media.

     

    The court felt that no such statutory forum is available and this does not seem to be proper in a country which is run by the rule of law and governed by the democratic polity and hence the union needs to provide statutory forum for electronic-media.

    The order said electronic media immediately affects peoples’ mind and it is well established that paid news items are often used by the media, which is an instance of abuse of power. Hence, prima facie electronic media should also be regulated and supervised by a statutory autonomous forum like the Press Council and the government should have provided some statutory forum to redress the grievance of the news items or other items of the electronic media.

    The order said electronic media immediately affects peoples’ mind and it is well established that paid news items are often used by the media, which is an instance of abuse of power. Hence, prima facie electronic media should also be regulated and supervised by a statutory autonomous forum like the Press Council and the government should have provided some statutory forum to redress the grievance of the news items or other items of the electronic media.

     

    The court directed the government to file an affidavit bringing on record its stand on this issue, within four weeks.

     

    The petition had been filed against the Information and Broadcasting Ministry and the News Broadcasters Association.

    The court noted: ‘Though prima facie against the decision taken by the non-statutory body, the writ petition seems to be not maintainable but we are of the view that keeping in view the public importance of the question raised by the petitioner in person for creation of some statutory forum where the people may address their grievance, the writ petition is admitted.’

    Govt: No proposal to include electronic media under Wage Board

    NEW DELHI: The government has categorically said there is no proposal at present to include all journalists in electronic media under the Wage Board.

     

    Minister of State for Labour & Employment Kodikunnil Suresh clarified in Parliament that journalists from the electronic media are not covered under the Wage Board for journalists.

     

    The Ministry administers the Working Journalists and Other Newspaper Employees (Conditions of Service) and Miscellaneous Provisions Act, 1955 for the purpose of fixing/revising rates of wages and for regulating service conditions of Working Journalists and Non-Journalist Newspaper Employees only.

     

    Currently, the matter relating to Wage Boards for Journalists in pending in the Supreme Court.
