    FM P-III: Second batch e-auctions stopped; no activity for two weeks

    NEW DELHI: With little or no movement for more than two weeks except for the Muzaffarpur bids, the e-auction for the second batch of FM Phase has been stopped, even as 44 cities failed to attract bidders, with just M/s South Asia FM Ltd declared as the winning bidder for five Radio FM channels a day after commencement of the process.

    Information and Broadcasting Ministry sources had earlier told radioandmusic.com that the aim was to continue till all the channels slated in the second batch were auctioned, but breaks will have to be taken for weekends and national holidays.

    Ministry sources told the website today that a final result for the second will be issued in a day or two.

    On the last day of the e-auction on 13 December, the bid for Muzaffarpur had risen to Rs 4,35,31,244.from Rs 4,10,47,850 last week, but for the first time remaining below the clock round price of Rs 4,39,66,556.

    Hyderabad and Dehradun remained at top with Rs 23,43,48,266 and Rs 15,61,00,590 respectively on the 26th day with the completion of three rounds taking the total to 100.

    Fourteen bidding companies had been shortlisted for taking part in the second batch.. M/s South Asia FM Ltd will be allotted FM Channels in Surat, Amritsar, Patna, Chandigarh and Jammu.

    Other than Hyderabad and Dehradun, the top sixteen cities remained static with bids of more than Rs 32 million. The bids at Alappuzha (Alleppey), Erode, Hubli-Dharwad, Nellore, Salem, Vellore and Vijaywada remained at just over Rs 70 million while bids for Tiruchy was just above Rs 50 million and Tirupathi, Puducherry and Muzaffarpur to a little over Rs 40 million. Amravati, Bhavnagar, Jamnagar and Ujjain bid a little over Rs 35 million and Mysuru a little over Rs 32 million.

    The first day of auction on 26 October saw a winning price of Rs 1820 milion against the aggregate price of Rs 1792 million, while the second day onwards the bidding has been low.

    This data has been compiled on the basis of system generated “Final Round Result Report” and “Frequency Identification Report” accessible through auction administrator role.

    DD FreeDish e-auction put off due to technical errors

    MUMBAI: In probably what is a first, DD FreeDish’s e-auction was scrapped yesterday. The reason: technical glitches on the site of the auctioneer C1 India Pvt Ltd.

    DD has made this announcement on its website admitting that, since bidders were experiencing problems, the bidding process was being put off until C1 India rectifies the errors.

    DD FreeDish had announced 5 October as the 31st e-auction date last month. It had put the reserve price for the vacant slot at Rs 4.3 crore despite the bid amount touching Rs 5.2 crore in the previous 30th e-auction. It had also urged private channels whose agreement with the free DTH was expiring on 31 December 2016 needed to take part in the e-auction to continue to be distributed by it.

    DD said it would keep bidders informed about the resumption date.

    The free TV service is gearing up to expand its capacity to 104 channels and then to 250 by 2018. It has started rolling out MPEG4 boxes with iCAS, in place of the earlier MPEG2 ones.

    DD FreeDish has come as a boon of sorts, helping India’s broadcasters to generate good revenues from old library and catalogue channels. Channels such as Zee Anmol, Sony Pal, Star Utsav – tenants of DD FreeDish — which show reruns of old TV shows and films have suddenly become the eye candy of the advertising community as they offer them reach in rural areas that channels distributed by cable TV and private DTH cannot.

    NEW DELHI: After two failed attempts to attract good software producers to bid for slots in its prime time, Doordarshan has thrown the ball back in the court of Prasar Bharati.

    A senior DD official told indiantelevision.com that a meeting of the Prasar Bharati Board had been convened on 17 October to discuss the issue, and he agreed that this may mean a further relaxation in the eligibility norms.

    The pubcaster had attracted seven producers in the first attempt in June, and just three in the second attempt on 5 September despite relaxed norms. However, none of the bidders was able to meet all the criteria set by Doordarshan.

    In the criteria at present, producers/production houses who have produced at least 200 hours of general entertainment programming including feature film in any Indian language in the last three years were eligible to apply.

    Following a revision of terms, the Prasar Bharati Board had said in early August that production houses with a turnover of minimum Rs 3 crore per annum in the field of TV and film production in the last three financial years were eligible. The earnest money deposit was Rs 500,000 for each weekday slot. Bidders could apply for one or more slots. For those applying for three slots, the earnest money was Rs 15 lakh (Rs 1.5 million).

    Applicants for weekend slots in the genres of reality, game, quiz, should have produced 100 hours of such content in the last three years, it had been stated.

    When the scheme was announced in June, only those with production in television and a minimum of 300 hours had been allowed. But, this was changed to include film production houses and 200 hours of entertainment programming.

    After the meeting of the board and finalization of its new norms, the official said DD will float a new Request For Proposal (RFP) document with several flexible eligibility conditions to invite fresh and good quality content on its DD National as a pilot.

    Successful bidder(s) will produce fresh programmes in various genres of general entertainment programme for Doordarshan adhering to the programming/broadcasting codes of Prasar Bharati.

    A DD announcement stated that the auction is for ‘vacant DTH slot’ without indicating the number of slots, though indications are that there may be more than one vacant slot.

    The slots have fallen or are falling vacant as the license period of one or more of the 80 TV channels on the platform is expiring. The announcement was clear that those channels who are already on the platform but whose licences are expiring by 31 December 2016 can participate. Others whose licenses will expire on or after 1 January 2017 are not permitted to participate.

    Sources told indiantelevision.com that Freedish is being encrypted through Indian Conditional Addressable System (iCAS) to keep a tab on the number of subscribers, but it would remain free-to-air.

    The e-auction will be conducted by M/s. C1 India Pvt. Ltd., Noida, which also conducted the first stage of the FM Radio Phase III auctions on behalf of Prasar Bharati.

    The participation amount (EMD) in the e-auction is Rs.1.5 crore which will be deposited in advance before or by 12 noon on 5 October along with processing fee of Rs.10,000 (non-refundable) in favour of PB (BCI) Doordarshan Commercial Service, New Delhi.

    Interestingly, the 30th Auction was held on 15 September, which also coincides with the day when Doordarshan first started beaming in the year 1959.

    A DD source told indiantelevision.com that although the reserve price was Rs 4.3 crore, one of the three channels had bid Rs 5.2 crore.

    The three channels are IBN 7, WoW Cinema, and Bholjpuri Cinema.

    The slots were falling vacant as license period of three three TV channels on the platform was or had expired.

    Freedish has not raised its reserve price. The reserve price had been Rs 3.7 crore till last year but was raised to its present level for the 25th e-auction in January.

    The platform at present has space for eighty channels including its own channels and Lok Sabha and Rajya Sabha TV along with 24 All India Radio channels.
