    MUMBAI: Public service broadcaster Prasar Bharati has allotted vacant slots to three channels on its direct-to-home (DTH) platform DD Free Dish in the 41st e-auction. According to media reports, the pubcaster has garnered Rs 21.69 crore in the latest round of e-auction.

    Hindi GEC Manoranjan Grand, Hindi movie channels Zingaat and Skystar Telugu have been allotted MPEG-2 slots for the period from 16 August 2019 to 29 February 2020. Manoranjan Grand, the new free to air (FTA) Hindi GEC will launch on 15 August while the test signal of the channel is already on.

    The Prasar Bharati board gave a green signal to e-auctioning of DTH slots on DD Free Dish in January. The e-auctioning was arbitrarily called off in October 2017. Earlier, FreeDish would conduct the e-auction every couple of months to award vacant channel slots to private broadcasters. The last e-auction was held in July 2017.

    MUMBAI: The first annual e-auction for MPEG4 slots on Doordarshan’s FTA DTH platform FreeDish witnessed an intense competition that was held from 27 to 29 March. According to reports, the highest bid during the e-auction was Rs 57.1 lakh, a premium of almost 1150 per cent over the reserve price of Rs 5 lakh and the average bid was at Rs 44.17 lakh per slot.

    A total of 15 MPEG4 slots were successfully sold to channels across genres that will be available on the platform with effect from 15 April 2019.

    The public broadcaster stated that the response to the 39th e-auction was overwhelming, as almost four times applications were received against the vacant MPEG-4 slots. Also, there was no genre based restrictions or reservations for participating in the e-auction.

    Among the 15 channels, five of them are Hindi devotional channels including Aastha Bhajan, Arihant, Satsang, Subh TV and Vedic TV. Apart from that, only three are non-Hindi channels while the rest are Hindi channels. Three MPEG-4 slots have been reserved for public broadcasting purposes.

    Home Shop18 and NT1 have won slots in the teleshopping genre. Enter 10 Bangla, Oscar Bhojpuri, Sky Star Bangla, Sky Star Telugu and WoW Cinema One have bought the slots in the movie genre. In the news genre, ABP Ganga, Chardikala Time TV and Aryan TV National have won the slots.

    Prasar Bharati CEO Shashi Shekhar had tweeted, “Happy to share that the first annual e-auction for MPEG-4 slots (39th e-auction) on DD Free Dish saw robust bidding with 15 successful slots sold to channels across genres and languages.”

    “The e-Auction saw slots being taken at an average price that was nearly 8 to 9 times the invitational price underscoring the high competition. With this overall projected annual revenue from DD Free Dish will cross 400 cr between MPEG2 and MPEG-4 slots,” he said.

    MUMBAI: The first e-auction of Doordarshan’s FTA DTH platform, FreeDish, after recommencement witnessed intense competition. Under the revised guidelines, total of 40 MPEG2 slots were successfully sold.

    Prasar Bharati  CEO Shashi Shekhar Vempati said that that the estimated revenue from the sold slots is Rs. 395 crore and added that the new channels will be on air from 1 March 2019, subject to completion of formalities.

    After the e-auction Vempati asserted that the language diversity on DD FreeDish has also seen an expansion with Marathi channels taking up slots.He also added that nearly eight new channels have taken up space across various categories and genres in various languages.

    While revealing the new policy guidelines, Vempati had said a key consideration factored in was to increase the diversity of content available on FreeDish and to expand its reach across India, especially within the non-Hindi speaking states.

    As shared by Prasar Bharati, the highest bid price in Bucket A+ was Rs 15.05 crore, in Bucket A it was Rs 12.45 crore and in Bucket B was Rs 10.95 crore. In Bucket C, which saw the toughest competition, the highest bid was Rs 8.95 crore. Bucket D saw a high of Rs 6.1 crore.

        

    The new policy guideline has kept five buckets for e-auction of MPEG2 slots . Bucket A+ has been kept for Hindi GECs and teleshopping channels with a reserve price of Rs 15 crore, and Bucket A has been dedicated for Hindi movie channels with a reserve price of Rs 12 crore.

    Hindi music, sports, and Bhojpuri GEC and movie come under Bucket B, which has a reserve price of Rs 10 crore. All news and current affairs TV channels in various languages fall under the category of  Bucket C, which had a reserve price of Rs 7 crore. Bucket D with lowest reserve price of Rs 6 crore comprises all other remaining genres/language channels.

    Earlier on 15 February 2019, the Prasar Bharati Board on gave a green signal to e-auctioning of DTH slots on DD FreeDish. The e-auctioning was arbitrarily called off in October 2017. Earlier, FreeDish would conduct the e-auction every couple of months to award vacant channel slots to private broadcasters. The last e-auction was held In July 2017.

    MUMBAI: Within a few days of DD FreeDish e-auction recommencement notice, 9X Media, B4U and MASTiii have filed a writ petition before the Delhi High Court asking for a stay on the upcoming e-auction process as they feel the base prices are very high for small broadcasters.

    It wants the court to quash the guidelines issued by Prasar Bharati on 15 January 2019 as well as its directive to disconnect channels from 1 March 2019.

    9x Media has mentioned that it is a loss-making entity with losses of Rs 7.81 crore and negative earnings per share and such a decision could adversely impact its business. Its petition contends that FreeDish has shut the doors on small non-profit making companies from being available to the public at large and instead prefers deep-pocketed ones.

    After a long hiatus, Prasar Bharati board gave a green signal to e-auctioning of slots for DD FreeDish along with a revised policy with a change in pricing. The new policy guideline has kept five buckets for e-auction of MPEG2 slots. Bucket A+ has been kept for Hindi GECs and teleshopping channels with a reserve price of Rs 15 crore, and Bucket A has been dedicated to Hindi movie channels with a reserve price of Rs 12 crore.

    9X Media contends that these categories of ‘high commercial potentiality’ and prices have not been justified by FreeDish. The petition also states that companies running news channels such as TV Today Network and Zee Media are profit-making companies and so keeping their base price lower than music channels is unjustified.

    “The channels can differ in content, viewership, class of customer, commercial potentiality, advertisement available, peak time of the channel, regions and other factors…Different music channels can have different uptake, viewership, potentiality, etc,” the document reads.

    The petitioners state that the entire process has been conducted arbitrarily without maintaining transparency. It even adds that Prasar Bharati is “misusing its status of the largest DTH operator, having largest number of subscriber base, as it claims to hold about 30 million subscribers.” Without consulting stakeholders, such decisions lead to creating monopoly in the hands of a few.

    Additionally, Prasar Bharati is seeking carriage fees which are way higher than private players even as the validity of FreeDish having 30 million subscribers is contended.

    The e-auctioning of slots onDD Free Dish were arbitrarily called off in 2017 while the last e-auction of DD FreeDish took place in July 2017. Earlier, DD FreeDish used to hold e-auction once every couple of months to award vacant channel slots to private broadcasters.

    MUMBAI: Prasar Bharati-led free direct-to-home (DTH) service DD FreeDish has allocated MPEG-2 slots to four channels. The four slots have been allocated to Aajtak Tej, Republic Bharat, Surya Samachar and Kushboo Bangla. The first three channels are from the news category with Republic Bharat to launch on 26 January, while the fourth is a Bengali GEC.

    “Based on the applications received for interim placement of channels on currently vacant MPEG-2 slots on DD FreeDish on pro-rata basis, 4 slots have been allocated to Aajtak Tej (news), Republic Bharat (news), Surya Samachar (news) and Kushboo Bangla (Bengali GEC),” Prasar Bharati informed on Twitter.

    The public broadcaster invited applications for interim placement of channels on currently vacant MPEG-2 slots on DD FreeDish on pro-rata basis for the period 26 January 2019 to 28 February 2019. Interested private satellite TV channels were requested to submit their applications along with all requite documents and demand drafts/fee on or before 24 January latest by 12 pm.

    “Good to see a Bengali GEC channel take up a slot on DD FreeDish. Gives us much hope that the upcoming eAuction next month will expand regional/language diversity on DD Free Dish taking it beyond the Hindi belt,” Prasar Bharati CEO Shashi Shekhar Vempati commented.

    Earlier this month, DD Free Dish e-auctions were resumed under a revised policy. Vempati said e-auctions will be based on a differential pricing to be determined by the genre or language of channels. He also said a key consideration of the new policy was to increase the diversity of content available on DD Free Dish and to expand its reach across India especially within the non-Hindi speaking states.

    The e-auction of slots  on DD Free Dish was arbitrarily called off in 2017 while the last e-auction of DD Free Dish took place in July 2017. Earlier, DD Free Dish used to hold e-auctions once every couple of months to award vacant channel slots to private broadcasters.

    MUMBAI: Peeved by Doordarshan’s decision to keep a new round of e-auctions for slots for private TV channels on pubcaster’s FTA DTH service FreeDish on hold and fear of being shoved off the platform after annual contract expiry, WOW Cinema has moved disputes tribunal TDSAT questioning Prasar Bharati’s stand.

    Wow Cinema’s manager Cinema 24×7 Pvt. Ltd. has requested telecoms and broadcast disputes tribunal TDSAT, amongst other temporary relief, to restrain DD’s parent Prasar Bharati from removing the TV channel from the DTH platform after expiry of the agreed terms in September 2017 till the final disposal of the present petition.

    As reported by Indiantelevision.com earlier, slots for private broadcasters were not being filled up after falling vacant on DD FreeDish with the expiry of annual contracts, while Prasar Bharati has also reportedly put on hold a fresh round of e-auctions since August 2017 citing “administrative reasons”.

    This stance of the pubcaster, according to the petition, would/could affect more TV channels on DD FreeDish. According to the petition, which is likely to come up for preliminary hearing on 12 October 2017 at TDSAT, on account of absence of clarity on e-auctions from Prasar Bharati and the agreement with the petitioner coming to an end September 2017, WOW Cinema would not be available to viewers of FreeDish despite the petitioner’s willingness to fulfil all future obligations as part of auto-renewal of the contract.

    However, Prasar Bharati, through its counsel, has argued that since the petitioner was free to participate in a fresh round of auctions (as and when it happens) and would be governed by a fresh agreement on winning a slot, the request for an auto-extension was unfounded.

    It was also submitted by Prasar Bharati that two more channels (VAA Movies and RT Movies) too had gone off DD FreeDish due to the expiry of their agreements in August 2017— and so Wow Cinema is not an exception.

    DD FreeDish, a multi-channel FTA DTH service, was launched by Prasar Bharati in December 2004 and, at present, carried approximately 80 SD TV channels, along with 32 radio channels. This Ku-Band DTH service provides TV coverage throughout the Indian Territory (except Andaman & Nicobar islands) and, reportedly, has a subscriber base of about 22 millions.

    Though FreeDish is now over a decade old, but it’s only in the last few years that private TV channels realised its importance and the platform’s reach. With BARC India starting to measure rural audience, the primary base of FreeDish, private broadcasters started to jump on to the FTA bandwagon — even paying sizable carriage fee. WOW Cinema, for example, paid Rs. 80 million in an e-auction for a year’s shelf life on DD’s KU-band platform.

    Not only some private TV channels from the stable of big broadcast companies like Zee, Viacom18, Sony and Discovery, GECs and news channels included, had hopped on to the FTA bandwagon, but the likes of Star India had recently launched revamped or new TV channels (Star Bharat and Star Sports First) on the DD FreeDish with fresh programming to extend their reach and improve on audience measurement data.

    MUMBAI: The Supreme Court has refused to direct the BCCI to conduct e-auctioning for awarding media rights relating for Indian Premier League(IPL) for the next five years. 

    A bench comprising the chief justice Dipak Misra and justices A M Khanwilkar and D Y Chadrachud did not consider the plea of the BJP leader Subramanian Swamy that the ongoing tendering process for awarding media rights for the IPL events be stayed and e-auctioning directed, PTI reported. The IPL matches are scheduled to start in April next year.

    Committee of Administrators (COA) senior advocate Parag Tripathi said that the ongoing tender process was a better option as all the bidders put their best bid in a sealed envelope to get the media rights.

    Swamy said he wanted to file an interim application highlighting alleged collusion and conflict of interest on behalf of a BCCI functionary who also runs a news channel (an apparent reference to the Congress leader Rajiv Shukla). This plea was allowed by the top court.

    The apex court had earlier asked the COA chief Vinod Rai to file an affidavit specifying how the ongoing tender process was better than the e-auction.
    The Supreme Court on 28 July sought the response of BCCI on Swamy’s plea that e-auction of the media rights should be done to ensure transparency as the rights are to be given for the next five years.

    The apex court had last month told the BJP leader that it would think over his plea to accord urgent hearing in the case after Swamy referred to the apex court verdicts to buttress his point that it has been held that auctioning was the best method of awarding contracts.

    Swamy had said that the amount involved in the award of IPL media rights was to the tune of Rs 300 billion, and the issue should not be decided in an “opaque” manner.

    “This petition prays that the distribution of IPL rights, which is scheduled on 17 July, 2017, should be done in the most transparent mode available, that is via e-auction,” his petition had said.

    It had alleged that all the activities of Board of Cricket Control in India (BCCI) were undertaken with “tacit concurrence” of the state governments and the Centre “who are not only fully aware but supportive of the activities of the Board.” 

    “It is a requirement that non-discriminatory and transparent method with the best international practices must be adopted for distribution of the valuable media rights so as to ensure the maximum revenue in the larger national interest,” Swamy’s plea had said.

    He had alleged that there was a consistent attempt by vested interests to try and build a monopoly by getting the valuable rights in a non-transparent manner.

    “Huge money is involved in the valuable rights associated with the game of cricket in India which makes it mandatory to have the auction process robust, completely transparent, in order to maximise revenue and prevent vested interests from making undue gains,” Swamy had claimed.

    NEW DELHI: Doordarshan’s FreeDish is all set for its 36th e-auction on 4 July 2017, after an auction on 25 May turned out to be a damp squib though two TV channels came on a pro rata basis.

    In a major change of policy, the reserve price for general entertainment channels will be Rs 80 million but the reserve price for news and current affairs channels will be Rs 65 million.

    With the completion of MPEG4 trials, the total strength of the platform will go up to 104 by the end of July as expected. Earlier this year, the Parliament was informed that FreeDish had got approval to increase this capacity to 250 channels and DD sources had told Indiantelevision.com that it will happen in the third quarter of 2018.

    The e-Auction will be conducted by M/s. C1 India Pvt. Ltd., Noida which also conducted the FM Radio Phase III auctions on behalf of Prasar Bharati.   

    Meanwhile, changes have also been made in the modes of payment with regard to GEC and news channels. The participation amount (EMD) in the e-Auction for GEC channels is Rs.28 million while it is Rs 22.8 million for news channels. This has to be deposited in advance before or by 12 noon on the date of auction along with processing fee of Rs.25,000 (non-refundable).

    Incremental amount for the auction will be Rs one million and the time for every slot e-auction will be of fifteen minutes duration. This may be extended by five minutes if a bid is received before the closing time.

    Unsuccessful bidders will get back the participation amount within three weeks of the results while that of successful bidders will be adjusted against the third and final instalment of the carriage fee. If the successful bidder fails to put his channel on the allotted slot within a month, the allotment will be cancelled and the participation fee forfeited. Successful bidders have to sign and return an agreement within fifteen days of allotment.

    However, Doordarshan has changed its payment regimen and made it stricter.

    The first installment of 25 per cent of the bid price with the applicable service tax will have to be paid within one month from date of placement of channel. The second installment of 25 per cent of the total bid price along with the applicable service tax will have to be paid within four months of placement of channel. The third installment of remaining amount after adjusting the participation fee and previous installments but adding the applicable service tax will be deposited within seven months of placement of channel.

    If any of the installments is not paid in time, a penal interest of 14.5 per cent per annum will be levied.

    If there is failure in depositing an installment for two months, the deposited participation amount along with any installment paid will be forfeited and the channel discontinued after a 21-day discontinuation notice.

    The two channels that were brought on board on pro rata basis are RT Movies and NewsX –  which is FreeDish’s first English news channel – have been taken on a special pro rata basis till the next auction. Explaining the concept of pro rata, he said these channels are paying at a daily rate basis calculated against the reserve price of Rs 80 million for the period when they came on air till the next auction. This works out to Rs 2,19,178 per day.

    In line with the ‘Digital India’ and ‘Make in India’, DD has implemented Indian CAS (iCAS) on DD FreeDish Platform. iCAS (which is an initiative of the central government) was introduced in the auction held last month. The introduction of iCAS will provide enhanced viewing experience.

    DD officials said the existing viewers will continue to get 80 SDTV channels and 32 radio channels, but will have to obtain iCAS-enabled authorized set-top boxes for accessing all new channels.

    Although FreeDish will remain free-to-air with no monthly or periodic fee, the viewers will be required to register with DD FreeDish on getting the new STB from Doordarshan authorized STB dealers.

    DD officials said implementation of iCAS and authorisation of STB original equipment manufacturers (OEMs) by Doordarshan will give a major thrust to ‘Make in India’ and ‘Digital India’. At present, a majority of STBs are imported. However, the introduction of iCAS will help in standardization of STBs and encourage quality STB manufacturing in India.

    With analogue having been switched off, the Parliament had been told that many stakeholders feel that FreeDish is the best option in Phase IV which covers rural India.

    FreeDish was launched with a modest bouquet of 33 channels in December 2004, and now carries eighty TV channels and 32 radio channels. This includes 22 Doordarshan channels and two parliamentary channels, seven general entertainment channels, 18 movie channels, 13 news channels, seven music channels, three religious channels and eight channels of other genres. The All-India Radio stations also piggy-back on the platform.

    NEW DELHI: A new era begins for Doordarshan’s free to air direct to home platform FreeDish as it takes the first major step to mark towards its target of 104 television channels by March end with its 32nd e-auction which will help it cross the existing capacity of eighty channels.

    With MPEG4 under final trials and existing channels having received extensions for their licences, the next e-auction of DD FreeDish is slated for 14 February 2017.

    With this new leap, DD has also raised its reserve price to Rs 48 million per slot from the hitherto Rs 43 million. Earlier, the price for one channel went up to Rs 53 million and gave DD the confidence to raise the pricem which had been Rs 37 million till 2015 but was raised to Rs 43 million for the 25th e-auction in January 2016.

    The e-Auction will be conducted by M/s. C1 India Pvt. Ltd., Noida which also conducted the FM Radio Phase III auctions on behalf of Prasar Bharati.

    While three new channels were added in an auction held over two days in mid-October, another 24 got their licences renewed for a year. DD officials also confirmed that FreeDish will soon be capable of carrying up to 250 channels.

    In line with the ‘Digital India’ and ‘Make in India’, DD has decided to implement Indian CAS (iCAS) on DD FreeDish Platform. iCAS (which is an initiative of the central government) is being introduced in 24 MPEG-4 channels. The introduction of iCAS will provide enhanced viewing experience.

    DD officials said these additional 24 MPEG-4 SDTV channels will be available to viewers in FTA mode. The existing viewers will continue to get 80 SDTV channels, but will have to obtain iCAS-enabled authorised set-top boxes for accessing all 104 channels.

    Although FreeDish will remain free to air with no monthly or periodic fee, the viewers will be required to register with DD FreeDish on getting the new STB from Doordarshan authorised STB dealers.

    Slots on DD FreeDish are allocated to private channels through a transparent system of e-auction. DD earned Rs 980 million in 2014-15, Rs 1800 million in 2015-16, and Rs 1040 million till September in 2016-17. The 31st auction brought Rs 1293 million In October 2016.

    FreeDish was launched with a modest bouquet of 33 channels in December 2004, and now carries eighty TV channels and 32 radio channels. This includes 22 Doordarshan channels and two parliamentary channels, seven general entertainment channels, 18 movie channels, 13 news channels, seven music channels, three religious channels and eight channels of other genres.     Of the reserve price, Rs 11 million will be deposited within one month of placement and another Rs 11 million within two months along with service tax of 15 per cent on the bid amount.

    The balance bid amount will be deposited within six months, failing which the deposited amount will be forfeited and the channel discontinued after a 21-day discontinuation notice.

    In line with the ‘Digital India’ and ‘Make in India’, DD has decided to implement Indian CAS (iCAS) on DD FreeDish Platform. iCAS (which is an initiative of the central government) is being introduced in 24 MPEG-4 channels. The introduction of iCAS will provide enhanced viewing experience.

    DD officials said these additional 24 MPEG-4 SDTV channels will be available to viewers in FTA mode. The existing viewers will continue to get 80 SDTV channels, but will have to obtain iCAS-enabled authorised set-top boxes for accessing all 104 channels.

    Although FreeDish will remain free to air with no monthly or periodic fee, the viewers will be required to register with DD FreeDish on getting the new STB from Doordarshan authorised STB dealers.

    Slots on DD FreeDish are allocated to private channels through a transparent system of e-auction. DD earned Rs 980 million in 2014-15, Rs 1800 million in 2015-16, and Rs 1040 million till September in 2016-17. The 31st auction brought Rs 1293 million In October 2016.

    FreeDish was launched with a modest bouquet of 33 channels in December 2004, and now carries eighty TV channels and 32 radio channels. This includes 22 Doordarshan channels and two parliamentary channels, seven general entertainment channels, 18 movie channels, 13 news channels, seven music channels, three religious channels and eight channels of other genres. All All India Radio stations also piggy-back on the platform.

    The participation amount (EMD) in the e-Auction is Rs.15 million which has to be deposited in advance before or by 12 noon on the date of auction along with processing fee of Rs.10,000 (non-refundable) in favour of PB (BCI) Doordarshan Commercial Service, New Delhi.

    Incremental amount for the auction will be Rs one million and the time for every slot e-auction will be of fifteen minutes duration. This may be extended by five minutes if a bid is received before the closing time.

    Of the reserve price, Rs 11 million will be deposited within one month of placement and another Rs 11 million within two months along with service tax of 15 per cent on the bid amount.

    The balance bid amount will be deposited within six months, failing which the deposited amount will be forfeited and the channel discontinued after a 21-day discontinuation notice.

    DD officials said implementation of iCAS and authorisation of STB original equipment manufacturers (OEMs) by Doordarshan will give a major thrust to ‘Make in India’ and ‘Digital India’. At present, a majority of STBs are imported. However, the introduction of iCAS will help in standardisation of STBs and encourage quality STB manufacturing in India.
